Mayor Linke closed the regular meeting and opened 8. Public

Evan Greene of MnDOT reviewed the proposed signali-
zation of Highway 10 at Pleasant View Drive. He
reviewed the history of the request and the various
plans that have been proposed since 1977. He
explained they have not received the approval of
both Mounds View and Spring Lake Park on the same
plan and because of the safety improvement involved,
would request the approval at this time. The
project would be 90% federally funded and 10% local,
with the cities buying the right of way.
Mayor Linke recognized Mayor Don Masterson of Spring
Lake Park, and explained that Spring Lake Park is

Owen Egge, 8371 Pleasant View Drive, questioned why
the stoplight was proposed for Pleasant View Drive

interchange. He added that compensation would not be
given to the property owners for any change in the
value of their homes, but the City would be able to
establish traffic controls, such as allowing only

Gary Pali, 8422 Pleasant View Drive, stated he had
moved to his home seven years ato because it was a
quiet, pleasant residential area. He added C
sees ro value to the City of Mounds View by putting
the light at that location, but rather it benefits
Spring Lake Park only. He suggested looking at
alternative sites in Spring Lake Park or in conjuction
with the new Highway 10.
Mr. Egge explained the new Highway 10 is not the answer
to the safety problem, as demonstrated with the traffic
flow on Coon Rapids Boulevard. He added that a 1982
traffic count showed 299 vehicles per day traveled

Pleasant View so no one could get through at all.
Mayor Links stated closing Pleasant View off would
present problems for both the Police and Fire
Departments, although something might be worked out
for emergencies.
Mr. Greene stated they had looked at other plans but
none were feasible, and if they were to place it in
Spring Lake Park, they would have to use commercial
property, which is much more expensive to purchase,
and they would have to displace buildings and
businesses.
Meg Davis, 8392 Pleasant View Drive stated she would
rather have the commercial businesses disturbed than
the residential area.
Councilmember Hankner asked if a knock -down gate could
be installed at the end of Pleasant View, if it were
closed off, to allow emergency access.
Police Chief Ramacher replied they have installed
them in other parts of the City but have never had the
occassion to use them. All the squad cars and fire
department vehicles have keys in them for the gates.
He also pointed out the other areas are lower in
traffic than Pleasant View Drive.
Mr. Greene stated they could get more restrictive on
Pleasant View by allowing right turns only in and cut.
John Davis, 8392 Pleasant View Drive asked if a decision
had already been made, or whether the City could say no
at this point. He stated the residents have repeatedly
said they do not want the signalization at that location.
Mr. Greene pointed out the issue will not go away and will
only get worse, and something must be done as far as safety
is concerned.
Merl Lensing, 8310 Pleasant View Drive, suggested
reconsidering Spring Lake Park Road, which had been
proposed five or six years ago.
Mr. Greene stated they cannot go back in time, and
they are looking for a design that will be safe and
help everyone and not effect the property values.
Dolly Bruner, 8454 Pleasant View Drive, stated she has
had cars end up in her yard twice that have been hit on
the highway, and she would like to see stop signs added,
Larry Klemms, of MnDOT, reminded the residents that it
would be very important to have a signal for the children

and pedestrians to cross the highway for the
beach and recreational facilities on the other side.
Councilmember Hankner suggested some things that
could be done to help control the traffic at that
location, such as signage, not allowing traffic
from the frontage road onto Pleasant View, and so
forth.
Mayor Linke reminded the residents that the purpose
of the meeting in for the Council to get input from
them, and the Council has not yet made a decision.
Mrs. Davis stated she was sensing a trade-off, and
they were just moving the hazardous area, since it
would be beneficial to Spring Lake Park.
Councilmember Haake stated she was familiar with the
issue as she had been on the Planning Commission in
1977 when it was first discussed. She stated that
while she does not want to be an unfriendly neighbor
to Spring Lake Park, Pleasant View Drive is a very
nice road and she would like to study all the
alternatives before making any decision.
Mayor Linke reminded the residents that the Coupcil
would not be making a decision tonight but would be
sitting down later to discuss all aspects.
Don Masterson, Mayor of Spring Lake Park, stated
that the side effects are a very unfortunate situation
and he hopes Mounds View will look at the alternatives
to lower the impact. He added the stoplight is
critical to the long, term safety of the general area,
and while he agreed it is primarily a Spring Lake
Park problem, it does involve Mounds View also. He
added that the cost to Spring Lake Park will be
approximately $100,000 but if they had to purchase
the commercial property, it would be several hundred
thousand dollars.
Mayor Linke closed the public hearing at 8:26 PM and
reopened the regular meeting.
Mayor Linke reviewed the purpose of the consent agenda
for those present.

