Special Council Meeting
October 30, 1989

The Mounds View City Council was called 1. Call to order
to order by Mayor Sue Hankner at 4:30 p.m.
MEMBERS PRESENT: Mayor Hankner, Council- 2. Roll Call
members Quick, Paone, Wuori, Blanchard
ALSO PRESENT: Clerk-Administrator Pauley,
Public Works Director Minetor, Finance
Director Brager, Police Chief Ramacher,
and Parks, Recreation and Forestry
Director Saarion
Bill Franke representing Everest Development
Ltd. appeared before the Council to request
special consideration for Council approval
of documents necessary to allow for the sale
of Buildings A, F, and G in Mounds View Business
Park. Mr. Franke reviewed the documents,
namely, a First Supplement to the Contract for
Private Redevelopment, Subordination Agreement,
and Estoppel Certificate. Clerk-Administrator
Pauley reviewed the timeline in which the City
has had the opportunity to evaluate the documents
and outlined the fact that the legal counsel
advising the City on tax increment items,
Mr. Robert Dieke, has been involved in the review
process.
After discussing the request further with Mr. Franke
and Clerk-Administrator Pauley, the Council directed
that the final documents be attached to the minutes
for future reference.
Motion/Second: Paone/Quick to authorize
the signing of the First Supplement to the
Contract for Private Redevelopment, Subordi-
nation Agreement, and Estoppel Certificate,
by the Mayor and Clerk-Administrator contin-
gent upon approval by the Mayor, Clerk-
Administrator, Legal Counsel Bob Dieke,
City Attorney Mark Karney, and Finance
Director Don Brager. Further, staff is
directed to bring the item before the
Council should agreement not be achieved
among the aforementioned individuals.
