STAFF REPORTS A. Parks and Recreation - Andy: See attached report. Job openings for Front desk, Youth Development Staff and Group Fitness Instructor. MVCC will be hosting day care opportunities for school release days in conjunction with the MV school district. Community Resource Fair had over 900 attendees, 32 partner organizations, served a meal to nearly 600 people. There was past discussion of not having the October PRF Commission meeting so Commissioners could attend the Fall Festival at the MVCC. Motion by Wake Wiesner to cancel October PRF Commission meeting, 2nd by Anderson. Motion Passed 4-0. B. Public Works — Pete: See attached report. Anderson asked how often trees are marked in the city. The City marks in August before the leaves turn color so it isn't questionable. Ash trees are marked in the spring and summer. Oak wilt does affect red oak trees. White oak is resistant. The City arborist answers a lot of questions that residents have while he's out in the field. Residents can take downed trees and brush to the Ramsey County compost sites in Arden Hills or White Bear Lake locations with a driver's license to prove residency. 7. UNFINISHED BUSINESS A. Update Park System Master Plan — WSB Candace: See attached report. Need to consider area around Woodcrest with higher income and lower density, but what impact would removing the playground have on the neighborhood? WSB will have discussion and possible recommendations for us in the future. Some trail gaps with bike lanes only on one side of the road. Silverview Park building has some cracking on the cinder blocks and numerous items are not ADA compliant. We cannot do anything to improve these areas without going over the 20% threshold for meeting current codes. So the City will have to consider when and how to replace this building. What parameters are "rating" the parks' qualities? 8. NEW BUSINESS A. Review 2025 Fee Schedule: Increase MVCC space rentals by about 3% per year into 2027. Field rentals would move to the same rate system concerning three groups: Schools/Public Sector, Resident/Non-Profit, Non -Resident. Oakwood rental is "per field." Tournament would be $100 per day in addition to the hourly field rental. Do we need to have a field damage deposit? We could impose the $200 fee for Large Group Rental (200+ people). Motion by Palm to recommend the proposed MVCC room rental fee changes and field rental fee schedule changes to the City Council to include an additional $100 per day for tournaments and $200 refundable damage deposit for field damage to the year 2027. 2nd by Wake Wiesner. Motion Passed 4-0 9. COMMISSIONER REPORTS: Music of the Knight this Saturday, September 28. Town Hall Oct. 21st from 6-8 PM at MVCC 10. Teen volunteers helped with set up and serving smore items. Looking at doing another event during the winter months. Fall Festival • Estimated 1400 people attended! Thank you to PR&F commission members, seniors and Pursuit Church for helping us put on the event. Veterans Honor Day Turkey Bingo ins Club, Twin Cities Honor Flight and Chief Zender. y Bingo. Parks Maintenance • Mulching and removal of leaves at all parks, trails city hall and community center • Park grounds cleaning Monday and Fridays ® Ball field leveling as time allows • Winter rotation of equipment, storage cleaning and organization • Volleyball and tennis nets are still up most likely coming down next week Forestry Staff worked on the following items this last month: • Resident phone consults and site visits, daily (Responded to several calls and emails per day) • Contractor meets and calls Full tree diseases survey of the city (marking diseased trees 3/ complete) Working on city tree sale • Assisting Parks The following is the List of Parks and projects / maintenance activities ongoing or planned this year.