that was not the original intent. He added the

the neighbors who would report them.

the City— rights of appeal, to comply with the
order for judgement of the Ramsey County District
Court relative to Court File No. 484143 granting
Gregory A. Johnson's application for a rezoning of
his property at 2865 Highway 10 from R-1 single
family to B-3 commercial highway use with conditional
use permit for highway auto repair and with con-
ditional use permit for highway auto repair shall
contain the following restrictions: the erection and
maintenance of a privacy fence as required by the
Municipal Ordinance, the maintenance of the property
in a reasonable clean condition, the maintenance of
reasonable business hours for conducting his
business, and the restricted use of lighting so as
not to disrupt the enjoyment of property by residential
property owners.

Bob Beutel, Chairman of the Energy Council, reviewed 12. Report on
the workings of the Energy Council and introduced Energy Consery
Rita Docken, the Energy Coordinator. Progr*i
Ms. Docken reviewed the activities of the Energy
Council, which was formed in May 1984, and the
seminars and energy audits that have been performed.
Councilmember Blanchard reported she had taken part
in the seminar and workshop and found them very
informative and strongly recommended people attend
them.

The Council thanked the Energy Council and Ms. Docken
for the work they have done.
Park Director Anderson distributed copies of the
1984 annual report for the park department. He
reviewed various financial aspects of the budget
and gave examiles of the income received and how
it is spent. He also reviewed the activites
of the Park and Rec department for 1984 and the
first quarter of 1985 and outlined upcoming
plans for that department..
Police Chief Ramacher reviewed the first quarter
1985 activities of the Police Department. He
reported they are involved in the selection
process for a new police officer and have narrowed
down the field from the 147 applications received.
He reported Jack Chambers has been promoted to the
position of investigator, and the Community
Service Officer has started.
Chief Ramacher reported the City will be complying
with the request from the Minneapolis Star and
Tribune for a listing of the arrests and crime
information from the department, which will be
published weekly. He reported it would also be
reported in the New Brighton Bulletin.
Chief Ramacher also reviewed the training the
department had received during the first quarter.
Director Thatcher reviewed the permits issued and
the inspections done during the first quarter. He
also handed out a map of the proposed street
maintenance projects for 1985, and reviewed the
activities of the public works department.

reading and adoption of Ordinance No. 386, an
ordinance amending Ordinance Number 319 granting a
franchise to Croup W Cable of the North Suburbs,
Inc., a Minnesota Corporation, to operate and
maintain a cable communication system in the City,
and waive the reading.

Director Thatcher reviewed the bids received for 16. Report of
well and pump maintenance on Well #4. Public Works/

specifications.

Councilmember Blanchard reported the Planning
Commission had received input from the residents
on March 20 regarding the Kunz Oil Co. and will
be making a recommendation to the Council soon.
Councilmember Haake thanked everyone for their
vote in the special election and stated she would
do her best to represent their interests. She
also reported she had attended the meeting sponsored
by the Ramsey County League of Local Governments for
newly elected officials, along with Mayor Linke, on
March 16 and found it very helpful.
Mayor Links reported he had attended a meeting with
Clerk/Administrator Pauley with the Met Council
systems committee, on the EAW and EIS programs and
reviewed what had occurred. He reported the full
Met Council will be considering tiie issue this
Thursday and asked that Clerk/Administrator be
given the authority to represent the Council at
that meeting and ask that further study be done on
the issue.

at the March 28 Met Council meeting.

Mayor Linke reported he had attended a meeting with
Clerk/Administrator Pauley on March 22 with the
director of the Ramsey County Public Libraries, on
a proposed site in Mounds View, which if built,
would be between 1995 and 2000. He stated they
would like to have the Library Board revise their
schedule to build the library within the next few
years, and stated he would lwke the City to send
a letter to the Ramsey County Library Board and
Commissioners, stating that the City would provide
the land free of charge for the proposed building.
The land is approximately 3 acres in size, at the
corner of Long Lake Road and Highway 10.
Clerk/Administrator Pa,:ley added the location is
within 150' of the location they have in mind already.

the Ramsey County Library Board and Ramsey County
Commissioners to suggest the offering of the land
at the extreme western end of the Mounds View City
Hall property for the construction of a library,

SUBJECT: FULL-TIME TEMPORARY WORKER
I recommend hiring Galen Joseph Kelash to help inspect the M.S.A.
Street Project 1985. The money to fund this position will come
from the M.S.A. program. Last year, Galen helped inspect the 1984
M.S.A. Street Project and his performance was supOrb. The duration
of this position will be 66 days and Galen can start on April 22,
1985. I recommend paying $6.50 per hour for his services.
RECOMMENDATION:
I recommend hiring Galen Joseph Kelash for the subject project at
$6.50 per hour. The money for this position is included in the
1985 M.S.A. Street Project Budget.

