CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION RECOMMENDING APPROVAL OF THE ORDINANCE REZONING
THE PROPERTY AT 2833 MOUNDS VIEW BOULEVARD
FROM R-1 SINGLE FAMILY RESIDENTIAL TO B-3 HIGHWAY BUSINESS
MOUNDS VIEW PLANNING CASE ZC2025-00001
WHEREAS, the City of Mounds View ("City") owns the property at 2833 Mounds View Boulevard
("Property"), zoned R-1 Single Family Residential District, legally known as:
Lot 61 Auditor's Subdivision No. 89
PIN 063023310014
And,
WHEREAS, the City Administrator has requested the Property be rezoned to B-3 Highway
Business to accommodate future commercial development; and,
WHEREAS, the Mounds View Planning Commission has reviewed this request and examined the
potential adverse effects that could result from the rezoning.
NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission makes the
following finding of fact related to this request:
Findings of Fact for Approval
1) The City of Mounds View owns the property at 2833 Mounds View Boulevard, zoned R-1 Single
Family Residential District, legally known as Lot 61 Auditor's Subdivision No. 89, PIN
063023310014.
2) The City Administrator has requested the Property be rezoned to B-3 Highway Business to
accommodate future commercial development
3) The requested rezoning is reasonable, appropriate, and in the best interests of the City.
4) The requested rezoning satisfies the standards in Section 160.450(E) of the Zoning Code relating
to possible adverse effects:
a. The Future Land Use Plan guides the property Mixed Use which is compatible with the
requested rezoning to B-3.
b. The property front Mounds View Boulevard, the City's busy commercial corridor. The
geographical area is appropriate for the B-3 rezoning.
c. The potential commercial uses on the property will not depreciate the area.
d. The adjacent property to the west is commercial and future redevelopment would include
appropriate screening to the residential properties to the east and north. The requested
rezoning would not have significant impact on the character of the surrounding area.
e. The City's comprehensive plan identifies a need for commercial redevelopment along
Mounds View Boulevard.
NOW, THEREFORE, BE IT FURTHER RESOLVED that the Mounds View Planning Commission,
based upon the above findings of fact, does hereby recommend that the City Council adopt Ordinance
1037 rezoning the property at 2833 Mounds View Boulevard to B-3 Highway Business.
