WHEREAS, Jan Quick was an integral and valued Commission-
er of the 1984 Festivities Commission; and
WHEREAS, the Mounds View Festivities Commission coordin-
ated the loth Annual "Festival in the Park" celebration conducted
on Saturday, July 7 and Sunday, July 8, 1984; and
WHEREAS, the Festival was attended by over 7,000 Mounds
View residents; and
WHEREAS, highlights of the 1984 "Festival in the Park"
included an ecumenical church service, refreshments, community
parade, shrwmobile entertainment, bingo, youth games, dunk tank
and arts and crafts fair; and
WHEREAS, the afternoon and evening festivities were con-

RESOLUTION NO. 1777

RESOLUTION REGARDING POLICY ON ENTRANCE OPENING FOR
HIGHWAY 10 BETWEEN COUNTY ROAD H AND COUNTY ROAD H-2
WHEREAS, the City Council of the City of Mounds View,
after consulting with its Planning Commission and City Staff, has
carefully assessed the present and future function of the four
lane roadway in Mounds View now known as T.H. 10. This highway
presently carries high volumes of traffic with a mix of through
traffic and local alignment in Blaine between Interstate 35-W and
T.H. 47. Existing T.H. 10 in Mounds View will still carry a high
volume of traffic, but the composition will be primarily local
traffic; and
WHEREAS, the City has reviewed traffic impacts of
development and redevelopment of property along existing T.H.
10. Recognizing that even when through traffic is relocated to
new T.H. 10, old T.H. 10 access should be controlled to provide
for safe and efficient operation of vehicles along the roadway;
and
WHEREAS, the City has recently approved rezoning and a
concept design for Pinecrest Properties and has limited their
access to two locations;
NOW, THEREFORE, BE IT RESOLVED that the developer will be
required to deed access control at all but these two locations to
the City. In cooperation with Mn/DOT, the City, through the
Developer, will have a full median cross -over installed on T.H.
10 at Woodale Drive and a right -in and right -out driveway
arrangement at Raymond Avenue;
BE IT FURTHER RESOLVED that the City wishes to continue to
restrict access to T.H. 10 wherever practicable. The Council
therefore adopts the following policies for access to T.H. 10
between County Road H and County Road H-2:
1. No additional entrances opening on to T.H. 10 will be
permitted where there is a practical alternate route
to use the local street system.
2. Wherever possible, existing access will be closed when
property is redeveloped and a practical alternate
route to use the local street system is inplace.

3. New developments will be required to provide a local
street system supplementing the street system
presently inplace and providing access to T.H. 10 and
existing street openings, to proposed Woodale Drive or
Raymond Avenue, or to other City streets.

RESOLUTION AUTHORIZING THE CLERK -ADMINISTRATOR AND
MAYOR TO EXECUTE DEVELOPMENT AGREEMENT NO. 82-53 WITH
BAUER WELDING AND METAL FABRICATORS
WHEREAS, the Mounds View Code, Section 59.07, requires
development review of the proposed office/manufacturing building
addition requested by Bauer Welding & Metal Fabricators; and
WHEREAS, the Mounds View Planning Commission has reviewed
the proposed office/manufacturing building addition request and
recommended approval in Resolution No. 114-84; and
WHEREAS, the Mounds View City Council has reviewed the
proposed office/manufacturing building addition and the recommen-
dation action of the Planning Commission; and
WHEREAS, the Mounds View City Council has stipulated
requirements to be included in Development Agreement No. 82-53,
hereto attached;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City
Council authorizes its Clerk -Administrator and Mayor to execute
Development Agreement No. 82-53 pursuant to direction found above.

RESOLUTION NO. 1781

RESOLUTION AUTHORIZING THE CLERK -ADMINISTRATOR AND MAYOR
TO EXECUTE DEVELOPMENT AGREEMENT NO. 84-67 WITH KINDER CARE
WHEREAS, the Mounds View Code, Section 59.07, requires

by Kinder Care; and
WHEREAS, the Mounds View Planning Commission has reviewed
the proposed day care facility request and recommended approval in
Resolution No. 116-84; and
WHEREAS, the Mounds View City Council has reviewed the
proposed day care facility request and the recommendation action
of the Planning Commission; and
WHEREAS, the Mounds View City Council has stipulated
requirements to be included in Development Agreement No. 84-67,
hereto attached;
NOW, THEREFORE, BE IT RESOLVED that the Mounds View City
Council authorizes its Clerk -Administrator and Mayor to execute
Development Agreement No. 84-67 pursuant to direction found above.

