Adjournment �i VLU PROCEEDINGS OF THE CITY COUNCIL CITY OF MOUNDS VIEW RAMSEY COUNTY, MINNESOTA Special Meeting December 17, 1984 Mounds View City Hall 2401 Hwy. 10, Mounds View, MN 55112 ------------------------------------------------------------ Mayor McCarty called the meeting to 1. Call to Order order at 7:00 p.m. on December 17, 1984. A Pledge of Allegiance was said. Members present: Councilmembers Links, 2. Roll Call Blanchard, Doty, Hankner and Mayor McCarty. Others present: Clerk-Adminstrator Pauley and Finance Director Brager. Motion/Second: Linke/Blanchard to cancel the December 26, 1984 regularly scheduled meeting. 5 ayes 0 nays 3. Motion Carried Motion/Second: Linke/Blanchard to 4. Motion Carried authorize the Police Department to purchase two radar units from MPI Industries in the amount of $2700 with one unit being delivered in December of 1984 and purchased from 1984 budget surplusses and the second to deliver in 1985 and purchased per the 1985 capital equipment program. 5 ayes 0 nays Brian Collway of Corporate Risk Managers, Inc, reviewed with the City Council the services provided by the Corporate Risk Managers to the City during the past year and discussed the future outlook for the cost and quality of Municipal Insurance coverage. Members of the Council discussed with Mr. Collway a variety of issues regarding the current coverage provided by the City's insurance carrier and what the future would hold for the City of Mounds View in particular. Motion/Second: McCarty/Linke to 5. Motion Carried authorize renewal of the insurance and risk management consultant contract with Corporate Risk Managers for the period of November 1, 1984 to October 31, 1985 at a cost not to exceed $3,325. 5 ayes 0 nays Mounds View City CouncilR ��;': i.t P�y� 1 f e ember 17, 1984 Special Meeting E.: i `•� j" �� i �.� k _$dAe Two Finance Director then presented to the Council Resolution No. 1849 Approving Securities furnished by the First State Bank of New Brighton. Finance Director Brager explained that this resolution was necessary due to the fact that one of the securities provided by the First State Bank of New Brighton would be maturing on December 26 and it was necessary for them to provide a security to replace this at the time of its expiration. Motion/Second: Linke/Hankner to approve 6. Motion Resolution No. 1849 and waive the reading. 5 ayes 0 nays Motion/Second: Hankner/Blanchard to 7. Motion approve Resolution No. Carried 1847 Repealing Resolution No. 1125 and Setting Guidelines for the Issuance of Tax Exempt Industrial Development Bonds or Loans by the City. 5 ayes 0 nays Mr. Bill Frits raised several questions with the City Council regarding the intent of this resolution. After a lengthy discussion Staff was directed by the Council to forward to Mr. Frits copies of Resolutions Nos. 1847 and 1848. Motion/Second: McCarty/Linke to adopt 8. Motion Resolution No. 1848 Carried Repealing Resolution No. 1434 and Establishing Policy Guidelines for Tax Increment Financing and wiave the reading. 5 ayes 0 nays Motion/Second: Doty/Hankner to 9. Motion approve the licenses for Carried amusement devices, gasoline, stations and non -intoxicating malt liquor off -sale as listed on the agenda. 5 ayes 0 nays Motion/Second: Doty/Hankner to adopt 10. Motion Resolution No. 1859 Carried Approving Just and Correct Claims Against City Funds and waive the reading. 5 ayes 0 nays y 'V'LU Mounds View City Council Special Meeting December 17, 1984 Page Three Mrs. Alice Frits requested that the City undertake whatever actions might be necessary and appropriate to accomplish the cleaning up of debris at the Preciado house located on Long Lake Road which resulted from the fire which destroyed the garage at that home. Staff was directed by the City Council to look into the problem and resolve it at the earliest possible date. Motion/Second: Linke/Doty to adjourn 11. During the next two years, I hope to repay the citizens by doing my best to work with the City Council in setting a new course for the City by working and planning for a better future for Mounds View. Before I can accept the Mayor's gavel I must resign from my current office of Councilmember. I, therefore, resign my City Council seat effective immediately. Street Project 1984), has requested a payment of $26,378.85. The contractor has completed 99.99% of the work. The only work that I might require the contractor to do is seal coating or some other type of work if the county road does not stand up well this winter. Therefore, I plan to retain $6,000.00 until late May or early June, 1985 at which time I will make a determination on any required extra