ADJOURNMENT: NE%T COIINCIL WORK SESSION: MARCH 2, 1992 NE%T COIINCIL MEETING: MARCH 9, 1992 • • l PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Regular Meeting February 24, 1992 Mounds View City Hall 2401 Hwy. 10, Mounds View, MN 55112 CALL TO ORDER The meeting was called to order by Mayor Linke at 7:00 p.m. PLEDGE OF ALLEGIANCE The pledge of allegiance was said. ROLL CALL MEMBERS PRESENT: Councilmembers Wuori, Quick, Blanchard, Rickaby and Mayor Linke. MEMBERS ABSENT: None ALSO PRESENT: City Planner, Paul Harrington, Samantha Orduno, City Administrator, Tim Cruikshank, Management Assistant, Ric Minetor, Public Works Director/ • City Engineer Samantha Orduno stated that there would not be a Recording Secretary at the meeting as the flu epidemic, colds and headaches had been sweeping City Hall and the Recording Secretary was out sick. The minutes would be transcribed from the tape. Anyone speaking to the Council should be sure to state their name and address clearly for the minutes. MOTION/SECOND: Rickaby/Wuori to approve minutes as presented. 5 ayes 0 nays Motion Carried RESIDENTS REQUESTS AND COMMENTS FROM THE FLOOR: Ron Michna, 5287 Edgewood Drive, commented that he was at a Council Meeting last May and complained about problems with Robert's Off 10 at the time of their licensing renewal. Council has taken no action on any of the items brought up last May. Mr. Michna stated that he had not received any letter or feedback from the City so he assumed that no action had been taken. Mr. Michna stated that both he and Dave Carlson had been in and complained, but since they were the only two they gave up. Mr. Michna brought the following complaints before the City Council. Mr. Michna's handwritten copy of what he feels should be done is attached to these minutes as a permanent part of this record. • Installation of no parking signs on County Road H2 between Edgewood and Greenfield Avenue. The Municipal Code calls ounds View City Council ~guiar Meeting Page Two February 24, 1992 for no boulevard parking and people park there. The City should put "No Parking" signs. Parking lot curbs have been removed for snow removal. There were curbs .there when it was the Anchor Inn. There were also curbs along Greenfield and County Road H2 and in front of the building. Mr. Michna would like to see curbs installed according to City Code. The sod on the buffer zone and boulevard of County Road H2 and Greenfield Avenue has been destroyed by snowplowing and needs to be replaced. Last Spring, Mr. Michna stated that there should be exit and entrance signs so that the driveways can be identified. There is parking being done on the landscaped area between the building and treed berm along Edgewood Drive. This is not a designated parking area. Mr. Waste's help and the band members park there. Parking is supposed to be provided for these persons. • The patrons are to be out of the parking lot by 1:30 a.m. Mr. Michna is also requesting that debris from the patrons such as paper and other waste be cleaned up from the streets, lawns and parking lot daily. The residents should not be responsible for doing this. The fire code should be enforced. Mr. Michna states that there are more people in attendance than the fire code allows. Mr. Michna believes the fire code allows 399 people and Saturday night he stated there was between 800 and 1000 people there. Permanent handicapped parking signs installed and required amount of handicapped well marked. Mr. Michna stated that the Mounds View Municipal Code requires handicapped signs have to be permanent and in the ground. Mr. Michna stated there are only two handicapped spots marked. Mayor Linke interjected at this time that the new ADA (American Disability Act) Law will require approximately 4-6 handicapped spots at this location. Mr. Michna stated that Mr. Waste was to have a fence or enclosure around his garbage container by last October. Mr. Michna understood that Mr. Waste, if not in compliance with the Code, was to receive a $100 per day fine. unds View City Council ~gular Meeting Page Three February 24, 1992 Mayor Linke stated that there had been an agreement between the Building Inspector and Mr. Waste during the remodeling of Mr. Waste's building. Mayor Linke will check to see the status. Have (moving van) trailer being used for storage removed from the parking lot. Mr. Michna requested no music or outside bands, dancing or partying on or in parking areas. Entertainment should be restricted to the inside of the facility only. Mr. Michna further stated that there has been no action in regards to this establishment taken. Mr. Michna stated he has been before the Council and complained when the establishment was Muldoons. Mr. Michna understood that Muldoon's violated their liquor license