4. APPROVAL OF AGENDA
A. Monday, April 26, 2021, City Council Agenda.
MOTION/SECOND: Hull/Bergeron. To Approve the Monday, April 26, 2021, agenda as
amended adding a report from City Administrator Zikmund under Item 9B to address Food Trucks,
Deck Permits and Tree Removal.

3 A. 1st Quarter Report from the Mounds View Police Department

5 Police Chief Harder provided the Council with a presentation on the 1st quarter report from the
6 Mounds View Police Department. He discussed the number of citations and traffic stops that
7 occurred in the first quarter compared to 2020 and 2019. He commented on how the pandemic was
8 impacting calls for service and traffic stops. He reported there had been a rise in auto thefts and
9 auto part thefts in the community. He described how the department was addressing this concern.
10 He discussed how the reserve unit has been assisting the department and thanked all of the officers
11 who participated in the Polar Plunge. He noted the great work the VCET unit was conducting on
12 behalf of the community. He encouraged the public to consider participating in an upcoming dog
13 walk with K9 Officer Niko on May 22, 2021.

15 Council Member Bergeron asked how Mounds View residents could learn more about how to
16 protect their catalytic convertor. Police Chief Harder reported the department would be advertising
17 a clinic this summer.

19 Council Member Bergeron thanked Police Chief Harder for his efforts regarding catalytic
20 convertors and how to protect Mounds View residents.

22 Mayor Mueller thanked Police Chief Harder and the entire department for keeping the community
23 safe over the past few weeks. She stated the Mounds View Police Department means a great deal
24 to this community. She explained she appreciated the catalytic convertor event the department was
25 planning, along with the proposed dog walk because these events would build community.

27 8. COUNCIL BUSINESS
28 A. PUBLIC HEARING: Resolution 9418, Approval of the Preliminary Plat for
29 Anthony Properties, Second Addition.

33 B. PUBLIC HEARING: Resolution 9419, Amending the PUD Narrative for the
34 O'Neil Property, and Approving a Development Review of Caribou Cabin,
35 24XX Mounds View Boulevard.

39 C. Resolution 9423, Approval of Cigarette/Tobacco License for Aldo J. Olivas,
40 Savilo Liquor Store, 2345 County Road H2.

42 City Administrator Zikmund requested the Council approve a cigarette/tobacco license for Aldo J.
43 Olivas for the Savilo Liquor Store at 2345 County Road H2. He noted this was for the Vino &
44 Stogies site. He reported the applicant has submitted all necessary paperwork and fees to the City
45 and staff recommended approval.

1 Aldo Olivas, 2345 County Road H2, thanked the Council for their consideration. He explained he
2 owned a liquor store and his patrons were asking for him to sell cigarettes. This led him to apply
3 for a license with the City of Mounds View.

5 Mayor Mueller questioned how long the Savilo Liquor Store had been open in the community. Mr.
6 Olivas reported he has been open for the past three weeks.

9 Approval of Cigarette/Tobacco License for Aldo J. Olivas, Savilo Liquor Store, 2345 County Road

16 D. Resolution 9413, Approving the Purchase of One Ford Police Utility Vehicle
17 along with Additional Set Up Costs.

19 Police Chief Harder requested the Council approve the purchase of one Ford Police Utility Vehicle
20 along with additional set up costs. He explained this was a budgeted expense and would replace
21 Squad # 144 with in the department. He reported the bid was from the State and the total cost would
22 be $48,274.24 with equipment totaling $6,959.90.

24 Council Member Meehlhause asked what would happen to the squad that would be replaced.
25 Police Chief Harder indicated once the squad car gets stripped down, he could see if it would be
26 better utilized by his department or the public works department, or if it should be sent to auction.

35 E. Resolution 9416, Approving the Purchase of 25 Motorola Police Portable
36 Radios.

38 Police Chief Harder requested the Council approve the purchase of 25 Motorola Police portable
39 radios. He explained he received a State bid for this purchase which came in at $92,839.25. He
40 reported the original bid was $105,000 to $115,000, but this amount was whittled down. He
41 indicated these were excellent radios and requested the Council approve the purchase.

