RESOLUTION No. 10044 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />APPROVING A SEPARATE DRIVEWAY FOR <br />LOT 3 BLOCK 1 LONG LAKE COVE AT 2557 COUNTY ROAD I <br />WHEREAS, The Mounds View City Council approved the preliminary and final plat of Long Lake <br />Cove per Resolution 9771 on June 26, 2023, which included as a condition of approval that Lot 2 and Lot <br />3 Block 1 share a driveway to County Road I within an easement; and, <br />WHEREAS, Boulder Contracting LLC ("Owner") owns Lot 1 Block 1 and Lot 3 Block 1 of the Long <br />Lake Cove plat at 2557 County Road I; and, <br />WHEREAS, The Owner applied to Ramsey County for a driveway permit for Lot 3 Block 1 for a <br />driveway accessing County Road I, which permit was approved by Ramsey County on November 25, 2024; <br />and, <br />WHEREAS, The Owner entered into an agreement with St. Paul Regional Water Services <br />(SPRWS) for permission to cross the SPRWS easement abutting the property with a driveway, which <br />agreement was approved January 15, 2025; and, <br />WHEREAS, City staff has reviewed the history of the plat approval and the driveway permit from <br />Ramsey County and agrees that the development may proceed with a third driveway as requested by the <br />Owner for Lot 3 Block 1 and approved by Ramsey County and SPRWS. <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council ("City Council") hereby <br />approves the addition of a separate driveway for Lot 3 Block 1 of Long Lake Cove, revising the conditions <br />of approval for the plat as previously approved, with the following conditions and findings of fact: <br />Section 1. Conditions for Approval. The approval of the driveway is subject to the following conditions: <br />1) The Owner will follow all requirements of the Mounds View Public Works Director and Building <br />Official in designing and constructing the driveway. <br />Section 2. Findings of Fact for Approval. The City Council hereby makes the following findings of fact: <br />1) The Mounds View City Council approved the preliminary and final plat of Long Lake Cove per <br />Resolution 9771 on June 26, 2023, which included as a condition of approval that Lot 2 and Lot 3 <br />Block 1 share a driveway to County Road I within an easement. <br />2) Boulder Contracting LLC ("Owner") owns Lot 1 Block 1 and Lot 3 Block 1 of the Long Lake Cove <br />plat at 2557 County Road I. <br />DOCSOP ENNU210\341 \990521.v2-11 /20/24 <br />