Enclosed please find Resolution No. 1682 adopted on November 14,
1983, letter to Mr. Roger Morgan dated January 23, 1984, wetland
map and floodplain map. Mr. Morgan is proposing to finish the
rounding of the approximately 3 foot deep pond he has created in
the wetland area in back of his house.
Staff is requesting direction on this subject.

RESOLUTION AUTHORIZING INTERIM WETLAND ALTERATION
PERMIT FOR ROGER MORGAN AT 7395 KNOLLWOOD DRIVE
WHEREAS, Mr. Roger Morgan at 7395 Knollwood Drive commenced
activities within wetland 1-15 located within his rear yard, and
WHEREAS, Mr. Roger Morgan was requested to cease and desist
wetland alteration activities pending application for an
alteration permit; and
WHEREAS, Mr. Roger Morgan on November 4, 1983 made
application for a wetland alteration permit per City Code; and
WHEREAS, Mr. Roger Morgan on November 7, 1983 appeared
before the Mounds View City Council to explain his proposed
activities; and
WHEREAS, Mr. Roger Morgan is requesting to complete wetland
modifications for the purpose of enhancing wildlife habitat and
correction of erosion problems occurring, and
WHEREAS, Mr. Roger Morgan desires to obtain the necessary
approvals to complete alteration activities; and
WHEREAS, activities undertaken by Mr. Morgan are similar or
identical to wildlife habitat improvement activities completed by
at least three of the neighbors adjoining wetland 1-15;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Mounds View authorizes Mr. Roger Morgan a temporary
wetland alteration permit to restore the wetland habitat in his
rear yard initiated on October 29, 1983. Said restoratinr�
activities shall include:
a) Leveling and redistribution of material excavated from
the wetland area;
b) Temporary seeding of the area disturbed by alteration<
activities;
c) Installation of erosion control measures to preclude
further siltation of the wetland area;
BE IT PURTHER RESOLVED that th:. City Council of the City of�
Mounds View authorizes staff to work with Mr. Rorger Morgan and
other agencies such as the Rice Creek Watershed District, the
kw Ramsey Soil and Water Conservation District, the Minnesota

While performing an analysis of the salaries currently paid the
City's non -union employees, it was brought to my attention that
the City Council did not, as has been the past practice since the
adoption of the Salary Administration and Performance Review
Program, adopt a salary structure for calendar year 1984.
Attached to this memorandum please find a proposed salary
structure for 1984 which reflects the across the board 38
increase given to all non -union City employees in 1984.
RECOMMENDATION: Staff would recommend Council direct the
preparationa resolution adopting this salary structure
for calendar year 1984.

MOUNDS VIEW BY AMENDING CHAPTER 48.04(C), PRIOR AGREEMENTS
The Council of the City of Mounds View does hereby
ordain:
Chapter 48.07, Exceptions; Permit. Section (C), Prior
Agreements, is amended to read as follows:
48,07, Exceptions; Permit.
C. Agreements. Notwithstanding any other provision
of this Code to the contrary, the City and an owner/
applicant of lands abutting lands owned by the City,
may by written contract permit the development of
wetlands as part of an integrated plan, involving a
total of 40 acres or more, wherein the City would
participate in the development, and where the
development would reasonably conserve and preserve
and would enhance the environment by providing
facilities that would protect the public health,
safetv and welfare.
This Ordinance shall take effect thirty (30) days after
its adoption and publication.

