Call to Order at 6:34 PM Roll Call: Aukee, Palm, Kroeger, Kunz, Long, Arel, Peterson Staff Present: Prindle, Dazenski BRAA: Michael Hill 2. Approval of minutes from the September 25, 2008 meeting. Motion by Arel to approve minutes; 2nd by Long. Motion Passed 7-0. 3. Public Input - Citizens are encouraged to speak to the Parks and Recreation and Forestry Commissioners on issues of concern. No citizens present 4. YMCA Update: Wrapping up fall session Fall Family Fun day=40 families, way up from last year Winter Fun Day with Santa in December Swim Academy changing and growing Adult Leagues: Co-ed VB, Book Hockey at Hillview starting in January. Hiring for ice rink attendants. MVCC happenings flyer: MVCC garage sale, Moms and Daughters Defense Classes, Dance Direct Staff to send out information for Volunteer Coach of the Year in MV Matters Commissioner Aukee will draft an information box for the MV Matters for YMCA Discuss rental fields at Nov. meeting after MVCC has “fair share” discussion with SAB and IBL. 5. Unfinished Business: a. Hillview Park parking spaces, per Street and Utilities Committee recommendation. Joint meeting with Street and Utilities Committee indicated the following issues that drove their recommendation to put off-street parking at Hillview Park at a cost of $71,500. The SUC recommended to City Council to take this from the Park Dedication Fund. 1) Greenwood: would lose 2 parking spots, Parking only allowed on East side of street *safety of young children darting out into traffic while adults watch older siblings play *driving onto gravel and grassy edge, *congestion with narrow street *signage difficult to see with tree cover and noncompliance to existing signage 2) Hillview: would increase from 15 to 27 parking spots; Parking only allowed on North side of Hillview Road (park side) only between Long Lake Road and Greenwood Drive *pulling off onto curb, *actually driving onto grass, *limited parking 3) Discussion of Commission: *Concerned with design regarding backing up from angled parking spot *Concern with more diagonals for children to run through more cars. *Residents survey, seemed to be residents living nearest the park wanted no change *MVCC brought forth the biggest issue is transition of dropping off and picking up where cars are there for a short time. Also between two games, when multiple parents are leaving or arriving. *9 weeks, 4 nights per week for baseball: approximately 36 nights per year *Concern with setting precedence for the other parks that don’t have off-street parking. *Concern with taking up limited space from road to field, especially with a sidewalk—there is no room *Concern with bringing cars closer to fence line for foul balls, and future cost of residents wanting additional fencing *Will adding 10 spots make a difference? *Concerns with the wording of the survey. It did not indicate the funding source or cost *Current parking rules need to be enforced with regard to no parking areas *Hillview is a static park. There will be no larger capacity or additional use that would result in greater use of the existing ammenities *City Code Section 405.7 subd 9 and Section 203.5 subd 3 &4 referring to section 1204.02 of the city code *A position was read addressing these concerns. Motion by Peterson, 2nd by Aukee to request that parking at Hillview Park both on Hillview Road and Greenwood Drive be eliminated from Resolution 7307 as it does not improve the park, regardless of the number of spaces or funding source. Motion Passed 7-0 Motion by Palm, 2nd by Long to request that if the City Council were to move forward with the proposed changes in parking at Hillview Park both on Hillview Road and/or Greenwood Drive, that per city code Section 203.5 subd 3 and 4, referring to Section 1204.02, the Park Dedication Funds not be used. Motion Passed 7-0. b. Revisit fee schedule for field and park building rental Direct MVCC staff to meet with IBL and SBL to schedule field rental only through the league representatives, not individual coaches, for practices and games. This will hopefully eliminate teams doubling up on the free event/practice nights per week. Reevaluate in fall of 2009. c. Lambert building replacement fast tracked per city tour discussion. There is space enough to put a building duplicate of Groveland park at Lambert Park at a size of 22’ x 56’ Consider glass block window or sky lighting as alternatives for natural lighting do to location of ice rinks and ball fields to deter hockey puck or baseball window damages. Discussed lexan for windows. Concerned with scratches. Staff was directed to investigate cost of site plan. It is estimated to be $8,000-9,000 if they did not have to make modifications to the plan. This would get us to the point of sending it out for bids. Motion by Kroeger, 2nd by Peterson, to move forward with getting a site plan, including outdoor lighting for a new Lambert Park Building using the existing Groveland building footprint, estimated to cost $8,000-9,000 from the Park Dedication Funds. Motion Passed 7-0 6. New Business: a. Park Improvement Plan-Review Reviewed PIP with “done” items. Made changes moving 2008 not done items to 2009. Commissioners Kunz and Kroeger will revise with done and dropped items for final review in November. 7. Commissioner/Staff Reports: ALRC Biking Committee—Darren Peterson is a representative for that committee. No reports. b) We had some vandalism on the Hillview playground, someone broke a piece off the structure. We have ordered the part and it will be repaired ASAP. It does not present a hazard by being absent c) Staff will pull together names of Eagle Scouts for the November meeting and Commission will recognize them at the December meeting. d) Any Other Reports? YMCA Advisory Committee met Oct 6, 2008. Darren Peterson is the representative for that committee. The YMCA is doing well. May be increasing fees. Developing a marketing plan for Event Center *Groveland vandalism and Oakwood Park vandalism. Can we get annual reports of vandalism incidents with number of incidents and cost of staff time and equipment? Could report annually in MVMatters to encourage residents to call and report. 8. Request for future agenda items/other business Possible Items for the November Agenda. MEETING NOV. 20 Annual meeting with City Forester Rick Wriskey Need to address a comprehensive park lighting program 9. Motion to adjourn at 9:33 PM by Aukee, 2nd by Long. Motion Passed 7-0.
