Resolution 10052, Appointing the 2025 Chair for the Park, Recreation and 13 Forestry Commission. 14 15 Council Member Meehlhause recognized Chair Gerald Arel for his willingness to serve as the 16 Chair of the Park, Recreation and Forestry Commission. 17 18 MOTION/SECOND: Meehlhause/Clark. SPECIAL ORDER OF BUSINESS 24 A. John Connelly—Metro North Chamber 25 26 John Connelly, Metro North Chamber of Commerce, thanked the Council for his time and 27 explained the vision of the Chamber which was to promote business, develop leaders and connect 28 communities. He commented on the individuals that serve on the Chamber board and discussed 29 how they serve the community. He stated the Chamber has seen incremental growth over the past 30 two years. He invited the Council to attend a Public Policy Forum at Northern Soda on Thursday, 31 February 27 from 4:00 p.m. to 5:15 p.m. He commented on the new initiatives that have been 32 pursued by the Chamber, which included Green to Go and a manufacturing cohort. He further 33 described the marketing initiatives that were being pursued by the Chamber at a local level and 34 thanked the City of Mounds View for their continued support. 35 36 Mayor Lindstrom asked if the Chamber still offered Chamber Health. Mr. Connelly reported this 37 service was available to businesses with ten or fewer employees and was a member of the 38 Chamber. He reported 25 small businesses were currently under the Chamber Health group policy. 39 4o 7. PUBLIC COMMENT 41 42 Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the 43 City Council during Public Comment. 44 45 Sharon Kircher, 8406 Red Oak Drive, stated Turbo Tim's was interested in donating to the Tribute 46 Park. Mounds View City Council February 10, 2025 Regular Meeting Page 3 1 2 Vince Meyer, 8380 Spring Lake Road, reported he would get the school to donate a chicken coop 3 for the Engelmann family. 4 5 Luke Edmond, 8407 Spring Lake Road, asked if residents could breed rabbits. 6 7 City Administrator Zikmund explained he does not believe City Code speaks to rabbit breeding. 8 9 8. COUNCIL BUSINESS 10 A. PUBLIC HEARING: Resolution 10048,Approving Chicken-Keeping License 11 for Patrick Engelmann, 8400 Greenwood Drive. 12 13 City Administrator Zikmund requested the Council consider a chicken-keeping license for Patrick 14 Engelmann at 8400 Greenwood Drive. Staff noted all necessary paperwork has been submitted to 15 the City and staff recommended approval. 16 17 Mayor Lindstrom opened the public hearing at 6:07 p.m. 18 19 Patrick Engelmann, 8400 Greenwood Drive, explained he would like to keep four chickens. He 20 thanked the Council for considering his request. 21 22 Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:08 p.m. 23 24 MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 10048, 25 Approving Chicken-Keeping License for Patrick Engelmann, 8400 Greenwood Drive. 26 27 Ayes—4 Nays—0 Motion carried. 28 29 B. PUBLIC HEARING: Introduction and First of Ordinance 1023, Vacating a 30 Sidewalk Easement on the Properties at 2118 Terrace Drive, 2126 Terrace 31 Drive, 2119 Pinewood Drive, and 2127 Pinewood Drive. 32 33 This item was removed from the agenda. 34 35 C. Second Reading and Adoption of Ordinance 1024, Amending the Mounds 36 View City Code by Deleting all Sections Referencing the Mounds View 37 Economic Development Commission. 38 39 City Administrator Zikmund explained this was the second time the Council had reviewed this 40 Ordinance. He reviewed the proposed changes to City Code, noting the Council had opted to 41 disband the EDC and the proposed code amendments would reflect this change. 42 43 MOTION/SECOND: Meehlhause/Clark. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1025, 6 Adopting Regulation Related to Cannabis. 7 8 City Administrator Zikmund requested the Council consider an ordinance that would adopt 9 regulations related to cannabis. He explained this ordinance was reviewed and recommended for 10 approval by the Planning and Zoning Commission. 11 12 Mayor Lindstrom opened the public hearing at 6:26 p.m. 13 14 Hearing no public input, Mayor Lindstrom closed the public hearing at 6:27 p.m. 15 16 MOTION/SECOND: Gunn/Meehlhause. To Waive the Second Reading and Adopt Ordinance 17 1025, Adopting Regulation Related to Cannabis. 18 19 ROLL CALL: Clark/Gunn/Meehlhause/Lindstrom. 20 21 Ayes—4 Nays—0 Motion carried. 22 23 E. Resolution 10057, Approving Transfers Between Funds for 2024. 24 25 Finance Director Bauman requested the Council approve transfers between funds for 2024. She 26 reviewed the proposed transfers in further detail with the Council and recommended approval. 27 28 Further discussion ensued regarding the role and purpose of the Special Projects Fund. 29 30 MOTION/SECOND: Meehlhause/Clark. To Waive the Reading and Adopt Resolution 10057, 31 Approving Transfers Between Funds for 2024 with $930,000 going to the Special Projects Fund. 32 33 Ayes—4 Nays—0 Motion carried. 34 35 F. Resolution 10058, Review the 66% Completed 2025 Street Project Plans, and 36 Authorizing Stantec to Complete the Design, and Prepare Plans and 37 Specifications. 38 39 Public Works/Parks and Recreation Director Peterson requested the Council review the 66% 40 completed 2025 Street Project Plans and authorize Stantec to Complete the design, and prepare 41 plans and specifications. He reviewed the roadways that were included in this street improvement 42 project and recommended the Council authorize Stantec to complete the design and prepare plans 43 and specs. 44 45 Council Member Clark questioned if one of the sidewalks had been eliminated. Public 46 Works/Parks and Recreation Director Peterson reported the sidewalk to the east had been Mounds View City Council February 10, 2025 Regular Meeting Page 5 1 eliminated. 2 3 Council Member Meehlhause inquired if the sidewalk would be on the public works side of 4 Bronson Drive. Public Works/Parks and Recreation Director Peterson stated the sidewalk would 5 be on the north side of Bronson Drive, on the church side. 6 7 Council Member Clark asked if there would be a crosswalk by the parking lot. Public Works/Parks 8 and Recreation Director Peterson indicated the plans include a crosswalk from the sidewalk to the 9 entrance of the parking lot. 10 11 Mayor Lindstrom requested staff see if there were any grants that would apply for this project, 12 given the fact it was in a social equity zone. Public Works/Parks and Recreation Director Peterson 13 reported he would look into this. 14 15 MOTION/SECOND: Clark/Meehlhause. To Waive the Reading and Adopt Resolution 10058, 16 Review the 66% Completed 2025 Street Project Plans, and Authorizing Stantec to Complete the 17 Design, and Prepare Plans and Specifications. 18 19 Ayes—4 Nays—0 Motion carried. 20 21 G. Resolution 10059,Approving the Cost Proposal for the Granite Feature Pieces 22 for the Tribute Park. 23 24 Public Works/Parks and Recreation Director Peterson requested the Council approve the cost 25 proposal for the granite feature pieces for Tribute Park. He explained he reached out to a granite 26 company for cost proposals for the granite features. He indicated the granite would be imported 27 from India and would be shipped to St. Cloud. He noted a 50% downpayment would be required 28 for the granite pieces. 29 30 Mayor Lindstrom asked if the $65,000 was the total price for the granite features. Public 31 Works/Parks and Recreation Director Peterson explained this was the total cost for the granite 32 features along with the two granite benches. 33 34 Vince Meyer, 8380 Spring Lake Road, asked why the City was not using a local granite company 35 for the granite features. Public Works/Parks and Recreation Director Peterson explained the 36 proposed vendor was chosen because this company will provide a black onyx granite that does not 37 deteriorate over time, which was ideal for the proposed granite features. 38 39 MOTION/SECOND: Gunn/Meehlhause. Reports of Mayor and Council. 46 Mounds View City Council February 10, 2025 Regular Meeting Page 6 1 Council Member Gunn reported she attended the recent Planning Commission meeting where the 2 group reviewed the proposed cannabis ordinance. 3 4 Council Member Gunn noted the Tribute Park and Police Foundation would both be meeting on 5 Tuesday, February 11. 6 7 Council Member Clark stated the Festival in the Park Committee would be meeting next on 8 Tuesday, February 18 at 6:30 p.m. at Public Works. She noted the group would be discussing the 9 upcoming Easter Egg Hunt, which would be held on Saturday, April 19 at 9:00 a.m. at City Hall 1 o Park. 11 12 Council Member Clark explained Project Ardan would be hosting a yard and garden expo on 13 Saturday, March 1 at the Community Center from 10:00 a.m. to 2:00 p.m. 14 15 Mayor Lindstrom reported he attended the Daddy Daughter Dance. He thanked the Mounds View 16 Police Foundation for sponsoring this event. 17 18 Mayor Lindstrom stated the Rice Creek Watershed District would be meeting next on Wednesday, 19 February 12 at 9:00 a.m. at Mounds View City Hall. 20 21 Mayor Lindstrom indicated he was invited to visit the Anoka County Library on Tuesday,February 22 18 to discuss discharging racial covenants. 