work. RECOMMENDATION: I recommend payment of $26,378.85 to H & S Asphalt. The retainage on the contract will be $6,000.00 after this payment is made to the contractor. STREET SYSTEM I. BACKGROUND The City Council has in the past discussed with staff the possibility of removing the Municipal State Aid (M.S.A.) designation from some City streets because the City has had trouble reconstructing streets to M.S.A. standards. The City Council has also discussed designating other City streets as M.S.A. if they can he constructed to M.S.A. standards. The goal of this memo is to answer the following questions: a) What streets now designated M.S.A. should have the designation removed because they will probably not be able to be constructed or reconstructed to M.S.A. standards? b) Which existing or proposed streets should be designated or added to the M.S.A. street system? c) Which streets may be feasible to construct/reconstruct to M.S.A. standards? d) The maximum street mileage the City can designate as M.S.A. is 7.49 miles. The City has 7.06 miles designated as M.S.A. The state will grant the City more money if the additional mileage is designated. Can the City designate additional streets to increase income? II. M.S.A. REQUIREMENTS The M.S.A. street designation may be changed to other streets in the City if approved by the District State Aid Engineer and the Commissioner of Transportation. Attachment N1 is a map indicating the current M.S.A. streets in the City of Mounds view. The criteria for designating City streets as Municipal State Aid (M.S.A.) streets is as follows: 1) The ends of the street must terminate at a state highway, county road or another M.S.A. street. (Attachment k2 is a map of the county roads.) 2) The street must be projected to carry a relatively heavier traffic volume or be functionally classified as collector or arterial as identified on the urban municipality's functional plan as approved by the urban municipality's governing body. (Attachment N3 shows 1979 traffic volumes.) January 9, 1985 Page 2 of 6 3) The street must connect the points of major traffic interest within an urban municipality (i.e., M.S.A. streets should start and end at locations that generate a lot of traffic). 4) The street must provide an integrated state aid street system network consistent with projected traffic demands (i.e., M.S.A. system designated streets should carry higher traffic volume). The Minnesota Department of Transportation (Mn/DOT) has procedures for revising the M.S.A. system. They include: submission of the proposed system revisions by the City Engineer, review by Mn/DOT State Aid office, resolution approval by City Council and approval by the Commissioner of Mn/DOT. The procedures to follow for revising the existing system is presented in the letter from the Minnesota Department of Transportation dated September 26, 1984 (Attachment W . If a street designated M.S.A. is removed from the system and construction/reconstruction money was spent in the last 15 years, M.S.A. imposes a dollar penalty. The penalty is based on a 15 year useful life of the street. In other words, if the street cost $200,000 to construct in 1980 and if the street is removed from the system in 1984, the penalty is approximately $147,000. 15 years - 4 years x $200,000 = $147,000 15 years The following requirements are for new construction/ reconstruction of M.S.A. streets: 1. An M.S.A. street when constructed/reconstructed must have a minimum 9 ton structural design. This normally consists of 6 inches of class 5 gravel base ollowed by 4 inches of bituminous. Soil borings are required to determine the design thickness. 2. An M.S.A. street in Mounds View with a 30 mile per hour design speed in a high traffic density area, can have the following widths from face to face of outer curbs: a) Undivided with no parking lanes 32 feet b) Undivided with parallel parking lanes on one side 36 feet c) Undivided with parallel parking lanes on both sides 44 feet Attachment N5 is a chart illustrating the width and length of the existing M.S.A. streets. 