SUBJECT: ORDINANCE AMENDING THE MUNICIPAL CODE BY AMENDING
CHAPTER 70 ENTITLED, "MUNICIPAL WATER SYSTEM" AND
RESOLUTION REVISING NEW WATER CONNECTION CONTRIBUTION
Attached please find a copy of proposed Ordinance No. 385 entitled,
"An ordinance Amending the Municipal Code of Mounds View by
Amending Chapter 70 entitled, "Municipal Water System" and also
find attached a proposed resolution entitled, "Resolution Revising
New Water Connection Contribution".
I have discussed the proposed ordinance and proposed resolution
with Attorney Meyers. Attorney Meyers suggested removing the
contribution amount from the Ordinance and placing the contriuution
amount in a resolution so the City Council could change the amount
from time to time without amending the ordinance.

STATE OF MINNESOTA
RESOLUTION REVISING NEW WATER CONNECTION CONTRIBUTION
WHEREAS, Chapter 70.01 of the Municipal Code calls for the
establishment of a trunk, source and storage contribution for new
water connections by resolution of the City Council;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Mounds View that whenever a new water connection is
constructed, the owner shall pay to the Municipality a trunk,
source and storage contribution detailed as follows:
property zoned R-1, R-2, R-3, R-4 and R-5 shall pay a contribu-
tion of $200 per dwelling unit.
In the case of other than residentially zoned property, the
contribution shall be the larger of the following:
1) $800 per acre
2) $200 per 36,000 gallons of water used per quarter
The property owner shall provide a water usage estimate for
approval by the City Engineer. If the gallons of water used
during any quarter of the first two (2) years of water usage
exceeds the estimate approved by the City Engineer, the fee
will be adjusted upward. The City shall not lower the fee
if the water usage is less than the estimate.

AN ORDINANCE AMENDING THE MUNICIPAL CODE OF MOUNDS VIEW BY
AMENDING CHAPTER 70 ENTITLED, "MUNICIPAL WATER SYSTEM"
The Council of the City of Mounds View does hereby ordain:
SECTION I. Chapter 70.01, Subdivision 2, Paragraph (b) is
deleted.
SECTION II. Chapter 70.01, Subdivision 2, is amended by
adding the following:
(b) Whenever a new water connection is constructed, the
owner shall pay to the Municipality a trunk, source and
storage contribution as established from time to time
by resolution of the City Council.
Such contributions shall be reserved solely for the
purpose of funding construction, replacement,
modification or major maintenance of water trunk lines,
wells, towers or reservoirs and the debt service
thereon as specifically authorized by the City
Council. (282)

SUBJECT: USE OF JOHN JOHNSON'S SERVICES
This memo is in response to Clerk -Administrator Pauley's request
for a policy statement• on the use of John Johnson's services. As
you know, John Johnson is the consulting engineer who prepared the
City's latest storm water management study. Recently, we used his
services to size the storm sewer improvements for the M.S.A. street
project in 1985. John uses an IBM personal computer and software
developed by the Illinois State Survey. The program is called the
Illinois Urban Drainage Area Simulator (ILLUDAS). John used this
program and his IBM personal computer to analyze the storm sewer
for the M.S.A. 1985 Street Project in December of 1984 and January
of 1985. Storm sewer sizing should be conducted during that time
of the year so that plans can be prepared and approved by the state
so that construction can begin in the spring.
Since the City has now purchased an IBM (XT) personal computer.
The City could save some consultant fees by purchasing the software
from the Illinois State Water Survey. Mr. Johnson tells me that if
the program is purchased through Illinois, the cost is
approximately $300. The program will run on the computer the City
purchased.
If I was so write a policy on the use of John Johnson's services or
consulting engineering services in general, I would write the
following:
If the City has the talent, expertise, knowledge, ability, time,
and equipment to conduct engineering work in-house, the work
should be done in-house. If any of the above mentioned criteria
is missing, the City should consider hiring a consultant to
conduct the work.
I will be glad to discuss this issue with you on Monday night.

