2. ROLL CALL: Sonterre, Quick, Marty, Stigney, and Thomas (absent).
3. APPROVAL OF AGENDA
A. Monday, May 28, 2002 City Council Agenda.

Mayor Sonterre indicated he would like to table approval of the Minutes because Council
Member Thomas was not present to make comments.
Council Member Stigney indicated he did not feel it was necessary to hold off on approval of the
minutes and commented that, if Council Member Thomas had comments to the minutes, she had
ample opportunity to contact Staff to make those comments. Council Member Marty felt the
same way. He then asked whether Council Member Thomas had contacted Staff with any
comments concerning the minutes.
City Administrator Miller indicated she had not received any comments from Council Member
Thomas concerning the minutes.

the Next Council Meeting.

William Werner of 2765 Sherwood Road indicated he had a question about Consent Agenda
Item A and asked if he could make comment at this point in the meeting or during the Consent
Agenda.
Mayor Sonterre indicated that Mr. Werner would be able to speak to the matter during the
Consent Agenda portion of the meeting.
David Jahnke 8428 Eastwood Road commented that it was interesting that Council attempted to
postpone approval of the minutes because one Council Member was absent. He then said he had
never heard of a delay on approving minutes when someone was absent and asked why.
Mayor Sonterre indicated he had only one hour ago found someone to cover his store for him and
had thought he was going to miss the meeting and it concerned him that the minutes would have
been approved with only three members and thought, even though he was able to attend the
meeting, Council Member Thomas should be able to voice her opinion on the minutes.
Mr. Jahnke commented he had heard the billboards were to be put up and begin generating
revenue. He then asked if that was true.
City Attorney Riggs indicated Council would be discussing that matter in closed session
following the Council Meeting but said MNDOT filed a petition to appeal to the Supreme Court.
Mr. Jahnke asked why MNDOT is fighting this matter so hard.
City Attorney Riggs indicated he was not sure why MNDOT was fighting the issue and is only
privy to what is filed in the petition.
Mr. Jahnke indicated it concerns him that public works staff had been working up at the golf
course and he wondered if there was separate accounting at the course or how the bookkeeping
had been done.
Finance Director Hansen indicated the golf course has been set up as a separate fund since the
time the course opened with separate profit and loss statements.
Mr. Jahnke asked how the public works salaries were billed when they were working at the golf
course.
City Administrator Miller indicated she was not sure how it was done in the past but said she
could assure Mr. Jahnke that last year the salary for the work done by public works at the golf
course was taken out of the golf course fund.

Council Member Marty asked that Item 6A and 6C be removed for discussion. He then said he
felt that Item 6D and 6E should be read publicly.

Council Member Stigney asked that Items 6D and 6E be read before the vote.
Mayor Sonterre read Resolution 5779 and Resolution 5780.

MOTION/SECOND: Quick/Sonterre. To Approve Consent Agenda Item 6A as Presented.
Mr. Werner of 2765 Sherwood Road asked if there were a lot of claims to be approved all at
once. He then asked who determines that the claims are just.
Mayor Sonterre indicated the City Council determines that the claims will be paid.
Mr. Werner asked where a person would get that information.
City Administrator Miller indicated the information is placed in the public book when the agenda
is put in on either Thursday or Friday.
Council Member Marty asked what Check No.108378 to Ehlers and Associates for other
professional services in the amount of $4,669.00 was for.
Community Development Director Ericson indicated that the payment represents a significant
amount of time that the TIF consultant has invested going over all of the errors found in past
payments to developers and a lot of time invested in review to make sure there will be current
and accurate payments going forward as well as redoing the 2000 TIF reports. He then
• commented the amount is to be paid out of the EDA fund.

