Parks and Recreation -Andy: See attached report: Interviewing for an additional event host. Plan to improve carpet and paint Hodges Park building when not being used. Working on partnership with Arden Hills for programming. Fall Youth League registrations are open until end of July. NEW: Walk in the Park 8:30am on July 20th at Tony Schmidt Park in Arden Hills, and August 3rd at Silver View Park. Lillemo present at 6:36 PM B. Public Works— Pete: See attached report: Lambert and Hillview Parks now have bag and waste receptacles as well as doors with latches at the off-leash dog areas in the hockey rink spaces. Lots of money going into the SplashPad for parts that are wearing out. Staff is trying to stay on top of it with next-day delivery whenever possible. Public Works has some regular parts on hand, but are learning about other parts that are wearing out more often so they can handle the maintenance more expeditiously. Staff is having to replace poop bags often. Suggestion to put up a mailbox on a post for people to donate their plethora of plastic bags. Also, promote the off-leash areas on Social Media. Need to work on drainage at home plate at Greenfield Park. 7. UNFINISHED BUSINESS A. Community Garden— Resident Input: Timothy David Wood @ Sherwood Road is a Master Gardener. Planned space that is more about a community than a garden. What is a community? Shared space, common interest, social cohesion and cultural practices. Types: Allotment, Cooperative, Edible Garden (Fridley). Willing to provide classes and workshops. How can we move this forward to a Farmers' Market? How many Master Gardeners are in MV? Tim knows of a few. Jennifer Hagen @ Groveland Road. Experience with natural plantings and pollinator plants. Suggests a possible location north of the ballfields. She and her children enjoy picking and snacking while checking out some gardens as an edible garden. Sovady Huston @ Woodlawn Drive. Experience in program management. Willing to look at the different types of Community Gardens and the pros and cons for each type as well as hybrid options. How do we set up the space to be flexible to changing needs of the community. Looking to the Commission for the "buy-in," the space, and to spread the word. Consider the WSB Master Plan Committee's desire to promote wellness in the community thought this option. Commission likes the idea of this being a grassroots effort and community members kickstarting the idea. Also need input from WSB Master Plan Committee. Build a foundation and then grow the program. Eagle Scout projects can include building raised garden beds. Pete Szurek spoke with Edgewood Middle School representatives and they have some space to possible partner with the City. It would be on district property with water and parking. This could be a good starting point because the infrastructure is there. City Staff would need to talk more to the District maintenance. Need to restart a Garden Club in MV. We have a Master Gardener with a group that maintains City Hall. Need a safety plan for residents to come onto school property. Direction from the Commission: Direct City Staff talk with the School District about the possibility of a partnership. Ask the residents present tonight to develop possible options and gather support from residents. Encourage residents to contact Public Works for"Adopt-a-Park" support in cleaning up current park land and flower boxes, and get materials and resources from Public Works. Work with WSB Master Plan Committee and Community Engagement Committee on a possible future plan. Commissioners should visit Edgewood to see the space off County Road H. R Park Information Video: How can we get the kids more involved in making the %virion?We ran work with Nine North to create an updated video with more widespread representation of diversity in our community. In the TikTok, YouTube era can we make these short videos that showcase each park rather than a 15-minute video? Put QR Code on a park sign that shows the amenities, connects to the video, and a link to how to rent the building. Needs to include closed-captioning. Check out "One- Minute Tours" on Instagram. Could be improvised. Possibly show old footage of where it was in 2008, and include possibilities of where it might be in the future. Direct Staff to contact Nine North for more direction on how to proceed. 8. NEW BUSINESS A. WSB-Park System Master Plan: Candace Amberg gave an overview of the Park System Master Plan. Hosting Open House Meetings, Stakeholder Interviews, Pop up interviews, and an Interactive Map along with the City survey to collect data in July and August. First Open House on July 11, 6:30-8:00 PM at MVCC. COMMISSIONER REPORTS 9. REQUESTS FOR FUTURE AGENDA ITEMS/OTHER BUSINESS: City Council approved the Tribute Park Design Plan. The next meeting is July 9, 2024. The Committee can start looking for funding sources as the City cannot fundraise. SBM Fire will be the primary fundraising gatherer. Three Commissioners will not be at the July meeting. At this time we have a quorum, if all 4 other Commissioners can attend. Mills to take minutes. Need to be flexible next month on possible attendance. How can we set up a Community Space? No buildings, no playgrounds, just green space with maybe some tables and shelters to provide a place for community to gather. 