CONSENT AGENDA

The Consent Agenda is a technique designed to expedite handling of
routine and miscellaneous official business of the City Council.
The entire Agenda may be adopted by the Council in one motion. The
motion for adoption is non -debatable and must receive unanimous
approval. By request of any individual Councilmember, any item can
be removed from the Consent Agenda and placed upon the Regular Agenda
for debate.

STATE OF MINNESOTA
RESOLUTION AUTHORIZING THE RECLASSIFICATION OF THE PROCEEDS OF THE
$1,275,000 GENERAL OBLIGATION IMPROVE111C11T BO.11) IRSUD OF 1981
WHEREAS, General Obligation Improvement Bonds in the amount
of $1,275,000 were issues{ on November 9, 1981 to finance construction
of local improvements for the Silver Lake Woods Improvement Project,
1981-3; and
WHEREAS, the Council has determined that the proceeds of said
bonds were not properly classified, pursuant to the bonding agree-
ments, between the projects' debt service and construction funds; and
WHEREAS, the Council desires that the classification of the
proceeds of said bonds be consistent with the bonding agreements;
NOW, THEREFORE BE IT RESOLVED by the Council of the City of
Mounds View that the proceeds received from the sale of the General
Obligation Improvement Bonds of 1981 in the amount of $1,276,500,06
be reclassified as follows:.
Debt Service Fund $ 214,825.06
Construction Fund 1,061,675.00
effective January 1, 1982 in order to be consistent with the project's
bonding agreements.

CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION ESTABLISHING A FEE FOR SIGN PERMITS
WHEREAS, the City receives requests from time to time
to place various temporary signs throughout the City; and
WHEREAS, the City does not now require a fee for the
processing of temporary sign permits; and
WHEREAS, staff time is used in the review and proces-
sing of these permits; and
WHEREAS, it is the desire of the Mounds View City
Council to establish fees for the processing of temporary
sign permits;
NOW, THEREFORE, BE IT RESOLVED that when the City
administratively approves a permit for the install.aticn of
more than one temporary sign, the $10.00 permit fee shall be
paid for each sign applied for as a result of the admini-
strative approval.

AN ORDINANCE AMENDING THE MUNICIPAL CODE
OF MOUNDS VIEW BY AMENDING CHAPTER 100,
ENTITLED "INTOXICATING LIQUORS"
The Council of the City of Mounds View does hereby ordain:
SECTION I. Chapter 100.03, Subdivision 2, Insurance Required,
is amended as follows:

Financial Responsibility. Each application for
a license shall be accompanied by a -liability

AN ORDINANCE AMENDING THE MUNICIPAL CODE
OF MOUNDS VIEW BY AMENDING CHAPTER 101,
ENTITLED "NON -INTOXICATING LIQUOR"
The Council of the City of Mounds View does hereby ordain:
SECTION I. Chapter 101.03, Applications for License, is
amended as follows:
Subdivision: 1. Every application for a license
to sese—lrloer shall be made on a form supplied by
the Municipality and shall state the name of the
applicant, his age, representations as to his
character with such references as may be required,
his citizenship, whether the application is for
"on -sale" or "off -sale", the business in connection
with which the proposed license will operate and its
location, whether applicant is owner and operator
of the business, how long he has been in that
business at that place, and such other information
as the Council may require from time to time.
It shall be unlawful to make any false statement
`- in an application. Applications shall be filed
with the Clerk -Administrator.
SECTION II. Chapter 101.03, shall be amended by adding the
following sections:

STATE OF MINNESOTA
RESOLUTION ACCEPTING THE FINAL DRAFT OF THE FISCAL
IMPACT STUDY FROM GUNNAR ISDERG AND ASSOCIATES
WHEREAS, the City contracted with Gunnar Isberg and
Associates to conduct a fiscal impact analysis for the City of
Mounds View; and
WHEREAS, the City has reviewed drafts of the fiscal
impact analysis as submitted by Gunnar Isberg and Associates;
and
WHEREAS, Gunnar Isberg and Associates has submitted a
final draft of the report dated February 7, 1983; and
WHEREAS, the City has reviewed this final draft and
found it acceptable.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Mounds View accepts the Fiscal Impact. Analysis
conducted by Gunnar Isberg and Associates, dated February 7, 1983.