23 24 B. Reports of Staff. 25 26 Finance Director Bauman reported auditors would be onsite every day next week. 27 28 Police Chief Zender provided a brief update on immigration noting he was having meetings with 29 local, state and federal partners. He explained the President's directive was to prioritize 30 enforcement noting violent criminals and those already in jail were being targeted. He encouraged 31 victims to continue to call 911 when in need of police assistance, regardless of their immigration 32 status. 33 34 City Administrator Zikmund stated the City now had 175 racial covenants that had been discharged 35 to date, which meant the City was past 25%. 36 37 City Administrator Zikmund commented on the high speed/fiber enhancement that was being 38 installed at the Community Center. 39 40 City Administrator Zikmund discussed the vacant properties ordinance noting he hoped to have 41 this before the City Council at their next meeting. He indicated he would also be bringing a 42 document forward that clearly defined what a conflict of interest was for City Councilmembers. 43 44 City Administrator Zikmund explained he would be attending the Tribute Park meeting on 45 Tuesday, February 11. 46 Mounds View City Council February 10, 2025 Regular Meeting Page 7 1 10. Discussion: At the Beginning of 2023, the Mounds View Police Department continues to work on the action steps and tasks in order to fulfill the goals and strategies to support the City Councils Vision and Mission as outlined in the 2023-2025 City Strategic Plan. Despite staffing levels, MVPD is still committed to increased proactivity and outreach activities. Strategic Plan Vision/Strategy/Goal: Vison: A progressive community that is welcoming, and a desirable destination to all ages and cultures, who seek progress through partnerships, and where residence can work, live, and play safely and show pride in the community. Goal A: Increased enforcement and responsiveness to drugs, traffic, code violations, and petty crimes. 1. VCET continues to make several major narcotic arrests 2. Those officers/first responders include Burnsville Police Officer Matthew Ruge, Burnsville Police Officer Paul Elmstrand, Burnsville Firefighter/Paramedic Adam Finseth, Minneapolis Police Officer Jamal Mitchell, Park Ranger Kevin Grossheim, and Red Lake Nation Police Officer Jesse Branch. This is a constant reminder how dangerous law enforcement is and why it is extremely important to invest in high level training, necessary equipment to protect officers, and modern technology in order to keep our officers safe. The Mounds View Police Department continues to strive to improve levels of proactivity and outreach while, like most police agencies, struggling to hire quality police candidates. This year was challenging with manpower and staffing levels. The main focus in 2024 was to continue to hire quality candidates. Fortunately, we were able to hire Officer Tennison and Officer Tan who both are on solo patrol now and are doing very well fitting into the MVPD culture. We look forward to their positive contributions in the future. We also hired three interns (Jordan Hofineister, Mitchell Borrowman, and Hannah Sogard) who helped out with the front office, outreach events, and various other tasks. We also hired two CSOs (Asa Overton and Sophia Frey)this year in order to help out officers working the streets. CSO Overton was a Mounds View PD Reserve who was hired as a CSO. There has been several opportunities for specialty assignments throughout the year. At the end of 2023, Jeremy Hellpap was promoted to Deputy Chief and Riley Solz was selected as the new investigator. The investigator position will be a rotation position in order to allow for more opportunities for the officers. Due to the VCET Investigator's hard work, dedication, and proactive investigative efforts, we decided to extend his specialty position three more years (possible extension two more years after that) and he was also selected and approved as a Drug Enforcement Agency Task Force Officer (DEA TFO). This will be a great opportunity and experience for this investigator. Lastly, we conducted a sergeant process at the beginning of 2024. After an extensive selection process, Sydney Dison was selected as the new patrol sergeant (4th sergeant). She is the first female sergeant in Mounds View PD history. We know she will do a great job and we look forward to her positive contributions in her new role. Despite staffing levels, officers continue to be proactive while still committing to numerous outreach events. Mounds View officers responded to almost 10,400 calls for service which includes aggravated assaults, domestic assaults, sexual assaults, robberies, and burglaries. Our Violent Crime and Enforcement Team (VCET) investigator continues to address large and small narcotics cases. Numerous arrests have resulted in not only felony or federal charges but have taken dangerous individuals, narcotics, and firearms off the streets. For a variety of reasons, these cases and arrests have made a direct positive impact to our community and the quality of life in Mounds View. Our VCET investigator's team was recognized by the United States Attorney for several narcotic arrests involving a large-scale drug trafficking organization. Traffic enforcement efforts continue to be a priority. We work closely with the Toward Zero Death (TZD) and the Ramsey County Traffic Safety Initiative (RCTSI) programs in order to address traffic needs through enforcement and education efforts. Sgt. Dison has been our TZD/RCTSI coordinator for the past couple years. In order to continue to address traffic concerns, two portable speed signs were deployed throughout the city. Two solar powered speed signs were purchased as well. With four portable traffic signs and officers being visible in the community, we will continue to educate the public as well as provide enforcement efforts as needed. With city council approval, we also purchased Flock Safety Systems to assist officers and investigators with clearing cases, solving crimes, and improving safety. We have also made numerous investments in updating equipment to include updated training equipment, patrol car equipment, body worn camera/squad video equipment, and less lethal equipment. These investments will greatly improve our efficiency and effectiveness in carrying out our police services. The Mounds View Police Department continues our dedication in maintaining two K9s in our K9 unit. Sgt. Schultes (K9 Grizz) and Officer Aase (K9 Ace) are extremely valuable assets to the MVPD as a force multiplier as well as a de-escalation tool. We implemented a new K9 training process in 2022 through MN Canine Consulting and Red Team K9 with an emphasis on officer safety and cover officer tactics. Officers assisted with the K9 training to include decoying for tracking, apprehension, and building searches. Officers also assisted with cover officer tactics. Sgt. Schultes continues to be a leader in the department as well as the K9 unit. He has been instrumental in assisting Officer Aase and K9 Ace into the K9 training process and into the K9 unit. K9 Grizz and Sgt. Schultes as well as Officer Aase and K9 Ace successfully completed the TAC 21 patrol certification test and by all accounts performed outstanding. K9 Grizz and K9 Ace performed demonstrations in obedience, evidence detection, drug detection, suspect search, and multiple apprehension scenarios at the Mounds View Festival in the Park. After the demonstration, the attendees were able to socialize with the K9s and learn about the MVPD K9 Unit. The MVPD K9 unit continues to conduct demonstrations and numerous outreach activities throughout the year. Officer Boscardin continues to serve as our School Resource Officer(SRO) while he serves in Pinewood Elementary School and Edgewood Middle School. He continues to build relationships with the students and make a positive impact on their lives on a daily basis. These relationships are important for a variety of reasons. He has also investigated several incidents that have occurred within the schools and this is where building these relationships is so important. Officer LeVoir continues to serve as our Neighborhood Resource Officer (NRO). Officer Levoir continues to coordinate our outreach efforts as well as various other tasks. Officer Levoir also investigates our Minnesota Adult Abuse Report Center(MAARC) reports, child abuse reports, predatory offender investigations and follow up, and she monitors and handles our social media activity and presence. She also led outreach activities throughout the year to include Polar Plunge for Special Olympics, Torch Run for Special Olympics, Pink Patch project, Halloween event, Night to Unite, Festival in the Park events, PD/SBM Fire softball game, coat drive, heroes and helpers, and several other outreach efforts in the community. The NRO also partners with the Mounds View Police Foundation for several outreach activities. The NRO also serves as