4. APPROVAL OF AGENDA
A. Monday, March 10, 2025, City Council Agenda.
MOTION/SECOND: Gunn/Clark. To Approve the Monday, March 10, 2025, agenda as amended
adding Item 6B to allow for a Presentation from Congresswoman Betty McCollum’s
Representative.
Ayes – 5 Nays – 0 Motion carried.
5. CONSENT AGENDA
A. Approval of Minutes: February 24, 2025.
B. Just and Correct Claims.
MOTION/SECOND: Meehlhause/Smith. To Approve the Consent Agenda as presented.

6. SPECIAL ORDER OF BUSINESS
A. Resolution 10061, Appreciation of Mounds View Economic Development
Commissioners.
Council Member Meehlhause read a Resolution of Appreciation for the Mounds View Economic
Development Commissioners in full for the record and thanked the EDC Commissioners for their
dedicated service to the City of Mounds View.

City Administrator Zikmund explained an appreciation luncheon was held for the EDC members
last Wednesday and noted Council Member Meehlhause was in attendance as he has served as the
long-time liaison for this group.
MOTION/SECOND: Clark/Meehlhause. To Waive the Reading and Adopt Resolution 10061,
Appreciation of Mounds View Economic Development Commissioners.
Council Member Meehlhause indicated he had the privilege of serving on the EDC and noted he
had a hand in recruiting three members on the EDC. He explained he was very proud of the great
work that was done by this Commission.
Mayor Lindstrom thanked the EDC members for their service to the City.

B. Presentation from Congresswoman Betty McCollum’s Representative.
Charlie Hammond, representative from Congresswoman Betty McCollum’s office, introduced
himself to the City Council and discussed community project funding that was available for local
projects. He explained this funding was available for cities through local legislators for projects
that were shovel ready, one-year projects and have community support.
Council Member Meehlhause invited Congresswoman Betty McCollum to attend the Tribute Park
grand opening, which will be held on Saturday, September 13, 2025.
7. PUBLIC COMMENT
Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the
City Council during Public Comment.
Vince Meyer, 8380 Spring Lake Road, requested the City address the design of Spring Lake Road
roadway because the road was made too narrow. He recommended the City speak with the
engineering firm that designed this roadway. He asked that he be allowed to clear the trail, because
the City was not doing a good enough job for snow removal.
Russell Zach, 8431 Pleasant View Drive, stated he received a letter in the mail from the City noting
the Rainbow Tree Service has no record of taking his tree down, but the arborist put a notice on
his door. He expressed concern with the lack of notice he was given before the tree was removed.
He reported the City was required to give 30 to 60 days notice and this was not done for the tree
on his property and now the City was trying to collect $500 from him for the tree that was removed.
He indicated the tree that was removed was not in the boulevard and was not a $1,000 tree. He
stated he would not be paying the City $500 and if he continued to receive letters from the City he
would be taking the next step. He reported the City was taking illegal action against him and
reiterated that he would not be paying the $500 bill.

Mr. Meyer commented on the mountain of dirt that had been created at Ardan Pond. He expressed
concern with the work that was being done noting the project area currently looks terrible.
8. COUNCIL BUSINESS
A. PUBLIC HEARING: Resolution 10068, Approving a Chicken-Keeping
License for Shelly Rosene, 2809 County Road H2.
City Administrator Zikmund requested the City Council approve a chicken-keeping license for
Shelly Rosene at 2809 County Road H2. He reported all necessary paperwork and fees have been
submitted to the City and staff recommends approval.
Mayor Lindstrom opened the public hearing at 6:22 p.m.
Shelly Rosene, 2809 County Road H2, thanked the City for considering her request. She explained
she would like to have eight hens on her property.
Hearing no further public input, Mayor Lindstrom closed the public hearing at 6:23 p.m.

City Administrator Zikmund requested the Council approve the second reading for these
ordinances, noting the Council heard the first reading at the February 24, 2025 City Council
meeting. He explained the Council would have to approve each Ordinance individually as a roll
call vote was required.

