Congress in Louisville, Kentucky. 4. 1983 Budget Work Session - Recommendation of Propane Fuel Systems (0 1 MEMO TO: Mayor and City Counci FROM: Clerk-Administrato DATE: September 16, 1982 SUBJECT: PURCHASE OF USED CLASSROOM BUILDINGS Pursuant to Council direction, staff has investigated the referenced subject matter and determined the following: 1. City Attorney Meyers, after reviewing the State statutes applicable to the issue, i.e.: a) M.S. 471.345 Uniform Municipal Contracting Law, b) M.S. 471.36 Non-competitive Supplies and Equipment, and c) M.S. 471.191, Subdivision 1, Acquisition of Facilities, has determined that the City is not required to obtain sealed bids or informal proposals from other suppliers for the purchase of these buildings. 2. Parks, Recreation, and Forestry Director Anderson has been advised by the supplier of these buildings that the price of the buildings, including the improvements required by the City of Mounds View, will be $5,500.00. This amount, added to the $2,500.00 estimate for the preparation of each site for the placement of these buildings, would result in an $8,000.00 per building price tag. With the purchase of three buildings the City would need $24,000.00 for the purchase of the buildings and preparation of the appropriate sites. 3. Finance Director Brager has reviewed the City's various funds to determine sources of monies for the purchase of these buildings and preparation of the building sites. Basically, there are three funds from which monies might be obtained for the purchase of these buildings. These funds and the total dollars available are as follows: A. Park Improvement Fund - This fund has a balance of $1,150.00 which although being extremely minimal would be able to supplement any other funds used in the purchase of these buildings. B. Revenue Sharing - The 1982 Revenue Sharing budget provides for the purchase of a standby sewer generator in the amount of $17,600.00. If it is determined by the City Council that this piaca of eyuipmenc is not necessary at this time and can be purchased at a later date, this money might be freed up for the purchase of these buildings. Should the Council determine that they wish to use this money for that purpose it will be necessary that you schedule a public hearing for the purpose of amending the 1982 Revenue Sharing ^� budget by reallocating these funds from the purchase of a standby generator to the purchase of used classroom buildings. -2- C. Special Capital Projects Fund - As of June 30, 1982 this fund, with a principle amount of $376, 187. 00, had earned $11,196.00 in interest. As of September 30, 1982 this fund will have earned approximately $20,880.00 in interest for 1982 and it is projected that by the end of 1982,at a net 10% earnings, the fund will have earned $30,565.00 in interest and,at a net 8% interest earnings, will have earned $26,691.00 in interest. Should the City Council determine that they wish to purchase these buildings using the interest from the Special Capital Projects Fund, there would be sufficient monies to do so even though the purchase would occur prior to the end of the year and such purchase would not cause for the City to use any of the principle amount of this fund. The reason this issue is being brought to the Council at a Special Meetinq during your normal Agenda Session is the fact that Mr. Anderson has been advised that the owner of these buildings has sold several of them and anticipates to sell the remainder very quickly and should the City wish to buy these buildings it would be incumbent upon us to do so as soon as possible while they are still available. Should Council have any further questions or require any additional information regarding this matter prior to or at your Special Meeting, please do not hesitate to let staff know. DFP/pf cc: Parks, Recreation, and Forestry Director Anderson Finance Director Brager K41". / MEMO TO: Mayor and City Counc'1 FROM: Clerk-Administrat DATE: September 13, 198 SUBJECT: GASOLINE PUMPING EQUIPMENT During recent budget discussions with the Public Works Department it was determined that the City has been paying an unusually high price for gasoline when buying in bulk quantities. Staff was advised that the City is limited to buying gasoline from Tessman Oil as they own the dual pump ar.d unleaded gasoline tank. The Public Works Department was directed to determine what price Tessman Oil would place on the purchase of the tank and pump. Tessman Oil has advised staff informally that once the tank is buried the owner of the land assumes ownership of the tank and that they will sell the pump as is to the City for $300.00. Staff has also determined that the price we are paying for gasoline purchased from Tessman Oil is up to 6C per gallon greater than that we would have to pay to other suppliers. Based on a total use of 19,890 gallons in 19B1 this 6C per gallon difference would have resulted in a $1,193.40 savings. Based on this information, staff would recommend that the Council authorize the purchase of the dual gasoline pump from Tessman Oil and the letting of bids for the purchase of