The Mounds View City Council was called to order by 1. Call to Order
Mayor McCarty at 7:30 PM on June 11, 1984.
The Pledge of Allegiance was said. 2. Pledge of

MEMBERS PRESENT: Councilmembers Blanchard, Doty, 3. Roll Call
Links and MayoF McCarty.
It was noted Councilmember Hankner was on vacation.
ALSO PRESENT: City Attorney Meyers, Clerk/Admini-
strator Pauley and Public Works/Community Development
Director Thatcher.
Motion/Second: Blanchard/Linke to approve the May 4. Approval of
minutes as corrected. Minutes:
May 29, 1984
3 ayes 0 nays 1 abstention
Motion Carried
Councilmember Doty abstained from the vote as he had
not been present at the May 29 meeting.
Jim Vleck, 7920 Groveland, questioned why his property 5. Residents Re -
had been rezoned from R-1 to R-2, without notifying quests and
him, and how that rezoning might effect his property Comments from
taxes. the Floor
Mayor McCarty explained the rezoning corrected the
zoning from R-1, to bring it into compliance with the
Comprehensive Plan, as duplexes are not allowed in an
R-1 area. He added he did not believe there should
be any significant change in the property taxes.
Attorney Meyers clarified that the County Assessor
would have been assessing the property in the past
on the use it was being put to, so there should be
no change,

Clerk/Administrator Pau'ey explained this rezoning was
classified non -controversial, as the action will have
no effect on the property and just brought it into

conformance. He added the notice was published in r-
the New Brighton Bulletin, as required.
Dan Hall of the Mermaid Supper Club, stated he had
been informed that a group of people from the trailer
court had been unhappy with the outdoor concert the
Mermaid recently had, and stated he would like to
hear the Council's views on the complaints and the
situation.
Clerk/Administrator Pauley reported the Council had
not had an opportunity to review the report filed
by the Police Department.
Mr. Hall stated he would be unavailable for the next
few weeks, but would like an opportunity to come in
and review the situation with the Council.
Mayor McCarty thanked him for his concern and asked
that Mr. Hall contact Staff when he is available to
meet with the Council.
Jan Schuldt, 7887 Spring Lake Road, asked if the City
has a policy for cutting or trimming trees at inter-
sections, mentioning specifically the intersection of
Bronson Drive and Spring Lake Park Road as being a
problem. r
Clerk/Administrator Pauley replied that the Police
Department checks the intersections and advises the
Public Works Department when action is required.
Ms. Schuldt asked why there was no street light at
the intersection of Silver Lake Road and County Road
I.
Mayor McCarty explained the City does not go out and
look for areas to put lights in, but rather handles
it based on petitions received from residents. He
added they will check into this particular intersection.

agenda, minus Item J, and waive the reading of the

Mayor McCarty asked whether Loose Ends on 10 was in
compliance with the City codes and statutes in terms
of a restaurant, and whether they were making their
application for a restaurant.

^ Clerk/Administrator Pauley replied they have complied ,
I in terms of a restaurant. He explained the restau-
rant code does not require they be operational in
order to be licensed. He stated they do have rest-
aurant equipment and a permit from the Ramsey County
Health Department.
Motion/Second: McCarty/Doty to table the approval

pending an opinion from the City Attorney relative
to the proper usage of that license in conjunction
with the serving of food.

Mayor McCarty closed the regular meeting and opened 7A. Public Hearing

2848 Highway 10
Clerk/Administrator Pauley explained the property from B-3 to R-3
in question is presently operating as an import
auto shop.
Jim Vleck asked the intent of the rezoning.
Mayor McCarty explained it is an effort on the part
of the City to bring the zoning map and comprehensive
plan into conformance. He added the Comprehensive
Plan is not always consistent with the proposed
rezoning.
Peg Mountin, Chairman of the Planning Commission,
stated the property located at 2848 Highway 10 is
in compliance with the proposed land use map for
medium density residential use.
Ms. Schuldt questioned how this piece of property
could be downzoned, when the City couldn't down -
zone Knollwood Green.
Mayor McCarty explained Knollwood Green was already
in compliance with the intended use and comprehensive
plan.
Mayor McCarty closed the public hearing and reopened
the regular meeting at 7:50 PM.

