AN ORDINANCE AMENDING THE MOUNDS VIEW CITY CODE,
TITLE XI: BUSINESS REGULATIONS, CHAPTER 118:
CIGARETTES AND TOBACCO PRODUCTS, LICENSING REGULATIONS
THE CITY OF MOUNDS VIEW ORDAINS:
SECTION 1. The City Council of the City of Mounds View hereby amends Title XI,
Business Regulations, Chapter 118: Cigarettes and Tobacco Products, Licensing
Regulations, by inserting the underlined language and removing the striekeR language,
and updating numbering as follows:

118.022 CRIMINAL BACKGROUND INVESTIGATION
A criminal background check is required of the applicant prior to the issuance of
a new or a renewal Cigarette/Tobacco license. The applicant information shall be
referred to the chief of police or his or her designee for a computerized criminal
history from the Minnesota Bureau of Criminal Apprehension. The chief must

report the findings and comments to the City Administrator. Findings shall be
directed to the City Council for further investigation recommendation, approval or
denial of the license application.
SECTION 2. In accordance with Section 3.07 of the City Charter, City staff shall have the
following summary printed in the official City newspaper in lieu of the complete ordinance:
On March 10, 2025, the City Council adopted Ordinance No. 1031 amending the
Mounds View City Code, Chapter 118, Cigarettes and Tobacco Products,
Licensing Regulations, by requiring a criminal background check.
A printed copy of the ordinance is available for inspection during regular business
hours at Mounds View City Hall and is available on line at the City's web site
located at www.moundsviewmn.org.
SECTION 3. This ordinance shall take effect and be in force 30 days from and after its
passage and publication, in accordance with Section 3.09 of the City Charter.
Introduction and First Reading by the Mounds View City Council on February 24, 2025.
Second Reading and Adoption by the Mounds View City Council on March 10, 2025.
Publication Date: March 13, 2025.