SUBJECT: Disputed Late Charge
Previously Council directed staff to forgive the penalty or late
charge on a customer's utility bill on a one-time basis. That policy
has worked well. It has generated goodwill and has not presented
a problem until ncw. On June 16, Mary Peterson, 2294 Bronson Drive,
telephoned and stated that she had received notice that her first
quarter 1984 billing was past d:2e; that this was the first billing
she had received for that quarter and that she did not feel she
should be billed a late charge. I advised her I would look into
the matter. Utility Accountant Dorothy Sandgren advised me that
she had checked our billing records and that:
1. The correct mailing address for Mary Peterson is in the
billing system,
2. A bill was prepared for Ms. Peterson,
3. Postal records regarding the number of bills mailed agreed
with our records regarding the number of bills given to
the Post Office for delivery,
4. A call to the New BrighLon Post Office indicates that no
complaints regarding nondelivery of mail have been filed
with the office or the carrier; that the carrier states
he has not encountered any problems in delivery of mail
along the route.
The City, as does NSP, N.N. Bell, and AT & T Information Systems,
must consider mailing of the bill evidence that it was received by
the customer. As a practical matter we have no alternative. Utility
Accountant Sandgren further advised that Ms. Peterson had previously
been forgiven a late charge for the fourth quarter 1982 billing.
Since the policy is to forgive a penalty or late charge on a one-
time basis, I had no alternative but to advise Ms. Peterson that
this late charge could not be forgiven and that it was considered
a valid charge to her account.
Ms. Peterson still does not feel that the late charge is a valid
charge to her account. She feels that the City should "...differen-
tiate between a bad credit risk and a long time resident whose credit
has a high rating. What would be my purpose to dispute a small
amount like $3.96 except for the principle of the thing?"

In staff's opinion the credit rating of Ms. Peterson is not at
issue here. The issue is whether the late charge is a valid charge
to Ms. Peterson's bill. A bill was prepared for Ms. Peterson; it
was mailed and therefore, as a practical matter, has to be considered
delivered to Ms. Peterson. The bill was paid after the due date.
Utility billing policies require a late charge on payments made
after the due date. This late charge cannot be forgiven as a matter
of policy since late charges may be forgiven for a customer on a
one—time basis and the late charge was previously forgiven Ms. Peterson.
Staff also feels that a principle is involved here. That principle
is fair and equal treatment of all of the City's utility customers.
That principle, that all of the City's utility customers be treated
fairly and equally, is the reason that utility billing policies
were established in the first place. Those billing policies were
r dealings with
designed to provide staff with policy guidelines fo
the City's utility customers. In following those policy guidelines,
Staff has treated all of the City's utility customers fairly and
equally. While some of the City's utility customers have not enjoyed
paying a late charge, the fact that they have paid it indicates that
they have recognized the necessity of having such a policy and the
reasons underlying it. The fact that some individuals may be more
vociferous in their complaints against these billing policies does
not mitigate the reasonableness of those policies nor alter the
ourooses for which they were established. Staff feels that in
this instance the utility billing policies of the City were properly
administered.

charge which was added to your utility bill. This charge was
added because the current bill was not paid by the due date
indicated on that bill, February 28, 1983.
I have been authorized by the Council, Ms. Peterson, to
waive this late charge for utility customers who have been faith-
ful in their duties in the past and when extenuating circumstances
annear to mist. A rrview of oilr records indicates that you have
been most faithful in payments of your utility bills. You stated
that you had not received a bill until we sent you the reminder
notice with the late charge added. Therefore, this ate charge o
3.83 will be waif on a one time basis due to these sire ances.

We would like to point out that you will be receiving your
utility bills during the last two weeks of January, April, July,
and October of each year. We would ask that you advise us by the
15th of the following months should you not have received your
billing statement by that date. We would also like to point out
that payments for utility billings are due the last working day
of February, May, August and November.
I ask.your attention to the dates that I have Previously
indicated in this letter so that the situation might be avoided
in the future. Should you have any questions regarding this matter,

State of Minnesota. This property has outstanding assessments on
it for sanitary sewer with a payment of $61.96 payable in 1983.
As this property is now a State of Minnesota 'Trust Exempt parcel, we
are being requested to cancel the collection of the 1983 assessment
payment. We are not being requested to cancel the assessment, should
the property ever be resold, the new owner will be require to pay
the assessments at the time of purchase.
RECOMMENDATION: Authorize staff to prepare a resolution authorizing

We contacted the City of Fridley and New Brighton about their
rezoning signs. The City of Fridley's signs say "This Property

I contacted Earl F. Anderson and Associates, Inc. for a quote on
aluminum signs. The signs are 4 foot by 8 foot. The signs cost
$260.00 each. Therefore, three signs will cost $780.00 and five
signs will cost approximately $1,300.00. The sign price includes
lettering.