We have reviewed the subject codes, Chapters 58, 59, 60 and 61.
The subject codes are rules and regulations on swimming pools,
permit fees, buiding code and license fees, and plumbing code,
respectively.
The codes are more than adequate in their present form and do not
need revision at the present time.

Dear Mr. Thatcher:
Thank you for your letter requesting quotations for street sweeping in
the city of Mounds View, Minnesota. We will furnish a Elgin Pelican
model S sweeper, operator, fuel, lubricants and brooms at the rate
of $46.50 per hour, total not to exceed $4,650 for sweeping all municipal

The machines that we will be using for this service are as follows:
(2) 1981 Rosco hydrostatic, cab enclosed, one-way brooms.
(These machines are faster and more economical in rural -type
areas where there is no curb and gutter.)

SUBJECT: RADIO EOUIPMENT PURCHASE
As you may recall in 1984 the City Council authorized the
purchase of a radio and accessory equipment for use in Civil
Defense emergencies which is located as a base in the Police
Department except when an emergency occurs in the City of
Mounds View at which time it will be placed in my vehicle
which had the appropriate equipment installed for the quick
connection of the radio system. In 1985 the City received a
donation from the Mounds View Lions Club to purchase this
equipment, however, since it had been purchased in 1984 and
was .charged to the 1984 budget the 1985 donation from the
Lions Club cannot be considered as a direct offset to the
1984 expense.
The radio equipment has worked most satisfactorily for the
City, in fact, in 1985 the City purchased an additional
radio of this type for placement in a public works vehicle
containing only the public works channels as it is
approximately one-half of the costs of those radios the City
had previously been purchasing for our public works
equipment. In discussing this system with Chief Ramacher it
was agreed that in order to improve our capabilities for
intercommunication, particularly during emergency
situations requiring intercommunication with Ramsey County
and other jurisdictions, another of then radios be
purchased for placement in the unmarkeG vehicle assigned for
his use. In discussing this with Ramsey County Emergency
Services I have been advised that they will be ordering
radios of this type within the next few weeks and that we
might obtain a radio through their purchase order for the
approximate cost of $370.
Staff would request Council authorization to purchase such a
radio on the basis that it would improve our daily and Civil
Defense Radio communications and that funds would be
available for the purchase of the radio through the Lions
Club contribution.
RECOMMENDATION: Council authorize purchase of a Wilson
WH2516 Programmable 16 Channel Radio at the approximate cost
of $370 for installation in the Police Department unmarked
squad assigned to Police Chief Ramacher.

SUBJECT: USE OF CITY GARAGE BY CITY STAFF FOR MAINTENANCE
AND REPAIR OF PERSONAL VEHICLES
Prior to November of 1983 it had been the practice of City
Staff, particularly members of the Public Works Department,
to use the City's Public Works Garage facilities for
maintenance of their personal vehicles. As a result of an
investigation I conducted regarding charges filed by certain
members of the Public Works Department against other members
of that department, I learned that this privilege was being
abused significantly by several members of that department.
As a result of that investigation Council approved the
establishment of ten operational rules and policies for the
Public Works Department which included a prohibition on the
use of City equipment and facilities for the repair or
storage of personal items.
Public Works Foreman Steve Rose has submitted to me a
memorandum dated February 13, 1985, copy attached,
requesting that Public Works employees be authorized to
again use the wash bay area of the maintenance garage for
maintenance of their personal vehicles with certain ground -
rules being established as listed in his memorandum. This
item was discussed at the February 18, 1985 Agenda Session,
however, no decision was made by the Council at thac time as
one member of the Council was absent and it was a stated
desire of the three members present to have all Council -
members give input on this issue.
I have placed it on the April 1st Agenda Session agenda for
your consideration and have requested Public Works Foreman
Steve Rose's attendance at this meeting to review his
rationale for his recommendation. Staff would appreciate
Council direction on this matter.