Council Member Marty asked what the check in the amount of $1,131.00 to Kennedy and
Graven for general legal services for public works was for.
City Attorney Riggs indicated he is working on a couple of items for public works and both items
fall under the retainer. He then noted that one issue concerns the soundwall and another is a
minor personnel issue with a public works employee.
Council Member Marty asked whether the City would be reimbursed for the payments made on
the Mermaid banquet center and the Silver Lake Woods project.
Finance Director Hansen indicated the City has a policy of billing developers whenever possible
and is doing so with the Mermaid. He then said he is not sure whether the matter with Silver
Lake Woods is billable.
Mayor Sonterre indicated Council has had questions on what is billable and what is not and then
asked if there would be a way to flag items as reimbursable so that Council does not have to ask
the question each time.
City Attorney Riggs indicated the Silver Lake Woods matter began with Chuck Whiting and the
intent was that the City was to be reimbursed.
• Mayor Sonterre asked that this matter be added to an upcoming work session agenda.
Council Member Marty noted a check on the Kessel matter in the amount of $1,813.06, a check
in the amount of $325.00 for the Hammerschmidt matter, a check in the amount of $6,109 and a
check for $2,434.00 for the AFSCME matter.
Council Member Marty asked what the $774.00 payment to Minnesota Golf Association was for.
Golf Course Manager Longville explained there is a fee to use the computerized handicapped
system.
Council Member Marty asked if the fee is paid through league fees.
Golf Course Manager Longville indicated he would look into the matter and report back.
Council Member Stigney asked what the $281.00 to account temps was for.
Mayor Sonterre indicated the payment was for temporary accounting help during the strike.
Council Member Stigney asked whether the payment to Seabury and Smith for the June premium
was an employee or City contribution.
• Finance Director Hansen indicated he would research the matter and report back to Council.

Council Member Stigney asked what the payment in the amount of $1,110.97 for a security
officer was for.
Finance Director Hansen indicated it was for a security officer out at the golf course during the
strike.
Mayor Sonterre indicated it was part of the strike contingency plan.
Council Member Stigney indicated he was not aware of the fact that a security officer was hired
for the golf course and said, as a Council Member, he should be aware of what is going on.
City Administrator Miller indicated she had consulted with the City Attorney to discuss whether
a security officer was needed at the golf course because of some vandalism. She then said that
the City Attorney had indicated to her that she had the authority to engage a security firm as part
of the contingency plan. She further indicated that she had entered into a temporary contract with
the security firm and had informed the Mayor of her actions.
Council Member Stigney commented that the Mayor has no authorization to make such a
decision on his own and said Council should have been polled.
City Administrator Miller indicated she cannot poll Council and clarified that the City Attorney
and she had discussed the matter and determined it would be appropriate to enter into the
contract for security as it was approved by Council as part of the strike contingency plan.
City Attorney Riggs indicated that polling Council Members would have been a violation of the
open meeting laws and explained that there was no way to get an emergency meeting scheduled
and Staff determined that Council had previously given authorization to enter into a contract for
security services by approval of the strike contingency plan.
City Administrator Miller clarified that she did not mean to imply that the Mayor had been asked
for his approval. She indicated she had informed the Mayor of her decision so that he was aware
of the situation.
Council Member Stigney indicated he did not like the fact that he found out there was a security
officer at the golf course by way of a claim for approval.
City Administrator Miller indicated that, if something of this nature should occur in the future,
she would inform all Council Members.
Council Member Quick pointed out there were a number of contingency plans to cover various
emergency type situations so that the City can run without Council present.
• Council Member Stigney commented that he feels he should have been alerted.