Bob Balch introduced himself as a representative of 10. Second Reading
the owner of Pinecrest Properties. and Adoption of
Ordinance No.
Glen VanWormer, a traffic engineer with Short- 368
Elliott -Hendrickson, reviewed the proposed plan for
Pinecrest Properties, specifically the traffic flow
patterns and the landscaping and berming plans. He
stated that they are proposing a full median opening
on Highway 10 between County Road H and County Road H2.
Mr. Balch made a presentation of the type of buildings
that might be constructed in the development.
Mary Bizler, 2235 County Road H2, asked what type of
industry was proposed.
Mr. Balch replied they will be developing the land
and selling the lots, and they do not know at this
time what would go in, but they believe it will be
mostly offices and warehouse type buildings. He
added they hope to sell some property and possibly
build two or three buildings yet in 1984.
Ms. Bizler stated she was opposed to a light industrial
development. She stated she has lived in Mounds View
since M9 and is used to seeing that property as an
open field and wants to see it remain that way.

Councilmember Doty noted that in making decisions
on issues of this nature, there will always be
contrary feelings. He stated he feels the developer
is acting very responsibly in putting the proposed
buffer in. He also noted the developer has the right
to develop his property, and this is the best proposal
the City has seen.
Mayor McCarty closed the regular meeting and opened
the second public hearing at 8:08 PM.
Sesha Komanduri stated he was a part owner of the
property at 7860 Groveland Road and pointed out
the property was R-3 when he bought it and he and
his partner would like it to remain R-3. He also
noted the building on the property is a 4-plex,
and the other 4-plexes in the neighborhood are
not proposed for rezoning.
Mayor McCarty closed the public hearing at 8:10 PM
and reopened the regular meeting.
Attorney Meyers stated that R-2 zoning is for two-
family structures or less, while R-3 is for 6-family
_ or less. This proposed rezoning would bring the
property into non-conformance.
Frank Kampel explained the rational of the Planning
Commission recommendation was to provide a tran-
sition from Highway 10 back to the residential
neighborhood, going from R-3 to R-2 to R-1.
#Mayor McCarty stated that while the planned re -
zonings were undertaken in good faith, there
appear to be areas of question that need further
research.
7B. Rezoning of
7860 Groveland
Road from R-3

Motion/Second: McCarty/Blanchard to table the public
hearings for the rezonings of 7860 Groveland Road,
2840 Highway 10, 2832 Highway 10 and 2806/08 Highway 10,
until such time as the Comprehensive Plan can be searched
for consistency with the proposed rezonings.

Mayor McCarty noted the Comprehensive Plan does not
give authority to the Council to rezone existing
uses, and they should go back to square one and do
it right. He added these particular rezonings will
now go back to the Planning Commission.
Clerk/Administrator Pauley explained the Planning
Commission hearings are informal, as legal hearings
are only on a Council level.

Cities conference in Duluth. He also reported he
had missed the last Park and Rec Commission meeting
while he was on vacation.
Councilmember Linke had no report.
Mayor McCarty asked for Council support of a
resolution supporting the appointment of
Bernard Skrebes and Bruce Nawrocki to the
Regional Transit Board.
Motion/Second: Doty/McCarty to have Clerk/Admini-
strator Pauley prepare a resolution supporting the
appointment of Bernard Skrebes and Bruce Nawrocki
to the Regional Transit Board, and execute the
resolution, and waive the reading.

This memo is provided for information only and summarizes the
hearings scheduled for June 25, 1984.
Enclosed please find a partial map of the City indicating the
locations of the rezonings. Please note that the properties
are not located on Highway 10.
7:45 p.m. Public Hearing - 7801 Silver Lake Road
The property is designated as mixed uses Planned Unit Development
by the Comprehensive Plan. The existing zoning is R-2 and the
Planning Commission recommends a zoning of B-2. There is a single
family house existing on the property.
r8:00 p.m. Public Hearing - 7373 Knollwood Drive
The property is designated low density by the Comprehensive Plan.
The existing zoning is R-2 and the Planning Commission recommends
a zoning of R-1. There is a single family house existing on the
lot.
8:15 p.m. Public Hearing - 2752 County Road H-2
The Comprehensive Plan designates this land for low density use.
The existing zoning is R-3 and the Planning Commission recommends
an R-2 zoning. A large house exists on the site. I couldA tell
from a drive by inspection if the house has a single family or
a duplex usage.
30 a.m. Public Hearing - 5045/47_,_ 5055/57, 5061/6
This zoning change was requested by the property owners. The Land
is designated for low density use by the Comprehensive Plan. The
existing zoning is R-1 and the zoning recommended by the Planning
Commission is R-2. Presently, there is a Double Bungalow on each
lot.