10. Next Regular Commission Meeting: July 25, 2024. 11. Background On July 4, 2024 a group of Non-Residents rented several of the Splash Pad Pavillions, the group informed the Mounds View Police Department that "they will be having a festival, with a very large gather of people" The group had loud music being played and when neighbors asked if they would turn the volume down, they were treated with disrespect. The group had vehicles drive on City trails/sidewalk so that they could set up tents to sell merchandise, later in the day an ice cream truck was parked on the trail to sell ice cream. When residents/park users wanted to utilize the Splash Pad, this group said no because they had it rented and told them to leave. Later in the evening members of the group lite fireworks in the concrete area of the Splash Pad, near the people and close to the Splash Pad building. Mounds View Police Department responded to several calls to the Splash Pad and tried to correct the actions and behavior of the group. Staff has reviewed the City rental policy, fee schedule and Park rules. Staff has also requested the same information from a few surrounding Cities. Staff is requesting that the Commission review the policies and Park Rules to provide feedback and or comments to Staff. Park buildings must be left in same condition they were rented in. Garbage MUST be placed in the appropriate containers. Staking anything into the park grounds is prohibited. All tents and bounce houses must have prior approval to be set up at each park. No alcohol is allowed in City of Mounds View parks. Keys can be checked out at the Mounds View Community Center. Keys may only be checked out for 24 hours at a time (Exception on Sundays during summer). Failure to return key on time will result in a fee of$25, increased daily, up to $100. $200 damage deposit is required at time of key pick up with credit card or check. Red liquids are NOT permitted in park buildings. Renter will be held financially responsible for any damage incurred. If rental is on a Sunday between Memorial Day and Labor Day park building keys must be picked up on Saturday during business hours and can be returned on Monday. If your reservation exceeds the park facility capacity or a 10 garbage bag limit you will be charged an additional $100. The novel coronavirus, COVID-19 which has been declared a worldwide pandemic by the World Health Organization is extremely contagious and is believed to spread mainly from person-to-person contact. The City of Mounds View cannot guarantee that you and/or your guests will not become infected with COVID-19. Further, entry into the premises of a City of Mounds View facility and any activities performed thereon could increase the risk of contracting COVID-19. You acknowledge that you are voluntarily entering the premises of the City of Mounds View facility for your personal benefit, and the value of such benefit is sufficient consideration of your voluntary execution of this agreement. You further acknowledge and voluntarily agree to assume all the foregoing risks and accept sole responsibility for any injury to yourself and your guests including, but not limited to; personal injury, disability, illness, or death, damage, loss, claim, liability, or expense, of any kind, that you may experience or incur in connection with your presence at a City of Mounds View facility. You hereby release, covenant not to sue, discharge, and hold harmless the City of Mounds View, its employees, agents, and representatives, of and from the Claims, including all liabilities, claims, actions, damages, costs or expenses of any kind arising out of or relating thereto. You understand and agree that this release includes any Claims based on the actions, omissions, or negligence of the City of Mounds View, its employees, agents, and representatives, whether a COVID-19 infection occurs before, during, or after your use of the site. You acknowledge and voluntarily agree to follow current Department of Health Guidelines. Failure to follow the set guidelines will result in your permit being cancelled, prohibiting of future rentals and damage deposit charged. If we need to cancel your event or rental due to an edict from the state, city or county related to a contagious illness, we will refund your money in full or aid you in choosing another date for your event or rental. In