3. ROLL CALL: Marry, Stigney, Hull, Flaherty, and Mueller
NOT PRESENT: None.
4. APPROVAL OF AGENDA
A. Monday, December 1, 2008 City Council Agenda
MOTION/SECOND: Flaherty/Hull. To Approve the Monday, December 1, 2008 City Council
Agenda as Presented.
Ayes - 4 Nays - 0 Motion carried.
Council Member Mueller was not present for this vote.
5. PUBLIC COMMENTS
None.
6. SPECIAL ORDER OF BUSINESS
None.
7. COUNCIL BUSINESS
A. Truth-in-Taxation Hearing
Finance Director Beer provided an overview of the City's funds affected by the general tax levy.
Finance Director Beer gave a PowerPoint presentation outlining the General Fund for those in
attendance.

Finance Director Beer noted that the projected State budget deficit could impact the City's
budget in that local government aid may be cut for 2009.
Gary Shores of 5079 Eastwood Road said that he understands there will not be any increase on
the $100 per year for streets. He then asked if the City is going to work on the streets or wait
until it is in the levy.
Finance Director Beer indicated that the project is planned for 2009 and Council will be acting to
authorize plans and specifications at the December 22, 2008 meeting.
Jim Baffin of Laport Drive asked about the assessed value of property because the value dropped
approximately 5% but he has heard that the actual decrease is 15 to 20%. He then asked if the
City has any input on valuation or if the County makes the determination.
Council explained that the County does set the valuation.
Finance Director Beer indicated that this hearing could be continued to December 8, 2008, if
needed. There will also be a public hearing at the next City Council meeting if there are any
residents who wish to speak on the budget or levy.

Truth-in-Taxation Hearing: Monday, December 8, 2008 at 7:00 p.m.
