Adjournments ORDINANCE NO. 316 � IV CITY OF MOUNDS VIEW 7`Y0 COUNTY OF RAMSEY STATE OF MINNESOTA ) AMENDING THE MUNICIPAL CODE OF MOUNDS VIEW BY AMENDING CHAPTER 40.02, ZONING, RULES AND DEFINITIONS, AND CHAPTER 40.06, ZONING, AREA AND BUILDING SIZE REGULATIONS The Council of the City of Mounds View does hereby ordain: SECTION I. Chapter 40.02, Subdivision B, DEFINITIONS, is hereby amended by adding the following new paragraph and renumbering and rearranging all paragraphs of Chapter 40.02, Subdivision B, into alphabetical order: (68) Manufactured dome. A manufactured home is one that is defined by Minnesota Statutes, 327. SECTION II. Chapter 40.06. Area and Building Size Regulations shall be amended by adding the following: Subd. F Building Design Standards (1) The length of all residential structures shall not exceed three (3) times the width, excluding garage. (2) A permanent foundation of concrete, concrete block, or wood as approved by the State Building Code is required for all R-1 residential structures with frost footings of at least 42 inches. (3) All residential structures, including manufactured homes, mu::t comply with the State Building Code for single family homes. (4) All manufactured homes shall have available for inspec- tion, manufacturer's instructions specifying how said home is to be situated on a permanent foundation. (5) Unless located in a designated mobile home park, all mobile homes or manufactured homes shall comply with the provisions of Chi:; Code, as anuunled 1'.rom time to time. SECTION III. This ordinance shall take effect thirty (30).days after the date of its publication. the City of Mounds View on the 13th day of Read by the Council of September, 1982. Please note that per Resolution No. 57-82, recommended conditions of the conditional use permit are: 1) After a one year period should it be determined that additional parking spaces are necessary, 82 spaces will be constructed on the existing hard surface area on the east side of the building and access provided to this area; and 2) The conditional use permit shall be reviewed by the City annually to determine if enough spaces exist for the community center. PLANNING CONSIDERATIONS 1. Existing zoning for the school property is R-1, Single Family Residential. 2. Community Centers are allowed in an It-1 District under a conditional use permit, as were junior high schools. 3. Section 40.10, Subd. D lists certain requirements for a conditional use permit. The following items should be considered in regards to the conditional use permit request: a) Section 40.10, Subd. D(lc). With the location and size of the building as is, it would be very difficult to screen the facility from the residential area across Edgewood Drivo. Boulevard trees do lessen the impact of the structure to a certain degree. The proposed use of the building will have a lesser impact to the rosidential ar:.a as the junior high school did. Stiff d0cs not see that any adduct screening be necessary. b) Section 40,10, Subd. UN(l). The school district presently operates a similar facility in New Brighton. At this facility 106 parking spaces exist on situ. 193 parking spaces are provided at Edgewood. The program:: currently at the New Brighton facility are being transferred to Edgewood. At the present time, the 101 spaces currently at New Brighton are adequate for that facility and the shcool district sees no problem with providing enough spaces at the Edgewood site. A study has been conducted (available at the meeting) showing where 82 additional parking spaces could be provided should ` } the Planning Commission decide they are required or a future need arise for additional spaces due to increased usage. The earlier figure of 193 existing parking spaces at the Edgewood site was incorrect. The site presonity has 140 Spaces. With restriping Lot A (the large lot by the tennis courts) and ads' 11 additional spaces in the parking area in the front of the building, the site will have 161 spaces available. 2. Following striping of the lot, by the tennis courts and in the front of the building, 161 spaces will be provided. The school district is receptive to providing addi- tional parking spaces should the need arise. They, at the present time, do not know how MuAral tic will be generated or how many parking space:; will actualty be needed and di:;cussions between staff, school district members and the Planninq Commission Chair- man have determined that Lhe conditional use permit should be reviewed annually to detia-minc if the :pars:; that rn'e Provided are adequate, and if not, require that additional spaces be installed. It should also be emphasized that the scheduling of programs at the school will have a great impact on the ability of the parking lots to handle the cars. The school district will try to schedule programs which generate large numbers of vehicles at different