a liaison to the NYFS mental health advocate where she addresses numerous individuals who have been in contact with the police and need more services than the police or social services can provide. We have experienced numerous positive outcomes with the partnership resulting in decreased police calls for these individuals. The NRO partnered with Mounds View Public Works to conducted a catalytic converter prevention clinic in Mounds View utilizing the CATGUARD label solution. This is a prevention program through the Department of Commerce. Once sticking the label on, a fluid is then painted onto the label, which, once a vehicle is started, causes the unique number to be etched into the metal. Once registered, the unique number allows law enforcement to trace a converter back to a specific vehicle if a converter were to be stolen and later recovered. Based on positive feedback, these events will continue into 2025. We also provided a Department of Natural Resources (DNR) Youth Firearms Safety Certification class to three area youth kids and one adult. This is an opportunity for Mounds View Police Officers to teach firearms safety to kids in the community and give back to the community in a positive way. There were also numerous mobile rock wall events throughout the year at area churches, schools, and events. The MVPD received and implemented a virtual reality simulator where officers can train reality-based scenarios and continue to improve their tactics and skills. This reality- based training simulator will be implemented into our use of force curriculum and will be used on a continuing basis. This has also been incorporated into our field training program with new officers. We have also invited neighboring agencies to train with us as well. The MVPD Reserve unit continues to help out the agency in several areas to include outreach activities, patrol activities, and traffic control events. We also partner with neighboring agencies to assist them when needed. Recruitment and retention will continue to be a priority as staffing levels and recruitment continue to be challenging. With the city support, we were able to implement an entry level, referral, and lateral hiring bonuses. We also increased the tuition reimbursement, created a recruitment flyer to put on social media, and attended several career fairs. Officer wellness will also be a priority to include physical, mental, and spiritual wellness. This was illustrated by providing officers with annual mental health check-ins and having a mental health specialist on retainer during critical incidents and for overall officer wellness needs. Physical fitness will continue to be a priority as well and can be illustrated by the continuing improvements to the gym and equipment. Officers can work out on duty if applicable and can use the gym on their off time as well. MVPD will continue to invest in our officers by a variety of avenues to include officer professional development, training, and officer wellness. This was demonstrated by several officers attending officer development training courses, conferences, instructor level training courses, and specialty courses. The Mounds View Police Department will continue to be committed to our most important asset which is our people. i 2024 Ramsey County_VCET 4t" Quarter Report In October/ November 2024, Ramsey County VCET and DEA conducted an Undercover Controlled Purchase of several pounds of methamphetamine. During that purchase, an adult female arrived and sold the methamphetamine to the Undercover Officer. Several days later, the UC contacted the Source of Supply in Mexico to purchase additional pounds of methamphetamine. When the same adult female arrived at the deal location, she was detained by Law Enforcement which led to the discovery of 10 pounds of methamphetamine in her vehicle. Law Enforcement then executed a Search Warrant on her residence where an additional 40 pounds of methamphetamine was located. Between October- November 2024, Ramsey County VCET and DEA conducted several Undercover Controlled Purchases of narcotics and identified the source of supply. A Search Warrant was executed on a hotel room near Mounds View which led to the discovery of a substantial quantity of cocaine and nearly $100,000. This case is currently ongoing and active. During the month of November 2024, Law Enforcement learned that a large shipment of methamphetamine would be arriving in the Twin Cities the following day. Through further investigative techniques, Law Enforcement began conducting physical surveillance in the Twin Cities metro area and identified a vehicle that was believed to be transporting the methamphetamine to the stash house. Law Enforcement interdicted the vehicle before it could arrive which led to the discovery of nearly 200 pounds of methamphetamine. Multiple people were arrested and booked at the County Jail. This case is currently ongoing and active. During the month of December 2024, Ramsey County VCET and DEA conducted an Undercover Controlled Purchase of multiple pounds of methamphetamine in which a "runner" arrived and sold pounds of methamphetamine to the UC. In the days, weeks, and month that followed, Law Enforcement conducted physical surveillance of the runner until one day, Law Enforcement observed him meet with an individual and load a large bin into his vehicle. A traffic stop was conducted which led to the discovery of nearly +/- 45 pounds of methamphetamine. Several arrests were made along with an additional +/- 45 pounds of methamphetamine and a firearm. Schultes and K9 Grizz Officer Aase and K9 Ace Assist Other Agency- Roseville On 3/7/24 at 2044 hours Roseville PD requested additional squads for a group of about 100 juveniles that were currently physically fighting at Chick-fil-a (2090 Snelling Ave N). Call notes updated someone was just stabbed inside the store. Officer Aase, responded with K9 Ace to assist. Officer Aase entered the parking lot on the south side, were multiple juveniles were running through the parking lot and fleeing the area in their vehicles. Approximately 30 juveniles breached the front door. These juveniles successfully broke the glass door and began to enter the restaurant. Officer Aase gave PA announcements and gave multiple K9 warnings. K9 Ace barked as a deterrent. Officer Aase went inside the store with multiple officers where we located a female juvenile victim with a stab wound to her finger. Another female juvenile victim stated she was assaulted by multiple males. Dispatch advised the group we had just dispersed were now at Raising Canes (2420 Fairview Ave N) with a report of 50 people physically fighting in the parking lot and inside the store. RVPD Sergeant requested some squads to break to that location. Officer Aase and K9 Ace responded to Raising Canes to assist. Upon arrival, dispatch updated someone was just shot in the parking lot. Multiple officers arrived on scene. Officer Aase parked directly in front of the store and gave K9 announcements over my PA system. K9 Ace began barking as a deterrent. Eventually, it was determined nobody was shot and it was a swatting attempt to law enforcement. RCSO SWAT Team integration training: Sergeant Schultes, Officer Aase, and their K9 partners participated in scenario-based training with the RCSO SWAT team on 1/23/2024 at The North Church. Our K9 partners were used in apprehension scenarios, utilizing the Bear Cat and a full arrest team. The K9's were exposed to environmental challenges, new safety tactics, and worked in close proximity to the team members to improve our success in future deployments across agencies and specialty units. Assist Other Agency- New Brighton On 1/24/2024 at 0146 hours, New Brighton Officers initiated a traffic stop near the intersection of Silver Lake Road NW and 51h Street NW in New Brighton. After a brief pursuit, the suspect vehicle was disabled in the back yard of a residence, and the occupants fled on foot. Sergeant Schultes and K9 Grizz responded to assist with a K9 track. During the track, heat sources were located by a drone operator. As the K9 team moved toward the suspect, he fled away from officers and was apprehended by perimeter officers. A female was later located after she approached a homeowner because she was cold. The driver was later booked on several charges. Assist Other Agency- New Brighton On 3/23/2024 at about 0400 hours, a New Brighton Officer initiated a traffic stop. The driver fled and a vehicle pursuit was initiated. Due to the dangerous driving conduct of the suspect, the pursuit was terminated. Shortly after, the vehicle was found crashed and unoccupied near the intersection of Long Lake Road and 14th Street NW. Sergeant Schultes and K9 Grizz responded to assist with a track. A track was started, and K9 Grizz tracked away from the vehicle. He continued tracking over back yard fences for about a block, then the track continued across 15th Street NW into another back yard. K9 Grizz tracked to a garbage can in the back yard of a residence. It appeared the suspect had concealed himself inside, so officers created distance for safety. After attempting to negotiate the suspect out of the garbage can for several minutes with no response, an officer tipped over the can and the suspect partially fell out. K9 Grizz barked as a deterrent as I gave the suspect commands. He surrendered and was taken into custody without further incident. He was booked for fleeing in a motor vehicle. 