MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Clark, Gunn, Lindstrom and Meehlhause NOT PRESENT: Smith. 4. APPROVAL OF AGENDA A. Monday, February 10, 2025, City Council Agenda. MOTION/SECOND: Gunn/Meehlhause. To Approve the Monday, February 10, 2025, agenda as presented. Ayes – 4 Nays – 0 Motion carried. 5. CONSENT AGENDA Council Member Meehlhause asked to remove Item 5F. A. Approval of Minutes: January 27, 2025. B. Just and Correct Claims. C. Resolution 10049, Authorizing Separation Compensation for Public Works Arborist/Parks Worker Kris Paulseth. D. Resolution 10050, Authorize Ongoing Recruitment of 2025 Parks and Recreation Positions. E. Resolution 10051, Authorize Recruitment of 2025 Public Works Seasonal Positions. F. Resolution 10052, Appointing the 2025 Chair for the Park, Recreation and Forestry Commission. G. Resolution 10046, Authorizing Recruitment Process for Public Works Arborist/Parks Maintenance Position and Approve Revised Job Description. H. Resolution 10054, Approving the Hire of Joseph Ulrich to Public Works Lead Streets and Stormwater Worker Position. J. Resolution 10055, Approving the Hire of Jeremiah Anderson to the Community Development Departments Housing/Code Enforcement Inspector Position. K. Resolution 10060, Authorize Recruitment of 2025 Parks and Recreation Seasonal Positions. MOTION/SECOND: Gunn/Clark. To Approve the Consent Agenda as amended removing Item 5F. Ayes – 4 Nays – 0 Motion carried. F. Resolution 10052, Appointing the 2025 Chair for the Park, Recreation and Forestry Commission. Council Member Meehlhause recognized Chair Gerald Arel for his willingness to serve as the Chair of the Park, Recreation and Forestry Commission. MOTION/SECOND: Meehlhause/Clark. To Waive the Reading and Adopt Resolution 10052, Appointing the 2025 Chair for the Park, Recreation and Forestry Commission. Ayes – 4 Nays – 0 Motion carried. 6. SPECIAL ORDER OF BUSINESS A. John Connelly – Metro North Chamber John Connelly, Metro North Chamber of Commerce, thanked the Council for his time and explained the vision of the Chamber which was to promote business, develop leaders and connect communities. He commented on the individuals that serve on the Chamber board and discussed how they serve the community. He stated the Chamber has seen incremental growth over the past two years. He invited the Council to attend a Public Policy Forum at Northern Soda on Thursday, February 27 from 4:00 p.m. to 5:15 p.m. He commented on the new initiatives that have been pursued by the Chamber, which included Green to Go and a manufacturing cohort. He further described the marketing initiatives that were being pursued by the Chamber at a local level and thanked the City of Mounds View for their continued support. Mayor Lindstrom asked if the Chamber still offered Chamber Health. Mr. Connelly reported this service was available to businesses with ten or fewer employees and was a member of the Chamber. He reported 25 small businesses were currently under the Chamber Health group policy. 7. PUBLIC COMMENT Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the City Council during Public Comment. Mounds View City Council February 10, 2025 Regular Meeting Page 3 Sharon Kircher, 8406 Red Oak Drive, stated Turbo Tim’s was interested in donating to the Tribute Park. Vince Meyer, 8380 Spring Lake Road, reported he would get the school to donate a chicken coop for the Engelmann family. Luke Edmond, 8407 Spring Lake Road, asked if residents could breed rabbits. City Administrator Zikmund explained he does not believe City Code speaks to rabbit breeding. 8. COUNCIL BUSINESS A. PUBLIC HEARING: Resolution 10048, Approving Chicken-Keeping License for Patrick Engelmann, 8400 Greenwood Drive. City Administrator Zikmund requested the Council consider a chicken-keeping license for Patrick Engelmann at 8400 Greenwood Drive. Staff noted all necessary paperwork has been submitted to the City and staff recommended approval. Mayor Lindstrom opened the public hearing at 6:07 p.m. Patrick Engelmann, 8400 Greenwood Drive, explained he would like to keep four chickens. He thanked the Council for considering his request. Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:08 p.m. MOTION/SECOND: Meehlhause/Gunn. To Waive the Reading and Adopt Resolution 10048, Approving Chicken-Keeping License for Patrick Engelmann, 8400 Greenwood Drive. Ayes – 4 Nays – 0 Motion carried. B. PUBLIC HEARING: Introduction and First of Ordinance 1023, Vacating a Sidewalk Easement on the Properties at 2118 Terrace Drive, 2126 Terrace Drive, 2119 Pinewood Drive, and 2127 Pinewood Drive. This item was removed from the agenda. C. Second Reading and Adoption of Ordinance 1024, Amending the Mounds View City Code by Deleting all Sections Referencing the Mounds View Economic Development Commission. City Administrator Zikmund explained this was the second time the Council had reviewed this Ordinance. He reviewed the proposed changes to City Code, noting the Council had opted to disband the EDC and the proposed code amendments would reflect this change. MOTION/SECOND: Meehlhause/Clark. To Waive the Second Reading and Adopt Ordinance 1024, Amending the Mounds View City Code by Deleting all Sections Referencing the Mounds Mounds View City Council February 10, 2025 Regular Meeting Page 4 View Economic Development Commission and direct staff to publish an Ordinance summary. ROLL CALL: Clark/Gunn/Meehlhause/Lindstrom. Ayes – 4 Nays – 0 Motion carried. D. PUBLIC HEARING: Second Reading and Adoption of Ordinance 1025, Adopting Regulation Related to Cannabis. City Administrator Zikmund requested the Council consider an ordinance that would adopt regulations related to cannabis. He explained this ordinance was reviewed and recommended for approval by the Planning and Zoning Commission. Mayor Lindstrom opened the public hearing at 6:26 p.m. Hearing no public input, Mayor Lindstrom closed the public hearing at 6:27 p.m. MOTION/SECOND: Gunn/Meehlhause. To Waive the Second Reading and Adopt Ordinance 1025, Adopting Regulation Related to Cannabis. ROLL