CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
REQUESTING MUNICIPAL STATE AID FUNDS ADVANCE FOR THE RAMSEY COUNTY
2024/2025 MOUNDS VIEW BOULEVARD IMPROVEMENT PROJECT COUNTY STATE AID
PROJECT 062-610-006, MUNICIPAL STATE AID PROJECT 146-020-014
WHEREAS, Ramsey County will be replacing the traffic signals on Mounds View Boulevard
and the following cross streets, County Road H, Woodale Drive, County Road H2, Edgewood Drive,
County Road I, Silver Lake Road and Red Oak Drive; and
WHEREAS, the City of Mounds View is required to cost share for the signal lights at
Woodale Drive, County Road H2, Edgewood Drive, and Red Oak Drive; and
WHEREAS, Ramsey County has estimated the City's cost portion of the project to be
$1,051,323.01; and
WHEREAS, Staff learned the City can request a onetime advance of State Aid funds to
cover the project costs; and
WHEREAS, Staff recommends the City Council approve the Resolution requesting the full
amount of the project of $1,051,323.01 for the Ramsey County 2024/2025 Mounds View Boulevard
Improvement Project.
WHEREAS, the advance is based on the following determination of estimated expenditures:
Account Balance as of date: 2/15/2025 $0.00
Advance Amount (amount in excess of acct balance) $1,051,323,01; and
WHEREAS, repayment of the funds so advanced will be made in accordance with the
provisions of Minnesota Statutes 162.14, Subd. 6 and Minnesota Rules, Chapter 8820.1500,
Subp. 10b; and
WHEREAS, the City of Mounds View acknowledges advance funds are released on a
first -come -first -serve basis and this resolution does not guarantee the availability of funds.
NOW, THEREFORE, Be It Resolved: That the Commissioner of Transportation be and is
hereby requested to approve this advance for financing the approved 2024/2025 Mounds View
Boulevard Improvement project (SAP 146-020-014) of the City of Mounds View in an amount up
to $1,051323.01. 1 hereby authorize repayments from subsequent accruals to the Municipal State
Aid Street Construction Account of said Municipality from future year allocations until fully repaid.

NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of
Mounds View, Ramsey County, Minnesota as follows:
1. The City Council of the City of Mounds View approves requesting the advance of State
Aid for the Ramsey County for the 2024/2025 Mounds View Boulevard Improvement
Project.
2. The Mayor and City Administrator are hereby authorized and directed to execute all
appropriate documents to effectuate the actions contemplated by this resolution.
3. The Mayor and City Administrator, Staff and consultants are hereby authorized and
directed to take any and all additional steps and actions necessary or convenient in order
to accomplish the intent of this Resolution.