and that's why they are not in business. Mr. Michna stated that Mr. Waste has been called a good businessman. Mr. Michna further stated that he knows that Mayor Linke was on the Lion's Club with Mr. Waste and that he is also good friends with Mr. Blanchard. Mr. Michna stated that Mr. Waste is not a good businessman if he doesn't conform to City Codes. ~yor Linke stated that he hoped Mr. Michna's inference to Mr. Waste was just a point of information and nothing more. Mayor Linke stated he did not remember during the last liquor licensing review what was said but that he would go back and look over those minutes. Mayor Linke stated that he and Samantha Orduno, the City Administrator, had. discussed this issued recently and that they propose that Mr. Michna obtain two representatives from the neighborhood area and come to the Council Work Session on March 2nd and the Council would try to get Mr. Waste to attend. These issues could be talked about at that time. Mr. Michna stated that he had talked to the Police Department and was told that Bob Waste was in violation of the Code. Mr. Michna would not give police person's name as he said it was heresay. Mayor Linke stated that it is difficult if a name is not given because then no one can check to see if there truly was a violation and why it wasn't followed up on. Mr. Michna brought up the fact that there was parking code violations. Paul Harrington, City Planner, explained how the City determines the parking needed for each site. Harrington stated the establishment needs 125 parking spaces as theiroccupany is what designated how many parking stalls were needed. There are 344 seats and barstools in the establishment which indicates there should be one stall for each three seats according to Mounds ~ew's Code. ounds View City Council ~gular Meeting Page Four February 24, 1992 Mr. Michna questioned the seating or occupancy at that time. Mr. Michna stated that there were over and above that many persons there on Saturday night. Councilmember Rickaby stated that she recalled when Mr. Michna came to the last liquor license public hearing and discussed Item No. 12 on Mr. Michna's handwritten copy which was handed out tonight concerning music and bands playing outdoors. Mr. Bill Zwieg, 5292 Edgewood Drive, complained about the berm that was taken down and the garbage. Mr. Zwieg also stated that no action had been taken by the City. Mr. Waste did not attend the meeting. Mr. Zwieg stated that this is a frustrating situation. Randy and Roxanne Jackson, husband and wife, 5299 O'Connell Drive presented a petition to the City Council pertaining to the parking problems affecting those persons who signed the petition. Petition is attached as part of the permanent record. Mr. Jackson stated that at 10:40 p.m. on Saturday night, he counted 101 cars on the street. Roxanne Jackson stated that Mr. Waste has 123 available parking spaces. Roxanne Jackson further stated that if there were an emergency on her street the emergency vehicles could not get through. Roxanne Jackson stated she spoke with Samantha Orduno, City Administrator, and that Orduno stated one solution might be to have no rking on one side of the street. Orduno further stated there are probably lot of alternatives, however, each would impact the entire neighborhood. This parking problem is from H2 to Woodale on Greenfield. The cars are also filling up the parking spaces in the apartment building. The streets being parked on, are O'Connell, Greenfield and Edgewood. Mr. Jackson stated there is a constant flow of traffic. Roxanne Jackson provided the City Council with pictures and stated that she has more pictures but they have not been developed. Samantha Orduno, City Administrator, stated that Mr. Waste had been asked to attend the meeting, but had declined. Roxanne Jackson stated that she had been informed that Mr. Waste's building was grandfathered in with regards to parking and occupancy in the Code and would not be affected by new Code. She asked if she could obtain copies of that. Paul Harrington, City Planner, responded to this question by stating that he would have to go back and research when each change was made to parking requirements. Samantha Orduno, City Administrator, stated that it was good to see as many people at the meeting regarding this issue as that it shows that it isn't only one party complaining. Attendance like this shows representation from all of the affected streets. The Council Work Session would be a good time to discuss these items with Mr. Waste present as well as the Police Chief, ty Engineer and herself and two or three spokespersons from the affected ea. ounds View City Council ~~gular Meeting Page Five February 24, 1992 Mrs. Jackson stated that in the past she had heard that barricades had