SUBJECT: TRAFFIC STUDY ON LONG LAKE ROAD BETWEEN
SHERWOOD ROAD AND ARDAN AVENUE
On July 11, 1984, you requested that the Public Works Department
conduct a traffic study on the subject street. As you may
recall, the City Council, recently ordered the preparation of a
resolution requesting that Ramsey County place 4-way stops at the
intersections of Long Lake Road and Hillview Road and Long Lake
Road and Sherwood Road. The Council then tabled action on this
item due :.o objections raised by the residents of the Long Lake
Road area at the July 9, 1984, City Council meeting. The
following are the results of the requested study.
The 48 hour study was conducted from 1:40 p.m. on Monday, July
30, 1984 to 1:40 p.m. on Wednesday, August 1, 1984. On the first
full day of counting we measured 1,720 vehicles and on the second
full day of counting we measured 1,520 vehicles. Therefore,
approximately 1,620 vehicles per day travel this section of Long
Lake Road between Sherwood Road and Arden Avenue.

The signal light at the intersection of Long Lake Road and

Therefore, the traffic has apparently increased on this section
of road since the signal light was placed into operation.

SUBJECT: LICENSE AND PERMIT FEES
As you will recall at your July 16 Agenda Session you agreed
with a Staff recommendation contained in a memo from me
dated July 12, 1984 that all licenses and permit fees
established by Resolution Numbers 1462 and 1570, except for
fees charged for the purchase of a water meter with remote
reader and water service restoration, were adequate. You
further instructed Staff to investigate these three items to
determine the level these feas should be raised should
increases be necessary.
Staff has reviewed the charges and current costs experienced
by the City for remote water meters and water service
restoration during the City's regular business hours. The
fees currently charged by the City are more than adequate to
meet the City's expenses for these two items, however, the
same is not true for water service restoration after the
Public Works employees have completed their normal eight
hour day. The current charge for restoration of water
service after hours is $30.00 and the expense that the City
would incur for such service would be $38.68 for two hours
of overtime for a Public Works employee per their union
contract requiring a minimum of two hours of call -out pay.
Staff would suggest that this charge be increased to $50.00
and is attaching a resolution for your consideration
amending Resolution Number 1462 to reflect this
recommendation.

VARIOUS FEES AND CHARGES
WHEREAS,the Mounds View Municipal Code as revised and recod-
ified by Ordinance No. 313 establishes that various fees and
charges be levied for the purpose stated by resolution of the
City Council; and
WHEREAS, it is the desire of the Mounds View City Council
to establish those fees and charges provided for in the Municipal
Code; and
WHEREAS, it is the further desire of the Mounds View City
Council to ensure that such fees and charges adequately reflect
the expenses experienced by the City of Mounds View to provide
the subject service; and
WHEREAS, it has been determined that Resolution No. 1462
initially establishing various fees and charges requires amend-
ment to reflect increased costs being experienced by the City
for provision of certain services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Mounds View that Section 3., d. ii. of Resolution No.
1462 Establishing Various Fees and Charges which establishes
a service restoration fee for after business hours be amended
to reflect a fee of $50.00 for service restoration after business

Planning Commission minutes of August 1, the
Commissioners had not acted on the resolution yet,
but had placed it on their August 15 agenda. She
also noted it would be inappropriate to consider any
amendment to the Comprehensive Plan until they have
had their review of the Highway 10 corridor.

members as to the method of the billings and the
amount of the billings, as well as what had been
authorized for Mr. Merritt to do.
Motion/Second: Hankner/Linke to authorize the
payment of up to $12,240.25 to Grant Merritt, and
send a letter indicating what the City is -paying
for and what they are not paying for.

Mayor McCarty voted against the motion, stating
that his main concern is whether Mr. Merritt had
authorization for all the work he did for the City,
and he does not want to harm the relationship they
have with Mr. Merritt, or have their position on
the airport weakened because of this billing
situation.
Attorney Meyers advised it is a client/attorney
relationship, and the City could submit their
payment and letter and wait for Mr. Merritt's
reply.
Councilmember Hankner stated she was not concerned
that Mr. Merritt has the amount of credibility that
some think he does, but she does feel the bill is
unfortunate, and Mr. Merritt should have taken the
initiative to get clear direction before proceeding.
Councilmember Linke stated he feels the proposed
payment by the City is very fair, as this is a
vendor/buyer relationship.
Motion: McCarty to amend the previous motion to
include an invitation to Mr. Merritt to further
negotiate the remainder of the bill with the City.
The motion,did not receive a second.
Councilmember Hankner offered to amend her motion
to stated that the City is "willing" to pay, but
it was the consensus of the Council that the change

his gratitude to Officer Krough for a service he
did to his family last week.
Councilmember Hankner reported the Festivities
Commission voted unanimously at their last meeting
to explore the possibility of having a beer garden
at the Festival in the Park, and wanted the Council
to be aware they are pursuing it.
Councilmember Blanchard reported she had attended
the play put on by the Mounds View Players and
found it to be very enjoyable.

