1. CALL MEETING TO ORDER
President Meehlhause called the meeting to order at 8:03 p.m.
2. ROLL CALL: President Meehlhause, Commissioner Cermak, Commissioner Clark,
Commissioner Gunn, and Executive Director Zikmund.
NOT PRESENT: Vice President Lindstrom.
3. APPROVAL OF AGENDA
MOTION/SECOND: Gunn/Clark. To Approve the November 25, 2024, Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
4. CONSENT AGENDA
A. August 26, 2024, EDA Minutes
MOTION/SECOND: Gunn/Clark. To Approve the Consent Agenda as presented.
Ayes – 4 Nays – 0 Motion carried.
5. SPECIAL ORDER OF BUSINESS
None.
6. PUBLIC COMMENT
None.
7. EDA BUSINESS
A. EDA Resolution 24-EDA-375, Appointing Members to the Economic
Mounds View EDA November 25, 2024

Development Commission
Assistant City Administrator Beeman requested the EDA approve three appointments to the
Economic Development Commission. He explained all three applicants were reapplying for the
open positions. He reported the EDA had another recent resignation and staff would be posting for
this resident vacancy.
MOTION/SECOND: Clark/Cermak. To Waive the Reading and Adopt Resolution 24-EDA-375,
Appointing Members to the Economic Development Commission to fill the three vacancies.
President Meehlhause reported Jason Helgemoe (business), Jim Freichels (business), and Gary
Stevenson (resident) were being recommended for reappointment to the EDA.
Ayes – 4 Nays – 0 Motion carried.
8. REPORTS
President Meehlhause asked when the Mounds View Business Council would meet next. Assistant
City Administrator Beeman reported this group would meet next on Thursday, December 19 at the
Mounds View Community Center at 8:00 AM.
Executive Director Zikmund asked if the EDA would support having the intern move to full time
hours in order to administer the Silver View and Ardan Park projects, noting this position would
be partially covered by grant funding. The EDA supported this recommendation.
9. NEXT EDA MEETING: Monday, December 9, 2024 at 6:00 p.m.
10. ADJOURNMENT
President Meehlhause adjourned the meeting at 8:10 p.m.
