The Mounds View City Council was called to order 1. Call to Order
by Mayor Linke at 7:30 PM on January 14, 1985.

Barb Haake, 3024 County Road I, asked the status 5. Residents Re -
of the City's lawsuit regarding the Anoka County quests and
Airport expansion, and what had occurred in the Comments from

Mayor Linke replied that the case is in litigation
and upon the advise of the City Attorney, they are
not making public their strategy for proceeding
with the lawsuit.

Director Thatcher reported there is a piece of 8. Report of

Councilmembers
Councilmember Blanchard asked Staff to review
the City's laws regarding the use of three wheel
vehicles within the City, and recommended they
compare it with New Brighton's, for compatibility.
Councilmember Hankner reported the Festivities
Commission would be meeting on January 15 at 7 PM
to begin discussing plans for the Festival in the
Park, which is scheduled for July 14.
Councilmember Hankner asked the status of a study
the Council had asked for, on the impact of
Chapter 40 requirements to the City.
Director Thatcher replied he would be ready to
give a verbal report to the Council at the next
agenda session.
Mayor Linke asked for Council approval on his
recommendations for appointments to commissions
in the City.
Motion/Second: Linke/Quick to reappoint Peg
Mountin and Josey Warren to the Planning
Commission, with Mrs. Mountin to be chairman,
and reappoint Wayne Burmeister and Cindy
Wermager to the Parks and Rec Commission, and
Lowell Uber to the Police Civil Service
Commission, and Robert Beutel and Russell
Warren to the Energy Commission, and advertise
for the vacancy on the Planning Commission, and
two vacancies on the Festivities Commission,
to fill the spots of Pat Coffey and Lisa Wester-
hausen, who do not wish to be reappointed,

Mayor Linke reported the City had been asked to
supply a resident of the City with a mailing list
of residents, and mailing labels, and recommended
Staff not supply this until a policy statement
is obtained from both Staff and the City Attorney.
Clerk/Administrator Pauley had no report, 11, Report of

Councilmember Blanchard reported the Mounds View
Lions Club would be making a presentation to the
Police Department at their February meeting, of
a recesitator and two first aid kits.
Police Chief Ramacher expressed the appreciation
of the Police Department for the new and very
valuable equipment donated by the Lions.

The Consent Agenda is a technique designed to expedite
handling of routine and miscellaneous official business of
the City Council. The entire agenda may be adopted by the
Council in one motion. The motion for adoption is
non -debatable and must receive unanimous approval. By
request of any individual Councilmember, an item can be
removed from the Consent Agenda and placed upon the Regular
Agenda for debate.

CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION ESTABLISHING POLICY GUIDELINES FOR SNOW REMOVAL
FROM SIDEWALKS AND FOR SNOW PLOWING DAMAGE TO MAIL BOXES
WHEREAS, the City desires to adopt policy guidelines
relative to snow removal from sidewalks and snow plowing damage
to mail boxes; and
WHEREAS, the City desires to assure the safety of
residents of the community by providing sidewalks in high traffic
areas thus eliminating potential pedestrian/vehicular conflicts;
and
WHEREAS, it is the desire of the City to adequately
maintain sidewalks meeting specific criteria; and
WHEREAS, mail boxes are susceptible to damage from the
City's snow plowing operations due to circumstances beyond the
control of the City and its snow plowing operators.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
r City of Mounds View that the City shall not accept responsibility
for damage to mail boxes and/or posts resulting From snow plowing
operations.
BE IT FURTHER RESOLVED that the City of Mounds View shall
plow all sidewalks in City and County rights -of -way immediately
adjacent to City and School District owned property.
BE IT FINALLY RESOLVED that property owners shall plow all
sidewalks immediately adjacent to their property with the
following exceptions:

CITY PROJECT 85-1
NOTICE IS HEREBY GIVEN that the City Council of the
City of Mounds View, Minnesota, will meet in the City
Hall, 2401 Highway 10, Mounds View, Minnesota, 55112,
at 7:40 p.m. on Monday, January 28, 1985 to review the
proposed reconstruction of Quincy Street from County
Road H-2 to County Road I. No assessment is proposed
for such improvement. The estimated total cost of such
improvement is $230,000.00.
Anyone desiring to be heard with reference to this
matter, may be heard at this meeting.

STATE OF MINNESOTA
RESOLUTION ESTABLISHING A POLICY REGARDING LISTS OF CITY RESIDENTS
WHEREAS, the City has received requests for copies of lists
Of City residents; and
WHEREAS, the Council has found and determined that the only
lists of City residents are: the utility billing register, the
voter registration file, and the parcel values of properties located
Within the City; and
WHEREAS, the Council desires to establish a policy regarding
requests for copies of these lists;
BE IT

Privacy Act and is not-vailable for public inspection the Data
BE IT FURTHER RESOLVED that the voter registration file and
the file of property values are available for public inspection
at City Hall during regularly maintained office hours;
BE IT FURTHER RESOLVED that any person requesting a partial
or full copy of the voter registration file and/or the file of
property values be advised that copies are available from the
Ramsey County Department of Taxation and Records Administration
as they maintain said lists and that the City does not posess
Proper equipment for the copying of such voluminous lists.

COMPARABLEWORTHRSDATA
STUDY
WHEREAS, Minnesota Statues 471.991 enacted in 1984
requires all political subdivisions in the State to
establish equitable compensation relationships among its,
employees; and
WHEREAS, the Metropolitan Area Management
Association, the Coalition of Outstate Cities, the Minnesota
Municipal Utilties Association and -other related public
jurisdictions desire to meet the requirements of the law
through a joint job evaluation study; and
WHEREAS, the Metropolitan Area Management Association
in consultation with representatives of outside cities and
after meeting and confering with representatives of
organized labor screened and selected Control Data Business
Advisors, Inc. as the consultant to perform the study; and
WHEREAS, the cost of the study is to be divided among
the participating jurisdictions in the following manner:
Each entity will pay a base charge of Three Thousand
Dollars ($3,000) and a charge per employee of Thirty-five
dollars ($35.00) per person.
NOW, THEREFORE, HE IT RESOLVED by the Council of the
City of Mounds View that it hereby approves participation of
the City in the Joint Comparable Worth Study to be conducted
by Control Data Business Advisors, Inc.
BE IT FURTHER RESOLVED that the sum of $4,390, to be
allocated f_om the city Contingency Account based on the
above specified formula be transmitted to the City of Golden
Valley, Minnesota which city has offered to serve as the
fiscal agent and contractor for the duration of the study.

WHEREAS, the City of Mounds View has been negotiating
with Teamsters Local 320 for the settlement of the 1985
Agreement; and
WHEREAS, the City of Mounds View and Teamsters Local
320 have reached a settlement on the terms of the 1985 Labor
Agreement.
NOW, THEREFORE, BF, IT RESOLVED that the aity provesncil
