The entire agenda may he adopted by the Council in one motion. The motion for adoption is non - debatable and must receive unanimous approval. By request of any individual Councilmember., an item can be removed from the Consent Agenda and placed upon the Regular Agenda for debate. ITEM A. EXPENSE WHEREAS, it is recognized that in the normal course of the performance of City business, members of the City Staff will be required to attend meetings requiring the payment of meal related costs for themselves and others; and WHEREAS, it is the desire of the City Council to establish a policy for the reimbursement of such legitimate business expenses. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Mounds View establishing the following policy for the reimbursement of business related meal expenses. Department Heads of the City of Mounds View and their subordinates, when authorized by the Department Head to incur such expense, will be reimbursed by the City for the cost of legitimate business related meal expenses, that is when a business meeting is necessary or desireable and City related business is discussed. Eligible expenses shall be limited to the cost of the meal(s), alcoholic beverages for individuals who are not City employees, non-alcoholic beverages for City employees, and a maximum 15% tip. Works/Community Developme / r 4 DATE: April 3, 1985 SUBJECT: DESIGNATION OF M.S.A. STREETS As you may recall, the City proposes to add the M.S.A. designation to the following unconstructed streets: 1) Woodale Drive from Edgewood Drive to Highway 10 2) Pinecrest Street from Highway 10 to Highway 10 3) Jackson Drive from County Road H to County Road H-2 The request was submitted to the Department of Transportation (MnDOT). I regret to inform you that MnDOT has, at this time, only approved adding Woodale Drive from Edgewood Drive to Highway 10 to the M.S.A. system. The other two streets were apparently not approved at this time because MnDOT is in the process of changing their philosophy on which streets should be on the M.S.A. system. I am presently working with MnDOT to place these other two streets on the M.S.A. system. Since adding Woodale Drive from Edgewood Drive to Highway 10 is an improvement to the system, I have attached a resolution for your approval. Adding this street to the M.S.A. system will probably increase the revenue from M.S.A for street reconstruction by approximately $2,000 per year. RECOMMENDATION: I recommend approval of Resolution No. 1R80. I will continue to vigorously negotiate for the placement of the other two streets on the M.S.A system. SWT/bc Attachment El RESOLUTION NO. 1880 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION ESTABLISHING MUNICIPAL STATE AID STREET WHEREAS, it appears to the City Council of the City of Mounds View that the street hereinafter described should be designated a Municipal State Aid street; NOW, THEREFORE, BE IT RESOLVED that the road described as follows, to -wit: Woodale Drive from Trunk Highway 10 to Edgewood Drive (0.35 miles) be, and hereby is established, located, and designated a Municipal State Aid Street of said City, subject to the approval of the Commissioner of Highways of the State of Minnesota; BE IT FURTHER RESOLVED that the City Clerk -Administrator is hereby authorized and directed to forward two certified copies of this resolution to the District State Aid Engineer for his consider- ation and approval. M A 9. d 7 ORDINANCE NO. 385 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA AN ORDINANCE AMENDING THE MUNICIPAL CODE OF MOUNDS VIEW BY AMENDING CHAPTER 70 ENTITLED, "MUNICIPAL WATER SYSTEM" The Council of the City of Mounds View does hereby ordain: SECTION I. Chapter 70.01, Subdivision 2, Paragraph (b) is deleted. SECTION II. Chapter 70.01, Subdivision 2, is amended by adding the following: (b) Whenever a new water connection is constructed, the owner shall pay to the Municipality a trunk, source and storage contribution of $200 per residential zoned property or the larger of the following: 1) $800 per acre 2) $200 per 36,000 gallons of water used per quarter. The property owner shall provide a water usage estimate for approval by the City Engineer. If the gallons of water used during any quarter of the first two (2) years of water usage exceeds the estimate approved by the City Engineer, the fee will be adjusted upward. The City shall not lower the fee if the water usage is less than the estimate. Such contributions shall be reserved solely for the purpose of funding construction, replacement, modification or major maintenance of water trunk lines, wells, towers or reservoirs and the debt service thereon as specifically authorized by the City Council. MEMO TO: Clerk -Administrator and City Council FROM: Director of Public Works/Community Development DATE: April 3, 1985 SUBJECT: STREET LIGHT PETITION Attached please find the following: 1) Street light petition received March 29, 1985 2) Location map 3) Resolution No. 946 (which is the City's street light installation policy). The location map shows that the street light is proposed to be placed on the walkway between Erickson Road and Quincy Street near Pinewood School. The map also indicates the location of the existing street lights. Please note that their is an existing street light in the middle of the walkway between Erickson Road and Adams Street and an existing street light at the intersection of the walkway and Quincy Street. The petitioners property is indicated by a small dot on each lot. Action Required: Accept, table or deny this petition for a street light. All signatures of persons on the petition shall mean their consent to the location of the light, on or near their property. The petition shall include signatures of consent of the property owner directly affected by the final location unless it is determined by the City Council that the requested streetlight is in the interest of preserving the health and safety of residents of the area. A property owner shall br, docmed to be affected if his/her property is within 200 feet in any street direction from the pro- posed streetlight location on either side of the street. A property owner directly affected shA1l be one whose property the light is on, abutts, or is directly adjacent (opposite side of street). (2) The proposed location shall sleet at )east one of the following criteria; intersections, sharp curves, cul de sacs, uuad ends, long blocks, vandalized areas, or mid - block pedestrian crosswalks. A showing of need for a similar criteria may also qualify. The criteria must be related to a need for public safety. (5) Streetlights shall be included in all public improvement prujects according to the above criteria.