Spring Lake Park Knoll's Addition, the East one-half of lots
7, 8 and 9. This rezoning is requested by the property owner,
(Daily Homes, Planning Case 111 - 82) The Comprehensive Plan
designates this land for low density use. The existing zoning
is R-1 and the Planning Commission recommends an R-2 zoning.
At the present time, the land is vacant.

RE: Resolution #1753
Attached is a copy of Resolution #1753 requesting staff authori-
zation to increase the salary rates of Deanna Mortenson and Dan
Otterson who are summer J.P.T.A. employees. The City of Mounds
View currently has nine employees on the summer J.P.T.A. program
providing a variety of services to Mounds View residents ranging
from summer locker room attendant to clerical assistant in the
Parks and Recreation Dept.
We are fortunate to have two exceptional employees on the summer
J.P.T.A. program that have worked for the City of Mounds View in
prior summers working as both a summer clerical assistant in the
Parks and Recreation Dept. and a summer maintenance employee.
Ms. Deanna Mortenson has been employed with the Park and Recrea-
tion Dept. for the past three summers and has proven to be a
valued and competent employee. Ms. Mortenson has been paid $4.00
per hour for the past two summers as a summer clerical assistant
and staff is requesting that her pay rate be increased to $4.50
which would mean a $1.15 per hour subsidy from the general fund.
Staff feels that Ms Mortenson's skills, background and past
experience with our department justifies the additional $.50
increase over the past two years and the additional monies are
available in the general recreation fund. The total cost to
increase Ms. Mortunson's salary to $4.50 would be $644.00 based
on 14 weeks of summer employment. As staff indicated, there is
an additional $850.00 in the 100-350-4304 account, as we hired
one less playground instructor as originally projected.
In addition, staff is fortunate to have Mr. Dan Otterson back for
the third year as a summer J.P.T.A. employee. Dan has worked in
a variety of positions in both our turf maintenance and forestry
department. Dan is currently supervising two other summer
J.P.T.A. employees and staff feels that his increased responsi-
bilities justify a $.65 per hour increase above the $3.35 pay
rate of J.P.T.A. The additional $.65 per hour for Mr. Otterson
would be a total of $364.00 based on 14 weeks and there is an
additional $400.00 balance in the 100-360-4020 part-time park
maintenance employee fund that could be used to subsidize Mr.
Otterson's wages.
Staff feels that both employees have served the City well and
their past experience and education justify the small increases

Pursuant to Council direction at the June 11, 1984 meeting I
requested that Chief Ramacher have his investigator determine
what type of food service was being provided at Loose -Ends On
10 on Sunday, June 17. Attached is a memorandum to Chief
Ramacher from Investigator Broos providing the information
requested. A copy of this memorandum has been given to City
Attorney Meyers in order that he might provide you with the
legal opinion you requested from him at your June 11 meeting.
Staff has received all required documents for renewal of the
On -Sale Intoxicating Liquor License of Loose Ends and determined
that all of these documents are in order.

On June 17, 1984, at 13:15 hours, as per your instructions I stopped by Loose
Ends on 10 and checked their accommodations for food.
I found out they have no menu of drinks and/or food. I was told the only food
they sell are T V dinners and small bags of various foods from a vending machine.
They do not sell pizzas nor do they have a popcorn machine.
While I was there, no one inside the bar was eating anything. I also did not see
any sort of oven near the bar, although they may have one or a microwave in a
back room.
On June 18, 1984, at 10:00 hours, I called Janet Loosen and she stated the frozen
selection they have are called "entree's" but they have no other type of food.

