ADJOURNMENT PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Regular Meeting December 26, 1990 Mounds View City Hall 2401 Hwy. 10, Mounds View, MN 55112 The Mounds View City Council was called to order by Mayor Hankner at 7:02 PM on Wednesday, December 26, 1990. The Pledge of Allegiance was said. MEMBERS PRESENT: Councilmembers Paone, Wuori, Blanchard and Mayor Hankner. It was noted Councilmember Quick was absent. ALSO PRESENT: City Attorney Meyers, Acting Clerk/ Administrator Minetor and Planning Technician uarrington. Motion/Second: Paone/Wuori to approve the December 3, 1990 special meeting minutes as presented. 3 ayes 0 nays 1 abstention Councilmember Blanchard abstained from the vote as she had not been present at the December 3rd meeting. Motion/Second: Wuori/Blanchard to approve the December 10, 1990 minutes as presented. 3 ayes 0 nays 1 abstention Mayor Hankner abstained from the vote as she had not been present at the December 10th meeting. Mayor Hankner asked that Item H be removed from the consent agenda. Councilmember Blanchard requested Items B and C be removed from the consent agenda. Approval of Consent Agenda 4 ayes 0 nays Motion Carried Mounds View City Council December 26, 1990 Regular Meeting Page Two -------------------------------------------------------------------------- • Councilmember Blanchard explained she requested Items B and C be removed, as she is concerned with salaries and benefits and would like to see them applied in the same manner for all City employees. Mr. Minetor explained how salary and benefit raises were calculated. The public works contract is slightly different than the police department, as well as non-union staff. A 5~ increase overall is proposed. He added the subject would be discussed further under Item 8A of the agenda. Mr. Minetor requested two items be added under Item H, and off-sale license for Fedor's Market, and an entertainment and amusement license for American Amusement Arcade. Motion/Second: Panne/Blanchard to approve Item H, with the addition of the two licenses. 4 ayes 0 nays Mayor Hankner closed the regular meeting and opened the public hearing at 7:10 PM. S Planning Technician Harrington explained the wetland alteration permit request had been discussed at the December 3rd agenda session. He reviewed the request of Dailey Homes, Inc. for a wetland alteration permit for the construction of a detached garage at 2341 Oakwood Drive. Mayor Hankner closed the public hearing and re- opened the regular meeting at 7:14 PM. Motion/Second: Panne/Blanchard to approve Resolution No. 4024, approving a wetland alteration permit for Dailey Homes, Inc. to construct a detached garage in a wetland buffer zone, at 2341 Oakwood Drive, Planning Case No. 318-90, and waive the reading. 4 ayes 0 nays Mr. Minetor reviewed his memo of December 20th, concerning negotiations with Teamsters Local #320 regarding the union contract for police for 1991. Councilmember Blanchard pointed out they had the same situation last year, and the police union was told them the Council needed the information ahead of time. She suggested the City go back to the Teamsters with direction to stay within a 5~ increase. Motion Carried 6. Public Hearing: Consideration of Wetland Alteration Permit for 2341 Oakwood Drive, Dailey Homes Motion Carried 7. Consideration of Union Contract for Police for 1991 Mounds View City Council December 26, 1990 Regular Meeting Page Three -------------------------------------------------------------------------- Mr. Minetor further reviewed the negotiation process and how the police benefits compared to other employee groups in the City. Motion/Second: Blanchard/Paone to approve Items B and C from the consent agenda, authorizing the Mayor and Acting Clerk/Administrator to execute an agreement with the public works maintenance employees and adopt Resolution No. 4025 establishing salaries and benefits effective January 1, 1991, and waive the reading. 4 ayes 0 nays Motion Carried Fire Chief Fagerstrom explained the proposed joint 8. Hance No. 488 Motion/Second: Blanchard/Wuori to amend Ordinance No. 488 and add the language under "C" to section 48.07. 4 ayes 0 nays Motion Carried Motion/Second: Wuori/Blanchard to have the second reading and adoption of Ordinance No. 488 as amended. Report of received from Attorney Karney for October. The Staff Members billing has been reviewed by the Finance Director, who recommends approval of it. Motion/Second: Paone/Blanchard to approve the. revised October billing from Mark Karney. 4 ayes 0 nays Jerry Linke stated it appeared the billing concerned the attorney used in the Don Pauley termination issue, and he does not feel it is a legal payment and he feels the bill should not be paid. Mr. Minetor reported the Council had received a conflict of interest statement, relative to 1990, which needs to be signed and returned. Mr. Minetor reported there had been a water main break, which was repaird earlier in the day. Respectfully submitted, Attorney Meyers commended Peter Sabee, Ric Minetor, 12. Report of the Council members involved and members of the Attorney community for their input and work on the wetlands zoning ordinance. He stated he feels all concerns have been answered, and the City has a good, workable ordinance. Councilmember Paone had no report. Councilmember Wuori had no report. Councilmember Blanchard had no report. Mayor Hankner thanked staff for the working relation- ship she has had with them for the past eight years. There being no further business before the Council, Mayor Hankner adjourned the meeting at 7:49 PM. `I 13.
