APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Wake Wiesner. Motion Passed 6-0 4. APPROVAL OF MINUTES: July 25, 2024: Motion to approve by Arel, 2nd by Palm. Motion Passed 6- 0 5. STAFF REPORTS A. Parks and Recreation - Don: See attached report. Lillemo present. Festival in the Park Penny Carnival was a huge success. Question: Why the jump in revenue from LY-YtD, of$411; to this year $6,095? Ask Andy to answer next month. B. Public Works — Pete See attached report. Thank you to Public Works Staff for their great work on the Festival in the Park preparations and clean-up. City arborist is busy looking at trees in yards for the fall trimming, and getting ready for a tree sale in the spring. Weekly rotation of"no parking" signs at Oakwood put up Friday-Monday to help with the parking issues for the soccer games happening there with neighborhood concerns. 7. UNFINISHED BUSINESS A. Community Garden — Pete, Verbal Update. The MV School District has given the green light and is excited about the partnership. Staff has some questions about how this might work. The Commission asked Tim Wood to bring his survey results back to our October meeting. Based on the interest from him, we can look to answer the questions and consider moving forward. Initially, the Commission think the Community Garden Club could choose how to manage their group, and the City would manage the money and infrastructure. We have to consider hours/times that the club is not allowed on school grounds (during school hours, bus lanes, etc). Could the City spot a truck at the site for the club to use for removing debris in the fall? B. Park Rules— City Code— Don: We DO have rules from the City Ordinance 92 that could be connected a QRCode posted at each park, and attached to the rental agreements. Commission needs to read through the Ordinance and decide which elements we might want to post specifically on signs. Need to change 92.007 (C1) regarding off leash area at the ice rinks. C. Oakwood Park— Parking / Filed Use —Verbal Report: How can we mitigate the use of the fields to they don't get worn out? How can we address parking next year? They should be paying $100 per field (x3) per day = $300 per Sunday over 8 weeks = $2400. This could almost cover the cost of repair, but not the cost of prepping the fields each week. Staff will confirm this is what the group that was renting Oakwood was charged and paid. 8. NEW BUSINESS A. IBL- Rental Fees — Shed: We need to make sure IBL is not expecting access in the winter where there would need to be a plowed path. Who is the responsible party to remove the structure? Lillemo suggested IBL manages the maintenance and repairs to the structure (roof with a life span, walls and painting/upkeep, doors, locks that might be due to vandalism), but the City would maintain any graffiti on the outside. The structure would belong to the City if IBL wants out of the contract. The contract needs to include insurance for their property. They should not be allowed to have advertisements on the building. Motion by Lillemo, 2nd by Palm to include the following in the agreement with IBL in logical order by the attorney: 1) Winter accessibility will not be provided by the city, 2) IBL manages the maintenance and repairs to the structure (roof with a life span, walls and painting/upkeep, damaged doors/locks that might be due to vandalism), 3) the City would maintain any spot coverage of graffiti on the outside, but IBL will maintain painting to match existing park building with City approval on color 4) the structure would belong to the City if IBL wants out of the contract. 5) The contract needs to include insurance for IBL property. 6) IBL should not be allowed to have advertisements on the building. 7) The fee of$20 per month or$200 upfront which is subject to increase based on future unknown expenses to the City starting in 2026; beginning in 2025. Motion Passed 7-0. 9. COMMISSIONER REPORTS: Festival in the Park was great! Brochures are available to order bricks for the path to the Tribute Park. There is a lot of excitement about it! Thanks again to Public Works and The Festival in the Park Committee, the MVPD, and residents who attended. Park benches along MV Blvd need a trash can near them. The old benches are out there, but new benches have not been installed yet, but will have trash cans with them! Does the Commission want to have a tent/presence at the Festival in the Park next year? Could coordinate with MVCC staff if they have a tent to get feedback on programming. 10. REQUESTS FOR FUTURE AGENDA ITEMS /OTHER BUSINESS: Literacy trail? A new record. We had 32 partner organizations represented and served lunch to 595 people. Thank you to the Police Department and SBM Fire for being involved. (2 fulltime Park Workers, Arborist and 0 seasonal workers) worked on the following items since Sept. 1, 2024. Parks Maintenance • Weekly cutting and painting of soccer and ball field lines • Some ballfield game preparations • Splash Pad daily maintenance up until Labor Day (closed for the season) • Repaired old soccer goals in preparation of fall soccer (moved to Silverview) • Mowing, whipping and trash clean up at all parks • Assisted Storm water with cleaning inlets and outlets for one day • Assisted with Resource Fair transporting picnic tables • Aeriation at all parks ongoing this week Forestry Staff worked on the following items this last month: • Resident phone consults and site visits, daily (Responded to dozens and dozens of calls and emails) • Contractor meets and calls • Watering trees and the circle garden at Silverview • Full tree diseases survey of the city (marking diseased trees 3/4 complete) • One day Storm Water inlets and Outlets assistance • Parks mowing assistance • Inspection of Central Sandblast plantings and landscaping • Replaced plants at City Hall Park next to the splashpad transformer • Replaced plants at Hodges Park on the North sidewalk • Festival Preparation • Working on city tree sale • Working on prairie kits • Assisting Parks 1I Public Works Staff Report The following is the List of Parks and projects / maintenance activities ongoing or planned this year. Ardan Park • 2nd ditch clean out early winter 2025 City Hall Campus: • No lifeguard on duty sign installed for splash pad • Daily filter cleaning, chemical balancing and testing ( 1-2hr two fulltime staff daily ) now closed • Begin winterizing on the splash pad • Game prepped City Hall ball field for Police vs Fire softball game • Lock repairs splash pad building • Valve replacement at the splash pad • Trail gates ordered Groveland Park: Greenfield Park: • Replaced two locks, one broken one missing • Opened clogged culvert on Greenfield trail-this was causing the trail to be muddy and hold water Hillview Park: • Medtronic, 9 volunteers painting of Hillview hocky boards October 3rd, 2024 Lambert Park • Mowing and whipping Wage Public Works Staff Report Oakwood Park • Oakwood soccer field restoration has been completed: Aeriation, slit seeding, fertilizing and broadcast seeding.