been placed on Greenfield and O'Connell Drive. Mrs. Jackson stated that this was before she had lived here. Mrs. Jackson did not know if this was only for special occasions or not. Tim White, 5249 Greenfield Avenue, stated he had lived here 30 years. Mr. White further stated that during Muldoon's tenure in the City barricades were place on Greenfield Avenue on the north. These barricades were placed when a large crowd was expected or when big bands were scheduled. Mr. White had no idea how this impacted County Road H2 or Edgewood Drive. Mayor Linke stated that there is a no parking sign on Edgewood. Samantha Orduno, City Administrator, stated that on Appreciation Dinner on Saturday night she drove the persons were parking all along Edgewood, O'Connell at Edgewood Middle School and walking. Roxanne Jackson had another petition which had been affected persons, restricting time of parking from which is attached to these minutes as a permanent p persons that were home signed it, however there wer cation and those that were not home. Ms. Jackson go to Robert's on a Friday night and see what it indicated that she had to listen to tights and loud type of establishment which is not wanted in their the way to the area and noted that and Greenfield and even circulated to the 10 p.m. to 5:00 a.m., art of the record. Those e people who were on encouraged the Council is like. Ms. Jackson noises. This is the neighborhood. Samantha Orduno, City Administrator, also stated that persons were blocking driveways on these streets. Ms. Delores Englehorn, 5284 Greenfield, stated she lives in the apartments adjacent to Roberts. Persons going to Roberts park in the back lot of the apartment. buildings and all along the front. Ms. Englehorn stated she has a daughter that works second shift and when she arrives home has no where to park. Ms. Englehorn stated she doesn't believe that persons should be going into the apartment buildings to park and that the front should be kept free for resident parking. Mayor Linke asked if the back lot had a resident only parking sign posted. An unidentified person answered that there was sign posted on the building. Mayor Linke further stated that the people attending Roberts are just looking for a place to park their vehicle. If a sign were posted that stated resident parking only and notification was displayed that violators would be towed, the Manager could then have the vehicles towed out at the owner's expense. Ms. Englehorn asked if there could be reserved signs put up in front of the ~artment building. ounds View City Council ~egular Meeting Page Six February 24, 1992 Mayor Linke stated that parking cannot be reserved on public streets. Mayor Linke again encouraged Ms. Englehorn to contact the owner of the building. Barb Spiegelberg, 5284 Greenfield Drive, stated that she did not appreciate beer bottles in the apartment parking lot. Spiegelberg stated that people do walk out of the establishment with alcohol and she knows that is against the law. Russ Rood, 5289 O'Connell Drive, stated that he works near the Metro Dome and that people will park anywhere they can fit their car. Mr. Rood stated that during the Super Bowl barricades were used, and from where he worked he looked out his window and it looked as if nothing was going on. One solution might be to barricade the residential section of Greenfield Avenue. He stated that when the previous owner had big bands there it worked well. Mr. Rood stated he is a ten year resident of the City. Mr. Rood further stated that in the summer he likes to sit out in his front yard and he does. not want to have a conflict with those who patronize Roberts. Lori Ingberg, 5280 Greenfield (corner of Greenfield and O'Connell), wanted to state that if only two delegates were to go to meeting, she still wanted Mr. Waste to know that there were many more in attendance at this meeting and that there are many people upset. Ms. Ingberg stated she has had items hrown at her house, loud noises, damage to her grass and people driving on ~er lawn. This has only affected her since the latest remodeling. Samantha Orduno, City Administrator, two spokespersons can speak at the meeting, but everyone can attend as it is an open meeting. Laura Nedre, 5284 Greenfield, stated that she watched as two cars wanted to come down Greenfield, but because of parking problems, one had to back up and wait for the other to pass. There is a lot of swearing and cussing. Ms. Nedre further stated that she can't believe that Roberts is not over capacity. She asked if the Fire Chief could enforce the Fire Code. Tim White, 5249 Greenfield, stated the establishment was a pig pen. Mr. White stated he doesn't care whether the owner meets code or not but stated the Council is the elected representatives and