43 Mayor Mueller stated she understood the 911 communication centers were overwhelmed with calls
44 and texts for assistance at various times during the pandemic and civil unrest. She asked if the
45 radios helped with that when the cell towers were jammed up. Police Chief Harder indicated there
46 are a certain number of encrypted radios, but reported the Motorola radios would continue to work

1 even when cell towers were jammed. He explained the current radios have reached the end of their
2 useful life and had to be replaced.

11 9. REPORTS
12 A. Reports of Mayor and Council.

14 Council Member Meehlhause reported he would be attending the Quincy House Open House at
15 10:00 a.m. on Wednesday, April 28, 2021. He stated he would be attending the NYFS Board
16 meeting on Thursday, April 29, 2021.

18 Council Member Meehlhause encouraged residents to visit the Lions Annual Garage Sale
19 Wednesday, May 12 through May 14, 2021 at Hillview Park from 9:00 a.m. to 5:00 p.m. on
20 Wednesday and Thursday and from 9:00 a.m. to 12:00 p.m. on Friday. He explained the Mounds
21 View Police Foundation would be serving brats on Wednesday and Thursday.

23 Council Member Meehlhause invited the public to visit the Manitou Grill in White Bear Lake on
24 Thursday, May 20, 2021 in White Bear Lake after 4:00 p.m. He reported 10% of all meal sales
25 would be donated to the Mounds View Police Foundation.

27 Council Member Cermak stated last Thursday she attended the Fire Relief Board meeting where
28 the group discussed and passed their budget.
29
30 Council Member Cermak explained on May 11, 2021 she would be having eye surgery but noted
31 she would be in attendance at the May 10, 2021 meeting.

33 Mayor Mueller reported she would also be attending the Quincy House Open House on
34 Wednesday, April 28, 2021. She requested staff post a quorum for this event.

36 Mayor Mueller commented the Festival in the Park Committee met last week and reminded
37 residents that the Festival would be held on Friday, August 20 and Saturday, August 21, 2021.
38 She discussed the fun events that were being planned and encouraged residents to consider
39 volunteering to help make this celebration happen. The next Festival in the Park planning meeting
40 is scheduled for Tuesday, May 18, 2021 at 7:00 p.m. via Zoom.

42 Mayor Mueller stated last Friday she attended a virtual event hosted by Minnesota Women in
43 Government where a panel discussion addressed lessons learned during the pandemic. She
44 believed it was amazing how well cities and other governmental agencies adapted during the
45 pandemic to keep public services operational.

1 Mayor Mueller stated on Tuesday, April 27, 2021 she would be attending a Ramsey County
2 Dispatch Policy Committee meeting where the budget would be discussed.

4 Mayor Mueller reported on Friday, April 30, 2021 she would be attending a Minnesota Mayor's
5 Association Executive Committee meeting at 10:30 a.m.

7 B. Reports of Staff.

9 Assistant City Administrator Beeman provided the Council with an update on redevelopment that
10 was occurring in the City.
12 1. Food Trucks.

14 City Administrator Zikmund stated the City was seeing a significant number of inquiries regarding
15 food trucks in the community. He reported Mounds View requires licenses both from the City and
16 the County, which was different from surrounding communities. He noted the license fee from the
17 City was $100. He questioned if the Council would consider an amendment to City Ordinance in
18 order to eliminate or reduce the fee. The Council supported this change.

20 2. Deck Permit

22 City Administrator Zikmund stated a resident in Mounds View wants to put a deck in their back
23 yard. He explained when Silver Lake Commons was approved, this property was required to have
24 a drainage easement. He noted this drainage easement has never been used and was not necessary.
25 He commented the proposed deck would encroach on this easement. He indicated the City has
26 made numerous attempts to contact the property owner to no avail. He reported the City could
27 issue a building permit with the condition the deck would be built at the property owner's risk.

29 City Attorney Riggs explained he spoke with staff on this matter and he concurred with the
30 proposed course of action in order to accommodate the property owner's request.

32 Mayor Mueller asked if a future owner would be bound to comply with an encroachment easement.
33 City Attorney Riggs reported this was the case, encroachment easements run with the property.
34 He indicated in this case, the resident requesting the deck has not been able to make contact with
35 the adjacent property owner in order to finalize an encroachment agreement. He stated staff was
36 recommending the building permit be issued knowing full well the deck would be built at the
37 property owner's risk and any concerns that may arise regarding the encroachment would then
38 become a civil matter.

