CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
APPROVING A SEPARATE DRIVEWAY FOR
LOT 3 BLOCK 1 LONG LAKE COVE AT 2557 COUNTY ROAD I
WHEREAS, The Mounds View City Council approved the preliminary and final plat of Long Lake
Cove per Resolution 9771 on June 26, 2023, which included as a condition of approval that Lot 2 and Lot
3 Block 1 share a driveway to County Road I within an easement; and,
WHEREAS, Boulder Contracting LLC ("Owner") owns Lot 1 Block 1 and Lot 3 Block 1 of the Long
Lake Cove plat at 2557 County Road I; and,
WHEREAS, The Owner applied to Ramsey County for a driveway permit for Lot 3 Block 1 for a
driveway accessing County Road I, which permit was approved by Ramsey County on November 25, 2024;
and,
WHEREAS, The Owner entered into an agreement with St. Paul Regional Water Services
(SPRWS) for permission to cross the SPRWS easement abutting the property with a driveway, which
agreement was approved January 15, 2025; and,
WHEREAS, City staff has reviewed the history of the plat approval and the driveway permit from
Ramsey County and agrees that the development may proceed with a third driveway as requested by the
Owner for Lot 3 Block 1 and approved by Ramsey County and SPRWS.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council ("City Council") hereby
approves the addition of a separate driveway for Lot 3 Block 1 of Long Lake Cove, revising the conditions
of approval for the plat as previously approved, with the following conditions and findings of fact:
Section 1. Conditions for Approval. The approval of the driveway is subject to the following conditions:
1) The Owner will follow all requirements of the Mounds View Public Works Director and Building
Official in designing and constructing the driveway.
Section 2. Findings of Fact for Approval. The City Council hereby makes the following findings of fact:
1) The Mounds View City Council approved the preliminary and final plat of Long Lake Cove per
Resolution 9771 on June 26, 2023, which included as a condition of approval that Lot 2 and Lot 3
Block 1 share a driveway to County Road I within an easement.
2) Boulder Contracting LLC ("Owner") owns Lot 1 Block 1 and Lot 3 Block 1 of the Long Lake Cove
plat at 2557 County Road I.

3) The Owner applied to Ramsey County for a driveway permit for Lot 3 Block 1 for a driveway
accessing County Road I, which permit was approved by Ramsey County on November 25, 2024.
4) The Owner entered into an agreement with St. Paul Regional Water Services (SPRWS) for
permission to cross the SPRWS easement abutting the property with a driveway, which agreement
was approved January 15, 2025.
5) The City Council finds that it is reasonable and appropriate, relying on the advice of City staff and
Consultants, to revise its conditions of approval for the plat and allow a separate driveway for Lot
3 Block 1 Long Lake Cove.
Section 3. Authorization to take additional steps. The City Council hereby authorizes the Mayor, City
Administrator, City Staff, and the City's Consultants to take any additional steps and actions necessary or
convenient to accomplish the intent of this resolution.
Section 4. Authorization to execute documents. The City Council hereby authorizes and directs the
Mayor and the City Administrator to take all necessary actions and execute all appropriate documents to
effectuate the approvals contemplated by this resolution.
Section 5. Effective date. This resolution shall become effective immediately upon its passage and
without publication.