Councilmember Blanchard expressed concern over
whether the City is getting what it is supposed to
be from Group W, as there have been so many problems
with them already in different cities.
Clerk/Administrator Pauley advised a public hearing
is scheduled for the next Council meeting, and it
will be discussed at that time.
Mayor McCarty stated that a concern of the Council
had been to stop the revolving door of the Clerk/
Administrator's position, with one of their thoughts
being that it would help to have salaries in line
with cities of the same size. He stated he would
like to discuss the situation at the next agenda
session., as ,the last item, allowing Clerk/Admini•-
scrator Pauley to leave before they start their
discussion. d
Clerk/Administrator Pauley advised he will have a
set of recovmendations for .1985 salary adjustments
ready next week.

Clerk/Administrator Pauley advised Ms. Hogan that
Building Inspector Rose would have ro be let into
the building, to inspect it, as he had attempted to
already and the building had been locked.
Tom Granroth, 8415 Greenwood Drive, stated his
neighbor has a bug zapper in his yard which he feels
is as loud as a plane flying overhead. The neighbor
has offered to sell it for $200, but Mr. Granroth
stated he does not wish to buy it, and asked if the
City could control the use.
Attorney Meyers advised that in reviewing the City
ordinance and State statutues regarding public
nuisances, he feels it would be difficult to
surpress this as a public nuisance, unless there
was some clear definition of bug zappers. He
stated the Council could set time guidelines in
an ordinance, and regulate noise levels.
Mayor McCarty stated that the bug season would be
long over in the time it would take to proceed with
any action. He suggested Mr. Granroth may want to
take civil action. He also suggested Staff could
research the matter. Mayor McCarty stated he
personally would want to publish any ordinance
change in the paper and get feedback from the residents
before acting on the ordinance.
John Winiecki, 7575 Groveland, advised the southwest
corner of Groveland and County Road I is overgrown
Kith lilac bushes and presents a hazard with cars
trying to pull out into the intersection.
Clerk/Administrator Pauley advised he would have

Clerk/Administrator Pauley advised that Staff has
checked the drain tile system and it is in full
working order. The Public Works department will
be digging down by the footings this week to check
for cracks, and waterproofing, and will direct the
drainage away from the building. Staff will be
soliciting proposals for the work and materials,
which are anticipated to be below $10,000, then
will advise Council of the proposals received.

of July 19 regarding roofing proposals.

amound of $8,892 for the total reconstruction and
reinsulation of the Police Department roof and repair
of the Council Chamber and City Hall roofs.

City Attorney Meyers asked that Council authorize 14. Report of

Councilmember Hankner reported she had received a
call from a resident, complaining of someone selling
door-to-door, and she had directed them on to the
Police Department,
Councilmember Links reported that the Police had
checked the person out, and they did not have a
license, and they were directed.to stop selling
their goods.
Councilmember Hankner reported she had attended
a fire relief meeting, and found it very interesting.

rhoIN Councilmember Links reported he had been contacted by
a resident regarding the northwest corner of County'
Road I and Quincy, regarding mowing the triangle, and
it was determined it was City property, and the City
will be responsible for mowing it.
Mayor McCarty had no report.
Clerk/Administrator Pauley reported the City has
been invited to make an energy presentation to
the Governor, and asked if a Councilmember would
like to attend the presentation. He presented
the Council will the preliminary packet that will
be presented to the Governor.
Clerk/Administrator Pauley reported the City has
received notice from the City of Blaine regarding
a public hearing on July 31 to provide a conditional
use permit for operating a semi -trailer sales and
leasing lot bq the North Star trailer lot. He
advised the Planning Commission will be discussing
it at their meeting this week.
Director Thatcher reviewed the purpose of the
informational hearing.
Director Thatcher reviewed the improvements that
would have to be made in order to open the
emergency access permanently. He reported Staff
had done a traffic study of the area, and
measured 1450 vehicles per day.
Mayor McCarty stated the residents petition will
be entered as part of the proceedings.