Mayor Sonterre commented that the dollar amounts are different for Account Temps but noted it
was the same situation.
Council Member Marty commented he had not known of the security at the golf course and
indicated he felt Council Members should have been informed.
City Administrator Miller indicated she would be certain to let Council Members know in the
future.
City Administrator Miller indicated she had entered into a number of agreements during the
course of the strike, one for security, one for building inspections and one for the accounting
help. She then commented that the circumstances warranted that Staff act and she did so based
on the provisions of the strike contingency plan. She then apologized for not calling each
Council Member individually.
Council Member Stigney indicated a note in each Council Member's basket or a brief mention at
a Council Meeting would have been sufficient.
Council Member Quick commented that he felt the administration runs short-staffed at its normal
level and during the strike was running with even fewer people so to expect things to run
• completely normally, as if nothing was going on, is an unrealistic expectation.
Council Member Stigney said his point is one of information because, as a Council Member, he
insists on being notified as to what is going on in the City.
Council Member Stigney asked what the Powers investigation was.
Golf Course Manager Longville explained that when he came on board there were some concerns
about how safe it was to carry on normal business inside the Bridges because of some
interruption with deliveries of merchandise and some other odd things that were happening. He
then said that it was determined it would be wise to hire an agency to sweep the pro shop for any
listening devices. He further said that nothing was found but Staff felt it was necessary to do the
search.
Council Member Stigney pointed out he had brought up the subscriptions to the St. Paul Pioneer
Press and StarTribune at the last meeting. He then pointed out that on Page 13 of claims for
approval was another subscription fee and asked how many subscriptions the City has and where
they go.
Finance Director Hansen indicated that, per his memo to Council, the last claim item was for a
Monday through Friday subscription for City Hall. He then said that this claim is fora 7-day
subscription for the golf course.
• Council Member Stigney asked what the payment to UHL for building and grounds for $2,000
was for.

Finance Director Hansen indicated it was for the Community Center but said he would need to
ask Public Works Director Lee to provide further information.

MOTION/SECOND: Quick/Sonterre. To Approve Consent Agenda Item 6C as Presented.
Council Member Marty expressed concern with Staff's recommendation to use park dedication
funds to extend the trail when that fund is earmarked to improve the City's parks and will not see
much more influx.
Community Development Director Ericson agreed that the City should use caution when using
its park dedication fees but said Staff felt in light of the changes to TIF it maybe better to take
the funds from the park dedication fund rather than the EDA fund. He also noted that the
Mermaid had made a contribution of $92,000 to the park dedication fund.
Council Member Marty asked the balance of the park dedication fund.
• Director Ericson indicated there is at least the $92,000 paid by the Mermaid.
Mayor Sonterre indicated the City began an investment account for those funds and he believes
the fund is in excess of $150,000 at this time.
Director Ericson indicated this is not something he would ordinarily like to bring to Council but
felt it was prudent to provide an alternative that may put the City in a better position.
Council Member Marty asked if any grants are available for the trailway since it is a public safety
issue.
Director Ericson indicated that Staff had applied for a grant to extend the trailway and recently
received notice that the City did not receive any funds. He then said Staff would be reapplying.
Council Member Stigney said the parks fund has a specific purpose and this request falls under
the guidelines of TIF and should be paid for with TIF funds as previously approved. He also said
the City needs to be aware of its spending on other items from the TIF fund in light of the
changes and projected deficit.
Director Ericson indicated the City would have a trail that stops in the middle of the block if the
City waits to extend the trail. He then explained that the City can extend the trail at significant
savings and said he would expect it would cost at least 50% more if the City waits to extend the
• trail. He further noted that the City would save money because the equipment is already there
and it is a matter of going farther with the trail rather than completely starting a new project.

Director Ericson indicated this matter was discussed at the work session where it was determined
that trailways were an appropriate use of park dedication funds.
Mayor Sonterre clarified that Council expended $50,000 for the Hillview shelter. He then noted
the amount Staff is seeking is an amount not to exceed $6,000. He further suggested that
Council consider using $6,000 from the payment to be received from the billboard.
Council Member Stigney suggested a friendly amendment to the motion to change the language
to TIF funds rather than park dedication funds.
Director Ericson indicated that if Council wishes to use TIF funds the Resolution is not needed
because the EDA previously approved the expenditure.
City Attorney Riggs indicated the Resolution could be denied or rescinded.
Council Member Stigney withdrew his amendment to the Resolution.
Council Member Marty indicated he would like to look into using the funds from the billboard.
Council Member Stigney indicated the impact on the TIF fund would be much less than the
. impact on the $50,000 from the billboard.
Mayor Sonterre asked if there would be enough time for Council to discuss this matter at an
upcoming work session.
Director Ericson indicated that there would be time to determine the method of payment but
noted the trailway would be constructed and payment would be required.
Council Member Stigney asked if the billboard money was going to the general fund.
Finance Director Hansen indicated the billboard money was discussed and $7,000 was budgeted
for this year which means, of the $50,000 payment, $43,000 is available.
Mayor Sonterre asked Staff to be prepared to discuss the use of the $43,000 at the work session.