Mr. White hopes the Council will see the problems these residents have to face. Mr. White wanted to know if a time restriction is legal. Mr. White also had a concern about the future planning of the Highway 10 corridor. Mr. White stated that he was going to bring in a gunny sack full of garbage that he had collected, however he felt the Council would not appreciate spent condoms on their table top. At this time, Samantha Orduno, City Administrator, stated she was passing ~ound a slip for those persons having concerns regarding Roberts. Orduno sked those persons, if they wished to be notified of results of next Mounds ounds View City Council ~egular Meeting Page Seven February 24, 1992 Monday night's meeting, to list there name and address on the paper going around. Orduno also encouraged the two spokespersons for the Robert's group to feel free to call the City Offices if they have any questions. Mayor Linke asked Roxanne Jackson to provide him with the additional photos by Monday's meeting if possible. Roger Stigney, 8400 Eastwood Road, stated that he read in the New Brighton Bulletin and in the Focus that the City was going to spend $5,800 for a survey. Mr. Stigney wondered if this was a wise expenditure of the taxpayers money for 400 people to comment on the survey. Mr. Stigney stated that the questions could be asked in the Newsletter at less cost and get more answers. This would be a more cost effective way of getting the answers. Mayor Linke stated that this issue had been discussed before. Mayor Linke further stated that from previous experience the City would not receive 400 answers back.. This survey will give the Council a true cross section of the City. Brad Jahnke stated that this survey would be asked of 400 people. Mr. Jahnke wondered what the questions would be. Mr. Jahnke stated that he was at the public hearing where many residents were upset and more than one erson volunteered to make sure the survey would get to more than 400 people no charge. Mayor Linke stated that the questions and how the survey was going to be conducted was discussed at a past meeting before the vote was taken. Samantha Orduno, City Administrator, was called on by Mayor Linke to explain the survey. Orduno responded that the questions and the survey format would be discussed at Monday night's meeting. Orduno further went on to explain what type of questions would be asked. Orduno further stated that at the meeting on the budget there were 42 concerned residents or groups in the audience. The City of Mounds View has 13,000 people and if you eliminate an estimated number of children, there are approximately 10,000 adults in Mounds View. Forty-two out of 10,000 is not a good representative sample. By doing a random, scientific survey, the City will receive an accurate cross section of responses. The survey will be answered by those persons who are not single issue persons. The results of the survey will be a clear mandate of what the services the citizens feel can be cut or what the citizens want to see eliminated. Mr. Jahnke wanted to know who will decide what questions would be on the questionnaire, could it include salaries, severance and the laying off of personnel? Samantha Orduno, City Administrator, encouraged Mr. Jahnke to attend Monday night's meeting if he wanted input into the survey questions. Jahnke stated that everyone wants to be a,government worker because eir jobs are guaranteed for life. ounds View City Council ~egular Meeting Page Eight February 24, 1992 Samantha Orduno, City Administrator, stated that all the City's employees are "at will" employees. Mr. Jahnke asked if the City needs the new laser printer and does the remodeling need to be done. At this time perhaps the City should not be remodeling or purchasing a laser printer. Samantha Orduno, City Administrator, stated that there was a need for a laser. printer. The City does information services and to process information, the printer has to be available. If one printer goes down, the City has fewer options to meet deadlines. Orduno also stated that if the City does not upgrade or replace equipment it will become more costly in the long run. Mr. Jahnke stated that he works construction and his place of employment is hurting too, Where he works there is equipment that needs to be replaced but the money isn't there. Mayor Linke responded that if the equipment broke down, however, it would be replaced. rduno explained that money has been put into the existing printer for pairs a couple of times and to put more money into this type of equipment is not worth it. Mr. Jahnke stated he agrees that it is not always cost effective always to repair old equipment, however, the equipment can still be repaired to run another year or so until the outlook is