04/02/2024 - K9 Demo at St. Johns in New Brighton Officer Aase and K9 Ace performed a K9 demo at St Johns Church in New Brighton. Officer Aase performed a K9 demo for approximately 60 children between the ages of 3-6 years old. After the demo was complete, each kid was able to come and pet K9 Ace and interact with him. Officer Aase spoke about the Mounds View Police Department K9 program and what our dogs offer to the community. 04/22/2024 - Narcotics Certification Officer Aase and K9 Ace completed their Tac-21 Narcotics Certification through Red Team K9. Officer Aase and K9 Ace worked tirelessly for over three months working on completing this certification. K9 Ace is now certified in locating methamphetamine, cocaine, and heroin. 04/23/2024 - Meet and Greet Officer Aase and K9 Ace, and Sgt. Schultes and K9 Grizz did a meet and greet at 720 Mahtomedi Avenue in Mahtomedi. The K9 teams visited a long-time donor of the Mounds View Police Department K9 program. The K9's mingled with staff and others in the facility. They were able to help bring joy to this donor's new home. 5/02/2024 - Meet and Greet Sgt. Schultes and K9 Grizz participated in a meet and greet with attendees at the SBM Senior Citizen Fair. They also performed a demonstration in obedience and apprehension for a group of about 125. At the end of the demonstration, Sgt. Schultes answered questions from the group about the MVPD K9 Unit. 05/30/2024 - Assist Other Agency-New Brighton Officer Aase was requested by New Brighton Department of Public Safety for a K9 sniff on a traffic stop near the intersection of Interstate 35W and County Road C in Roseville. Officer Aase gathered information upon arrival. Officer Aase deployed K9 Ace for a vehicle sniff. K9 Ace worked the entire vehicle, showing a change in behavior near the rear driver door by the gas tank. K9 Ace also showed a change in behavior near the driver side door. K9 Ace gave two positive alerts for the presence of narcotics. The vehicle was searched and narcotic paraphernalia was located. 06/07/2024 - Assist Other Agency-Roseville Officer Aase and K9 Ace were requested for a large group of approximately 200 plus people at 2527 Victoria St N. It was believed someone within the group had fired approximately five shots and they were requesting mutual aid. Officer Aase and K9 Ace responded to the location. Officer Aase used K9 Ace as a deterrent and had him bark at the large crowd from the squad car. After approximately one hour, the crowd was dispersed. 06/26/2024 - Meet and Greet/New Brighton Long Lake Regional Park Rock wall event for North Church. K9 Ace and Officer Aase made an appearance at a rock wall event for children. K9 Ace interacted with adults and children. Officer Aase handed out stickers and baseball cards and talked about the K9 program. Assist Other Agency-Roseville On 7/2/24 at 0456 hours, Officer Aase and K9 Ace were requested by Roseville PD for a K9 Deployment at 2745 Herschel St N. Roseville Officers were currently out on a fresh assault involving a knife. It was learned the suspect was barricaded in the apartment and refusing to exit. The suspect was known to Roseville Officers and was known to fight/flee from police. Officer Aase and K9 Ace arrived on scene and met up with other officers staged outside of the apartment. Negotiations were in the works at this time. Officer Aase gave multiple K9 warnings to get the suspect to exit peacefully and surrender. After approximately 30 minutes, the suspect surrendered to officers and he was taken into custody. Night to Unite Officer Aase and K9 Ace, and Sgt. Schultes and K9 Grizz volunteered to attend night to unite. The K9 unit attended numerous block parties. Officers talked with the community about our K9 program. At all block parties, the K9's were interacting with adults and children, allowing them to pet and play with them. The K9's also performed short demonstrations at parties showing off the assets they brings to the department. Person in Crisis Officer Aase and K9 Ace were dispatched to a person in crisis call at the 2000 block of Quaker Lane. Officers were speaking with the male who stated he has been trying to commit suicide for the past four days. The male also stated he was not going to the hospital and officers would have to force him into the ambulance. While Officers were speaking with the male, K9 Ace was barking at a pedestrian walking by the squad car. The male was asking questions about K9 Ace. The male asked if he could meet Ace. Officer Aase agreed to allow the male to see Ace if he willingly went to the hospital. The male was able to pet Ace and interact with him and his mood immediately changed. The male agreed to go to the hospital willingly. Festival in the Park Officer Aase and K9 Ace, and Sgt. Schultes and K9 Grizz performed a K9 demonstration at Festival in the Park, hosted by the City of Mounds View. Demonstrations in obedience, article and drug searches, suspect search, handler protection, apprehension, and a vehicle pursuit were performed. After the demonstration was completed, adults and children of all ages were able to interact with the K9's as officers talked about our K9 program. 2024 Festival in the Park K9 Demo Assist Other Agency-New Brighton On 8/27/24 at 0019 hours Officer Aase and K9 Ace were requested by NBDPS for a K9 track for a stolen vehicle that had crashed into a pond and multiple occupants fled on foot. Officer Aase and K9 Ace arrived in the area and began a track around the pond. The suspect were currently in the water and Officer Aase and K9 Ace were unable to reach them on foot. The State Patrol Helicopter was above and assisting with keeping eyes on the suspects. The suspects were surrounded and eventually agreed to surrender. The suspect walked out to Silver Lake Road where Officer Aase and K9 Ace were stationed. All four suspects were taken into custody. TAC 21 Patrol K9 Certifications Sergeant Schultes and K9 Grizz completed their TAC-21 Patrol certification on 10/23/24. Officer Aase and K9 Ace recertified in tracking and apprehension with Minnetonka PD on 10/28/2024 through TAC-21 Red Team K9. DWI/Attempted Burglary On 11/19/24 at 2142 hours Officers were dispatched to a single vehicle crash at the 3000 block of County Road H2. Upon arrival, the driver fled on foot from the vehicle. Officers shortly after received a call about a male attempting to break into a residence down the street from the crash location. Officer Aase deployed K9 Ace and converged on the address. K9 Ace located a male standing at the back door of the residence attempting to gain access. Officer Aase gave loud verbal K9 warnings to the male. The suspect surrendered and was taken into custody. The suspect was charged with DWI. Assist Other Agency - Coon Rapids On 11/22/24 at 1838 hours, Officer Aase heard on LTAC1 that Coon Rapids PD was following a vehicle just involved in a simple robbery. Officer Aase heard CRPD behind the vehicle near Highway 65 and County Road 10. The officer was currently alone. Officer Aase got in position in case the vehicle came into Mounds View. Dispatch was updated the vehicle was heading east on 81 st Avenue in Spring Lake Park, then pulled into Hy-Vee (8155 Highway 65 NE). Officer Aase responded to assist with K9 Ace. Officer Aase arrived and a high-risk traffic stop was being performed. Officer Aase deployed K9 Ace on lead and placed him in a down. Officer Aase had K9 Ace bark and a deterrent to prevent the suspect from fleeing on foot. The suspect was taken into custody without incident. Of those cases, 62 cases were charged out by arrest. 