Margaret Ihde stated she did not feel the gate
would stop theft, and two exits are needed for
emergencies, and would even out the traffic.
Mark Mack, 4068 Glenhaven Lane, stated he lives
around the corner from the gate and feels it
should be open, as they cannot get school bus
service there now. He stated he does not feel
the theft situation would change, and requested
everyone keep safety in mind.

Deliah Hopp, 4054 Glenhaven, stated that with the
gate closed, the children climb the fence and go
through her back yard, and she has had problems
with the damage they do.
Leslie Adams, 4061 Glenhaven Lane, stated she is
not on the petition but is in favor of having
the gate open, for emergency situations.
Jim Herman, 2125 Belle Lane, stated he lives right
outside the gate, and is against opening it up. He
stated he gets a lot of walking traffic through his
yard from the trailer court, and has had a lot of
damage to his lawn. If the gate were opened up,
there would be a good deal of work that would have
to be done. He added that he moved to that
particular residential street because it was not
busy, and would be safe for his family. He also
pointed out the exit does not line up with Belle
Lane, and it would be a blind corner, with no
street light, or stop sign.
Nancy Herman, 2125 Belle Lane, stated she is against
the gate being opened, and already has too much
traffic going through her yard, and the kids have
destroyed her lawn and garden. She pointed out
the visibility is not good around the curve, to
have an intersection there.
Jackie Rolff, 2150 Belle Lane, stated there are 15
houses on her block, and she does not want the 1450
cars per day driving down their street. She added
she could agree to a small walk-through for th,a
children.
Tom Thomson stated he lives on the corner of
Bronson and Raymond, and does not want the extra
traffic. He pointed out the street was not designed
to be an access area to the trailer court, and he
has small children, and feels it would be very
dangerous to have the added traffic on their street.
He stated he.could agree to a walk-thru for the
children.
Doris Brown, 2139 Belle Lane, stated she was opposed
to opening the gate.
Reinhardt Johnson, 2142 Belle Lane, stated he had
lived in his home for 33 years and was opposed to
opening the gate.
Mrs. Cunningham, 2150 Belle Lane, stated she was
opposed to opening the gate, as there is too much
traffic going too fast already, and there have
been problems in the past when the gate was opened.

Jerry Duvall, 4016 Glenhaven, stated he agrees the
drivers on the road are bad, but not all are trailer
park people.
Lyle Elm, 2139 Belle Lane, stated he has lived there
since 1951, and it has been a peaceful neighborhood.
When the trailer park was installed, the City did
not permit access at that time because it was a bad
location, and it still is a bad location for an
intersection, as it is very dangerous.
Delores Peterson, 2133 Belle Lane, stated she was
opposed to opening the gate, as there were many
problems when it was open last winter, and there is
too much traffic which goes too fast. She also
pointed out there is vacant land across the street
from the main access to the trailer park.
Aldon Johnson, owner of the trailer park, stated
that when he built the park, he requested the second
exit and was turned down by the City, and told where
to put the entrance. After the park filled up, there
were so many complaints from homeowners regarding
children going through their yards, that the gate and
fence were put in. Then, after the tornado, the
trailer park residents started to complain, he met
1 with the City and was instructed on how to put in
the emergency entrance and breakaway gate. He later
changed the gate to allow children to get through.
He added he feels the access available now through the
main entrance is good.
Mr. Johnson stated he has discussed the options avail-
able with Director Thatcher, and he feels they cannot
satisfy everyone. The most important thing is that
emergency vehicles can get through, which they can now.
Laura Larson, manager of the park, stated that the
Fire Depart:ment and Police Department have keys for
the gate. Mr. Johnson added he will install whatever
the Police. and Fire Departments want him to have there.
Mayor McCarty replied Staff will check with the Police
and Fire Departments to see if they have any problems.
Councilmember Hankner asked if anyone has approached
the School District to get an access opened at the
north end. Mr. Johnson replied that it is private
property back there.
Mayor McCarty asked what the estimates are to open the
gate and road. Director Thatcher replied between
$5,000 and $10,000. Mr. Johnson added he has already
put $5,000 into that opening.

cuts took place, which is why the bus service may

Mayor McCarty summarized that at this time the Council
has decided against permanently opening the entrance,
but they will check on the situation with the children
and their route to school.
Director Thatcher gave his second quarter report for
the Public Works/Community Development departments,
bringing the Council up to date on the work they've
been doing.
