MEETING IS CALLED TO ORDER 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL: Marty, Stigney, Gunn, and Flaherty NOT PRESENT: None. • 4. APPROVAL OF AGENDA Monday, January 31, 2005 City Council Agenda. MOTION/SECOND: Gunn/Flaherty. To Approve the Monday, January 31, 2005 Agenda as presented. Ayes - 4 Nays - 0 Motion carried. 5. PUBLIC INPUT Mayor Marty stated he had received a number of calls relating to the snow plows being out, and he asked Public Works Director Lee to comment. Public Works Director Lee stated that there were two main reasons why the plows were out on the one-inch snowfall today. He stated that most municipalities had been out plowing today. He stated that public safety was one reason they were plowing. He stated that if slush were left on the road overnight, it would freeze, and there would be slippery conditions at intersections the next day. He stated that many times the police department will notice these slippery areas at midnight or 1:00 in the morning, and they will call Public Works to come sand the areas. He stated that by plowing during the day they would save the cost of evening overtime hours. Public Works Director Lee stated that the second reason for plowing the roads is when melt water gets into the cracks of the streets and freezes, it later expands and breaks up the streets, so it's far cheaper to spend the money on plowing than it is to repair the streets. Resolution 6446 Approving aOne-Day Charitable Gambling Permit for the Irondale Marching Band to conduct Charitable Gambling at the Mermaid. Desaree Crane stated that the Irondale Marching Band would like to hold a charitable gambling raffle event on February 11, 20005 at the Mermaid. She stated that the Irondale Boosters currently have their nonprofit status on file with the Gambling Control Board. She stated that staff recommended approval of this permit. • Mayor Marty stated that not asking for the permit earlier was an oversight by the Irondale Marching Band, and they had already advertised for the event and booked the Mermaid. He stated that holding the Special City Council meeting for this item was unusual in that special meetings were normally only held for emergency type situations. He stated that perhaps a special fee schedule should be adopted in case this ever happened again to cover costs. MOTION/SECOND: Marty/Flaherty. To Approve Resolution 6446 Approving a One Day Charitable Gambling Permit for the Irondale Marching Band to conduct Charitable Gambling at the Mermaid, and to waive the reading. John Peck, president of the Band Boosters, apologized for the inconvenience caused due to his oversight. He stated that 43 percent of their membership comes from Mounds View students. He stated that next year they would make sure they applied for the permit well in advance of the event. Jeff Hollowman, chair of the event, stated that the dinner and raffle is $125 for two, and the top raffle prize is $1,000. He stated that there will also be a silent auction. APPROVAL OF MINUTES None. 11. REPORTS A. Reports of Mayor and Council Mayor Marty stated that Mr. Ulrich, Mr. Backman, and he had testified at the Senate subcommittee hearing earlier in the day regarding removing the MnDOT covenants from the golf course, and it had passed through the subcommittee with no trouble, and the full committee would be considering it in a week and a half to two weeks. Council Member Flaherty asked if he had met with Representative Bernardy regarding this issue. Mayor Marty stated that she would be introducing that legislation on the House side shortly. He stated that Senator Betzold is also introducing some TIF legislation on Thursday. He asked City Clerk/Administrator Ulrich to keep them informed as to when Representative Bernardy introduced the legislation. City Clerk/Administrator Ulrich stated that he would. Mayor Marry reminded everyone to vote on February 1 at the Community Center from 7:00 a.m. to 8:00 p.m. B. Reports of Staff City Clerk/Administrator Ulrich stated that he had put a copy of a letter in the Council's mailboxes that he is sending to someone who is leasing space from the city, and he stated that if anyone had any concerns or issues, to let him know.