gasoline for the City. Sufficient funds are available within the Maintenance Garage budget to finance the purchase of the pump. DFP/pf W" MEMO TO: Mayor and City Council FROM:, Director of Public Works/Community Development DATE: September 16, 1982 SUBJECT: DYNAMIC DESIGNERS The developer for Dynamic Designers has submitted materials pur- suant to my letter dated August 18, 1982, requesting a determina- tion as to whether the site is now "dry/buildable" because of the fill materials deposited on -site. He has submitted the necessary fees for review under Ordinance No. 305. flow should staff proceed with this proposal? In that past, the Council has directed staff to submit the application to the Planning Commission for their review and recommendation prior the the Council receiving it. Should the Wetlands Committee be involved? Perhaps you may want to view the site area to determine, from an engineering standpoint, if the fill deposited on -site will create a "dry/buildable" area for the 2 fourplex buildings. The site plan that was provided with the application will be available in the Library over the weekend should you wish to view it. Anderson, Di Parks, Recreation and DATE: September 16, 1982 RE: 1982 National Recreation and Park Association Conference As you are aware, the 1982 budget was developed with additional monies placed in contingency for department heads interested in attending the their respective national conferences. The National Recreation and Park Association conference will be held in Louisville Kentucky beginning on Sunday, October 24 through Wednesday, October 27, 1982. Having attended a number of national conferences, and having been involved in planning of the 1982 Park Congress held in Minneapolis, I would like to request attendance at the upcoming congress scheduled for Louisville. Projected costs that staff envisions to attend the conference would be $434.00 for air fare and five nights of lodging plus conference registration fee of $125.00 and a meal allottment of approximately $10.00 per day or $50.00 which would bring the total to approximately $610.00. Staff realizes the tight fiscal situation the city is currently in and is not requesting this as a "do or die" measure; but rather would like to state their indication that I do feel the conference is a benefit to not only myself personally and professionally but also to the city because a myriad of new concepts, ideas as well unique financial and innovative programs are discussed at each years national congress. BKA/sll MEMO TO: Mayor and City Counc' �1 FROM: Clerk -Administrator DATE: September 16, 1982 SUBJECT: PROPANE CONVERSION Pursuant to your direction, staff has obtained prices for the conversion of five (5) City vehicles to propane. The information obtained and a staff recommendation follow: I. Initial direction from Council was to report on the conversion of three (3) squads, one (1) pickup, the Jet Truck, and the 4 x 4. Staff would recommend, however, that the low mileage squad which is a likely candidate for trade-in next year and the 4 x 4 which is an older model vehicle not be converted because of the length of payoff and likelihood of their disposal in the near or fore- seeable future. For that reason, the savings shown below is for the following units: 2792, 2793, Jet Truck, 203 and 417. Total Standard Fuel Cost $13,681 Projected Propane Cost 8,394 Total Anticipated Savings $ 5,287 II III -2- Projected Cost of Conversion Squads $975 x 2 = $1,950 Pickups $925 x 2 = 1,850 Rodder $5,800 It is expected that after assisting with the conversion of one of the vehicles, the City mechanic will be able to perform all other conversions in-house, thus, saving approximately $1,000 which would result in a total projected conversion cost of $4,800. Tank and Pump Installation Cost The tank and pumping equipment is normally supplied by the propane supplier at no cost. The City would be responsible for providing electricity, a light if necessary, and fencing with four inch posts per the Fire Code. These items are expected to cost between $500 and $1,000 depending upon how much work can be done by our own personnel. Recommendation Assuming that all but one conversion will be performed by the City mechanic, the tank and pump installation will cost $11000, and Council` agrees with the staff recommendation on the vehicles to be converted, the cost of conversion would be approximately $5,800 with an approxi- mate $5,287 savings in fuel cost, thus, resulting in a net cost to the City in the first year of $513. This first year net cost would easily be recouped in the second year with the City experiencing an overall savings. Therefore, staff would recommend Council modify the 1983 budget to provide for propane conversion at the first of the year for the vehicles listed. In the Parks Department is included $7,000 for Silver View Park Contractual Maintenance. There is nothing budgeted for fertilization or weed control. Parks, Recreation, and Forestry Director Anderson is proposing the addition of $2,000 for this item. If it is added the additional $2,000 will have to come from