13 cases are still under investigation. The victim reported that her former foster father sexually assaulted her on multiple occasions from the ages of 13 through 23. The sexual assaults were reported to have occurred in numerous locations, including the cities of St. Anthony, New Brighton, and Mounds View, all within Ramsey County. The victim reported to police that in 2009, when she was 13 years old, her mother got sick so she was sent to live with extended family, the suspect and his wife, on an informal arrangement. In August 2009, the suspect's wife was out of town for a week. Suspect ultimately sexually assaulted the victim while the wife was out of town. This repeated for five straight nights during this time until his wife came back into town. After this time, the sexual advances continued. They continued to occur numerous times for several years into when they moved into Mounds View. After 10 years of sexual abuse, the victim came forward and reported to Mounds View Police. The case was investigated and the suspect was charged with 1 st degree Criminal Sexual Conduct and 3rd Degree Criminal Sexual Conduct. Further investigation involving search warrants, witness interviews, and Phone Subpoenas continued on by Inv. Erickson even until the case was in trial. On 6-14-2024, the criminal trial ended and the subject was found Guilty of Criminal Sexual Conduct 1 st Degree and Criminal Sexual Conduct 3rd Degree. The subject is being held until his sentencing date. Criminal Sexual Conduct On February 19, 2006,Mounds View Police received a report of a sexual assault that had just occurred in room 32 at a motel located on the 4800 block of Old Highway 8, Mounds View. On arrival, officers met with a 20-year-old female. The victim was crying and distraught. She told officers that she had just been sexually assaulted by two men at the motel, one was a former coworker she knew, and the other male was unknown. Investigative efforts established the identity of the first male but the second male remained unknown. The victim was taken to a nearby hospital where she underwent a sexual assault examination and stated she was raped. Her former coworker was identified as the first suspect. Investigations at that time led to a warrant of the first male, where his DNA was obtained and matched DNA from the SANE exam. The suspect did not speak further and would not identify the second suspect. The 2nd suspect remained unknown. In August of 2019, the BCA and Mounds View police were notified that continued testing of the 2nd unknown DNA had resulted in a hit in the database for a male currently incarcerated at the Utah State Prison. That male was in prison for raping his 14-year-old niece and impregnating her. Investigator Erickson worked through the years with the Utah Prison Correctional agency, the FBI, Ramsey County Sheriff's Department, and Ramsey County Attorney's Office to obtain a warrant for the subject and have him transferred to the Ramsey County Jail. In May 2024, the subject was transferred to the Ramsey County jail. Investigator Erickson met with the subject in jail and interviewed him. The male denied having any involvement and said it was a mystery why his DNA would be involved and said he would never do anything like this to a female, despite being in prison for sexual assault. Investigator Erickson served the subject with a search warrant for his DNA which was later shown to be a match to the DNA found from the SANE exam. The suspect remains in custody with the Ramsey County Jail awaiting his trial date. Arson On April 23rd, Officers were called for an active fire in the dumpster/garage area of an apartment complex. Officers arrived and the dumpster and garage was fully engulfed in flames. Police and Fire's quick response was able to extinguish the fire before any further damage was done. Through the investigation, Inv Erickson was able to meet with apartment management and view surveillance footage. It was found that a white male suspect walked to the dumpster area, went behind the dumpster, kneeled down and started a fire. Further camera angles found closer up pictures of the male that Inv Erickson was able to identify the suspect, due to the suspect carrying a bag in his hand with a label on the bag of the location of where he works. Inv Erickson met with the suspect and interviewed him. The suspect admitted to starting the fire and admitted that he was high on drugs when he did it. The county attorney charged the suspect with arson. Vehicle Pursuit and recovered firearms On April 26t" 2024, officers noticed a vehicle leaving a gas station in Mounds View while violating traffic laws. The officer attempted to stop the vehicle which led to a vehicle pursuit. Due to the high speeds and danger of the pursuit, the officer terminated the pursuit. The vehicle was later found abandoned in Minneapolis. The vehicle was towed and upon inventorying the vehicle two assault rifles were found in the vehicle. Investigator Erickson investigated the case and the rifles were swabbed for DNA. Investigator Erickson also obtained surveillance footage from the gas station that the vehicle came from, determining the occupants of the vehicle to be a white male driver and a black male passenger. Inv Erickson contacted the registered owner of the suspect vehicle who stated that he borrowed the vehicle to a friend three days earlier, but the friend had told him the vehicle was stolen. Inv Erickson learned no stolen vehicle report had been made. Inv Erickson completed an E-trace on the rifle serial numbers to determine the owner. Inv Erickson contacted the rifle owners, who stated he did not have the rifles and had given them to a friend to hold onto because he was going through bankruptcy and didn't want them being taken away. That male matches the description of the driver seen on surveillance camera. Further investigation shows an extensive criminal history for the male suspect, and a warrant case where he is involved with a black male suspect where his apartment in Mounds View was raided and over 8000 rounds of firearm ammo was recovered. The 2"d suspect was later found to have relation to the registered owner of the pursuit vehicle and matches the passenger seen on surveillance footage. Inv Erickson later contacted both suspects and interviewed them. Their DNA was obtained through search warrant, and sent to the BCA where it will be compared to DNA obtained from the rifles. Both subjects are convicted felons and will make them ineligible to be in possession of a firearm. Financial Transaction Card Fraud Mounds View Patrol Officer took a report of a Financial Transaction Card Fraud. A tree expert company crew was working in the 8300 block of Knollwood Drive. Suspects entered the victim's vehicle and stolen his wallet out of his vehicle. Multiple transactions occurred on the victim's credit card. Inv Erickson contacted the victim in phone transactions that had occurred at Best Buy and Target in Coon Rapids. Inv Erickson received surveillance footage from Best Buy and Target, showing that two black males were involved in the transactions. Inv Erickson reviewed multi-Agency Tri County intel and found that the males were involved in numerous Financial Transaction Card Frauds throughout the metro where they steal wallets out of vehicles and use their credit cards to buy PlayStation 5's. The suspects were identified and a tracking device had been placed on the vehicle through a search warrant, confirming it was the vehicle and same suspects that stole Mounds View's victim's wallet and used his credit cards. The suspects were charged with Financial Transaction Card Fraud. Weapons Case Investigation On July 1 st 2024, investigator Erickson investigated a case where police were dispatched to the 2500 block of Mounds View Blvd on a report of a male in public with a rifle. Officers located the male inside a local business store. The male had a rifle slung around his shoulder and a handgun on his right hip in a holster. Further investigations showed that the defendant was issued an Order for Protection, rendering the defendant ineligible to possess firearms. The defendant was placed under arrest and the defendant was charged with possessing a firearm while subject to an Order for Protection. Investigator Erickson further discussed the case with the FBI to charge the Defendant Federally. Robbery On July 17th, 2024 at 2:07 pm, Officers were dispatched to a robbery on the 2500 block of Mounds View Blvd. A customer was strong arm robbed of her purse outside a local business. The male fled on foot. Upon investigation with the victim, she was able to give a description of the suspect and a direction that he ran. Officers and Investigator Erickson checked the area and located a male matching the description, however the male was wearing different clothes and was not in possession of the purse. He did have a large amount of cash in his possession. Officers and Investigator Erickson continued the investigation by interviewing witnesses and completing a line up with the victim. The victim confirmed that the detained male was the suspect that stole her purse. Further witnesses were able to describe the suspect's route of travel. With that information, investigator was able to determine further local businesses the suspect had ran by. Investigator reviewed surveillance footage showing the suspect in the area carrying the purse. Officers and Investigator Erickson checked the woods of that business and located the suspect's clothing and the victim's purse, which were recovered as evidence and swabbed for DNA. Further investigation showed numerous police calls and arrest history from the male suspect. The suspect was arrested and charged with robbery. Fleeing in a Motor Vehicle On July 15, 2024, Mounds View Police on patrol received a report from State Patrol that a motorcycle was traveling at very high speed — more than 100 mph — on westbound Interstate 694 and was now exiting to northbound Silver Lake Rd. Officers then observed the motorcycle on Silver Lake at Rice Creek Rd. As they turned to follow, the driver looked directly at them then accelerated away, including passing other vehicles in a no-passing zone. Officers activated their emergency lights and siren on Silver