7. COUNCIL BUSINESS
A. Public Hearing to Consider an Off-sale Intoxicating Liquor license for Keng
Young for ABC Liquor at 2840 Highway 10 NE.
This item was tabled to June 10, 2002.

B. Public Hearing to Consider an On-sale Intoxicating Liquor License for
Roberts.
This item was tabled to June 24, 2002.
C. Public Hearing to Consider a Preliminary Plat Reapproval for the Mermaid
Addition Major Subdivision.
This item was tabled to June 10, 2002.
D. Public Hearing to Consider a Preliminary Plat Request from Cedar
Management to Combine Properties Located at 7180 and 7190 Silver Lake
Road.
Mayor Sonterre opened the public hearing at 8:09 p.m.
Community Development Director Ericson explained the request to Council and indicated that
even though this action would join two lots it is considered a subdivision under the City's Code
and subject to platting requirements. He then indicated that the Planning Commission reviewed
the case and has recommended approval with stipulations.
• Director Ericson indicated that the applicant owns the two parcels and needs to have them joined
to increase the area to 125,000 to bring the use into conformity with the City's Code.
Director Ericson indicated that the neighbors and Planning Commission were concerned with the
fact that joining the parcels could lead to further expansion of the existing use and have
recommended that the parcel being joined to the existing apartment complex property remain R-1
and that an easement be given over the land not needed to bring the area to 125,000 square feet.
He also noted a park dedication fee is required.
Director Ericson indicated that a representative of the applicant was at the work session seeking a
waiver of the park dedication fee and is asking for the same consideration at this meeting.
Mayor Sonterre asked whether there would be a net gain or loss to the City if the project does or
does not move forward.
Director Ericson indicated there would be no consequence to the City if the project did not move
forward other than the use would remain a legally existing nonconforming use. He then said the
applicant does meet the requirements with the open space because of the additional lot but
because the lot is not joined the situation does not meet the strict requirements of the Code.
Director Ericson indicated that if the project were to move forward it would eliminate a
nonconforming use and would be an additional guarantee due to the perpetual easement against
future development as well as providing for additional drainage and a park dedication fee.

Council Member Marty indicated he had not been out to the property and asked what was on the
property and whether it would be possible to put a playground on the land.
Director Ericson indicated the land was partially treed and said there maybe enough room on the
125,000 square foot piece to add a playground.
Council Member Stigney noted the Planning Commission had recommended requiring the park
dedication fee and asked whether Staff wished Council to take action on the Resolution.
Director Ericson indicated the Planning Commission made a recommendation of appraval with
stipulations but did not take a position as to whether or not it would be appropriate to waive the
park dedication fee because they have no control over that.
Council Member Stigney commented that the park dedication fee is in the City's Code and asked
why the City would not follow its own Code.
City Attorney Riggs indicated it would be the best practice to follow the Code but Council does
have the authority to deviate if it desires.
David Jahnke of 8428 Eastwood Road asked whether different zoning on the same parcel had
• ever been done before. He then asked how anyone would be guaranteed that the property owner
would not build on that other lot.
Mayor Sonterre indicated the stipulations attached to the approval make it impossible to develop
the property.
Director Ericson indicated that split zoning has happened in the past and, in this instance, is the
best assurance that the property owner would not be allowed to expand the use.
Mr. Jahnke asked why the park dedication fee would be waived and whether or not it had ever
been waived in the past.
Council Member Quick indicated the park dedication fee has been waived and reduced in the
past for other applicants.
Mayor Sonterre commented that the park dedication fee has been based on the fact that the
property has some development potential and a value to the landowner.
Director Ericson indicated that development does not trigger the park dedication fees it is the
subdivision requirements that trigger the fees.
Mayor Sonterre asked if development is an aspect of property that is subject to subdivision and
• park dedication fee.