40 Mayor Mueller questioned how a perspective buyer would know about this risk when purchasing
41 this property. City Attorney Riggs stated this would be difficult. He reported the property owner
42 should continue to work with the owner to reach an encroachment agreement. If this was not done
43 and the deck was built, there could be a concern in the future. But again, this would be a civil
44 matter that would have to be worked out between the two property owners. He stated unfortunately
45 the City does not control this property, otherwise the easement would already be vacated.

3 3. Tree Removal

5 City Administrator Zikmund stated the City has a resident that had diseased trees that were marked
6 and removed. He indicated this property changed ownership and the new owner was not notified
7 of the expense. He stated the new property owner does not want to pay the $857 bill. He explained
8 the City had made an error and the single mother now living in the home requested the City waive
9 the fees.

11 Consensus of the Council was to waive the fees for this tree removal.

13 City Administrator Zikmund commented on the stormwater issues along Silver Lake Road at
14 Silver View Pond. He reported the City would be done with its municipal water and street upgrades
15 in the next year. However, he noted the City's stormwater system needed work. He discussed the
16 six drainage and watershed areas in the City and noted the work needed on the City's stormwater
17 system would be a large project. He indicated he was meeting with representatives from outside
18 consulting agencies to discuss how to address this project. He stated some of the work may require
19 Ramsey County and the DOT to clean ditches and pipes.

Mayor Mueller recommended this topic be further discussed at a future worksession meeting. City
Administrator Zikmund stated he had to learn more on how to proceed prior to bringing this topic
to the City Council.

Building Safety Month — May, 2021
Whereas, Mounds View is committed to recognizing that our growth and strength depends on
the safety and economic value of the homes, buildings and infrastructure that serve our citizens, both in
everyday life and in times of disaster, and;
Whereas, our confidence in the resilience of these buildings that make up our community is
achieved through the devotion of vigilant guardians —building safety and fire prevention officials,
architects, engineers, builders, tradespeople, design professionals, laborers, plumbers and others in
the construction industry —who work year- round to ensure the safe construction of buildings, and;
Whereas, these guardians are dedicated members of the International Code Council, a
nonprofit that brings together local, state and federal officials that are experts in the built environment to
create and implement the highest -quality codes to protect us in the buildings where we live, learn, work,
play, and;
Whereas, our nation benefits economically and technologically from using the International
Codes that are developed by a national, voluntary consensus codes and standards developing
organization, our government is able to avoid the high cost and complexity of developing and
maintaining these codes, which are the most widely adopted building safety and fire prevention codes
in the world;
Whereas, these modern building codes include safeguards to protect the public from hazards
such as hurricanes, snowstorms, tornadoes, wildland fires, floods and earthquakes, and;
Whereas, Building Safety Month is sponsored by the International Code Council to remind the
public about the critical role of our communities' largely unknown protectors of public safety —our local
code officials —who assure us of safe, sustainable, energy efficient and livable buildings that are
essential to America's prosperity, and;
Whereas, "Prevent, Prepare, Protect. Building Codes Save," the theme for Building Safety
Month 2021, encourages all Americans to raise awareness about the importance of safe and resilient
construction; fire prevention; disaster mitigation, energy conservation; water safety; training the next
generation; and new technologies in the construction industry.
Whereas, each year, in observance of Building Safety Month, people all over the world are
asked to consider the commitment to improve building safety, resilience and economic investment at
home and in the community, and to acknowledge the essential service provided to all of us by local and
state building departments, fire prevention bureaus and federal agencies in protecting lives and
property.
NOW, THEREFORE, I, Mayor Carol A. Mueller of the City of Mounds View in the State of
Minnesota, do hereby proclaim the month of May 2021 as Building Safety Month. Accordingly, I
encourage our citizens to join with their communities in participation in Building Safety Month activities.