3. The curb and gutter must be concrete and the style must be 86-18. January 9, 1985 Page 3 of 6 4. The storm storm sewer system must meet M.S,A. requirements. In some cases, the existing storm sewer must be upgraded. When existing storm sewer must be improved, M.S.A. pays 50% - 100% of the cost. Therefore, the City may be required to contribute up to 50% of the cost of upgrading a storm sewer. Conversely, if the City has a storm sewer that needs to be improved, and the sewer is on a street that is designated M.S.A., the City can usually receive at least a 50% grant from M.S.A. to improve the storm sewer at the same time the street is reconstructed, III. AN ANALYSIS OF EXISTING AND POTENTIAL M.S.A. STREETS The City's existing M.S.A. designated streets as well as the streets that meet the criteria to become M.S.A. streets are listed in Attachment #6. The streets satisfy the criteria because they terminate at a state highway, county road or another M.S.A. street; have higher traffic volume; connect points of major traffic interest and provide an integrated M.S.A. system. However, some of these streets cannot be built to M.S.A. construction standards. Streets #9 through 18 and streets #23, 24, and 25 are less than 44 feet wide, which is the requirement for new construction. Therefore, residents may complain about loss of front lawns, trees and shrubs. Part of street #7 (Quincy Street from County Road H-2 to County Road I) is now designated M.S.A. and the City is planning to reconstruct it to M.S.A. standards in 1985. It terminates at Street #26 (County Road H-2 from Highway 10 to Quincy Street) which is now designated M.S.A. and is a City street (even though its name is County Road H-2). If the M.S.A. designation for street #26 is removed, then street #7 will no longer qualify as an M.S.A. street. Therefore, street #26 should not be removed. Streets #2 and #22 (Silver Lake Road and County Road I) are county roads and I believe that the county should be responsible for reconstruction. When and if County Road I is ever upgraded, we may be able to use M.S.A. money for the City contribution by changing the designation at that time. Streets #4, 5, 27, 29 and part of 7 (Edgewood Drive from County Road H to County Road H-2, County Road I from Silver Lake Road to Highway 10, Mounds View Drive from County Road I to Long Lake Road and Quincy Street from County Road I to Hillview Road) have recently been reconstructed to M.S.A. standards. If any of these streets are removed from the system, the dollar penalty will be imposed on the City. January 9, 1985 Page 4 of 6 Street #28 (Edgewood Drive from County Road I to Hillview Road) is not constructed and will probably not be constructed because the property is wetland zoned. Therefore, this section of unconstructed road right-of-way should be removed from the M.S.A. system. A block long section of street #8 (Hillview Road from Quincy Street to 35W Service Road) could be removed from the M.S.A. system because the east end does not non-stop at a state highway, county road or another M.S.A. street. (The east end was Old Highway 8 previously.) Streets #1, 3 and the remaining portion of 8 (Groveland Road from Highway 10 to County Road J, Edgewood Drive from Highway 10 to County Road I, and the 11 block long section of Hillview Road from Highway 10 to Quincy Street) are presently classified M.S.A. and there is no reason to remove them. Street #6 (Silver View Drive) is one block long and was constructed in 1981. The state said at that time that it could not be designated M.S.A. Streets #19, 20 and 21 (proposed Woodale Drive from Edgewood Drive to Highway 10, the proposed streets in Pinecrest development which is south of County Road H-2 and north of Highway 10, and proposed Jackson Drive from Woodale Drive to County Road H) are not yet constructed but could be designated M.S.A. even if the specific location of the streets is not finalized. These streets meet the M.S.A. requirements. In summary, the streets that could be removed from the M.S.A. system because they do not comply to M.S.A. standards as indicated above are as follows: Width Length # Street From To (ft.) WHICH STREETS MAY BE FEASIBLE TO So far I have stated the streets that could be removed and added to the M.S.A. system based on the designation criteria and new construction/reconstruction standards. However, there is an additional question to answer. The question is which streets may be feasible to construct or reconstruct to M.S.A. standards? Assuming the City continues not assessing the improvements, has sufficient funds to pay for the City portion of the storm sewer improvement, and property owners do not complain about loss of front lawns, trees, shrubs or increased traffic, the following streets may be feasible to construct/reconstruct to M.S.A. standards: Exist. If street construction costs remain at $100 per lineal foot, the construction/reconstruction will cost approximately $1,816,900. If funding remains at approximately $150,000 per year, construction/reconstruction will take approximately 12-15 years ($1,816,900 / $150,000/year). V. M.S.A. STREET MILEAGE AND INCREASING INCOME As stated above, the maximum street mileage the City can designate as M.S.A. is 7.49 miles and the more mileage