Director Ericson indicated the fee is to pay for developing parks and the idea is that more
development brings in more people that use the parks and the developers should share in the
costs to maintain and upgrade those parks.
Mayor Sonterre asked if Council had reduced or eliminated fees in the past.
Director Ericson indicated that a reduction of fees has not happened in the six years he has
worked for the City.
Mayor Sonterre closed the public hearing at 8:24 p.m.
MOTION/SECOND: Quick/Marty. To Waive the Reading and Approve Resolution 5771, a
Resolution Approving the Preliminary Plat Request from Cedar Management to Combine
Properties Located at 7180 and ? 190 Silver Lake Road.
Ayes - 4 Nays - 0 Motion carried.
E. Resolution 5777 Adopting a Salary Schedule for the Assistant Clubhouse
Manager Position.
• Assistant City Administrator Reed indicated this was before Council because the City has settled
the contract with AFSCME and agreed to create a job description for this position, have it
repointed and provide salary information. She then indicated the salary would be retroactive
from June 16, 2001 to May 19, 2002 when the position was eliminated.
Assistant City Administrator Reed indicated she had been told by the League of Minnesota Cities
that whenever a position is hourly the hourly wage should be presented. She then indicated the
hourly wage for 2001 would have been $14.07 and the hourly wage for 2002 is $14.65.
Council Member Stigney asked whether the time that the employee was on strike had been
subtracted from the pay.
Assistant City Administrator Reed indicated that it had been.
MOTION/SECOND: Quick/Santerre. To Waive the Reading and Approve Resolution 5777, a
Resolution Adopting. a Salary Schedule for the Assistant Clubhouse Manager Position.
Council Member Marty asked whether the amount owed to this individual for golf lessons
performed in the past was included in this amount.
Assistant City Administrator Reed indicated the lessons were figured as part of the salary and
noted that the individual was not compensated dollar for dollar.

F. Resolution 5776 Hiring a Temporary Employee to Fill the Cable TV
Technician Position.
Finance Director Hansen indicated he had been asked to supervise the cable operation when Mr.
Toth resigned but has discovered a need for assistance on a temporary basis.
Council Member Marty indicated he had come in to discuss this matter with Mr. Hansen because
he had received calls concerning the quality of the cable casting and was wondering if the
position has been posted.
City Administrator Miller indicated the position has not been posted because there is a cable
meeting scheduled for next week to discuss the position. She then noted that this item would be
on Council's work session agenda on Monday.
Council Member Stigney indicated the City had ample notice of Mr. Toth's resignation and
asked why the position was not advertised and filled immediately.
City Administrator Miller indicated this position was discussed at a work session and there was
• some discussion on changing the position.
Council Member Stigney said he felt the position that is vacated should be filled. He then said
he did not agree with hiring someone to cover the position at $35.00 rather than filling the
position.
City Administrator Miller indicated she would advertise for and fill the position if Council
directs her to do so but noted there was disagreement on how to proceed with this matter and that
is why the position has not been filled.
Council Member Marty said he felt the position should be posted as it stands right now.
Mayor Sonterre indicated this discussion would be more appropriate for the work session and
suggested dealing with hiring of the temporary person.
MOTION/SECOND: Quick/Sonterre. To Waive the Reading and Approve Resolution 5776, a
Resolution Hiring a Temporary Employee to Fill the Cable TV Technician Position.
Mayor Sonterre suggested a friendly amendment to the motion to include that the hours should
not exceed 8 hours per week.
The Seconder agreed to the friendly amendment.

