RESOLUTION 1180-25 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION RECOMMENDING APPROVAL OF THE ORDINANCE REZONING <br />THE PROPERTY AT 7861 GROVELAND ROAD <br />FROM B-2 LIMITED BUSINESS TO B-3 HIGHWAY BUSINESS <br />MOUNDS VIEW PLANNING CASE ZC2025-00003 <br />WHEREAS, The City of Mounds View ("City") owns the property at 7861 Groveland Road, zoned <br />B-2 Limited Business, legally known as: <br />AUDITOR'S SUBDIVISION NO. 89 N 116 FT OF S 761 FT OF LOT 57 <br />PIN 063023340061 <br />And, <br />WHEREAS, the City Administrator has requested the Property be rezoned to B-3 Highway <br />Business to accommodate future commercial development. <br />WHEREAS, the Mounds View Planning Commission has reviewed this request and examined the <br />potential adverse effects that could result from the rezoning. <br />NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission makes the <br />following finding of fact related to this request: <br />Findings of Fact for Approval <br />1) The City of Mounds View ("City") owns the property at 7861 Groveland Road, zoned B-2 Limited <br />Business, legally known as AUDITOR'S SUBDIVISION NO. 89 N 116 FT OF S 761 FT OF LOT 57; <br />PIN 063023340061. <br />2) The City Administrator has requested the Property be rezoned to B-3 Highway Business to <br />accommodate future commercial development <br />3) The requested rezoning is reasonable, appropriate, and in the best interests of the City. <br />4) The requested rezoning satisfies the standards in Section 160.450(E) of the Zoning Code relating <br />to possible adverse effects: <br />a. The Future Land Use Plan guides the property Mixed Use which is compatible with the <br />requested rezoning to B-3. <br />b. The property front Mounds View Boulevard, the City's busy commercial corridor. The <br />geographical area is appropriate for the B-3 rezoning. <br />c. The potential commercial uses on the property will not depreciate the area. <br />d. The adjacent properties to the north and east are commercial and future redevelopment <br />would include appropriate screening to the residential properties to the west. The <br />
