MEETING MINUTES MO VIEW
1. CALL TO ORDER at 6:30 PM
2. SPECIAL BUSINESS
A. Oath of Office for Re -Appointed Commissioner Mills by Don Peterson

4, APPROVAL OF AGENDA: Motion to approve by Palm, 2nd by Mills. Motion Passed 6-0
5. APPROVAL OF MINUTES: November 21, 2024: Motion to approve by Wake Wiesner, 2nd by
Arel. Motion Passed 6-0
6. PUBLIC INPUT
Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full
name and address. Please limit your comments to three minutes. Council Member Julie Clark
had residents asking if we rent out our hockey rinks. It is not on our fee schedule. Don
Peterson says there has been hesitation in the past for renting the rinks because you cannot
guarantee the weather and condition of the ice. Is there any City liability if there is an injury due
to faulty ice. Coon Rapids rents out outdoor ice. Commission recommends coaches contact
Andy at MVCC. The city does not flood the rinks much after mid -February.
i. VOTE ON COMMISSION CHAIR, VICE CHAIR, SECRETARY: Nomination by Wake Wiesner,
2nd by Palm to nominate Commissioner Arel as Chair. Motion Passed 6-0. Motion by Palm,
2nd by Mills to nominate Commissioner Wake Wiesner as Vice Chair. Motion Passed 6-0.
Motion by Wake Wiesner, 2nd by Mills to nominate Commissioner Palm as Secretary. Motion
Passed 6-0.
8. STAFF REPORTS
A. Parks and Recreation - Andy - See attached report.
B. Public Works — Pete - See attached report
C. Council Member Meehlhause - Has been the Council liaison to the Commission for 8 years.
Now Council Member Julie Clark will be the new liaison. His advice: don't let the balance of
the Park Dedication Fund prevent the Commission from bringing an idea forward to the City
Council.
9. UNFINISHED BUSINESS
A. Park System Master Plan — Review Concept Plans and Open House Date Thursday. Feb 6,
2025 at the Community Center from 6-8 PM. Which version of Silverview Park would we
like presented? Concept 2. Do we have any opportunities for turfing and partner with the
school district for various sports and activities. Concerns about the pollinator field at
Groveland near the ball field with families and snacks nearby. In reality it is an infiltration
basin, but is not necessarily planned as a pollinator field with plantings.
10. NEW BUSINESS
A. Adding a lacrosse field to Silverview Park and taking down soccer goals, Memo- Thomas:
MVI Lacrosse want to rent Silverview Park soccer field and have it painted as a lacrosse
field from April 1 st through July 30th. Permanent goals would need to be removed, but if we
need to rent the field for soccer, we have some moveable goals to put in. MVI provided their
own goals last year, but we could consider purchasing goals in the future for other rentals.
Need to consider missed balls hit into the drive in and the south parking lot spaces. The
Commission is okay with the use, but directed Staff to inquire about the distance between
the field and the parking lot, and if there were any ball/car issues last year, and get a price
for a fence beyond the goal before the parking lot. Motion by Palm, 2nd by Bankston to
move forward with the repurposing of the field for lacrosse depending on any
concerns from the distance to the parking lot and ball/car impact. Resident at 7980
Fairchild Ave concerned about the comment on this repurposing deterring pickup
tournaments. Palm clarified that in the past organizations have had games and
tournaments without reserving the fields and paying for renting for upkeep. Resident has
concern about the BIPOC community that may play on the field as family and friend groups
being deterred from playing at the fields. Wake Wiesner clarified family and friend pickup
games are not the concern, we want the parks to be used; but specific team games and
tournaments that are not reserved. Motion Passed 6-0.
B. Story board trail sample & verbal report -Szurek: Ramsey County Library has about 20
different stores to put up. Direct Staff to ask if there are story boards in different languages
and try to get some if possible. Could have a story book walk for a couple hours on a given
day, or at the pop-up park events. Maybe just around the trail at different parks throughout
the summer. Also from the Community Center to the Splash Pad, from the library to
Silverview Park during the Festival in the Park. Do we need to plan out a calendar of
stories, dates, times, and locations?
C. Review 2025 Park Commission Meeting Calendar: March date is Spring Break, Many of us
usually miss the July meeting, and the October date is the Fall Festival. Motion by Arel,
2nd by Wake Wiesner to move the July meeting to July 31st (fifth Thursday), and
October meeting to October 30th (fifth Thursday), leaving the rest of the meetings
scheduled as is. Motion Passed 6-0.
11. COMMISSIONER REPORTS: New commissioners thanked the existing members for their past
work. Tribute Park Update: The City Council moved forward with the plan at the January 13th
meeting. The SBM Fire Department donated $50K to the park. Fundraising and brick sales are
open. Bricks are $250 and the are brochures and ordering online.

13. Next Regular Commission Meeting: February 27, 2025 joint meeting with City Council