better. Mr. Jahnke raised a question regarding the position of Engineering Aide. Jahnke wondered if this was a new or old position. Orduno explained that this was a position vacated approximately 8 months ago. The City has made do by having other staff split the duties. There were several things not getting done. Mr. Jahnke stated then everyone will have to work harder for their money. Mr. Stigney stated that there would be no cost to put the survey in the newsletter. Stigney suggested the Council run the survey in the newsletter and see what responses are received. Mayor Linke stated that the current newsletter was 32 pages and that is the contract amount. Any additional pages are $82.00 per page. Mr. Stigney stated that the City is spending $14.50 for each survey. Stigney stated that some of the fluff could be cut from the newsletter. ~yor Linke stated the newsletter was required by the Charter. ounds View City Council ~egular Meeting Page Nine February 24, 1992 Mr. Stigney asked why the City needed a laser jet printer when they could obtain a dot matrix for half the price. Mr. Stigney noted the City was spending $5,000 for carpet. Was the Council Chambers carpet being replaced also? Mayor Linke told Mr. Stigney that the Council carpeting was not being replaced and that the Council carpet was only about four or five years old. Bill Frits, 8072 Long Lake Road, stated that the. City is spending $5,000 for a survey but at the budget hearing he listened to each and-every Councilmember state that they had no place to turn to and that the budget would have to be how it was at this time. Mr. Frits wondered how the Council became so educated since December. Mayor Linke stated the 1992 budget was under a time constraint. This survey has to do with the 1993 budget and the residents wanted this survey. Bill Frits stated the Council could have delayed the budget for two or-three weeks. There were volunteers who would have sat down and helped the Council instead of having to spend the $5,000. ~BLIC HEARINGS: Saturn Request for Conditional Use Permit, 8:05 p.m. Mayor Linke opened the public hearing and read Resolution No. 4195 to consider the Request for Conditional Use Permit of Saturn of St. Paul. Paul Harrington, City Planner, stated operate a car dealership at the Loose Planning Commission recommended appro, Commission resolution. This item had Council level. Harrington introduced questions the residents might have. that Saturn had made application to Ends site, 2375 Highway 10. The gal of this request by a Planning previously been discussed at the Jim Price from Saturn to answer any Councilmember Rickaby stated that the Council had not discussed everything that was included in the packet. This was the first time the Planning Commission resolution was seen.. Harrington explained that this item was up for consideration by the Council at this time and that the Council could take desired action. Cliff Bratz, 5287 Jackson Drive, stated that according to the plan the landscaping is to be dense and going to be high. Mr. Bratz is opposed to the dense trees because it will cut him off and it would be easy for people to get in and around the area. If the trees weren't so high one could see ~at was going on and it would keep vandalism down. ounds View City Council Page Ten ~egular Meeting February 24, 1992 Mayor Linke stated that the berm is to match what already exists on County Road H2. Mr. Brats stated H2 has little to no evergreens. Darwin Lindahl, Short-Elliott-Hendrickson stated that the site plan was discussed at the neighborhood meeting and at the Work Session with the Council. The Planning Commission had concerns with adjacent neighboring resident concerns regarding the fact. that there would be ample screening. This site plan was designed to meet requirements of the City which was if a property is to abut a residential property there had to be a five foot high solid wooden fence. This landscaping site is pleasant and aesthetic. A fence could create a maintenance problem in the future. The plan would be to place 6 to 10 foot high evergreens and locusts shrubs and a berm. Jackie Johnson, 2287 County Road H2, like the density. She stated she doesn't want to see cars and the building. Ms. Johnson's concern was the lighting. How would the lights be timed and how late would the lights be on. Ms. Johnson wanted to know if the lighting would impact the homes, but ~he type of lighting planned looked decent. Mayor Linke stated that the hours of operation of the dealership were 7:00 a.m. until 10:00 p.m. Darwin Lindahl of SEH explained the lighting plan for the site. Mr. Brats commented that the tree issue should be discussed and the lighting left the way it was. Mayor Linke indicated that the lights would shine downward and not affect