times of the day. Using this procedure, it will alleviate large numbers of cars at once, although when people are arriving for some programs when others have not yet left (overlapping periods), this could create a parking problem. Also, for information only, recently I noticed that approximatel 25 cars were parked on both sides of. Edgewood Drive during a swimming program which was taking place at the pool. The parkin, lots, both off of Edgewood Drive and County Road II, did not contain cars of visitors to the pool area. The visitors, even though spaces were available in all 3 existing lots, chose to park on both sides of Edgewood Drive and walk the short distance to the pool. Staff has prepared a resolution of approval of the conditional use permit and variance for the reduced number of parking spaces. Hard- ships for variance approval have been outlined in the resolution. Please review the attached resolution and advise staff of any modifications. The entire Agenda may be adopted by the Council in one motion. The motion for adoption is non -debatable and must receive unanimous approval. Adopt Resolution No. 1486 - Approving Just and Correct Claims Against City Funds �, PL.4 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA NOTICE OF HEARING GENERAL REVENUE SHARING BUDGET HEARING NOTICE IS HEREBY GIVEN that the Council of the City of Mounds View will meet on Monday, September 27, 1982 at 7:40 p.m. at the City Hall, 2401 Highway 10, Mounds View, Minnesota 55112 to consider the planned use of General Revenue Sharing monies for Entitlement Period Fourteen. The City anticipates payment of $51,729 during Entitlement Period Fourteen. The City further anticipates carrying forward $75,727 from previous Entitlement Periods. The following legally described street right-of-way shall be vacated: The north 210 feet of the portion of street right-of-way westerly of Lot 6, Block 2, DeGardner Addition and westerly of Lot 5, Block 1, Mid -States Estates, all in Section 6, Township 30, Range 23 in the City of Mounds View, Ramsey County. SECTION II. Anderson, Direct0 Parks, Recreation and Fore ry DATEi September 9, 1982 RE: Potential purchase of portable shelter buildings During the past two weeks, staff had read in the newspaper that the Anoka School District was selling eight of their portable classroom buildings for approximately $5,200 -. $6,000 per building. Staff discussed this issue with the Parks and Recreation Commissioners at their regularly scheduled meeting on August 26, 1982 and they directed staff to investigate the possibility further to determine whether or not the buildings could be feasibly used as park shelter buildings. On Tuesday, August 31, 1982 City Councilmember Doty, Park Maintenance employee Larry Decheine, Superintendent of Public Works Gary Kardell and myself met with Ken Ernst, who currently owns the buildings, at the site to view them and determine whether they could indeed be used as park shelter buildings. The buildings are 24' x 32' in length or 760 square feet and would be portable shelter buildings similar in size and interior construction to the building behind Pinewood Elementary School. We found the buildings to be in extremely good condition with the exterior being grooved cedar with asphalt shingles, solid wood doors and fully insulated on all six sides. The buildings that are currently for sale are now in groups of six, as the pictures indicate, and were initially purchased as separate buildings and placed together in one large section. The buildings do come apart individually but would need a fourth finished side to complete the building. The interior of the building is extremely well done with paneling, carpeting, complete forced air furnace, central air conditioning, recessed ceiling lights and partitioned off closet space. Staff forwarded a letter dated September 2, 1982, to Mr. Ernst, the president of Ernst Movers, of.which I have included a copy requesting additional information as to the feasibility of the city purchasing he buildings. At this time, I -2- C have not received any response to my letter dated September 2, but have done some additional research regarding the necessary modifications that would be required to make the building usable. The specific improvements that would be required would include frost footings and three rows of block under each of the buildings, wire mesh over the windows and rubber skate tile on the interior of the building. Estimated cost to make these improvements are as follows: 1. Frost footings and block would be approximately $1,200 per building. 2. Interior skate tile would run approximately $800 per building. 