CALL TO ORDER:
The Mounds View City Council was called to order by Mayor Linke at 7:03
p.m. on Monday, March 11, 1991.

MEMBERS PRESENT: Councilmembers Blanchard, Rickaby, Wuori, Quick
and Linke.

APPROVAL OF MINUTES: February ll, 1991, Regular Meeting

1991 minutes as amended.

SPECIAL ORDER OF BUSINESS:
Mayor Linke introduced Pauline Staples from the Minnesota Recreation and
Parks Association who presented the 1990 Citation Award for Excellence to
the City of Mounds View Parks and Recreation Department for Silver View
Community Park. The Mayor commended Mary Saarion for an excellent job for
presenting the project to the MRPA Board.
Mayor Linke introduced the presentation of a video entitled, "Aid to
ties" produced by the Association of Metropolitan Municipalities. The

The Mayor noted that the services shown in the video are the very same
Mounds View services which could be dramatically affected by the Governor's
proposed cuts.
City Administrator Orduno encouraged the public to write to their
legislators regarding the proposed cuts. She noted that it is important
that the Governor knows that the citizens of the cities that make up the
state are concerned about these cuts and how they will affect the services
provided to them.

2. Approve Bid Award for the Softball Field Lighting
Parks, Recreation and Forestry Director Mary Saarion
stated that the bids were opened Friday, March 8, 1991
at 11:00 a.m. There was $39,000 budgeted for this lighting
project. The low bid was received from Ridgedale Electric
Inc. for a price of $39,780. There were funds budgeted
for sprinkling of ballfields for which one has been
eliminated at City Hall and therefore leaves monies available
to do the work of the lighting and electrical work for west
ballfield.

Electric, Inc. for a Price Not to Exceed

Relief Association which is to be filed at
City Hall.
Councilmember Rickaby: No report.

• Mayor Linke:
1. The Irondale girls basketball team won the Regionals
and is the Class 4AA champions. They will be playing
at the State Tournament on Thursday, March 14 at
2:00 p.m. The Mayor asked the Council to support a
resolution commending the team on their accomplishment.
MOTION/SECOND: Linke/Wuori to have resolution of
commendation prepared to be presented to the
Irondale Girls Basketball Team at the game on
Thursday on behalf of the City of Mounds View.
City Administrator Orduno was authorized to prepare
resolution for signature prior to Thursday morning.

2. Appreciation Dinner -March 16, 1991. Tickets
are still available. Anyone interested in attending
Appreciation Dinner please come get your tickets at
City Hall.
3. Joint Meeting between several communities - Arden

CONTINUATION OF MAYOR'S REPORT...
May 23, 1991 at the Shoreview Community Center to
review budget cuts and do brainstorming regarding
ways to work together to solve our possible
possible budget problems.
4. Ramsev County League of Local Government will
be having a meeting regarding integration
report on the plan between the intercity and the
suburban city school systems on Wednesday,
March 20 at Roseville City Hall at 7:30 p.m.
5. Mayor Linke was appointed by the Ramsey County
Board of Commissioners to the Community Development
Block Grant Advisory Council which provides grants
to entities who provide services to persons living
in the Ramsey County area. Two agencies that
are looking for grant money are: Ramsey County
Rehab and Energy Resource Center.
• Ramsey County Rehab is an agency in Ramsey County
that will loan residents money to do immediate
repair work on their homes and it is a deferred
payment plan. The needs have to be those which
would affect the health, safety and welfare of
the residents.
Energy Resource Center will loan money for house
insulation and those items which would help
conserve energy.
Councilmember Wuori asked for a clarification
for the residents on the Community Development
Block Grant Fund. These grants that this agency
provides goes to non-profit organizations.
Report of Administrator:
1. Minnesota Statutes Section 299J.05 required the Office of
Pipeline Safety to adopt a model setback ordinance for all new
development subsequent to adoption of the ordinance. There
will be a public hearing on the proposed ordinance at 9:00
p.m, on March 12th. Mounds View will have to August 1, 1991
to implement this ordinance.

CONTINUATION OF ADMINISTRATOR'S REPORT...
2. Update on Long Lake Road - the project has been delayed to
the spring of 1992 at which time .the contracted will be awarded.
Due to budget constraints and the filtering down of possible
cuts to the county Long Lake Road to 1992.
3. The Urban Land Institute will be sponsoring a breakfast
discussion on "Solutions tom Minnesota's Property Tax
Dilemma on Friday, April 5, 1991 from 7:30-10:15 a.m. at the
Radisson South Hotel in Bloomington. Guest speakers will be
Former St. Paul Mayor George Latimer and Carlson's Chief of
Staff and former Minneapolis City Coordinator Lyle
Schwarzkopf.
4. The League of Minnesota Cities' Legislative Conference is
scheduled for Wednesday, April 10th from 9:00-7:30 p.m. at the
St. Paul Radisson. Agenda will focus on the cities reactions
and plans to combat the proposed state aid cuts. Advance
registration deadline is April 3rd.
5. Jim Tobias, the City's Building Official, has accepted a
position with the University of Minnesota. Jim's last
day will be March 22 , 1991.
Being no further business before the Council, Mayor Linke adjourned the
meeting at 7:42 p.m.