we designated, the larger the income to the City. The City now has 7.06 mile& designated. If streets #19, 20 and 21 (proposed Woodale Drive from Edgewood Drive to Highway 10, and the proposed streets in Pinecrest development which is south of County Road H-2 and north of Highway 10, and proposed Jackson Drive from Woodale Drive to County Road H) with a combined mileage of 1.19 miles, are added to the system our designated M.S.A. mileage increase to 8.25 miles (7.06 miles + 1.19 miles). January 9, 1985 Page 6 of 6 If streets #28, part of #23, part of #24, and part of #8 (Edgewood Drive from County Road I to Hillview Road, Ardan Avenue from Red Oak Drive to Long Lake Road and Hillview Road from Quincy Street to 35W Service Road) with a combined mileage of 0.87 miles are removed from the system our designated mileage reduces to 7.38 miles (8.25 miles - 0.87 miles) which is within the maximum allowed. Streets #23 and #25 could also be removed, but it is not necessary. If these changes are made, the M.S.A. designated mileage will be closer to the maximum allowed and income will be increased. VI. RECOMMENDATION I recommend adding Streets #19, 20 and 21 (proposed Woodale Drive from Edgewood Drive to Highway 10, proposed Pinecrest Street from Highway 10 to Highway 10, and proposed Jackson Drive from County Road H to Woodale Drive) to the M.S.A. system. I also recommend removing Streets #28, part of #23, part• of #24, and part of #8 (Edgewood Drive from County Road I to Hillview Road, Ardan Avenue from Red Oak Drive to Long Lake Road, and Hillview Road from Quincy Street to 35W Service Road) from the M.S.A. system. Attachment #8 is a map indicating the recommended street additions and removals from the M.S.A. system. This action will increase the M.S.A. mileage in the City and increase income to the City. BKA/sll TO: Mayor 6 Council I FROM: Don Brager, Finance Director Steve Thatcher, Public Works Director DATE: January 16, 1985 RE: COMPUTER CONSULTANT PROPOSALS The 1985 Finance Department budget provides $20,000 for the purchase of a computer for the Department and the hiring of a computer consult- ant. A computer consultant would assist Council and Staff in assess- ing our current and future data processing needs, developing system alternatives, choosing a system and developing specifications, bidding and selection of a system, and implementation of the new system. Public Works Director Thatcher and I served as a committee of the Department Head Team and interviewed computer consulting firms. We requested and received proposals from three firms: 1) Public Technology Inc. $29,844 2) Management Advisors, Inc. $10,000 - $13,000 3) DSM, Inc. $ 7,860 Public Technology, Inc. is considered the "technical arm" of the National League of Cities (NLC) and the international City Manager's Association (ICMA). The firm has an impressive list of clients it has served throughout the United States. We did not seriously consider their proposal due to cost and no experience in Minnesota. Management Advisors, Inc. is based in Englewood, Colorado and has an office in Minneapolis. We learned of the firm from the City of Inver Grove Heights, where they have completed a consulting assignment. The firm's proposal is divided into three phases: I Define System Requirements II Develop cost analysis of System alternatives III Select processing alternative Each phase is priced independently of the other phases and the proposed contract would allow the City to cancel the contract upon completion of each phase, if desired. We contacted several of the firms refer- ences and all expressed a high level of satisfaction with the firm's services. In addition Robert Voto, President of Voto, Reardon, Tautges, the firm which conducts the City's annual audit, has worked with Management Advisors, Inc. and has found them to be very techni- cally competent and believes that the firm has a good grasp of the accounting and financial requirements of Minnesota cities. DSM, Inc, is based in Coon Rapids. The principal of the firm, Dave McCauley, has a good background in data processing and has a good knowledge of the needs of cities having served as both Mayor and Councilmember in Coon Rapids. DSM, Inc, proposes to take an approach to that of Management Advisors, Inc. in that the project would consist of the same phases. A check of four of the references provided by the firm indicates that two clients were highly satisfied and two ,January 16, 1905 Page 1 were not satisifod with the firm'u uurvicoe. After receiving proponalu from theso consultants, Mr. Thatcher and I discussed them with the Department nuad Team. The Department Head Team initially felt that Management Advisore, Inc, could best assist the City in determining Ito (Into processing needs, but wanted to in- torviow the consultant prior to making a recommendation. After inter- viewing the consultant the dopartmont heads unanimously recommend the hiring of Managoment Advisore, Inc. This recommendation is baood upon uevoral factors. 