3. Exterior window screening would be approximately $200 and the initial electrical hook up would be approximately $300 per building. This would bring a total cost of modifications to $2,500 per building. Staff is requesting Council direction at this time as to whether or not we should continue persuing the feasibility of purchasing these buildings from a financial perspective. It would be staff's recommendation that the buildings could function very well as warming house buildings and the cost of $7,500 per building would 4r-^� far below what our costs would be to purchase comparable facilities. The specil recommendations that staff would have -egarding the buildings would be to purchase three of the buildings to be located at Groveland, Hillview and Greenfield Parks with a total projected cost of $22,500. It should be further noted that the buildings do come, as indicated earlier, with central air conditioning and one of staff's recommendations that could possibly be utilized would be to use one of the central air conditioning units at tho nAlic works garage as they are currently just using a window unit. There may be some additional costs to hook up the air conditioning at the public works garage, but we see that as a real benefit for the working conditions of the city crew. Staff will be on hand to respond to any questions or concerns the council may have regarding the buildings and to dialogue with you regarding the feasibility of purchasing the buildings. Bid proposals were opened on Wednesday, August 25, 1982 with seven firms submitting formal proposals. The bid proposals ranged from a low of $7,245.00 for the seven month contract to a high of about $24,500.00 for the same services. Staff reviewed the specification and bid letting process with the Parks and Recreation Commission at their regularly scheduled meeting on August 26, 1982 and the Park Commission requested to interview representatives from each of the five lowest bid firms. The Park Commission scheduled a special meeting on Thursday, September 2, 1982 at which time a fifteen to twenty minute interview/question- answer session was scheduled with each of the five low bid firms. The interview process proved to be quite comprehensive as the commissioners re- ceived a brief background on the company, administration, equipment and personnel as well as having the opportunity to question how their firm would envision maintaining the site. Following the interview process, the Commission met informally and recommended on a general voice concensus that the low bid firm of M and A Properties from New Brighton be recommended to the City Council for awarding of the Silver View Park contract. They further directed staff to contact references from the firm which staff has completed. Staff contacted three firms; the first being Onan Corporation, which is 22 acres in size; St. Mary's Russian Orthodox Cemetary, 10 acres in size; and the Red Fox Cove Townhouses, which would be 12 acres in size. The references from each of the three firms was extremely positive with nothing but acolades and good comments regarding the firm of M and A Properties. Based on"be Park and Recreation Commission's review process, staff's review of the references and the fact that M and A Properties were the low bid for the �—% project; staff would concur with the Park and Recreation Commission recommendation to award the contract for the maintenance of Silver View Park to M and A Property -2- Service, Inc. with the low bid price of $7,245.00. It should be further noted that the firm of M and A Properties has more than adequate equipment and personns to meet the needs of maintaining Silver View Park. As you are aware, the contract that was bid was based on a labor intensive contract with materials to be supplied on a staff approval basis, As the Amount of $7,000.00 for fertilization and turf establishment has already been cut from the budget, staff would strongly recommend that an additional $2,000.00 be reinstated into the park account for the five turf treatments proposed in the bid process. The five proposed treatments included two fertilizations, two broad leaf control and a fifth application of pre-imnergent in the spring. Staff feels that during this first year of turf establishment, the chemical treatment is imperative should we desire to establish any quality turf for Silver View Park. As staff envisions this site to be the "showcase" of the park system, we feel strongly ' that for at least the first year, while the turf is being established, that the minimal applications of chemicals as proposed be completed. The total amount of the contract including the $2,000.00 chemicals, would $9,245.00 which would be considerably less than the cost of purchasing the required equipment as well as hiring an additional maintenance man at a cost of $26,000.00. 9 Staff proposes that we would be doing an indepth review of the contract at Silver View Park during 1983 with recommendations being brought back before the Council and Park Commission for their review and perusal prior to making any committment beyond the one year time frame.