the event of a cancellation, notice must be given a minimum of thirty (30) days prior to the rental date. The City 1 will retain a $10 processing charge. No refunds will be issued for cancellations occurring less than thirty days prior to the rental date. 2 Parks& Recreation New Brighton New Brighton Neighborhood Center Use Agreement Please Sign and Return.Keep a copy for your records • Payment in full is required to guarantee a reservation made online.This includes the refundable security deposit. • If the reservation is canceled less than 14 days prior to the event, 50%of the rental fee will be retained. If cancelation is less than one week prior to the event, the entire rental fee will be retained. Refunds are not given for inclement weather. • There will be a refundable security deposit issued for all events. If the rented space is left in a condition that causes any financial burden to the New Brighton Parks and Recreation Department or if the rental time is not adhered to, New Brighton Parks and Recreation may retain the security deposit to alleviate said financial burdens. If no issues are found with the room after the rental and the rental time is adhered to,then the damage deposit will be returned to individual within 30 days after event. • Renter will be liable for any damage directly resulting in the renters(and guests) misuse of the space including but not limited to major carpet stains or broken equipment such as tables, chairs, windows,walls and doors.Additionally, a one-year probationary status will also be applied to the renters account from the rental date in which the situation occurred. During this probationary period you will be unable to rent any spaces from New Brighton Parks and Recreation. • You may only access the building during time stated on the contract.You may not go in the day before to set up unless you have rented the building the day before. Entering the building before a rental groups contracted time or staying past contracted time will result in the group's deposit being retained. • The facility does not have staff on hand. There is a phone number on the checklist, however,the staff person is not on duty and may not be easily accessible. On holiday reservations,staff will not be accessible. • Facility Rental does not include use of the picnic pavilions(unless a reservation has been made). Reservations for a picnic pavilion may also be made online. • The building does not have kitchen facilities.There are outlets for heating items. Cooking is not allowed in the building.The mechanical room is not intended as a food preparation or storage area. • The rental party will pick up a key at the New Brighton Community Center for access to the building.The key may be picked up and returned within 48 hours of the event. • The security deposit will be retained if the Neighborhood Center key is not returned. • Decorations, banners, or signs may not be pinned, or otherwise affixed to the walls, ceiling or windows except with the use of masking/painters tape. No cellophane tape should be used.All tape must be removed. Confetti or glitter is not allowed Balloons must be secured by weights,to avoid escaping to the ceiling.A portion or all of the deposit may be retained if decorations are not removed. • If using the fireplace, switches are in the mechanical room to the left. Be sure to turn on the fan and fire switches and turn them off before leaving. • New Brighton parks are tobacco free. However, if a facility is rented, smoking and vaping is allowed under the neighborhood center overhang or under the pavilion. Please notify your guests about the smoking policy. • Parking is allowed in parking lots only. No vehicles are allowed on the grass, sidewalks, paths, etc. • Cleanup responsibilities are listed on a checklist you will get with the key.Tables should be cleared and washed,trash consolidated into the trash receptacles,floors vacuumed. Cleaning supplies are under the sink and a vacuum cleaner is in the mechanical room. If food items such as cake and frosting are dropped on the carpeting, clean them up immediately to avoid further issue.A portion or all of the deposit may be retained if this results in the carpets needing to be cleaned. • Rental groups are responsible for littered trash outside on the grounds of the building during contracted rental times. If the grounds are left littered or trash pouring out of cans,a portion of your deposit may be retained. • The deposit may be retained if police are called to the premises due to excessive noise. Music must be contained to the facility being rented and should not be at a level that would disturb neighbors, park users, or general public. • Before leaving,the group is responsible to make sure the building is secure. Lock all doors and windows, and exterior bathroom doors. Do not leave the building left unattended when it is unlocked.The contract holder will be held responsible for any damage resulting from the building being left unattended. • New Brighton Parks and Recreation is not liable for items brought into or left overnight in the facility(i.e. meeting supplies,AV equipment, or decorations). • The renter shall be solely responsible for supervising the conduct of the members of its group. Alcohol Policy: • A permit must be obtained through the Park&Recreation Dept.to serve alcoholic beverages. With the exception of service animals, animals are not allowed in the Community Center. RESERVATIONS & FEES 1. A down payment of 50% of the room rental fee is required to reserve a space in the Community Center. 