WHEREAS, the City's auditors have, in their management

maintain an adequate level of fund balance in the General Fund in
order to provide for the financial strength and integrity of the
City; and
WHEREAS, the Council recognizes that an adequatb level of
fund balance is necessary to provide for cash flow requirements;

A RESOLUTION AUTORIZING A TRANSFER OF FUNDS FROM THE PARK
IMPROVEMENT FUND TO THE SILVER LAKE PARK FUND AND
AUTHORIZING THE CLOSING OF THE SILVER VIEW PARK FUND
WHEREAS, the Silver View Park Fund was established to
account for state and federal grants used to partially finance
the acquisition of lands and the development of those lands as
Silver View Park; and
WHEREAS, the lands have been acquired and developed as
Silver View Park, state and federal grant funds have been
received, the state and federal granting agencies have given
their final acceptance of the project, and there remains a
deficit of $2,634.15 in the fund;
NOW, THEREFORE, BE IT RESOLVED, by the Council that
$2,634.15 be transferred from the Park Improvement Fund to the
Silver View Park Fund and that the Silver View Park Fund be
closed.

SUBJECT: Proposed Resolution To Establish A Reserve For
Debt Service In The 1981 Improvement Bonds Fund
At the June 18, 1984 Agenda Session Councilmember Doty requested
information on the amount of prepayments of assessments of the
1981 Improvement Bonds Fund. Through March 31, 1984 a total of
$55,989.47 have been received. A representative of Mary Anderson
Homes advised me that they could not predict future sales of homes
or townhouses in the development.
In their debt study our auditors stated that the estimated cash
deficit was calculated without taking into consideration prepay-
ments. Therefore, I recommend that a reserve for debt service in
the Silver Lake Woods Construction fund be $176,000 which is
approximately $55,700 less than the estimated cash defict of
$231,700. The amount of the reserve may be reviewed annually and
adjusted as may be appropriate. A proposed resolution is attached
for your consideration.

WHEREAS, the City's auditor's have indicated, in a Special
Assessment Debt Service Study dated December 31, 1982, that the
1981 Improvement Bonds Debt Service Fund may experience temporary
cash deficits from 1985-1991 as a result of a mismatch between
scheduled special assessment collections and debt service
payments; and
WHEREAS, these temporary cash deficits are estimated to
total $231,700; and
WHEREAS, the prepayments of special assessments levied to
retire the bonds may eliminate these anticipated cash deficits;
and
WHEREAS, the Council desires to provide a means by which
scheduleda debt service payments of the 1981 Improvement Bonds
Fund may be assured should sufficient prepayments of special
assessments not be received to eliminate anticipated cash
deficits;
NOW, THEREFORE, BE IT RESOLVED by the Council that it is
the intent of the Council to use funds of the Silver Lake Woods
Construction Fund to make a loan or loans to the Improvement
Bonds of 1981 Fund in order that the Fund may be able to make
scheduled debt service payments if it, in fact, experiences
temporary cash deficits;
BE IT FURTHER RESOLVED, that the Council shall annually
review, the amount of the reserve for debt service as part of the
budget preparation process;
BE IT FURTHER RESOLVED, by the Council that $231,700 of

AN ORDINANCE AMENDING THE MUNICIPAL CODE
OF MOUNDS VIEW BY AMENDING CHAPTER 100,
ENTITLED "INTOXICATING LIQUORS"
The Council of the City of Mounds View does hereby ordain:
SECTION I. Chapter 100.01, Definitions, is amended
by adding the following:
Subdivision 7. Food. Food, as the term
is used here, shall mean a menu cons un
of not less than three separate and istinct
entrees, complete with vegetable, salad,
rolls or bread, and a selection of beverages.
SECTION II. Chapter 100.02, Subdivision 1, License Required,
is amended as follows:
Subdivision 1. License Required. No person,
except wholesalers or manufacturers to the
extent authorized under State license shall
directly or indirectly deal in, sell, or keep
for sale any intoxicating liquor without first
having received a license to do so as provided
in this Chapter. Licenses shall be of
five kinds: "on -sale", "off -sale", "club",
'Sunday sale", and "on -sale wine" licenses.
SECTION III. Chapter 100.02, Subdivision 4, Sunday sales,
is amended as follows:
Subdivision 4. Sunday sales. Special on -sale
licenses for the sale of intoxicating liquor
on Sunday separate from a regular "on -sale"
license issued pursuant to Sect on 100.12
Subdivision 2 of this Chapter s a e ssued
to hotels, restaurants or clubs as defined in
Section 100.01, Subdivision 1 in which have
facilities for serving not less than 30 guests
at one time.
SECTION IV. Chapter 100.05, Subdivision 3, Commissioner

The Clerk -Administrator shall within 10 days
after the issuance of any "on -sale" license under
100.05
this Chapter, submit to the Commissioner of
Public Safety the full name and address of each

to the Commissioner of Public Safety any change
of address, transfer, cancelation, revocation of
"on -sale" or "off -sale" license by the Council
during that license period.
SECTION V. Chapter 100.05 is amended by adding the following
new Subdivision 3, Hearing:

This location is an area of periodic heavy traffic during both daylight
and hours of darkness. A light would also assist pedestrian and late.