• Finance Director Hansen indicated the normal duties for this position should be able to be
handled with 8 hours of time but noted any extra items that the City would want filmed would be
above and beyond the 8 hours.
Council Member Marty suggested contacting the Cable Commission to obtain volunteers to help
the City out with any filming needs during the hiring process rather than paying someone $35.00
an hour.
Council Member Stigney indicated the City should use the Cable Commission to obtain
volunteers to help out with cable needs. He also suggested advertising the position through
them.
Council Member Stigney requested that Resolution 5776 be read.
Mayor Sonterre read Resolution 5776.
Council Member Quick asked if $35.00 per hour was out of line.
Finance Director Hansen explained that a full time employee is actually compensated 40% more
than the salary with benefits and vacation time and said that using that formula plus an agency
overhead amount the $35.00 is not out of line.
• Council Member Marty said he would like to begin the process of hiring before the two months
is up.
Council Member Stigney commented that while the $35.00 may not be inappropriate he felt it
was too high.
Council Member Quick commented that Council could eliminate cable casting the meetings..
Council Member Stigney suggested adding that discussion to the work session agenda
Mayor Sonterre noted this was atwo-month position with a maximum of 8 hours per week.

G. Resolution 5778 Approving an Independent Contract for Golf Lessons
Golf Course Manager Longville answered the question concerning the registered handicap fee
during just and correct claims approval. He indicated that the City pays $18.00 per person for
each registered handicap and charges individuals $25.00 for the service.
• Golf Course Manager Longville indicated that Council Member Marty had brought up a concern
with whether the City is providing lessons for those golfers that want them. He then said he has
not had any complaints nor has Kenny, but took the steps to contact an independent contractor

that is able to provide lessons at the course if Council desires. He further commented that Staff
can handle the lessons with or without the addition of another person but noted the group sizes
increase without the extra person.
Golf Course Manager Longville indicated the contract would be the same as for Mr. Mathis
which is the 70/30.
Council Member Marty indicated he had spoken to Mr. Longville today and found out that this
person is a PGA apprentice, has a background in teaching juniors, and comes highly
recommended.
Council Member Marty indicated his concern stems from the fact that the City has had three
PGA pros out at the golf course in the past and that has been a good draw. He then said that
adding this service does not cost the City anything and may result in more money coming in
because of the ability to provide more lessons.
Council Member Stigney asked for a Staff recommendation as to whether this would be a benefit
or if it is something that was pushed onto Staff.
Golf Course Manager Longville indicated he would need some time to determine whether or not
this would be good for the course. He then said he feels it would not hurt to have the person
• available but said Staff can handle the job if that is Council desire.
Council Member Stigney clarified that by entering into this agreement there would be no cost to
the City.
Council Member Stigney asked if the City needed to post for the position.
City Attorney Riggs indicated the person would be an independent contractor and the City does
not have a legal requirement to post the position.
Mayor Sonterre asked if the process of filling the juniors program was ongoing.
Golf Course Manager Longville indicated the program was full
Mayor Sonterre commented that the person could be brought on as needed but noted if the
program is full he would assume that the additional person would help with the teaching process
because there would be a smaller student to teacher ratio.
Council Member Marty said he was wondering about the status of Chuck Chisolm because even
though he is rather gruff he is well liked by the kids and they seem to learn well from him.
. City Attorney Riggs advised that names should not be used because the last time the City dealt
with that individual he left the Council meeting and stated he was suing the City. He then
suggested that this discussion was not appropriate.