Lake near County Rd. H. They followed as the motorcycle continued at very high speed — about 80 mph —through multiple stop signs. Eventually the motorcycle turned onto eastbound Mounds View Blvd. A State Patrol helicopter began to follow it, as the Mounds View officers discontinued. Officers continued to receive updates from State Patrol that the motorcycle was traveling on southbound Interstate 35W. It was reported to still be traveling at high speed and to run red lights. Eventually it was reported to be pulling into the driveway of a home in Minneapolis, where the driver was said to be pushing it into the garage. Officers went to the home where the suspect was taken into custody. The motorcycle was with him. During jail booking, a dollar bill was found in the suspect's possession inside of which were suspected narcotics. In a presumptive test, the substance contained in the dollar bill tested positive for the presence of methamphetamine. Further investigation by Investigator Erickson included obtaining surveillance footage, agency reports, submitting the motorcycle for forfeiture, reviewing the suspect's criminal history, and documenting phone calls made by the suspect from jail. The suspect was charged with Fleeing Police in a Motor Vehicle and 5tn Degree Controlled Substance Possession. Interference with Privacy On July 12, 2024, Investigator Erickson investigated a case where the 19-year-old victim reported to police that she caught her maternal grandfather peeking through her bedroom window as she was changing clothes at her apartment. While the victim was undressing, she saw the suspect standing right at her window, bent over, and looking into her room. The suspect took off running. The victim immediately told her mother what happened. The victim and her mother later went to the suspect's house to confront him. Investigator Erickson brought in the suspect for interviewing. The suspect waved legal counsel and through the interview the suspect admitted to watching the victim through the window but claimed he couldn't see anything. The case was reviewed by the Ramsey County Attorney's Office and the suspect was charged with Interference with Privacy. Criminal Sexual Conduct On 2-16-2024, Officers were dispatched to the 2300 block of Mounds View Blvd for a sexual assault that had just occurred. Officers met with the victim who stated that a male she met off a dating App several months ago, showed up at her apartment and sexually assaulted her. She had not seen the male since they dated months ago. The victim was transported to the Hospital where a SANE Exam was completed. Fraud/Counterfeit Currency On 2-14-2024, Mounds View PD Officers took a report from a convenience store stating that a customer paid for a $12.92 for a carton of cigarettes with a counterfeit 100-dollar bill. Through the investigation, surveillance footage was obtained and the suspect on camera was identified. Investigator Erickson was able to locate the suspect and interview him. The case has been submitted to the Mounds View City Attorney for charges. Motor Vehicle Theft On 3-24-24, Mounds View PD Officer took a report for a stolen vehicle. The victim reported that her vehicle was stolen from the parking lot where she lives. It was later found in the investigation that the victim had left her credit card in the vehicle. Through the investigation, it was found that the credit card was used in Minneapolis at a McDonald's and a Deli. Investigator Erickson obtained surveillance footage of the transactions and was able to identify the suspect. Further investigations into the suspect led to the suspect's accomplice assisting with the transactions. Fraud/Financial Exploitation of a Vulnerable Adult Investigation On 10-23-2024, Mounds View Police received a report for alleged financial exploitation of a vulnerable adult. The vulnerable adult lives in a memory care facility and has been discovered that all funds in the victim's checking and savings account have been depleted to the point of not being able to pay for her living. Through the investigation, more than 71000 dollars have been drained out of the account. The suspect is the victim's daughter that holds conservatorship over the victim's finances. The case is still under investigation for Financial Exploitation of a vulnerable adult charges. Criminal Sexual Conduct Investigation A report was forwarded to Mounds View PD Investigations stating that the 8-year-old female victim had reported that her biological father had sexually assaulted her. The case was investigated and multiple parties were interviewed. When interviewed, the father denied all allegations. The 8-year-old female was brought in for a forensic interview and then disclosed that no incident had occurred. This case was not criminally charged. Domestic Assault/Criminal Damage to Property On 11-12-2024, Mounds View PD was called for a domestic assault that occurred on the 2500 block of Mounds View Blvd. The suspect showed up at the victim's work to assault her. Officers arrived and found the male after he was trying to flee from the incident location. An assault had originally occurred in Maplewood earlier that morning when he learned she was receiving texts on her phone from another male. The suspect assaulted her there and strangled her. The female left and later went to work in Mounds View when the suspect showed up to continue with further domestic altercations. The male was arrested and booked in jail, later having court and being issued a No Contact Order. Within the week of being released, the male began texting and calling the victim's work phone, with his name showing up on the caller ID. In the calls and texts, the male threatened the victim. The suspect also showed up and slashed the tires to her vehicle. The male has been further charged with Violating the No Contact Order and Criminal Damage to Property. Felony Threats of Violence/Felon in Possession of a Firearm/2"d Degree Assault Mounds View PD Officers were called to the 2200 block of Mounds View Blvd for an assault report. Officers met with the victim who reported that her ex boyfriend's brother showed up while she was in the drive thru for a restaurant. The suspect got out of his vehicle, jumped into her vehicle and began assaulting her and her children. He pulled out a handgun threatening to shoot her. The victim left the address and the suspect continued to chase her in his vehicle. An alert for a pick up and hold was put out for the suspect and he was located by the Minneapolis airport police at the airport. The suspect was searched and a handgun was located with the suspect. The suspect was arrested and placed in custody and charged for felony threats of violence, felon in possession of a handgun and second-degree assault. Burglary Investigation In 2022, Mounds View Police Officers responded to the 2400 block of Mounds View Blvd for a commercial burglary report. A suspect had broken a window and entered the building. The crime scene was analyzed, and blood was located and collected as evidence. The blood sample was sent to the crime lab to be analyzed but no suspect was identified. On 8-28-2024, after periodical testing of the unknown sample, a match was found for a suspect male. Investigator Erickson completed a search warrant and obtained the suspect's DNA. The DNA sample was compared to the DNA blood sample and was determined to be a match. Further analysis on physical evidence to be processed again to look for more DNA. Further follow up to be conducted on suspects that DNA was never obtained from. Death Investigation Male lit himself on fire after a domestic. Responded to the scene within 30 minutes and initiated Investigation with BCA. Wrote several search warrants and attended autopsy. Case still open pending DNA analysis. Child Sexual Abuse Material (CSAM) Juvenile suspected of Child pornography. Search warrant was executed at residence and several devices were seized. Charges pending analysis of devices by the BCA. Criminal Sexual Conduct CSC involving minors. Attended MCRC and worked with Child protection to determine safety plan. Determined suspect was around 10 years old and time of assaults and case was referred to child protection due to suspect's age. Stolen Trailer Stolen Trailer with lawn mower taken by truck with no plates. Used Flock to identify same truck with plates on it that was casing the trailer 24 hours prior. Richfield PD identified suspects due to their own Flock cameras hitting on our KOPS alert. Lawn mower was recovered but trailer still has not been recovered. Submitted Facebook search warrant on suspects, charges pending. Child Sexual Abuse Material (CSAM) Ramsey County probation located suspected child pornography on suspect's phone and notified Mounds View. Suspect was on probation for the same offense. Search warrant was conducted on subject's phone and additional devices were recovered. Suspect confessed to possession to investigator. Suspect was charged with 3 counts of possessing pornographic material involving minors. Pursuit and Ghost Gun (SWAT Call out) Driver fled in a stolen vehicle and foot bailed into a backyard where he forced entry into a house. SWAT was eventually called and a search warrant was written for the premises. A ghost gun was recovered in the backyard. The suspect was charged in custody for fleeing and possession of stolen property. Gun charges pending DNA. Apartment Burglary Suspect broke into apartment building 2 times and stole money from washing and vending machines. Good photos of the suspect were sent to patrol and Officer Boscardin located a probable suspect. County attorney declined burglary charges pending DNA/Fingerprint analysis. Shots fired Victim was driving his vehicle and a male walking his dog fired several rounds at the occupied vehicle striking the vehicle once. Several spent casings were recovered from the scene. Suspect was identified via follow up interview with the victim. Surveillance footage of the male was obtained coming and going at the time of the shooting. Surveillance was set up on the suspect and a search warrant was executed on suspect's person and apartment. 