Introduction:
Ordinance 908, which amended Chapter 701 of the City Code, allows for the
keeping of beehives on properties zoned R-1, Single Family Residential. This
Ordinance became effective on October 25, 2015. Applicant Stephen Kreitz, Jr.,
7801 Long Lake Roade, has submitted an application to keep and raise honeybees
on his property.
Discussion:
Mr. Kreitz will have one hive on his property; the maximum allowed by Code is four
hives. Mr. Kreitz has informed Staff that in 2014 he took a beginner honeybee -
keeping class at United Theological Seminary of the Twin Cities. In 2015 and in
2018 he took a course at the University of MN (see attached).
A site plan has been provided showing that the hive will be located in the rear yard
and that there is adequate setbacks from all property lines.
In accordance with Ordinance 908, applications are considered by the City Council
after holding a public hearing. Licenses are valid indefinitely as long as the hives
operate continuously. Licenses can be revoked or denied by the City Council based
on negligence or nuisance. In such event, the property owner would be provided with
an opportunity to be heard by the City Council.
Staff published a public hearing notice in the City's official newspaper, the
Shoreview Press, on April 27, 2021. Public hearing notices were also mailed to
residents within 350 feet of 7801 Long Lake Road.
Mr. Kreitz has indicated he will be present at the Zoom City Council Meeting/public
hearing.

WHEREAS, Ordinance 908, which amended Chapter 701 of the City Code,

contingent on the following:
1. Hive is located in the rear yard and set back at least ten feet from the
property line and the house and at least twenty-five feet from any public trail
or walkway.
2. No more than four hives are operating.
3. Hive opening shall face in toward subject property's backyard.
4. A clean water source is provided on the property.
5. Equipment is maintained in good condition in accordance with accepted
best management practices.
6. Unused beekeeping equipment is properly disposed of or stored indoors.
7. Hive is operated continuously.

Honeybee- Keeping License Requirements:
1. Located on single-family residential properties.
2. Residents seeking approval to keep and raise honeybees shall submit an application, application fee and site plan. New permits
require a public hearing (notices will be mailed to all property owners within 350 feet of applicant's property) and approval by the City
Council.
3. Applicants shall provide proof of applicable training or provide a waiver indicating how required experience has been obtained.
4. Hives shall only be located in rear yards and be set back at least ten (10) feet from the property lines and subject home, and at
least twenty-five (25) feet from any public trail or walkway. No more than four (4) hives shall be permitted. Hive openings shall face in
toward subject property's backyard.
5. Licenses are valid indefinitely so long as the hives are operated continuously. License may be revoked or denied by the City
Council based on negligence or nuisance. In such event, the property owner shall be provided with an opportunity to be heard.
Licenses shall expire upon lapse in use for a period exceeding two years or upon a transfer of property ownership.

Additional Requirements:
1. A clean water source shall be provided on the property.
2. A beekeeper may receive a temporary allowance for an additional hive in the event a swarm is collected and until a new home is
found for the colony. In no event shall temporary allowance exceed six (6) months.
3. Equipment shall be maintained in good condition in accordance with accepted best management practices. Unused beekeeping
equipment shall be properly disposed of or stored indoors.
Licensees may periodically be asked by the City to update information that the City has on file regarding their application.