Contingency or other budgeted items will have to be adjusted to compensate for the additional $2,000. There was discussion among the Council regarding the length versus width ratio and whether there might be a problem with condominiums. Director Johnson explained that Staff addressed it only as it relates to single family homes, and there was a concern in stating a 24' width, as there are some existing homes that do not meet that requirement now. Attorney Meyers explained that if a structure was totally destroyed, it would not be grand - fathered in. Motion Carried 8A. Public Hearing and First Read- ing of Ord. Councilmember Doty stated he had viewed the buildings and sat in on the meeting where the details were discussed. Motion/Second: McCarty/Doty to direct Staff to i ent—ify any possible funding sources to allow the purchase of these buildings, and to report back to the Council for further action, as per Park Director Anderson's memo of September 9, 1982. Park Director Anderson also reported the Groveland Park Fair on Saturday had bccn a huge success and had raised approximately $1,000 for the park fund. He reported Staff is checking into this. _ Director Johnson reported he had met with County and State engineers regarding County Road J and MSA funding and snow plowing, and would be following up with them. Reports of Councilmembers Councilmember Forslund asked that Staff check into the cars being parked on the street in front of apartment buildings, as she was concerned with safety. Regular Meeting page Six ------------------------------------------------------------------------ Jerry Links reported the Planning Commission has discussed the problem already, and at this point, there is nothing they can do. Mayor McCarty replied that if the Planning Commission comes back and says off-street prsking requirements should be made stronger, and Council can consider it. Councilmember Doty reported he had viewed the burned shelter building, and the damage seemed to be mainly confined to the roof. Councilmember Doty reported that since funds have been allocated for a dump truck for the City, Staff has been asked to check into purchasing a used one. Councilmember Blanchard reported the community picnic at Groveland Park was very well received, and she hopes to see this type of activity spread to the other neighborhoods. Mayor McCarty reported there would be another budget session on September 20, at the regular agenda meeting, prior to the public hearing. Mayor McCarty reported the City is required to publish a summary of the budget prior to the I public hearing, and since it had been overlooked for the City newsletter, it would have to be published in the New Brighton Bulletin. Mounds View City Council Regular Meeting ------------------------ September 13, 1982 ---------Page-Seven- ----------------- ------- Clerk/Administrator Pauley reported that Staff met with the Hillview Road apartment owners, and that while no conclusion was reached, some understandings were reached and the majority indicated their desire to work with the City. It was recommended that some type of code of conduct be drawn up, with a number of violations being grounds for eviction. Clerk/Administrator Pauley reported there would be a meeting between the residents of the trailer court and Tyson's on September 23 at 7 PM in the Townsedge Mobile Home community center, and that he would be attending just as an observer. Clerk/Administrator Pauley reminded the Council to vote in the primary election on September 14, and to take note of the voting set-up at the Bel Rae Ballroom. ROLL CALL Forslund, Hodges Other presents: Clerk -Administrator Pauley and Finance Director Brager. Clerk -Administrator Pauley presented a 3. RESOLUTION NO. 1476 letter from H. Richard Korsh, attorney for M & E Realty and Kraus -Anderson Development Company,indicating that the owners of the property be assessed in the Silver Lake Woods Improvement Project, accepted the assessment roll as presented, and waived their rights for appealing that assessment roll under the provisions of the City Charter and Chapter 26 of the Municipal Code. Motion/Second: Doty/Hodges to adopt Resolution No. 1476 adopting the assessment roll and waive the reading. 5 ayes 0 nays Motion Carried Councilmember Forslund advised the Council 4. AMENDMENT TO CHAPTER 40 that on August 1, 1982 the laws of the State of Minnesota relating to manufactured housing were changed to prohibit municipalities from preventing the placement of manufactured housing on single family zoned lots except with reasonable restrictions. The Council discussed what modifications they wished to have made to Chapter 40 of the Municipal Code and instructed staff to prepare an ordinance for their consideration at the September 7, 1982 Agenda Session. Motion/Second: Doty/Forslund to approve the ugust 9, 198Z minutes as corrected. 4 ayes 0 nays Mayor McCarty stated that the Festival in the Park had been a very fun and yet a very humbling event, considering the Mounds View citizens who took the time and made the sacrifice so others could have the day to enjoy. Mayor McCarty read Resolution No. 1474, and thanked the Festivities Commission for a job well done. Motion/Second: McCarty/Hodges to adopt Resolu- tion No. 1474. 