Council Member Stigney asked whether the City should set the amount to be charged for lessons
rather than the a staff professional.
Assistant City Administrator Reed indicated the issue came up last year because the independent
contractor charged more than the City does for lessons. She then indicated that either the City's
rate or the rate of the independent contractor would apply, whichever is greater.
Council Member Stigney suggested amending the wording of the Resolution to make it
consistent concerning the use of independent contractor and professional.
Mayor Sonterre suggested it maybe more appropriate to use the term independent contractor
because the City has on Staff a professional.
City Attorney Riggs indicated it would be fine to use the term contractor.
Council Member Stigney asked who determines the amount of insurance required.
City Attorney Riggs indicated that there is a certain standard for insurance and suggested the City
contact the McGuire agency to find out what that amount would be.
• Council Member Marty said he would like someone to explain what item M means.
City Attorney Riggs explained that item means that the contract is specific to this individual and
cannot be assigned to anyone else.
MOTION/SECOND: Quick/Marty. To Waive the Reading and Approve Resolution 5778, a
Resolution Approving an Independent Contract for Golf Lessons.
David Jahnke 8428 Eastwood Road asked whether Council Member Marty was asking to hire the
same person that called everyone in this City names.
Mayor Sonterre said "I believe you are correct, Sir."
Mr. Jahnke said, "wow."

8. SPECIAL ORDER OF BUSINESS
A. Resolution 5773 Accepting a Donation from the Lions Club
• Finance Director Hansen indicated the Lions had contributed the remaining $1,000 to purchase
the exercise mats needed for the Aikido classes taught by Officer Keckeisen.

• Mayor Sonterre read Resolution 5773 and thanked the Lions for their contribution.
MOTION/SECOND: Marty/Quick. To Approve Resolution 5773, a Resolution Accepting a
Donation from the Lions Club.

9. REPORTS
Golf Course Manager Longville addressed Council and handed out a revised report concerning
an oversight on the budget numbers from the numbers provided at the work session. He
explained that the budget savings was changed from $303,000 to $172,81. He then apologized
for the oversight and explained some of the figures were calculated twice.
City Administrator Miller commented that Staff has been discussing the fact that the golf course
budget needs to be revised and simplified and this is an excellent example of how true that is.
She then commented that this is still a $172,000 savings which is significant and thanked Mr.
Longville for catching it.
Council Member Marty commented he did not understand the haste to approve this budget at the
special meeting. He further commented that he needs time to review the figures before
• approving them. He also commented that a brief review of the figures did not add up to the
$303,000 for him but said he did not have sufficient time to review them.
Golf Course Manager Longville indicated he had said at the meeting that the figures did not seem
quite right and suggested reviewing the tape for that comment. He then said that a lesson was
learned here that the budget needs to be restructured to make things easier going forward. He
further said that, given the chance, Council will see a substantial savings at the golf course.
Council Member Marty pointed out that there was no tape of the meeting and no recording
secretary was present.
Golf Course Manager Longville indicated that in the future he would attempt to have information
before Council to allow sufficient time for review.
Council Member Marty commented that, as a Council Member, he has a responsibility to the
residents to make sure there are no errors before approving things.
Council Member Quick said he would accept the 17% savings.
Council Member Quick asked what action was taken on this matter.
City Administrator Miller indicated Council took action on the reorganization of the golf course.