1) In the judge- ment of the department hoade, Manngomont Advisors approach to the needs assessment is the hotter one. Their approach is to look at information flow and information J)roc000ing within the City first and than to assess if and how a computer oystom may be of benefit. 2) Management Advisor'u clients had no negative comments to make about the services they received. 3) In the judgement of the department heads, Management Advisors Inc, would provide the best product to the City. It should be noted that State purchasing laws concerning advertisement for bide and award to the lowest responsible bidder are not applicable to professional services. The City is free to contract with the firm which, in its judgement will provide the best service. RECOMMENDATIONI The Council authorize the Mayor 6 Clerk -Administrator to enter into an agreement with Management Advisors, Inc. to provide computer consultant services to the City at a cost not to exceed $13,000 subject to approval of the agreement by the City Attorney. The final cost determination of $4,390 has been assessed to the City of Mounds View on the basis of the competition contained in a letter I received from the Metro- politan Area Management Association dated January 8, 1985, copy attached for your information. Although this is slightly more than we initially anticipated, it is being done so because it has been determined that a contingency of 10 percent is necessary to provide for possible legal consultation and other unforeseen problems that might result from the implementation of this program. It should be pointed out that the State Legislation holds us harmless from legal ramifications resulting from the implementation of this program until 1987. It is the desire of,the Metro- politan Area Management Association to represent, or at least participate in, the representation of any community or organizations which might be sued by individuals or organized labor groups as a result of the implementation of this program to protect the interests of all the cities and organizations that have participated in the study. The increase in cost was also necessitated by the fact that the number of occupational areas which need to be included in the study exceeded those initially anticipated at the time the request for proposals were advertised and the consultant will need to expend additional time and computer time in this area. Also, attached for your information is a listing of those cities, utilities and other organizations currently participating in the Joint Comparable Worth Study. 88 cities from throughout the State of Minnesota are participating in this study and it is the only study of its kind in the state being undertaken on a joint basis to respond to the Comparable Worth Legislation. The contract costs have been alloted in the following manner: 1. Three thousand dollars ($3,000.00) base charge for each jurisdiction, and 2. Thirty-five dollars ($35.00) for each employee. This is on the high side of our original estimate due to several factors. The first is the fact that we have chosen to build in a contingency of ten percent to provide for possible legal consultation or other unforeseen problems. Secondly, we have had to develop more original survey information than anticipated due to the variety of occupational areas represented in our study group. If all goes well, the project should enjoy a surplus at its conclusion which would be returned to the participants in proportion to their original costs. I would also like to define for you the definition of a jurisdiction, that is, one that must pay the $3,000.00 base fee. Obviously each individual city will be considered one entity and will be defined to include employees who work for libraries and Housing and Redevelopment Authorities. All utilities, regardless of the degree of autonomy from the city, will be considered separate entities and will be subject to the $3,000.00 base charge. Hospitals will be similarly considered. The reason for this was two -fold. One, is was necessary to develop separate occupational survey materials for utility and medical positions which, in fairness, the cities should not be asked to subsidize. Second, it was virtually impossible to determine which utilities were autonomous or operated by individual cities.
