PLEDGE OF ALLEGIANCE The Pledge of Allegiance was said. ROLL CALL MEMBERS PRESENT: Councilmembers Wuori, Quick, Blanchard, Rickaby and Mayor Linke. MEMBERS ABSENT: None ALSO PRESENT: Clerk-Administrator Orduno, City Attorney Rarney and Public Works Director/City Engineer Minetor APPROVAL OF MINUTES: May 13, 1991 Regular Meeting MOTION/SECOND: 4 ayes Wuori/Quick to approve minutes of May 13, 1991 Regular Meeting 1 Abstention Motion Carried Councilmember Rickaby abstained from the vote because she was not in attendance at the May 13, 1991 meeting. SPECIAL ORDER OF BUSINESS: MOTION/SECOND: Linke/Blanchard to adopt Resolution No. 4086 of Special Recognition to Dan Kelner for Special Athletic Achievement • 5 ayes 0 nays Motion Carried ounds View City Council ~gular Meeting May 28, 1991 Page Two Presentation of Resolution No. 4086 to Dan Kelner with the City's congratulations for being accepted to the New York Giants pro-football team and other special athletic achievements. MOTION/SECOND: Linke/Quick to adopt Resolution No. 4084, resolution of appreciation to Troy Gamble. 5 ayes 0 nays Motion Carried Presentation of Resolution No. 4084 to Troy Gamble commending Mr. Gamble on his years of service to the City of Mounds View. Mr. Gamble was unable to attend the City Council Meeting. The resolution was accepted on his behalf by Ric Minetor, Director of Public Works/ City Engineer. RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: ice Frits, 8072 Long Lake Road, a member of the Lionesses, inquired as to at the Council decided to do with the sign that the Lionesses presented to the City on behalf of their sponsor unit, the Lion's Club. Mrs. Frits noted that the sign should be placed in a strategic location where it could be seen by visitors to the City. Mayor Linke's stated that there was not a definite location selected. Mayor Linke stated that a good location would be near Highway 10 by the west ballfield. Mayor Linke asked the Council if they would like to discuss the issue at tonight's meeting? Council consensus was to put this item on the June 3rd City Council Work Session Agenda. Alice Frits asked for a report back to her, if possible, by Tuesday, June 4th which would be a day after the Council Work Session. CONSENT AGENDA Samantha Orduno, City Administrator read the Consent Agenda. Mayor Linke called for a motion for approval of the Consent Agenda. Councilmember Wuori requested that Item 2 of the Consent Agenda be removed for discussion. ounds View City Council May 28, 1991 ~gular Meeting Page Three MOTION/SECOND: Blanchard/Rickaby to adopt the Consent Agenda as presented minus Item 2. 5 ayes 0 nays Motion Carried Mayor Linke asked the Council if they would like to discuss Item 2 at this time. Councilmember Wuori stated that the request had been made by the Finance Department regarding this item and all others .that would involve the hiring of personnel. The Finance Department would like to know where the individuals salary would be charged. Councilmember Wuori stated that Tim Bauer would be sewer, Al Miskowiec, water and Dave Mork, Bruce Prebble, Rick Ramacher and Bill Sjulstad would be charged to parks. MOTION/SECOND: Quick/Rickaby to approve the hiring of the seasonal employees per Staff Report 91-19C. 5 ayes 0 nays Motion Carried COUNCIL BUSINESS: Ric Minetor, Director of Public Works/City Engineer reviewed the Staff port regarding preventive maintenance of Well #6 using overheads and plained the procedure that had to be taken in addition to normal eventive maintenance to ensure proper operation of the well. City Engineer Minetor asked that $6,000 additional be put in the budget as a minimal amount for baling costs in the future. Councilmember Blanchard asked if the wells are inspected before going to bid? City Engineer Minetor assured Councilmember Blanchard that the surface was inspected but in order to inspect the pump it has to be lifted out of the ground. Mayor Linke inquired as to how long it had been since the last inspection of the well? City Engineer Minetor stated it had been since 1982 or 1983, so it was beyond the scheduled 7 years. Minetor stated that for unknown reasons this preventive maintenance didn't get done. This is the last well to be taken care of which is out of sequence for preventive maintenance. MOTION/SECOND: Rickaby/Wuori to increase the authorized amount of this project to $19,000. 