2 guns and several hundred rounds of ammo were recovered. Suspect did not wish to speak with investigators. Additional search warrants were conducted on suspect's phone and Facebook. Charges pending firearm analysis. Aggravated assault Ex-boyfriend's sister assault victim as she exited her apartment unprovoked. Victim had broken bones in her face and severe injuries. Suspect was identified via Facebook. An arrest warrant was issued and the suspect was arrest and charges with 3rd degree assault. FBI Assist Worked with the FBI on high profile case and utilized License Plate Readers (LRP/Flock) to obtain critical evidence. Criminal Sexual Conduct Suspected date rape. Victim did not remember anything. Victim was initially uncooperative but used neighbor to advocate. Located video footage from property management. Drafted several search warrants to include phone GPS, Facebook, phone, and DNA. Interviewed suspect who denied any assault took place. Sent to County Attorney for review Criminal Sexual Conduct CSC involving live in step dad (victim under age). Conducted several search warrants of home, cell phone, Facebook, and taxi cab video. Suspect was charged with 3rd degree CSC. Criminal Damage to Property Upwards of 15 CDP's around same neighborhood with same method. Suspect was stopped by patrol early one morning and found a knife on the suspect. Male was later linked to a CDP where tires were slashed. Wrote search warrant for house and suspect. Suspect arrested. Formally charged with GM CDP. Felony Stalking Ex-husband was suspected in sending hundreds of text messages from an unknown number. Suspect had a previous domestic abuse no contact order against him. Subpoena phone records and found several numbers belonged to suspect. Boscardin and school staff had a great partnership over the course of this year. Ofc. Boscardin started each day at Edgewood Middle School, conducting an interior patrol and checked-in with staff. Ofc. Boscardin then turned the school speed zone signs on/off each morning for student arrival at Pinewood. Ofc. Boscardin then conduct school bus stop arm and school speed zone enforcement. After student arrival, Ofc. Boscardin then conduct an interior patrol of Pinewood and checked-in with staff/students. Ofc. Boscardin returned to Edgewood, conducted an interior patrol and attend 6tn — 8t" grade lunches when available. Ofc. Boscardin being present at lunches allows him to connect/build relationships with students/staff, and aid in student supervision. Ofc. Boscardin would conduct an interior patrol between each grade level lunch. After lunches, Ofc. Boscardin met with students who requested a meeting throughout the day, work on reports, or complete investigations. At the end of Edgewood's school day, Ofc. A 1}1% , r, -: _"gin r•�J',gF,L :�r:. .`' ''�¢'�;�:�•k -y '1 Y,•" t Reserve Officer Unit Quarter 4 Report — 2024 Reserve Officers volunteered a total of 88 hours in the fourth quarter of 2024. Reserve Officer Traczyk put in about 30 hours into volunteering for the coat drive this year, which resulted in 835 coats being donated! Reserve Officer Schmidt completed his initial field training and is now certified for solo patrol. We look forward to him helping our department, using his previous experience as a Reserve and his willingness to better the community. Both Reserve Officer Traczyk and Schmidt assisted in community outreach events, administrative duties, property checks, and assisted patrol officers during traffic stops. Along with the coat drive, Reserve Officer's Traczyk and Schmidt participated in the SBM Santa Parade and Shop with a Cop. The MVPD had a tremendous amount of help from the New Brighton Department of Public Safety and the Roseville Police Department Reserves, working seamlessly with our patrol officers. As we look toward 2025, the MVPD Reserve Unit is working with the New Brighton Department of Public Safety and the Saint Anthony Police Department on joint training. This will be a new endeavor and we look forward to this opportunity. Throughout the year, the NRO maintained full-time patrol duties while also fulfilling NRO-specific responsibilities due to staffing levels. Additionally, the NRO assisted with field training for newly hired officers. The NRO participated in approximately 28 community outreach events. Of the cases handled, 150 were investigations referred from Ramsey County Child Protection and Adult Protection regarding the maltreatment of children and vulnerable adults. The Mounds View Police Department continues to strengthen the Crime Free Multi- Housing Apartment Landlord Coalition. Throughout the year, the MVPD shared responsibility with the cities of Roseville and New Brighton to rotate hosting bi-monthly meetings for landlords and property managers covering various topics. The NRO issued four strike letters to property managers regarding violations and disturbances at their properties. Other calls for service were reviewed for potential strike letters but were resolved without the need to issue them. No strike letters required a second strike. The NRO also continues to support Mounds View Code Enforcement with both new and ongoing property management issues. The NRO continues to collaborate with Northeast Youth and Family Services (NYFS) to provide mental health counseling and community support for residents in need. In 2024, the NRO worked with NYFS on nine new referral cases, as well as several ongoing cases from the previous year. These referrals primarily focused on mental health and housing assistance. The NRO also continued partnering with Ramsey County Social Services to facilitate referrals to the Parent Support Outreach Program as needed. The NRO actively monitors the predatory offender registry in Mounds View. In 2024, sixteen calls for service were related to interactions with predatory offenders. In addition to meeting with registered offenders, the NRO reviews convictions and informs offenders if they are in violation of city ordinances. This year, one offender became non-compliant, but the NRO investigated the situation and it was resolved. Currently, there is still one non-compliant offender whose status has been non-compliant since at least 2018. This individual is believed to be out of state. The NRO continued to attend various trainings throughout the year. The Minnesota Crime Prevention Association hosted a Crime Prevention Practitioner course as well as the annual Crime Prevention Conference. The NRO also had the opportunity to attend the International Association of Women Police (IAWP) conference in Chicago. Additionally, the NRO re-certified as a First Aid instructor and conducted multiple training sessions to help officers maintain their first aid certification. The NRO also completed training to become a Taser instructor. The NRO assisted with numerous rockwall events throughout the year and coordinated demonstration requests with K9 Officers. Additionally, the NRO engaged with various apartment complexes and senior living facilities to address resident concerns including renter safety, fraud, scams, and other issues raised by both residents and property managers. The NRO worked directly with the Mounds View Police Foundation as well as other Officers and staff from the department to plan and host 28 community outreach events throughout the year. Some events included: • The Mounds View Police Foundation in partnership with the MVPD successfully hosted their 7th annual Father Daughter Dance in February. • In February, Officers participated in the Polar Plunge again raising $2,376 for the Special Olympics. • The NRO worked with the MN Department of Commerce and Mounds View Public Works to hold a CATGUARD event to mark catalytic converts and deter their thefts. • MVPD Officers and staff participated in the Torch Run for the Minnesota Special Olympics. • On August 6th, the NRO coordinated with block party captains for the MVPD, SBM Fire and the Irondale marching band to attend 32 Block Parties, and 3 luncheons at senior complexes to celebrate Night to Unite. • The NRO