SUBJECT: SHOP GARAGE USE
Per our earlier discussions regarding the above matter, I would
like to receive authorization to allow City employee use of the
wash bay area of the maintenance garage.
I recommend the following ground rules be used in the use of the
wash bay garage area:
1) Only vehicles registered by the City employee or his/her
spouse are allowed on City property.
2) Repairs should he minor (i.e., change oil, wash car, minor
muffler work and/or shocks, change tires, etc.). If there
are any questions as to whether the repairs to be under-
taken are major or minor, permission should be received
from the Public Works Foreman.
3) materials used shall be limited to water, air, soap and
grease.
4) Use of City tools will be allowed only by request and they
will be layed out during the time needed by the Mechanic
or Public Works Foreman.
5) Use of the hoist will only be allowed if more than one
person is in the wash bay area. Secondly, the person
operating it must be qualified and knowledgable about the
use of the hoist.
6) No use of wash bay during City working hours.
7) A calendar will be posted for sign up requests.
8) The tool room and supply room are off limits after working
hours during private use of the garage, secondly, the
private use of City tools is not allowed. Anyone found
in violation of either of these rules will be reprimanded
accordingly.

RESOLUTION ESTABLISHING POLICY FOR THE REIMBURSEMENT OF
BUSINESS RELATED MEAL EXPENSE
WHEREAS, it is recognized that in the normal course
of the performance of City business, members of the City
Staff will be required to attend meetings requiring the
payment of meal related costs for themselves and others; and
WHEREAS, it is the desire of the City Council to
establish a policy for the reimbursement of such legitimate
business expenses.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Mounds View establishing the following policy
for the reimbursement of business related meal expenses.
Department Heads of the City of Mounds
View and their subordinates, when
authorized by the Department Head to
r' incur such expense, will be reimbursed
by the City for the cost of legitimate
business related meal expenses, that is
when a business meeting is necessary or
desireable and City related business is
discussed. Eligible expenses shall be
limited to the cost of the meal(s),
alcoholic beverages for individuals who
are not City employees, non-alcoholic
beverages for City employees, and a
maximum 15% tip.

Elliott -Hendrickson was being made after being
reimbursed by the developer, and the City was
merely forwarding payment on. He added the
Mermaid payment was most likely in conjunction with
the winter carnival events that had taken place

Mayor Linke reported the Ramsey County League of
Local Governments would be sponsoring a meeting for
newly elected officials at the Roseville Holiday Inn
at 8:30 AM on Saturday, March 16. lie stated he
planned on attending and would contact the winner of
the March 12 special election to invite them also.
Mayor Linke reported the entire Council had attended
the airport hearing in Blaine last week, and reviewed
what occurred. He stated it was the concensus of
those present that the EIS and scoping documents were
inadequate.
Clerk/Administrator Pauley reported he had spoken
with Sandra Gardebring of the Met Council and she
had reviewed the documents available on the airport.
He added the PCA will also be submitting comments,
and they will be doing new noise level readings in
Mounds View in the spring and summer.
Clerk/Administrator Pauley updated the Council on
plans for the special election and asked that they
be present to witness the counting of the ballots.
He explained that if the State approves the use of
the machine which counts the ballots, it would be
presented for purchase in the 1986 budget, at a cost
of $13,000.00.
Clerk/Administrator Pauley reported they will meet
at 9:30 PM on March 12 to certify the election, and
if the results are not contested, the newly elected
member will be sworn in on March 25. He also advised
that the March 25 meeting will be broadcast live over
cable.

AN ORDINANCE AMENDING THE MUNICIPAL CODE OF MOUNDS VIEW BY
AMENDING CHAPTER 25 ENTITLED, "STORM WATER MANAGEMENT FUND"
The Council of the City of Mounds View does hereby ordain:
SECTION I. Chapter 25.04 is amended by adding the
following:
If the City Engineer determines that applicant's land
contributes storm water to a storm sewer needing improvement or
additional monitoring (as identified in the storm water management
study dated July 16, 1984), the applicant shall pay the SWM
charge. If the City Engineer determines that the applicant's land
does not contribute storm water to a storm sewer needing
improvement or additional monitoring, the applicant shall pay 20%
of the SWM charge.
SECTION II. Chapter 25.05, Subdivisions 1, 2, 3 and 4 are
deleted.
SECTION III. Chapter 25.05 is amended by adding the
following:
Subdivision 1. New Developments. The SWM charge for any
parcel of land upun which there is no existing principal building,
as defined under Chapter 40 of the Municipal Code, shall be as
described below:
a) The minimum SWM charge shall be twenty-five dollars
($25.00).
b) No provision herein shall be construed to prohibit the
payment of more than one SWM charge for a specific
parcel of land.
c) The SWM charge shall be zero whenever a building permit
is issued for the addition, alteration, or improvement
to an existing single family residential structure or a
lot which has an existing single family residential
structure in an R-1 zoned district.