CALL: Clark/Gunn/Meehlhause/Lindstrom. Ayes – 4 Nays – 0 Motion carried. E. Resolution 10057, Approving Transfers Between Funds for 2024. Finance Director Bauman requested the Council approve transfers between funds for 2024. She reviewed the proposed transfers in further detail with the Council and recommended approval. Further discussion ensued regarding the role and purpose of the Special Projects Fund. MOTION/SECOND: Meehlhause/Clark. To Waive the Reading and Adopt Resolution 10057, Approving Transfers Between Funds for 2024 with $930,000 going to the Special Projects Fund. Ayes – 4 Nays – 0 Motion carried. F. Resolution 10058, Review the 66% Completed 2025 Street Project Plans, and Authorizing Stantec to Complete the Design, and Prepare Plans and Specifications. Public Works/Parks and Recreation Director Peterson requested the Council review the 66% completed 2025 Street Project Plans and authorize Stantec to Complete the design, and prepare plans and specifications. He reviewed the roadways that were included in this street improvement project and recommended the Council authorize Stantec to complete the design and prepare plans and specs. Mounds View City Council February 10, 2025 Regular Meeting Page 5 Council Member Clark questioned if one of the sidewalks had been eliminated. Public Works/Parks and Recreation Director Peterson reported the sidewalk to the east had been eliminated. Council Member Meehlhause inquired if the sidewalk would be on the public works side of Bronson Drive. Public Works/Parks and Recreation Director Peterson stated the sidewalk would be on the north side of Bronson Drive, on the church side. Council Member Clark asked if there would be a crosswalk by the parking lot. Public Works/Parks and Recreation Director Peterson indicated the plans include a crosswalk from the sidewalk to the entrance of the parking lot. Mayor Lindstrom requested staff see if there were any grants that would apply for this project, given the fact it was in a social equity zone. Public Works/Parks and Recreation Director Peterson reported he would look into this. MOTION/SECOND: Clark/Meehlhause. To Waive the Reading and Adopt Resolution 10058, Review the 66% Completed 2025 Street Project Plans, and Authorizing Stantec to Complete the Design, and Prepare Plans and Specifications. Ayes – 4 Nays – 0 Motion carried. G. Resolution 10059, Approving the Cost Proposal for the Granite Feature Pieces for the Tribute Park. Public Works/Parks and Recreation Director Peterson requested the Council approve the cost proposal for the granite feature pieces for Tribute Park. He explained he reached out to a granite company for cost proposals for the granite features. He indicated the granite would be imported from India and would be shipped to St. Cloud. He noted a 50% downpayment would be required for the granite pieces. Mayor Lindstrom asked if the $65,000 was the total price for the granite features. Public Works/Parks and Recreation Director Peterson explained this was the total cost for the granite features along with the two granite benches. Vince Meyer, 8380 Spring Lake Road, asked why the City was not using a local granite company for the granite features. Public Works/Parks and Recreation Director Peterson explained the proposed vendor was chosen because this company will provide a black onyx granite that does not deteriorate over time, which was ideal for the proposed granite features. MOTION/SECOND: Gunn/Meehlhause. To Waive the Reading and Adopt Resolution 10059, Approving the Cost Proposal for the Granite Feature Pieces for the Tribute Park. Ayes – 4 Nays – 0 Motion carried. 9. REPORTS Mounds View City Council February 10, 2025 Regular Meeting Page 6 A. Reports of Mayor and Council. Council Member Gunn reported she attended the recent Planning Commission meeting where the group reviewed the proposed cannabis ordinance. Council Member Gunn noted the Tribute Park and Police Foundation would both be meeting on Tuesday, February 11. Council Member Clark stated the Festival in the Park Committee would be meeting next on Tuesday, February 18 at 6:30 p.m. at Public Works. She noted the group would be discussing the upcoming Easter Egg Hunt, which would be held on Saturday, April 19 at 9:00 a.m. at City H all Park. Council Member Clark explained Project Ardan would be hosting a yard and garden expo on Saturday, March 1 at the Community Center from 10:00 a.m. to 2:00 p.m. Mayor Lindstrom reported he attended the Daddy Daughter Dance. He thanked the Mounds View Police Foundation for sponsoring this event. Mayor Lindstrom stated the Rice Creek Watershed District would be meeting next on Wednesday, February 12 at 9:00 a.m. at Mounds View City Hall. Mayor Lindstrom indicated he was invited to visit the Anoka County Library on Tuesday, February 18 to discuss discharging racial covenants. B. Reports of Staff. Finance Director Bauman reported auditors would be onsite every day next week. Police Chief Zender provided a brief update on immigration noting he was having meetings with local, state and federal partners. He explained the President’s directive was to prioritize enforcement noting violent criminals and those already in jail were being targeted. He encouraged victims to continue to call 911 when in need of police assistance, regardless of their immigration status. City Administrator Zikmund stated the City now had 175 racial covenants that had been discharged to date, which meant the City was past 25%. City Administrator Zikmund commented on the high speed/fiber enhancement that was being installed at the Community Center. City Administrator Zikmund discussed the vacant properties ordinance noting he hoped to have this before the City Council at their next meeting. He indicated he would also be bringing a document forward that clearly defined what a conflict of interest was for City Councilmembers. Mounds View City Council February 10, 2025 Regular Meeting Page 7 City Administrator Zikmund explained he would be attending the Tribute Park meeting on Tuesday, February 11. 10.
