In the Matter of the Appointment
CITY OF MOUNDS VIEW ORDER APPOINTING
CHARTER COMMISSION COMMISSIONERS
WHEREAS, the appointed term of five Mounds View Charter Commission members
expires on October 31, 2024;
WHEREAS, notice of the vacancies created by the expired terms was published,
applications were to be submitted by August 12, 2024, and six applications were received;
WHEREAS, the Mounds View City Council submitted correspondence dated
September 4, 2024 to the Chief Judge of the Second Judicial District for consideration and
recommending two of the applicants, in accordance with Minnesota Statute § 410.05 (subd. 3);
and
WHEREAS, Minnesota Statute § 410.05 requires the Chief Judge of the District to appoint
and fill vacancies of Charter Commission members within the Judicial District.
THEREFORE, IT IS HEREBY ORDERED, that the following individuals are
appointed as members of the Mounds View Charter Commission, for a term commencing no
sooner than November 1, 2024, and ending no later than October 31, 2028:
1. Brian R. Amundsen, 3048 Woodale Drive, Mounds View, MN 55112;
2. Russell A. Warren, 8044 Greenwood Drive, Mounds View, MN 55112;
3. Jerry Peterson, 8125 Red Oak Drive, Mounds View, MN 55112;
4. Gary C. Quick, 8330 Knollwood Drive, Mounds View, MN 55112; and
5. Amber R. Urlacher, 5406 Adams Street, Mounds View, MN 55112
IT IS HEREBY FURTHER ORDERED THAT:
1. The Court Administrator of the Second Judicial District shall immediately, by mail,
provide notice to the members of the City of Mounds View Charter Commission of
these appointments.

2. The Court Administrator shall notify, by mail, the appointees of this Order and
inform them of their individual responsibility to file a written acceptance of office
within thirty (30) days from the date of this Order.
3. Appointments are to be fully effective upon the filing of the written acceptance with
the Court Administrator of the Second Judicial District Court for Ramsey County,
Minnesota.