• Council Member Quick commented that he fails to see a problem with a 37% savings versus a
17% savings and noted he would have approved the reorganization with a 10% savings. He then
said he did not see a reason for all the dialogue other than the fact that it is that time of year
again.
Assistant City Administrator Reed indicated she needed to know if there would be one polling
place or two.
Council indicated there would be one polling place.
Council Member Stigney indicated he had received a letter from a resident expressing concerns
about the Highway 10 comdor plan and noted he had copied it to Council and the City
Administrator. He then said that he feels the concerns are legitimate and asked that they be
reviewed.
Council Member Stigney indicated he had been given a flier by a resident that had information
indicating that the School District had announced that all students located within two miles of the
school will be required to walk, find alternate transportation, or pay $200 per student to be
bussed. He then said that he finds that to be a safety issue and asked residents to contact the
school district directly at 651/639-6208 to discuss the matter. He further asked if any
representatives of the City would be attending the meetings scheduled to discuss this matter.
City Administrator Miller indicated that Deputy Chief Brennan had been attending the meetings.
Council Member Stigney asked if there were any proposals for safety at crosswalks.
City Administrator Miller indicated she did not know.
Council Member Stigney asked whether a representative from public works would be attending
the meetings.
City Administrator Miller indicated she thought Public Works Director Lee was attending but
said she would verify that information.
Council Member Stigney asked Staff to look into whether City Staff is participating in these
meetings and then asked residents to call 651/639-6208 to express concerns because he thinks
this is a ludicrous proposition.
Council Member Quick asked for a copy of the flier because he had not seen it.
Council Member Quick pointed out that the School District is not going to attempt to have a
referendum on a levy increase this year. He then said that if he still had school age children he
• would be getting involved in the efforts and suggested residents do so.

• Council Member Marty indicated he did not get a flier but said he had been told that the parking
rates at Irondale are going up and he had heard that students needing to cross Highway 10 would
be bussed.
Council Member Stigney indicated that students would be bussed if it was necessary for them to
cross Highway 10 and those that are financially unable to pay could have the fee waived.
Mayor Sonterre noted this would be a tough fight because he has been working with the School
District to have a crossing guard moved one block farther south and has been unsuccessful. He
then said that the School District is simply following the language of the state statute and that is
where the two-mile rule came from.
Council Member Stigney suggested that residents identify their school board members and
contact them to discuss this matter.
Council Member Marty asked whether the City had posted for the Police Chief position yet.
Assistant City Administrator Reed indicated that the City is taking applications for the Police
Civil Service Commission and has not posted the position.
Council Member Quick asked if the non-resident member had resigned.
• Assistant City Administrator Reed indicated he had not resigned.
Council Member Quick indicated he is still on the Commission because he has not officially
resigned.
Council Member Stigney asked if the City has advertised for applicants for the Police Civil
Service Commission.
Assistant City Administrator Reed indicated the vacancy had been advertised.
Council Member Marty asked for a status on the back pay for Chuck Chisolm.
Assistant City Administrator Reed indicated that the City added that item to the to do list at the
back to work session with AFSCME. She then indicated the City had indicated it would develop
a job description, have it pointed and provide it to AFSCME and that is the next position on the
list.
10. APPROVAL OF MINUTES
A. Minutes for Apri122, 2002
• Council Member Marty requested the following changes: On Page 2, third to last line insert a
comma between employees and things. On Page 4, center of page change "no" to "not." On

S Page 5, third paragraph insert a comma after the word anything. On Page 15, third paragraph
from bottom, indicated that Mr. Jonathon Thomas recommended Council approval of Option B.
Council Member Stigney indicated he had a question on Item C of the consent agenda at the last
meeting and asked for a status.
Assistant City Administrator Reed indicated that the Public Works Director had said that the
League of Minnesota Cities was pursuing recovery for the City but said she would follow up with
Mr. Lee.
Council Member Stigney asked for an update on the opinion concerning the board stipend.
City Attorney Riggs indicated that the board is set up outside of the City and it is acceptable to
receive a stipend. He then said he could do a formal opinion if necessary.
Council Member Stigney asked if the City is required to follow that as a contributor.
City Attorney Riggs indicated he would look at that but his answer would most likely be yes
because the City has executed the joint powers agreement. He then indicated he would review
the matter and provide an opinion.
• City Administrator Miller indicated the question raised by Ms. Sandback was whether the stipend
was too high and whether there was a limitation on what could be paid.
Council Member Stigney asked for a status on the Airport Advisory Board and asked whether
there were any applicants for that board.
Assistant City Administrator Reed indicated she did not have any new applications for the
Airport Advisory Board and said she would forward the previously received application to the
Mayor again for consideration.
Council Member Stigney commented that if there is an interested party and an open seat the
vacancy should be filled.
