RESOLUTION 10066 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />CHANGES TO THE DISEASED TREE ORDINANCE AND PROCEDURES <br />WHEREAS, Public Works facilitates the Forestry duties for the City, these duties <br />include but are not limited to maintaining the trees in/on City grounds and ROW (Rights <br />of way), and as per City code, diseased trees regarding private Elm, Oak and Ash trees; <br />and <br />WHEREAS, the current policy / practice has had the City providing a contract with a <br />tree removal contractor that includes the cost for private tree removal; and <br />WHERAS, Public Works notifies the property owner if there is a diseased tree(s) <br />on the property and the associated cost; and <br />WHERAS, once the trees are removed the contractor invoices the City for the total <br />removal costs, Finance is provided the address and amount(s) for the private trees and <br />the property owners are invoiced for the removals, and <br />WHEREAS, during the February 3, 2025 Work Session meeting — Council directed <br />Staff to review the current program and modify how private trees are handled; and <br />WHEREAS, Council requested that in 2025 private tree would be marked, notices <br />given to the property owner with options for removal including the City Contractors <br />information. City Staff would not follow up with the property owner on the removal and the <br />City contractor would not need to remove the tree and invoice the City for the removal; and <br />WHEREAS, Staff is requesting the City Council to review the information and provide <br />Staff with further direction regarding the current program/policy, options include the following; <br />1) Keep program/procedures as is by continuing to provide private property with rates <br />for tree removals as outlined in the agreement with a tree removal contractor. <br />2) Revise the program to include the contractor providing rates/costs for boulevard trees, <br />and for the Contractor to provide a cost on privately owned diseased tree removals <br />solely for the property owner to make the decision. <br />3) Revise the program and provide a cost for boulevard trees only. Private tree removals <br />and locating a contractor would be the responsibility of the property owner. Timeline <br />for removal would be set by the City Arborist and adhered to by the Property Owner. <br />NOW, THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City <br />of as follows: <br />