There maybe an increase in pedestrian traffic when the Burger King
establishment opens for business.
The Police Department recommends that a streetlight be placed at the
Silver Lake Road - County Road I intersection on whichever corner is
most convenient for Northern States Power Company.

At the recent League of Minnesota Cities Convention in Duluth
it was announced that written statements regarding the proposed
Local Government Aid Policy would be accepted until July 15.
Please accept the following as the official position of the
(' City of Mounds View regarding this proposed policy.
The City of Mounds View supports the process for establishing
a new Local Government Aid Formula which provides for policy
guidelines, a Public Hearing at the League's Annual Conference,
Formula development by the Revenue Sources Committee and adoption
of a new League policy next January. This process permits
maximum opportunity for discussion of the many issues revolving
around Local Government Aid and offers the potential for consensus
among League membership.
We would like to compliment the Task Force for their efforts in
addressing the issue of Local Government Aid in attempting to
develop a policy statement which would call for an equitable
distribution of the State's annual allocation. Unfortunately,
we feel that the Task Force lost sight of the equitability goal
when they attempted to compromise on the definition of "basic
municipal services".
It is our opinion that the definition of "basic municipal services"
will be the major factor in any new formula resulting from this
policy and needs to be structured in an objective manner which will
ensure fairness and equitability. With that in mind, we would
strongly suggest that the policy be very specific as to what is
a "basic municipal service" taking into consideration only those
services which are generally recognized as being normally providO
by a city. As a guideline for developing a precise list of "basic
municipal services" we would recommend that the Task Force refer
to the expenditures/expense account section of the "Minnesota

Accounting and Financial Reporting Standards" for cities of 2,500
or more in population from the State Auditor's Office. These .
Standards are required for all cities of 2,500 or more population
and would provide a listing which is recognized by all municipalities
as their Standard.
As a final comment on what we would consider to be an equitable
definition of "basic rr•rnicipal services" we would suggest that
it be limited to only those services which are consistently
provided on a State-wide basis by municipalities and funded from
their General Fund Account. This would exclude sanitation, libraries
and redevelopment which are currently included in the definition
of "basic municipal services" as contained in the proposed Local
Government Aid Policy.
The City of Mounds View pledges its willingness and desire to
participate in future discussions concerning aspects of the
proposed Local Government Aid Policy, as well as in the formation
of resultant formula to be created by the Revenue Sources. Commit tee.

SUBJECT: MICROGRAPHIC CONVERSION OF CITY RECORDS
As you are aware over the last several months City Staff has been
evaluating the advisability, need, and cost for converting City
records to micrographics (microfilming).
At the present time all City records except those financial
records developed on tl,j County Computer System are retained
in the City Hall in their original paper form. The retention
of twenty-five years worth of records in paper form in several
different locations in the building creates several problems and
concerns. They are:
1. Lack of proper storage space. There is no real
need for me to expand upon the fact that there is
inadequate storage space in the City Hall. Besides
the fact that we have insufficient storage space,
the space we do have is not proper for the storage
of paper records in that there is inadequate security
and no environmental control to prohibit the natural
deterioration process.
Lack of easy access. Due to the amount of time covered
by our records and the vast number of issues they
address, easy access of those records not currently
considered active or encompassing several years is not
readily accomplished. No system of indexing has
consistently been maintained over the years except
for minutes, ordinances, and resolutions. Thus, Staff
is unable to develop a historical analysis of many
issues or projects dealt with by the City over the
years. This is particularly disadvantageous when Staff
is attempting to develop a report relating to the history
of a piece of property in response to a current request
such as a zoning application.
3. Age and condition of records. As has been previously
mentioned the City's records cover a period of twenty-
five years and are not all retained in an environmentally
controlled atmosphere. Also, the type of storage and/or
continuous handling of some records has resulted in the
deterioration of their condition which in the case of
those records requiring permanent retention is unacceptable.
An analysis of the above stated facts result in the conclusion that
some other form of record retention is necessary to adequately
preserve those records required to be permanently retained in their

