Approval of minutes from the September 25, 2008 meeting: 3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. YMCA Update: Discuss rental fields at Oct. meeting after MVCC has “fair share” discussion with SAB and IBL. 5. Unfinished Business: √a. Hillview Ball field- Grading has been started and should be completed in the next two weeks. * Grading and seeding have been completed, aglime has been redone. The grass is coming in nice. b. Oakwood/Greenfield Trailway: Staff recommends that we continue with our maintenance type repairs and wait and see what the RCWD accomplishes. We will be doing minor repairs to the trail surface and trimming around the plantings. (seedlings and established trees) *Preliminary grading has been done. We will be applying the 3/8 minus now that the pathway has been leveled. We removed some of the less desirable base to accommodate this step. c. Silver View Park: The proposals for the aerators has been received, they came in higher than expected, we will want to talk about this. One of the pumps that we attained from the Bridges Golf Course may have to be replaced. The cost for trenching and supplying the power is right at the limit of what was budgeted. *Staff would like to carry this over to October meeting. d. There was the suggestion of starting an “ADOPT-A-PARK” program. Information has been submitted for the website, cable TV, and MV Matters. √e. Off-leash dog park. Where could we put one in Mounds View? Oakwood, north of Hillview? Arden, behind compost? Oakwood north on Quincy along freeway? Commission reviewed aerial maps that included the proposed areas for the dog park. The 40’ X 100’ size that was mentioned in the last meeting would cost approximately: $5,000 for the fence, $1,200 to $1,500 for gates (one for equipment access and one smaller one for user access), $800 for a picnic table and bench. This does not include cost of chipping and trash cans as there are so many variables. A 40’ X 100’ dog park figures out to be less than 1/8 of an acre. For an average sized dog with normal stamina this would be very small. The smallest that we found was a little less than .5 acres and the average was 6 to 8 acres. Some of them were as large as 60 + acres. At this time we do not have enough interest from the community to support pursuing this. We would like this to be a question proposed at the 2009 Town Hall meeting if they have a survey board as they did in 2008. Remove from agenda. 6. New Business: a. Lambert building replacement fast tracked per city tour discussion. Report on Hillview and Groveland size and will it fit at Lambert? There will be an aerial map of Lambert Park. Pete will show how the building can fit. Lambert building 33’x33’ but space enough for existing building Hillview building 21’x52’ Groveland building 22’x56’ Consider glass block window or sky lighting as alternatives for natural lighting do to location of ice rinks and ball fields to deter hockey puck or baseball window damages. Direct Staff to investigate cost of site plan. b. Revisit fee schedule for field and park building rental Need to consider: classification of organizations, defining “event,” and who is getting the “free event” per week so individual coaches are not reserving the field rotating weeks so as to get them for free. Should we eliminate the “free” event for field use? Commissioner Palm will email the fee structures and classification to other Commissioners. MUST DECIDE AT OCTOBER MEETING. c. The subject of Park Dedication Funds to be used on Hillview for parking spaces. This was sent out to all the commissioners last month. A copy of resolution # 7307 is included in the packet as Items 5 and 6 and addresses the Park Dedication Funds that are proposed to be used in the funding for the parking. The Commission collectively is AGAINST Items 5 and 6 of Resolution #7307. We are angered that it was included in the Resolution in July, before our August meeting when we voted NOT to have angled parking at Hillview Road, WITHOUT our input into the design and cost of this project, as well as financing sources from the Park Dedication Fund. The Commission has requested to be put on the agenda for the next City Council Work Session in October. Szurek and Palm will contact Desaree Crane to get on the agenda. 7. Commissioner/Staff Reports: Park Sign Replacement Program Update: Signs are in. ALRC Biking Committee—Darren Peterson is a representative for that committee. Not present. Any Other Reports? Silverview and Oakwood soccer fields are in tremendous status Spring Lake Park plans to install skatepark at Terrace Park in the Spring 2009 $40K. Lakeside Park playground equipment is installed and ready to play on. City Staff has the following projects in the works. *Irrigation repairs, Silver View trail trimming, Oakwood trail trimming, mowing, whipping, chipping, and athletic fields. *We are starting to wean down the irrigation in preparation for fall. Gearing up to assist with three more Eagle Scout projects. Hockey boards, Disc golf, Trail maint. and improvements. We need to recognize Eagle Scouts with a plaque at a Commission or City Council Meeting. Direct Staff to pull names together for November meeting so we can acknowledge them at December meeting. *Eagle Scout projects are being completed. Lambert Building repairs, Lambert Hockey Rink overhaul and a demonstrative water garden was installed on the south end of Silver View Park. This not only will be very fictional for water run off but it will be an example for homeowners to see. *Groveland vandalism and Oakwood Park vandalism. Can we get annual reports of vandalism incidents with number of incidents and cost of staff time and equipment? Could report annually in MVMatters to encourage residents to call and report. 8. Request for future agenda items/other business Possible Items for the October Agenda. Budget with Park Improvement Plan. Please send updated PIP 2008 with done items identified.