the neighbors. Nadine Johnson stated that she went out to look at the dealership in White Bear owned by Saturn and at 1:00 a.m. the lights were still on while other dealers in the area had no lights on. Mayor Linke stated that the lighting could be reviewed after one year. Mayor Linke suggested review at renewal of Saturn's license. Ann Zachman, 5301 St. Stephens Street asked where the test driving would be done. Darwin Lindahl of SEH showed an overhead of the test driving pattern that Saturn would use. r~ ounds View City Council Page Eleven ~gular Meeting February 24, 1992 Mr. Price stated that Saturn customers would be explained where to test drive the vehicles and 80-90 percent of the time an employee of Saturn would be with the person test driving the car. The drivers would be instructed to stay away from the residential area. Councilmember Wuori also suggested that a #10 be added that addressed the outside advertisement such as no pennants or painted windows. Mr. Price asked about a sign permit for special occasions such as a grand opening. Paul Harrington, City Planner, explained the sign permit process to Mr. Price. Councilmember Quick stated that Saturn would have no flags, calliopes or organ playing. Mr. Price guaranteed him there wouldn't be. Mayor Linke was concerned. about the amount of used cars in comparison to new cars would be on the lot. Discussion evolved around parking availability. ~uncilmember Wuori agreed with Mayor Linke that the lighting levels could reviewed at 6 months and one year. Councilmember Wuori asked how many employees were on one shift. Councilmember Quick made a motion that this item be tabled. Mayor Linke called for a second to the motion. Motion failed for lack of a second. Mr. Price, Saturn, explained that because this is a Saturn dealership and only offers two types of cars that at any time he could move the cars from this lot to his other lot when needed, i.e., a special occasion. Samantha Orduno, City Administrator, confirmed with Mr. Price that his primary sales intent was that of selling new cars not used cars. Mayor Linke reviewed the items to be changed on the resolution and its approval would be contingent upon those items being added. Item number eight - would read "All transport .truck deliveries and pick-ups shall be conducted during regular business hours." Item #9 would read "The conditional use permit shall be reviewed at six months and each year thereafter at the time of licensing to ensure that applicable conditoins imposed on the site are being met." An added #10 would read, "Outside avertising shall be lmited to that allowed by Municipal Code." An added #11 would read, "Provide adequate on site parking for number of customers expected. For special occasions a larger number of customer parking spaces should be made free." • ounds View City Council ~egular Meeting Mayor Linke closed the public hearing at 8:47 p.m. Page Twelve February 24, 1992 MOTION/SECOND: Rickaby/Blanchard to approve Resolution No. 4195 Approving the Request for Conditional Use Permit of Saturn of St. Paul per changes. 5 ayes 0 nays Motion Carried Mounds View Business Park South Planned Unit Development, 8:48 p.m. Mayor Linke opened the public hearing to consider a Planned Unit Development Request for Everest Development, 2260/2280 Highway 10 at approximately 8:20 p.m. Paul Harrington, City Planner, reviewed Staff Report 92-181C and stated that Everest Development had made application for a Planned Unit Development Amendment to utilize the property at 2260/2280 Highway 10 as a parking facility for the Business Park. Harrington stated that the Planning Commission had reviewed the request and recommended approval of the proposal in Planning Commission Resolution No. 329-92. Harrington introduced Bill Franke of Everest Development who would answer any questions that might arise concerning the PUD. •im Paron, 2288 Highway 10, stated he had lived in Mounds View for 52 years and had paid taxes for 52 years. Mr. Paron stated opposition to the parking lot. Mr. Paron spoke about Everest buying property and its cost. Mr. Paron stated that anything can happen and everything from the gutter could be coming out here. Mr. Paron stated that if this property becomes a parking lot he wants his property chain link fenced with barbed wire on the top. Harrington stated that the parking lot will be 5 to 6 feet below what Mr. Paron's property is at and will have a retaining wall in that area. The parking lot will be graded to elevation of Woodale. The issue of light shining into Mr. Paron's yard was discussed and should not affect his property. Mr. Paron stated that in order to put the street in 200 trees had to be destroyed. Mr. Paron stated he could not believe that the City would allow this. Mr. Paron's