2. In addition to the room rental fee, a damage and clean up deposit is also required for each reservation. 3. The entire room rental fee and the damage and clean up deposit are due 30 days prior to the rental date. 4. If a reservation is made less than 30 days before the rental date, full payment is due upon making the reserva- tion. 5. If all fees are not paid in full as set out above, the City reserves the right to cancel the reservation without notice. Down payments may be partially refunded pursuant to the Cancellation Policy set forth in this agreement. 6. Renter is responsible for any damages caused by Renter's event attendees or participants. Event Center Deposit 1. A damage and clean up deposit of$750 is required. 2. Check deposits will be cashed and credit card deposits will be charged if the$750 deposit is 75% or more of the total rental fee. If the $750 deposit is less than 75% of the total rental fee, deposit checks and credit card num- bers will be held and returned to the Renter within two weeks of the rental date. 3. The City recommends that deposits be paid by MasterCard or Visa for a timely refund. A refund issued via check may take up to six weeks to process. Multi-purpose Rooms&Gymnasiums Deposit 1. A damage and clean-up deposit of$100 is required 2. Check deposits will not be cashed and credit card deposits will not be charged unless the rented space was dam- aged during the rental period or the Renter vacated the rented space without cleaning it. CANCELLATION POLICY 1. The Renter may cancel the reservation by giving written notice to the Mounds View Banquet Coordinator at the Community Center. 2. The City will retain 25% of the total rental fee if a reservation is cancelled more than thirty days prior to the rental date. If another party rents the space after the cancellation, the 25% retainage will be refunded less a$50 pro- cessing charge. 3. If Community Center personnel determine that conduct is unacceptable, personnel will immediately notify the Renter. The Renter shall immediately address the situation. If, in the judgment of the Community Center person- nel, the Renter is unable to adequately address the situation, Community Center personnel reserve the right to end the event early and require those persons attending the event to immediately vacate the premises. If Com- munity Center personnel end an event early, all fees and deposits are forfeited. 8. The Community Center is a smoke-free facility. The Renter is responsible for notifying attendees of this policy before the scheduled event. Smoking is only allowed on the North Patio; smoking is not allowed near or around the front entrance of the Community Center. JUVENILE MUSIC/DANCE PARTIES When any group, individual or organization is using the Mounds View Community Center for use of a juvenile party(age range predominately 14-18 years old) it is the responsibility of the renter to hire an off-duty Mounds View Police Officer in addition to keeping a ratio of 1 adult to every 25 youth. The police department requires a 30-day notifi- cation of services. Any fees will be assessed to the renter and must be paid 30 days prior to the event. MUSIC AND SOUND EQUIPMENT 1. Amplification equipment and sound levels are subject to the approval of Community Center personnel. 2. Community Center personnel have the sole discretion to determine appropriate sound levels. 3. An executed Caterer Agreement, along with proof of license and insurance, shall be provided thirty days before the rental date. 8. The caterer shall name the Renter as an additional insured. ALCOHOL 1. Serving of alcoholic beverages shall end by 11:30 p.m. 2. Persons under 21 years of age shall not consume alcoholic beverages. 3. If alcohol is made available for purchase, the party providing the alcohol must be provided by a vendor licensed by the State of Minnesota, Department of Public Safety, and Alcohol and Gambling Enforcement Division with at least$500,000 in liquor liability coverage. Conditions related to the sale of alcohol, including supervision, property damage, insurance, and indemnification shall be set forth in the Caterer's Agreement. 4.