original form or a media maintaining the original appearance, i.e.,
microfilm. Therefore, Staff prepared an inventory of the present
form in which those records desired to be microfilmed are retained,
quantity, and frequency of access and requested a proposal from'
the Minnesota Department of Administration, Division of Records
Management for the conversion of these records to microfilm.
The proposal received from the State, copy attached, outlines the
information provided by the City as well as the recommended method
of retrieval in microform type and the cost per image and total
estimated cost for the conversion. You will note that the proposal
also provides for a three year period for implementing the initial
conversion. This was done upon my request to avoid the expenditure
of funds of greater than $15,000 in the first year and $6,000 per
year in the remaining two years.
The proposal provides for three different methods of retrieval which
ara dintated by the recommended microform type. These are:
16mm role film retrieved on a Computer Assisted
Retrieval/printer system. The 16mm role film is
being recommended for those records not in a map
format in order to allow for updating of the records i
and quick retrieval. Each image on the film is
equivalent to one page (both sides of the page) of a
record and it is encoded for easy indexing and retrieval.
A Computer Assisted Reader (CAR) method of retrieval
is recommended as the system is designed for use with
16mm role film and can be interconnected with a computer
containing an index of all records. Attached is a
brochure describing Minolta's CAR System.
The jacket form of microfilm is used for engineering
plans and maps where an individual image is retained
on a card containing subject information on the paper
area. This information is retrieved using a standard
reader/printer or portable reader. The portable
reader is a hand-held instrument powered by batteries
or plugged into a cigarette lighter. Consideration is
being recommended for the use of portable readers by
the Public Works Department which would allow for the
immediate, on -site access of the City's as -built plans.
3. The fiche form is used for easy access of a limited
number of records not requiring complicated indexing.
in the case of Mounds View this microform type is
recommended for the filming of the city's hydrant
location books which would also be used by the City's
Public Works Department.

As you may recall, the City received a petition to permanently
open the access road to the Mounds View Mobile Home Park at the
corner of Belle Lane and Raymond Avenue on April 9, 1984. A copy
of the transmittal letter and petition was submitted to you for
information only by my memo dated April 14, 1984.
Attached please find a copy of the minutes of the public
improvement hearing on the emergency exit dated September 8,
1975, memo from Police Chief Tim Ramacher dated April 18, 1984,
letter from Fire Chief Ron Fagerstrom dated April 19, 1984 and a
letter from John C. Johnson dated June 14, 1984. Also find
enclosed a map of the drainage area and a letter I sent to
Mr. Victor Ihde who is the spokesperson for the residents.
I will attempt to summarize the correspondence. The residents
believe their health, safety and welfare is in jeopardy because
there is only one entrance/exit to the mobile home park. The
Police Chief indicated that two conditions must be met before he
could recommend a permanent entrance/exit at the subject
location. The three conditions are that the entrance/exit must
be widened, overlayed with asphalt and barriers installed between
the road and the ditch. In my opinion, in order to widen the
road and meet the above requirements for a permanent entrance/
exit, the ditch will need to be filled and storm sewer will need
to be installed. I will discuss this later in the memo. The
Fire Chief favors opening the entrance/exit for general use.
Mr. John C. Johnson indicates that for a permament entrance/exit,
two manholes and a 30" or 36" diameter storm sewer pipe should be
installed. My rough cost estimate for installing the storm
sewer, manholes, widening the road, and filling the ditch is
estimated at $5,000 to $10,000.

temporary basis and locate portable flashing
barricades by the edge of the ditch. With the
entrance/exit open on a temporary basis another
traffic study could be conducted.
3. Open the entrance/exit on a temporary basis for one
way exit traffic only. Portable flashing barriers
would also be installed. Again, a traffic study could
be conducted. If the traffic on Belle Lane does not
increase very much, there may be justification for
opening the one way exit on a permanent basis.
Permanent barricades could then be installed.
In summary, I am looking for guidance and direction for the next
step in this matter. I suggest that an informational meeting may
be helpful.