SUBJECT: PROGRESS REPORT ON WATER TREATMENT PLANT STUDY
Mr. Tom Kirk and Pat Lehman of TKDA will be at the March 7, 1983,
Agenda Session to report on the status of the water treatment plant
study.
The pilot plant tests have been completed at treatment plant 13
(well #6) and equipment is being moved over to treatment plant #2
(well #5).
Mr. Kirk and Mr. Lehman will cover the following items in their
report:
1) Results of pilot plant tests at well #6.
2) Recommendation on equipment modifications.
3) Estimated modification costs.
4) Costs for preparation of plans, specifications and bid
documents.
5) Recommendations for well #3 (treatment plant #1) pilot plant
study.
6) Project timetable.

Councilmember Doty reported he had attended the Rice
'reek Watershed District meeting in Shoreview on
ebruary 17, along with Director Johnson, and reviewed
some of the information received.
Motion/Second: Doty/Linke to accept the 1982 annual
report rom the Police Department.

Clerk/Administrator Pauley reported he had received a 12. Report of
phone call from New Brighton, regarding a joint meeting Administrator
on the airport issue, and that they would like a re-
presentative from MAC present, as well as the appro-
priate State Senator and State Representative. He
reported he has also heard back from Shoreview and
recommended scheduling the meeting for 7 PM at
City Hall, on March 24.

Clerk/Administrator Pauley reported he had spoken
with Dick Paradise from the Civil. Service Commission
and they would like to have a ,joint meeting with
the Council.
There was discussion among the Council regarding
the selection process being used, and it was
recommended that if anyone opposes the process
being used, they should say so right away. There
was also discussion regarding the criteria that
was being used. It was agreed that the Council
would meet with the Civil Service Commission at
7 AM on March 8 at City Hall.
Finance Director Brager reported the tax bills have
been mailed out by the County and presented the
Council with a report. He explained the changes
in the mill rates.

Clerk/Administrator Pauley reported that Attorney
Karney has advised the Council adopt two resolu-
tions, one for the purchase of the word processor/
microprocessor, and the second for the purchase
of the second word processor.
There was discussion regarding the demand for two
machines, and whether the City could justify it,
Clerk/Administrator Pauley and Finance Director
Brager explained the proposed use to the Council,
and pointed out how the system will actually pay
for itself, with savings to be recognized from
not having to pay outside keypunchers and
delivery services and so forth.

Attorney Karney reported he is working on 12. Report of
independent contractor agreements for the City, Attorney
for part-time people who provide services for the
City, which would stipulate that the City is not
responsible for workers comp, unemployment
insurance, and so forth. He stated he hopes to
have them completed within a month.

Mayor McCarty reported he had received a request
for support and recommendation to the Governor
for appointment to the Met Council in its new
form. He stated that while he knows the individual
and has no problem recommending him, he is putting
the request on hold to see if any other Council
member has a recommendation to make.
Mayor McCarty reported the Rice Creek Watershed
District has invited Council and Staff to meet
with them at 7:30 PM on February 17, regarding

the Federal Super Fund, at the Shoreview City Hall.
Mayor McCarty read a proposed resolution to the
Council, for their consideration, regarding his
opposition to the possible closing of the DNR
offices.

Mayor McCarty reported he had received the hearing
report on the new guidelines for planning around
airports, and stated he feels two areas would benefit
from further treatment from the Met Council Staff.
He reviewed those two sections and stated he would
like the City to send a clear message to the Met
Council, voicing the City's objections to their
repeal of their obligations.
Motion/Second: McCarty/Doty to direct Staff to
send a letter to the Metropolitan
Council, informing them of the City's position
that they should retain the verbage, holding them
responsible for compensating the property owners
where an enforced noise abatement program cannot
reduce the magnitude and quantity of noise to
reasonable levels, and request that the method
for measuring noise levels be that of the more
restrictive L10 criteria as required by the
Minnesota Polution Control Agency.

Clerk/Administrator Pauley reported that, pursuant
to the last agenda session, he had met with Finance
Director Brager and Director Johnson regarding the
water and sewer rates, and due to the amount of
information needed to develop and present a report,
would request additional time to prepare. He
requested the Council schedule a special work
session on Saturday, March 19, for Staff to
present their report and the Council to review
it, with a public hearing then scheduled for
March 28,