4 ayes 0 nays Mayor McCarty closed the regular meeting and opened the public hearing for the Silver Lake Woods assessments at 7:45 PM. Dale Cremers, of Kraus -Anderson, presented the Council with a proposed change to the schedule of assessments for the Silver Lake Woods project. He explained this change would allow higher assessments to be put on the condominiums, and thereby lower the assessments for the single family homes. Public Hearing - Proposed Assess- ment Roll for Silver Lake Woo( Improvement Project 1981-3 Mounds View City Council August 23, 198i Regular Meeting Page Two - --------------------------------------------------------- and his only concern was to insure that the ,mount of assessment on any lot must be reasonable. He also stated the total assessment figure for the project must not change. Attorney Meyers also pointed out that according to market analysts, it is believed that the condominiums will sell more quickly than the single family homes, which will result in the City receiving an earlier payoff. Councilmember Doty stated he felt this request was similar to what was proposed for SWM earlier, then changed. Attorney Meyers replied that this does not appear to be a problem. Clerk/Administrator Pauley corrected the interest rate to read "11%" on the resolution. Engineer Boxrud stated he had gone over the final project costs, and he feels the figures are very close. Mayor McCarty closed the public hearing and opened the regular meeting at 7:55 PM. Motion/Second: McCarty/Forslund to send Resolution No. 1476 back to Staff for evaluation and recommendation. 4 ayes 0 nays Motion/Second: McCarty/Doty to have a special meeting on August 30, 1982 at 7 PM to deal with the Silver Lake Woods assessments. 4 ayes 0 nays Karen Weigand, 2273 Lois Drive, presented the Council with a petition signed by 100% of the residents of Lois Drive, requesting an immediate and thorough investigation of the quality of the public water they are receiving. She presented the Council with two samples of water taken from her tap at different times. She added they are all concerned with the safety of drinking the water, as well as the discoloration of clothing and fixtures. Mayor McCarty explained the City is in the process of working on this problem, which started at the beginning of the summer, and an item further on the evening's agenda is to select a consultant to work on the project. Residents Requests and Comments from the Floor Mounds View City Council August 23, 1982 Regular Meeting Page Three --------------------------------------------------------- ------ Director Johnson explained the City has not con - I^ ducted any tests during the past 20-30 days, other than standard tests on the drinking water, which was acceptable. lie stated that Mounds View has been producing an extraordinarily high amount of water this past summer, which makes the water problem more noticeable and wide -spread. He added that they hope to have an answer within 30-60 days. Councilmember Forslund asked if Ms. Weigand would like the samples analyzed that she presented to the Council. Ms. Weigand replied that she would, and she also stated she would be glad to answer questions and provide additional samples to whoever works on the problem. Mayor McCarty asked if the City could agree that the tests run by the State are reliable for health standards. Director Johnson replied they could. He added that since it was a very busy time of the year, it might take longer than usual to have the samples analyzed. The Council discussed Item B and determined the correct amount of payment was $48,224,91. Mayor McCarty asked that Item G be removed for discussion. Director Johnson reported Staff is in the process of preparing a letter to Mr. Miller, informing him the timeframe for his subdivision request has ex- pired. Per Council direction, Director Johnson stated they -will bill Mr. Miller for the amount he owes the City, and will set up a procedure to moni- tor this closer in the future. Motion/Second: Hodges/Doty to approve Resolution No. an waive the reading. 4 ayes 0 nays Motion Carried Mayor McCarty reported he had met with members from the Mounds View School Board and the coordinator for the Mounds View District #621 Senior Citizens for their weekly lunch at the Edgewood Community Center. Mayor McCarty reported he had received a brochure from a well known collection agency regarding collecting delinquent assessments and taxes. Attorney Meyers replied he would have to investi- gate further, but that Minnesota law does not allow the collection of these before they are due. The Council directed Staff to check into the delinquent taxes and see who the owners are. Mayor McCarty asked that Chairman Mountin of the Planning Commission be informed of the MAC meeting to be held at 7 PM on August 25. He explained it was strictly a movement to cut cost, and in no way is a reflection on the past performance or value of Short, Elliott, Hendrickson to the City.
