I, the undersigned, being the duly qualified City Administrator of the City of
Mounds View, Minnesota, hereby certify that I have carefully compared the attached and
foregoing with the original thereof on file in my office, and the same is a full, true and
complete copy thereof, insofar as the same relates to:

PROCLAMATION
MAYOR HOWARD NEISEN
WHEREAS, the City of Mounds View, Minnesota, mourns the passing of
Howard Neisen, a dedicated public servant and former Mayor of our city; and
WHEREAS, Mayor Neisen served the residents of Mounds View in 1970 and
1971 as Council Member and 1972 through 1974 as Mayor of the City of Mounds
View; and
WHEREAS, Mayor Neisen also served as a Minnesota State Representative from
1975 through 1978; and
WHEREAS, Mayor Neisen served our community with steadfast commitment
and a genuine passion for our community; and
WHEREAS, we remember Mayor Neisen not only for his professional
accomplishments but also for his creativity, warmth, kindness, and dedication not only
to the residents of Mounds View, but to his family and many friends; and
WHEREAS, the City of Mounds View will honor the memory of Mayor Neisen
by donating to the American Parkinson Disease Association, Minnesota Chapter.
NOW, THEREFORE, BE IT RESOLVED that 1, Zach Lindstrom, Mayor of
the City of Mounds View, do hereby proclaim March 24, 2025, as a day of
remembrance for Mayor Howard Neisen and honor his legacy of service and dedication
to otr community.
IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal
of the, City. of Mounds View, Minnesota to be affixed this 24' day of March, 2025.

Dear Neisen family,
The Mounds View City Council and Staff are deeply saddened to hear that your
loved one, former Mounds View Mayor Howard Neisen, passed away last month.
The City Council acknowledged him at our March 24, 2025, City Council meeting
by reading aloud the enclosed Proclamation. On behalf of City Council and Staff, I
present to you the enclosed proclamation in his honor.
The City of Mounds View has also made a monetary donation to the Minnesota
Chapter of the American Parkinson's Disease Foundation in his memory.
We hope that your memories of Howard bring you comfort in this sad time.
