CALL MINUTES OP Tf[E PROCEEDIR35 OF THE PARKS AND RI?CREATION COMMISSION c• i 1 v nf Mni�p,lg �l1^4: County of Ramsey StaLe of Minnesota December 16, 1982 Mounds View City Hall Council Chambers 6:30 p.m. The meeting was called to order by Chairperson Wayne Burmeister at 6:40 p.m. Commissioners present: Frank Silvis, Wayne Weflen, Wayne Burmeister, Marilynne Dennehy, Donna Bowman Commissioners absent: Edward Letendre and Cindy Wcrmagcr Councilmembers present: Bill Doty Visitors: Gary Quick and Ron Schmidt Staff. present: Director Anderson and Program Supervisor Saarion APPItOVAL OP TIlE MINUTES D7inutes corrected to read November 4 rather than November 24. Commissioner Silvis made a motion �.�1 to accept the minutes as corrected. The motion �� was seconded by Commissioner Bowman. Motion passed. 5 ayes 0 nayes COUNCII,MED7BER'S REPORT Councilmember poty reported that the City Council approved additional funds for the warming house improvements as per the sta£f inemorandum due to unforseen electrical expenditures. PARK SIIELTHR UPDATE VIDBO GF1ME5 �1'CIIING M}1Cf1INL BASGBALL PROGRAM Director Anderson reviewed the status of the park shelter buildings and stated that they would be operational for the 1982-83 skating season. The potential use of video games in park shelter buildings as a fundraiser was reviewed by Director Anderson. An article about the use of video machines by various recreation departments through out the country was discussed. It was the consen- sus of Che Commission Co table discussion regard- ing the use of video games as they would cause more problems then they were worth. A motion was made by Commissioner Silvis to table the issue of video games, the motion was seconded by Commis- sioner weflen. Motion passed 5 ayes 0 nayes Director Anderson presented a staff report regard- ' ing the use of pitching machines in a nine year .� old baseball league. An article and statistics of these machines was discussed. The overall �� - Z - o��i.nion of the Commission was that the idea is qood. Commissioner Durmeister made a motion t.o requesC staff to make a reporc co determi,�e the Ceasibility of the pitching machine as pro- pc�acd for a new youth lea9ue program. Motion w.�s seconded by Commissioner Silvis. Motion passed. 5 ayes 0 nayes VOLUN'PEI:Ii W)N'Pt;R FLOODINr; Direclor Anderson revicwed Che volunCCCr winCer flooding proposal. The proposal was discussed with special concern over the use of equipment by vol.unteers. Zt was decided that a sign out shcet would promote responsible use of equipment by volunteers. Commissioner Burmeister made a moCion to adopt the volunteer flooding proposal, the motio❑ was seconded by Commissioner Silvis. The motion passed. aycs 0 nayes WINTPR PROGRIL+7S Program Supervisor Saarion reviewed the winter program of activities fOr January and February. STAFP REPORT Director Anderson reviewed the staff report and also in£ormed the Commission that the D.N.R. will be stocking Silver View Pond with 1500 - 2000 fish this spring. Director Anderson also informed the Commission that all outside firms requesting sponsorship of pro9rams through the Parks, Rec- --� reation and Pornstry Department wi11 be asked for 25a of the fee and all registraCions must bc held Chr.ouyh the deparCmenC's re9istraCio� sysCem.