From a public safety viewpoint, two conditions must be met before I could

Trailer Park Entrance
Per your request I have conducted an analysis of the necessary storm
sewer improvements near the trailer park entrance onto Belle Lane.
The existing situation is that several pipes and culverts discharge
into an open ditch south of the driveway which in turn flows into a
42-inch storm sewer under the trailer park and outlets in the I-35W
ramp ditch on the east side of the trailer park.
The drainage basin which includes the trailer park area and the area
westerly of Jackson Street, north of County Road H2, south of
Erickson Drive/Pinewood School and west of the Trailer Park is
approximately 118 acres.
Analysis indicates existing pipes limit downstream flow rates. The
limiting pipes will cause ponding to occur near County Road H2,
behind the homes north of Lambert Park, behind the homes north of
Bronson (between Jackson and Quincy), in Quincy Street between
Lambert and Belle Lane, and within the trailer park.
The existing system will need some modifications; durationa
in particular
long
Quincy Street to reduce ponding volumes during
shortnd
10 year rainfalls. This should be coordinated with the NSA work on
Quincy Street.
Taking the above into consideration the proposed pipe segment should
be sized to handle flows if and when system is upgraded.
RECOMMENDATION:
The proposed storm sewer section near the trailer park entrance onto
Belle Lane should be a 30 or 36-inch diameter pipe approximately 20
feet long assuming a pipe slope of 0.3 percent. Work will also
require 2 manhole structures and extension of the existing pipes and
culverts to the new manholes.

Re: Petition of Mounds View Mobile Home Park Residents
Dear Mr. Ihde:
I wish to update you on the progress of the subject petition to
permanently open th. entrance/exit at Belle Lane and Raymond
Avenue.
We have obtained copies of the hearing minutes on the emergency
exit dated September 8, 1975 and have a letter on file from the
Fire Department favoring the opening of the entrance for general
use. We also have a memorandum on file from the Police Chief
stating that before he could recommend making this entrance/exit
permanent two conditions should be meet. The conditions are as
follows:
1. The entrance/exit would have to be widened to coincide
with the existing roadway inside the trailer park.
2. The entrance/exit should be overlayed with asphalt with
barriers installed between the roadway and the ditch.
In order to meet the above safety requirements regarding the
road, my impression is that storm sewer pipe, manholes and fill
will be required in the ditch south of the entrance/exit. We are
preparing a feasibility study to determine the size of pipe and
estimated cost for the entire project.
I wish to emphasize that the City does not traditionally
contribute to the cost of improvements of this nature, but
assesses to the benefiting property which in this case would be
the Mounds View Mobile Home Park.

SUBJECT: PETITION FOR TRAFFIC CONTROL ON LONG LAKE ROAD
The City received the attached petition on June 211 1984 from
residents on Long Lake Road between Sherwood and Ardan
requesting the City establish traffic controls in this
area to reduce vehicular speeds. The petition was referred
on that date to Police Chief Ramacher and he has responded
per his memo dated June 28, 1984, copy attached.
As Long Lake Road is a County Road any traffic control measures
that would be placed on Long Lake Road impacting vehicular
traffic on that street must be approved by the Ramsey County
Board. Therefore, any action to approve the recommendations
submitted by Police Chief Ramacher should be in the form of a
request to the Ramsey County Board for installation of stop
signs at the suggested intersections.

RE: RESIDENTS CONCERN OF TRAFFIC ON LONG LAKE ROAD
The Police Department received a copy of a petition from residents
living on Long Lake Road. The main concerns on the petition were,
the speeds of cars on Long Lake Road and safety of children residing
in that area. The petition offered two suggestions for slowing
traffic on Long Lake Road, "Watch For Children" signs or a lower
speed limit. It has been my experience that "Watch For Children"
signs do not have a noticeable effect in slowing traffic. Lowering
the speed limit to under 30 MPH in a residential district on a
County Road is just not done and should not be given consideration.
Vehicles traveling in excess of 30 MPH on Long Lake Road has been
a problem for a long time. A possible solution to the problem wnuld
be erecting a four-way stop at the intersection of Long Lake Road
and Sherwood. Fr r-way stops installed on Groveland Road, Irondale
Road, Sunnyside Road, and Silver Lake Road has reduced speeds on
those roadways. Consideration should also be given to installing a
four-way stop at the intersections of Long Lake Road and Hillview.
In my opinion safety hazards would be reduced by installing stop '
signs at one or both of the aforementioned intersections.