Item Title/Subject: Resolution 9425 Adopting a Five Year Financial Plan for 2022
thru 2026
Introduction:
The City Charter, Chapter 7.05, requires that a five year financial plan be prepared annually. It
must be presented at a public meeting and adopted by motion or resolution. Residents are
welcome to comment on the plan at this meeting.
The components of the Five Year Financial Plan are attached for Council consideration. There
are several components to the Five Year Financial Plan. These are the General Fund Multi -year
Operating Budget, the Vehicle & Equipment Replacement Plan, the Capital Improvement
Program, the Impact on Capital Projects Funds' Cash Balance, and Utility Rate Studies.
This five year plan should be considered a work -in -progress and a guide for Council and Staff to
make longer range decisions. As new information becomes available and conditions change we
can update the components to determine the longer range effect.
General Fund Multi -year Operating Budget:
The multi -year operating budget for the General Fund includes Local Government Aid (LGA) at
90% of the anticipated amount for 2021 and beyond. The City is projected to receive $850,317
in LGA under current law for 2022 and certified aid is $844,418 for 2021.
The plan reflects a 4% increase in expenditures for 2022 and 2023, and 3.5% for the remaining
years. A 3.5% levy increase is reflected for 2022 and 4% for all years after. When possible staff
used known amounts instead of projections. This version of the budget assumes that there will
be no additions to personnel or other major changes in operating expenditures. City staff has
varied by 1 or 2 positions over the last 20 years with an average of 49.675 FTE's over that period.
Public Works has added 1 FTE, Police have added 2 FTE's, and Admin has added a .5 FTE,
while Community Development and Finance have each lost a position over that period. We have
had 9 to 11 seasonals over that same period.
Capital Improvement Program (CIP):
The Capital Improvement Program has been updated to reflect changes in the project list and is
presented for your consideration. There are a number of projects that have no current funding
source and are reflected as unfunded in the CIP.
Vehicle and Equipment Replacement Plan
The schedule has been updated to reflect retirements, new acquisitions, and changes to
expected useful lives. The current amounts transferred to the Vehicle and Equipment
Fund from the participating funds is sufficient to maintain replacement levels except for
the General Fund. The General Fund amount was reduced to balance the budgets in
2010, 2011, 2012, and 2013 but has been systematically increased starting in 2013.
There is an unfunded balance of $1,005,630 compared with the prior year of $766,883
replacement costs and useful lives were updated to reflect current expectations which
increased the unfunded balance.
Impact on Capital Projects Funds' Cash Balances:
This presents the sources and uses and impacts to cash for the Capital Improvement Program
on the four capital projects funds for the five year period of this report, 2021 thru 2025.
Utility Rate Studies
Rate studies are included for the utility funds. (Water, sewer, storm water, street light) The water,
sewer, and storm water rates should be considered for an increase in 2022. The water base rate
is proposed to increase by $1 in 2022 and the variable rate is proposed to increase by $.10, which
will increase water charges by $0.96 per month or $11.44 a year to the average bill. The sewer
rate is proposed to increase by 4% in 2022, which will add $1.28 per month or $15.37 a year to
the average residential bill. The need for an increase in both the water and sewer funds is
generated by significant capital expenses from deferred maintenance and increases in disposal
charges by Metropolitan Council Environmental Services for the current and previous years.
Future increases will need to be considered until both funds stabilize. The storm water rate should
be considered for a $1 per quarter increase to begin preparing for the dredging of Silver View
Pond storm water basin and other deferred storm water maintenance projects. (Approximate cost
1-2 million). The street light rate is proposed to remain stable until 2024. Water service repair
insurance is currently $7.50 but should be increased to $8.00 per quarter. We will need to monitor

Five Year Financial Plan Adoption:
The Five Year Plan is a blueprint for future years and is only one possible scenario. It is intended
to be changed as priorities change and more current information becomes available. Staff

financial plan will be published on the City's website.

STATE OF MINNESOTA
ADOPTING A FIVE YEAR FINANCIAL PLAN
FOR 2022 thru 2026
WHEREAS, the City Charter, Section 7.05 subdivision 1, calls for the City Council to
have prepared a five year financial plan commencing with the ensuing calendar year; and
WHEREAS, the City Council and staff have reviewed this document; and
WHEREAS, the City Council shall discuss and take public comment at a City Council
Meeting and adopt by motion or resolution the five year financial plan, with or without
amendment; and
WHEREAS, the City Council may subsequently amend the five year financial plan at
their discretion upon proper public notice; and
WHEREAS, the five year financial plan is a work -in -progress and a guide for the City
Council and staff to make and plan for longer range decisions but does not bind or obligate
future Councils.
NOW THEREFORE, BE IT RESOLVED that the Mounds View City Council does hereby
adopt the Five Year Financial Plan for the period 2022 thru 2026, as attached.

Item Title/Subject: Resolution 9426 Approving a Class B Restaurant License for
Mounds View Chicken, LLC dba Popeyes Louisiana Kitchen,
2213 Mounds View Boulevard
Introduction: City Code Chapter 111.03 (New Code) requires that restaurants obtain a
City Business License in order to operate in the City of Mounds View. Mounds View
Chicken LLC. has applied for a license to operate a fast-food restaurant, Popeyes
Louisiana Kitchen, at 2213 Mounds View Boulevard. (Previously operating as Arepabite,
which closed for business in late 2019).
Discussion: Mounds View Chicken, LLC. Is applying for a Class B Restaurant License.
Class B restaurants have an occupancy load of 100 or less. The City has received the
appropriate fees, completed and signed application materials, and a copy of their Ramsey
County Food License.
Utility Billing — Popeyes is not delinquent on their water/sewer billing.
Ramsey County Taxation - Property taxes due, in the amount of $9,038 on May 17, 2021,
have not yet been paid.
Fire Inspection (City of Mounds View Fire Inspector) — This property has been inspected
for Fire Code compliance. The following violations were found:
1) Fire - Sprinkler Systems - Sprinkler Obstructions. Remove obstructions that will
affect fire sprinkler discharge. (NFPA 13 Sec. 8.5.5) Decorative suspended
lighting in the dining room prevents proper sprinkler coverage. Two options. 1)
Extend existing heads through the decorative lighting and add new heads above
for proper coverage. This work would require a new Fire Permit. 2) Remove
decorative suspended lighting to allow system to function as intended.
2) Fire - Sprinkler Systems - Escutcheon Plates Replace missing sprinkler head
escutcheon plates in the following location(s): (NFPA 13 6.2.7.2) Replace the
missing escutcheon plates throughout the building.
3) Fire - Sprinkler Systems - Valve Security Sprinkler system control valves must be
secured and locked in the open position to prevent tampering or located in a
secured room. (MSFC Sec 903.4.4) Secure Wall Post Indicator Valve on the
exterior of the building with a lock and chain.

