1. CALL TO ORDER
Chair Jim Freichels called the meeting to order at approximately 7:30 a.m.
2. ROLL CALL
Members Present: Chair, Jeff Morito, Vice Chair, Jim Freichels, Commissioners, Gary
Stevenson, Gary Rundle, Donn Lindstrom, Jason Helgemoe, &
Andrina Moe
Members Absent: None
Staff Present: Assistant City Administrator, Brian Beeman & City Administrator
Nyle Zikmund
Meeting Attendees: Gary Meehlhause
3. APPROVAL OF FEBRUARY 16, 2023 AGENDA
Motion/Second: Commissioner Friechels moved and Commissioner Moe seconded the
approval of the February 16, 2023 EDC agenda.
Motion Carried: 7 Ayes, 0 Nays
4. APPROVAL OF JANUARY 19, 2023 EDC MINUTES
Motion/Second: Commissioner Rundle moved and Commissioner Moritko seconded the
approval of the January 19, 2023 minutes.
Motion Carried: 7 Ayes, 0 Nays
5. EDC BUSINESS
A. Review 2023 EDC Priorities:
Motion/Second: Commissioner Stevenson moved and Commissioner Moe seconded the
motion to approve the 2023 EDC Priorities, adding 1j. Mounds View Square, deleting 9.
Snap Market Redevelopment, and adding 9. Potential Mounds View Community Center
Expansion.
Motion Carried: 7 Ayes, 0 Nays
B. Review EDC Bylaws:
The Commission, is required to review the EDC bylaws annually at its February meeting.
Commissioner Stevenson asked about item III. regarding when the informational agenda
packet is to be submitted to the EDC and if it is clear enough as written. Assistant City
Administrator mentioned that the agenda packet is normally submitted the Thursday

before the meeting, a week before the scheduled meeting. The bylaws specify that the
informational packet should be submitted no later than the Tuesday preceding the
regular meeting. The Commission by consensus, agreed to leave the current EDC
bylaws as-is. No change is needed at this time.
6. A. REPORTS OF STAFF
Assistant City Administrator Beeman provided an update on approximately a dozen
projects happening within the city and informed the Commission of the upcoming March
8 Mounds View Business Council meeting starting at 8:00 a.m. at the Mounds View
Community Center.
B. REPORTS OF CITY COUNCIL MEMBERS
Council Member Meehlhause provided an update on the potential community center
expansion and other City Council business.
C. REPORTS OF COMMISSIONERS
There were no reports of Commissioners.
7. NEXT REGULAR EDC MEETING
Chair Moritko reminded the Commission that the next meeting will be held November 16,
2023 or as-needed throughout the summer.
8. ADJOURN
There being no further business, Chair Moritko adjourned the February 16, 2023
meeting at approximately 8:35 a.m.