are concerned about the traffic and the safety of our children.
Since the stop light was installed at Hwy 10 and Long Lake Road, morb
care use Long Lake Road as an access to Co. Rd. 0; thus traffic is
heavier and moves faster. We are particularly concerned that traffic
be slowed for the safety of the pre-school and elementary age children
who cross Long Lake Road, ride bikes along the side of the road, or walk
along the road to Hillview Park and bus stops.
We are requesting your assistance in implementing some method of slowing
traffic. -perhaps a "Watch for Children" sign or slower speed limit with

a check. He reported it is supposed to be in
the mail, and asked the Council to approve it
contingent upon the fee being received.

would have been assessing the property,,iin the past

Dan Hall of the Mermaid Supper Club, stated he had
been informed that a group of people from the trailer
court had been unhappy with the outdoor concert the
Mermaid recently had, and stated he would like to
hear the Council's views on the complaints and the
situation.
Clerk/Administrator Pauley reported the Council had
not had an opportunity to review the report filed
by the Police Department.
Mr. Hall stated he would be unavailable for the next
few weeks, but would like an opportunity to come in
and review the situation with the Council.
Mayor McCarty thanked him for his concern and asked
that Mr. Hall contact Staff when he is available to
meet with the Council.
Jan Schuldt, 7887 Spring Lake Road, asked if the City
has a policy for cutting or trimming trees at inter-
sections, mentioning specifically the intersection of
Bronson Drive and Spring Lake Park Road as being a
problem.
Clerk/Administrator Pauley replied that the Police
Department checks the intersections and advises the
Public Works Department when action is required.
Ms. Schuldt asked why there was no street light at
the intersection of Silver Lake Road and County Road
I.
Mayor McCarty explained the City does not go out and
look for areas to put lights in, but rather handles
it based on petitions received from residents. He
added they will check into this particular intersection.
Mayor McCarty asked that Item J be removed for dis-

Pinecrest" Properties, specifically the traffic flow -�

stated that they are proposing a full median opening
on Highway 10 between County Road H and County Road H2.
Mr. Balch made a presentation of the type of buildings
that might be constructed in the development.
Mary Bixler, 2235 County Road H2, asked what type of
industry was proposed.
Mr. Balch replied they will be developing the land
and selling the lots, and they do not know at this
time what would go in, but they believe it will be
mostly offices and warehouse type buildings. He
added they hope to sell some property and possibly
build two or three buildings yet in 1984.
Ms. Bixler stated she wds opposed to a light industrial

Councilmember Doty noted that in making decisions
r on issues of this nature, there will always be
contrary feelings. He stated he feels the developer
is acting very responsibly in putting the proposed
buffer in. He also noted the developer has the right
to develop his property, and this is the best proposal
the City has seen.
Mayor McCarty closed the regular meeting and opened
the second public hearing at 8:08 PM.
Sesha Komanduri stated he was a part owner of the
property at 7860 Groveland Road and pointed out
the property was R-3 when he bought it and he and
his partner would like it to remain R-3. He also
noted the building on the property is a 4-plex,
and the other 4-plexes in the neighborhood are
not proposed for rezoning.
Mayor McCarty closed the public hearing at 8:10 PM
and reopened the regular meeting.
Attorney Meyers stated that R-2 zoning is for two-
family structures or less, while R-3 is for 6-family
` or less. "This proposed rezoning would bring the
property into non-conformance.
Frank Kampel explained the rational of the Planning
Commission recommendation was to provide a tran-
sition from Highway 10 back to the residential
neighborhood, going from R-3 to R-2 to R-1.
Mayor McCarty stated that while the planned re -
zonings were undertaken in good faith, there
appear to be areas of question that need further
research.

Motion/Second: McCarty/Blanchard to table the public
hearings for —the rezonings of 7860 Groveland Road,
2840 Highway 10, 2832 Highway 10 and 2806/08 Highway 10,
until such time as the Comprehensive Plan can be searched
for consistency with the proposed rezonings.

Mayor McCarty noted the Comprehensive Plan does not
give authority to the Council to rezone existing
usesand they should go back to square one and do
it right. He added these particular rezonings will
now go back to the Planning Commission.
Clerk/Administrator Pauley explained the Planning
Commission hearings are informal, as legal hearings
are only on a Council level.