4) Fire - Exit - Blocked Exit Exits shall be unobstructed at all times. (MSFC Sec.
1030.3) Exit sign on the east egress door is blocked by decorative suspended
lighting.
Mounds View Fire Inspector, Isaiah Schoeman, has indicated that a Temporary CO has
been issued and that adequate fire, life, health, and safety compliance has been achieved
to allow for employees and non -construction workers to operate safely within the
restaurant. He added that the kitchen and drive -through service window operation are
allowed to operate fully for the public, but that the interior restaurant may not be open to
the public until a Final Certificate of Occupancy is granted.
A representative for Popeyes, Majid Nasim, has indicated that he will join the City Council
meeting via Zoom.
Strategic Plan Strategy/Goal: Strategic Plan Strategy/Goal: Our licensing ordinance
and its requirements along with the renewal applications listed relate to our Vision
Statement; "...welcoming a desirable destination to all ages and cultures ... and a place
where residents can live, work and play safely" and by approving the license renewals
the City will "....maintain a positive business climate where businesses want to locate and
remain in Mounds View".
Financial Impact: None
Recommendation: Staff recommends approval of Resolution 9426, approving a Class
B Restaurant License for Mounds View Chicken LLC, dba Popeyes Louisiana Kitchen,
for the property located at 2213 Mounds View Boulevard. Interior seating and service
cannot take place until a final Certificate of Occupancy has been issued. The business
license will be valid from May 11, 2021 to June 30, 2022.

Background:
The Parks and Recreation and Forestry Commission as well as Public Works Staff, has
received several complaints over the years of softballs hitting the homes, located in the Silver
Lake Woods Association located east of the baseball fields, which occurs when there is batting
practice on 1 st or V base of the respective fields.
The Commission requested Staff obtain proposals for installing netting on top of the 10 foot high
chain link fence in the right and left outfields of the ballfields at Silver View Park.
Staff received two options from Century Fence of Forest Lake MN as follows:
1) Installing a 10' high netting on top of the chain link fence line - 30' on the west fence
line and 130' on the east fence line at a cost of $11,675.00
2) Installing a 20' high netting on top of the chain link fence line - 30' on the west fence
line and 130' on the east fence line at a cost of $25,915.00
The Commission reviewed the proposals at the March 251", 2021 Parks and Recreation and
Forestry Commission Meeting. The Commission voted to move forward with option #2.
Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
Financial Impact: No Financial Impact to the 2021 Budget, as funding is in the Park Dedication
Fund, 451-4470-7050 for this project.
Recommendation:
Staff as well as the Parks and Recreation and Forestry Commission recommends approving the
quote from Century Fence of Forest Lake for installing netting to the top of the chain link outfield
fence line at Silver View Park ballfields for a total of $25,915.00, to be funded from the 2021 Park
Dedication Fund, account 451-4470-7050.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Mounds View,
Ramsey County, Minnesota as follows:
1. Accepts the proposal from Century Fence of Forest Lake, MN. for the installation of a
20 foot netting to the outfield fence line at Silver View Park softball/baseball fields for
a total of $25,915.00
2. Funding for this project would be taken from the 2021 Park Dedication Budget account
451-4470-7050.
3. The Mayor and City Administrator are hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this resolution.
4. The Mayor and City Administrator, Staff and consultants are hereby authorized and
directed to take any and all additional steps and actions necessary or convenient in
order to accomplish the intent of this Resolution.