understanding was that for every single tree cut down 40 trees were to be planted 10 to 12 feet high. Again, Mr. Paron stated that he wants a fence around his property. Councilmember Rickaby asked if there had been an agreement for replacement of trees. Mayor Linke stated he was not aware of an agreement. Ric Minetor, Director of Public Works/City Engineer, introduced • Mr. Jim Hanson and Mr. Mark Benson from MnDOT who were present to discuss the Highway 10 project and the noise barriers associated with it. These barriers will be constructed of wood planks and concrete supports. Mr. Hanson and Mr. Benson showed a video that explained noise and noise barriers and their effects. Councilmember Rickaby asked if there are many problems with maintenance or have the barriers along 35W had to be replaced. Mr. Hanson stated the only time he has had to replace a barrier was due to an accident at 66th and 35W. Councilmember Wuori asked if the new road would meet freeway standards. Will noise barriers be placed further south and east of existing area? Mr. Hanson's reply was that there was no funding for that. Councilmember Wuori stated that residents on Laport and. Colonial Village had complained about noise they now have since 610. Tim Cruikshank, Management Assistant, reviewed staff report number 92-184C regarding the appointment of Jim Hess as Engineering Aide. Cruikshank stated that staff had conducted interviews for the position of Engineering Aide. The successful candidate did not pass the required physical examination. The next candidate in line, Jim Hess, did pass the physical examination. The wages for this position are budgeted solely out of the water and sewer departments. Cruikshank further stated that Mr. Hess would begin on February 25, 1992 at $11.25 per hour. Ric Minetor, Director of Public Works reviewed the easement acquisitions for the Long Lake Road reconstruction project. • There are many hours involved in obtaining these easements and, therefore, it is recommended that we contract out the obtaining. of the easements. Minetor met with two firms, namely Evergreen and North Star. Evergreens cost was $45,000 compared to North Star's cost of $32,000. Minetor stated their was a difference in hours spent and that is essentially what the City would be paying for. Minetor further stated that Evergreen has been in business 20 years while North Star has been in business only 2 years. Evergreen has been used with good. reference by the cities of Blaine, Roseville, Woodbury and Brooklyn Center for MSA acquisitions. Costs would be charged to 100-4270-705 and would be reimbursed by MSA. Samantha Orduno, City Administrator, stated that the 1992 budget provides for the purchase of an upgraded laser printer for the Administration Department. Due to the heavy volume of word processing, a printer with high capacity features and upgraded .memory is essential. At the present time we have one printer servicing 5 to 6 PCs. This wears out a printer very quickly. Also, with that many persons using the printer the City could be in violation of data practices if private data • information is being processed and then read. Discussion followed regarding dot matrix printers versus laser printers and their costs. Mayor Linke explained that the City can't afford to be short sited. The choice is to buy now or buy later at an increased and inflated price. Samantha Orduno informed the residents that the building was being remodeled entirely by staff rather than building an addition as was recommended by the Space Needs Study. A question was brought forth regarding lay off of City staff and employees and in the past only part time employees had been layed off. Orduno stated that the Building Inspector had been cut from full time to half time. Samantha Orduno stated that she wanted to alert the cable audience to excuse the mess when they visit City Hall as it is being given a face lift.. Walls and half walls have been removed, painting has been done. Bitty Hickok, Finance Accounting Clerk, suggested ceiling tiles be painted rather than purchase new ones. The City Hall should be finished in the next two to three weeks. Please excuse the paint and the smell. Some of the walls also are being sheetrocked and insulated as some of the offices have been as cold as 60 degrees and persons actually had to wear gloves and boots to keep warm. 2. There will be a Presidential Primary on April 7th at the Bel-Rae Ballroom. This election will cost the City approximately $11 to $12 per ballot. Report of Attorney: Dennis Smith, from the Leighton, Rarney, Crabtree Law Firm introduced himself and explained that Mark Karney could not be in attendance at this meeting. ~yor Linke welcomed the attorney and indicated to the audience that ucus night was Tuesday, March 3.