5 ayes 0 nays Motion Carried ~lic Works Director/City Engineer Minetor reviewed Staff Report No. 91- C regarding the control system for the new water treatment plant and unds View City Council ~gular Meeting May 28, 1991 Page Four explained why the City needs to purchase the control system from a sole source and asked that the Council consider Resolution No. 4083 Authorizing the Purchase of Water Treatment Plant Controls from a Sole Source. MOTION/SECOND: Quick/Blanchard to adopt Resolution No. 4083 Authorizing the Purchase of Water Treatment Plant Controls from a Sole Source 5 ayes 0 nays Motion Carried REPORT OF COUNCILMEMBER5: Councilmember Wuori reported that auditions for "My Fair Lady" would be held Saturday, June 1 at 11:00 a.m., Monday, June 3 at 6:00 p.m. and Tuesday, June 4 at 6:00 p.m. at Irondale High School. Councilmember Wuori requested that this information be posted on the City Billboard as well as on the Cable TV Channel. • Councilmember Wuori also mentioned that flyers were sent out to all high schools and middle schools in the school district. Councilmember Ouick - no report. Councilmember Blanchard reported that she had received five letters from residents on Groveland Road who are reporting excessive speed and increased traffic on that road. Councilmember Blanchard stated there are many children on the road and the residents are concerned about their safety. They are requesting that something be done about this problem. Councilmember Blanchard would like this put on the Work Session Agenda. Councilmember Wuori added that she also had been lobbied at Pinewood School about this problem. She stated that residents are complaining about a garbage hauler driving at excessive speed and is using Groveland Road as a main route through the City of Mounds View. Councilmember Quick asked if any of these persons had contacted the Police Department or if anyone had gotten a name. The garbage hauler was thought to be Waste Management of Blaine. Public Works Director/City Engineer Ric Minetor will contact the company in question regarding the hauling of garbage and the City's regulations for haulers. C7 unds View City Council ~gular Meeting May 28, 1991 Page Five Councilmember Rickaby was also contacted by Groveland residents. She contacted Police Chief Ramacher. Police Chief Ramacher indicated the Police Department will monitor the road and stated that obtaining the time of day of the excessive speeding would be of great helpful. Councilmember Rickaby also stated that there is a state patrol who lives on this road and monitors it at night when he is on duty. It appears the hauler has been noted on this road approximately 6:10 a.m. and the traffic problem appears to be all day long. Councilmember Rickabv stated that deep ruts were made and vegetation destroyed over the weekend by a party driving a bobcat over a wetland area on Groveland Road. Councilmember Rickaby recommended that the Council name this area protected as defined in Chapter 52.04 of the code immediately. Mayor Linke asked City Administrator Orduno to put this item on the Work Session Agenda. • MAYOR'S REPORT Mayor Linke reported that the bill authorizing the gathering of Ramsey County residents to look at cooperative issues between the cities had passed. He was not aware if the Bill had been signed by the Governor. Mayor Linke has submitted his name to represent this area on the Consolidation Commission. Mayor Linke also congratulated Councilmember Rickaby on her graduation from Hamline Law School this past week. REPORT OF ADMINISTRATOR: City Administrator Samantha Orduno reminded the Council that the first Council Work Session would be held on June 3rd at 7:00 p.m. Orduno also reported that on June 11 through the 14th she and Councilmember Wuori would be in attendance at the League of Minnesota Cities Annual Conference.. • ands View City Council ~gular Meeting REPORT OF ATTORNEY: May 28, 1991 Page Six City Attorney Barney reported that he had been served by the Environmental Protection Agency regarding the Oak Grove waste dump site. It appears that some haulers have dumped hazardous waste in this dump site and the EPA has sent out a questionnaire to be filled out and mailed back within 3 days to determine what city(s) might have generated the waste that was hauled to this dump site. City Attorney ICarney will meet with Public Works Director/City Engineer Minetor to complete this questionnaire and return it immediately. City Attorney Barney congratulated Councilmember Rickaby on receiving her degree. Mayor Linke again announced that there would be a Work Session on June 3rd and the next regular Council Meeting would be June 10.