and SRO were invited to attend a Halloween block party in the area of Adams Street and Bronson Drive • The Mounds View Police Department participated in the Salvation Army Coat Drive again this year. As one of several participating agencies, the MVPD collected over 800 coats in total, maintaining our reigning championship (and an autographed Justin Morneau bat). • The Mounds View PD, Police Foundation, and SBM Fire Department participated in Heroes and Helpers this year. The NRO worked with property managers, officers, and Ralph Reeder Food Shelf to identify families in need during the holiday season. Donations made by the Lions Club, Abiding Savior, and the Police Foundation made it possible to take 11 children shopping for holiday gifts as well as sponsor two additional young family members of some participants. • The NRO continued the Pink Patch Project which raised $760 for Crystal Police Department's Officer Daniela Romo. Officer Romo recently completed all of her Breast Cancer treatment and is looking forward to returning to work. Narrative m=A Tubman would like to share information regarding our legal advocacy services and broader services provided to victim-survivors of relationship violence within your community in the last year,as well as highlight a client story which reflects the challenges and fears that many victim-survivors face when pursuing important steps for their safety. The numbers above include data around legal advocacy services provided on civil protective orders and criminal cases in 2024 as well as ongoing client participation,safety plans developed,and calls to our law enforcement intervention line.It also outlines the total number of unique clients served and the total number of advocacy services provided.As indicated above,Mounds View legal advocacy clients received an average of 5 services each. As you know,Tubman legal advocates continue to work closely with victim-survivors of relationship violence within the city of Mounds View to help them navigate the civil and criminal court systems and provide ongoing support and resources.In domestic- related criminal cases,we also continue to work with your city prosecutor,Katrina Joseph,and the Mounds View Police Department to obtain information,act as a liaison between the victim and the system,and make sure that the victim-survivor's voice is heard throughout the process.We also continue to assist clients in drafting and filing civil Order for Protection paperwork remotely,as clients indicate that this provides much easier access and flexibility in completing this process.Unfortunately,we continue to see systems barriers,including lengthy court time frames and issues with service of protective orders that can be very challenging for victim-survivors doing their best to remain safe and move on with their lives. In the last year,Mounds View clients have accessed additional Tubman resources,including our attorney services,shelter,lease breaking and housing support options,support groups,and our Freedom Fund financial assistance program.We continue to focus on providing services which are client-led and trauma-informed,because it is important to meet the client where they are and focus on what needs are most important to them.We also continue to see clients and their families facing multiple complex needs in addition to their legal and safety concerns,which result in additional barriers in achieving long-term security and stability.We wanted to share a client story that highlights this piece. "Melissa"is a Mounds View client who was referred to Tubman by law enforcement when she was assaulted by her husband. The parties share children,including two with special needs.The children were present at the time of the assault,and Melissa sustained several injuries.A Tubman legal advocate was able to connect with her right away to create a safety plan and provide information on the court process,the defendant's custody and release status,and request that a Domestic Abuse No Contact Order issue.As the criminal case proceeded through the process,Melissa was able to meet with her advocate and the city prosecutor at court to provide additional input on the case.Tubman also supported the family with rental assistance,gas and grocery cards,and children's needs such as diapers,clothes,and school supplies.In addition,Melissa was able to relocate to a new place,providing much more safety and a fresh start for her and her children.When sharing what Tubman's services meant to her,Melissa stated the following: "Before getting the help and support from my Tubman advocate, my children and I were out of touch, lost, and in a deep hole.Being a mom of young children with disabilities and having to deal with the abuse from my husband and his family was scary. Working with Tubman now gives me much confidence due to the support and hope for me to continue to live my life and work for my children. Tubman was there to help at the beginning when I was low and connected me to people and communities giving me the tools to start over. Thank you Tubman." In addition to providing ongoing direct client services,we continue to strive to build stronger relationships with the Mounds View police department in order to work together to provide extra support to the victim-survivors we serve.There was one scary situation in particular this year in which the police department and a Tubman advocate addressed ongoing safety issues with a victim- survivor,and officers were able to provide additional patrols and welfare checks at the client's residence until Tubman could support the client with getting a security system.In the last year,Tubman staff also attended several department roll calls to meet directly with patrol officers and provide time to share more about our services and answer questions.Further,Deputy Chief Hellpap and Officer LeVoir have continued to participate in our Think Tank committee meetings with other systems partners from Ramsey and Washington Counties.In the next year,we hope to explore additional opportunities to connect and collaborate. Applicants for a beekeeping license shall provide proof of applicable training or provide a waiver indicating how required experience has been obtained. 3. Hives shall only be located in rear yards and be set back at least ten feet from property lines and subject home, and at least 25 feet from any public trail or walkway. No more than four hives shall be permitted. Hive openings shall face in toward subject property's backyard. 4. A clean water source shall be provided on the subject property. 5. A beekeeper may receive temporary allowance for an additional hive in the event a swarm is collected and until a new home is found for the colony. In no event shall temporary allowance exceed six months. 6. Equipment shall be maintained in good condition in accordance with accepted best management practices. Unused beekeeping equipment shall be properly disposed of or stored indoors. 7. Licenses are valid indefinitely so long as the hives are operated continuously. Swimming pools, patios, decks, gazebos, swing sets, play systems and play houses, outdoor living rooms, tennis courts and other recreational facilities which are operated for the enjoyment and convenience of the residents of the principal use and their guests. The facilities shall be set back five feet or more from a property line, except swimming pools, which shall be set back ten feet or more from a property line. (E-) Boarding. Boarding or renting of rooms to not more than two roomers or boarders. �F+n Other uses. Other allowed uses incidental to the dwelling unit, including but not limited to: clothes lines and poles; lawn and garden ornaments and other landscaping features; and pet house, facility or kennel. A pet house, facility or kennel shall be set back five feet or more from a property line. {G) (H) Solar energy sources and systems and the like. Solar energy sources and systems and geothermal energy sources and systems as regulated by §§ 160.435 through 160.439 of this chapter. {-H-)Ifl Columbaria. Columbarium as an accessory use to a religious institution; subject to the following conditions. (1) The religious institution must own the property on which the columbarium is placed. (2) The exterior of the columbaria must be stone, brick, bronze, stainless steel or aluminum. The current policy / practice includes entering into an agreement with a tree removal contractor, to provide set costs for City and private tree removals. The Arborist notifies the property owner of the diseased tree(s) on the parcel and the associated removal costs. Once communication is received by the property owner, the Arborist provides a list of trees to be removed to the Contractor. Once the trees are removed the contractor invoices the City for the total removal costs, Finance is provided the address and amount(s) for the private trees and the property owners are invoiced for the removals. (Should the property owner not be able to pay the invoice, the Finance Department works with them to set up a payment plan that will suit their current financial needs.)