C. Resolution 10072, Accepting the Completed Plans and Specifications for the
2025 Street Project and Authorizing Bidding of the Project.
Public Works/Parks and Recreation Director Peterson requested the Council accept the completed
plans and specifications for the 2025 Street Project and authorizing bidding of the Project. He
reviewed the roadways that were included in the project area and noted he was working with the
City Attorney to expand the City’s right of way in some areas. He commented the plan was to put
this project out for bid on March 14 with a bid opening held on April 4. The Council would then
accept the bids and award the contract on April 14.

Accepting the Completed Plans and Specifications for the 2025 Street Project and Authorizing
Bidding of the Project.

9. REPORTS
A. Reports of Mayor and Council.
Council Member Smith reported the Ramsey County League of Local Government would be
meeting on Tuesday, March 11.
Council Member Smith explained she would be attending a Cable Commission meeting on
Thursday, March 20.
Council Member Clark encouraged the public to attend the Easter Egg Hunt on Saturday, April 19
at 9:00 a.m. She noted volunteers were needed to assist with filling and putting the eggs out at City
Hall Park.
Council Member Clark reported the Festival in the Park Committee would be meeting next on
Tuesday, April 1.
Council Member Clark invited the public to attend the Mounds View Lions St. Patrick’s Day
Celebration at the Community Center on Sunday, March 16 from 3:00 p.m. to 6:00 p.m.
Council Member Meehlhause stated on Tuesday, February 25 he attended Convention Bureau 101
with the Twin Cities Gateway, along with Council Member Gunn. He asked that staff from the
Twin Cities Gateway Bureau be invited to a future City Council meeting.
Council Member Meehlhause indicated he would be attending a Twin Cities Gateway Board
meeting on Tuesday, March 18.
Council Member Meehlhause commented he would be attending an NYFS Finance meeting on
Wednesday, March 19.

Council Member Gunn stated she would be attending a Mounds View Police Foundation meeting
on Tuesday, March 11 at 5:30 p.m. and then a Tribute Park meeting at 6:30 p.m.
Council Member Gunn reported on Tuesday, March 25 there would be a 3 on 3 basketball
tournament at the Mounds View Community Center.
Council Member Gunn explained the Senior Resource Fair would be held on Wednesday March
26 beginning at 9:30 a.m.
Council Member Gunn stated the Mounds View Police Foundation was selling little Grizz dolls
for $20 to raise funds for the police foundation. She indicated Coffee with a Cop would be held
next on Saturday, March 29.
Mayor Lindstrom asked if the City Council would be meeting with Ramsey County on March 17.
City Administrator Zikmund reported the Council would be meeting with Ramsey County on April
21.
Mayor Lindstrom reported he attended a Regional Council of Mayors meeting earlier in the day
where the group received an update from ICE and the BCA.
Mayor Lindstrom stated he attended a nine-hour clemency meeting last Friday.
Mayor Lindstrom indicated the Community Engagement Committee met last week and will
continue to meet on even months for the remainder of 2025.
B. Reports of Staff.
Finance Director Bauman reported the City’s audit was now complete.
Public Works/Parks and Recreation Director Peterson discussed the summer programming that
would be offered in the City’s parks this summer. He reported the Explore More Summer Camp
would be held June 9 through August 27.
Public Works/Parks and Recreation Director Peterson explained the City did not have any lead
pipe service lines, but noted testing was still required for 15 houses built from 1983 and 1985.
• Discuss Special Meeting Dates for Continuation of 2026-2028 Strategic
Plan Update
City Administrator Zikmund questioned when the Council wanted to meet again to continue
discussions on the 2026-2028 strategic plan.
Council Member Clark supported the Council hold this meeting on Monday, March 17 at 6:00
p.m. The Council was in agreement.

City Administrator Zikmund provided the Council with an update on the Spring Lake Road street
improvement project. He explained the City could not do anything until the project was closed out.
He reported both J Con and Schifsky went out of business. He noted once the project was closed
out the warranty work on the concrete could be addressed.
City Administrator Zikmund reviewed a list of grants the City could pursue and stated he would
like the Council to further review this list at the strategic planning meeting on Monday, March 17.
City Administrator Zikmund reported he along with Council members Gunn and Meehlhause
attended City on the Hill and had a meeting with Representative Moller where missing middle
housing was discussed.
City Administrator Zikmund indicated he had two resident families reach out to him regarding the
I-35W Bridge Collapse. He stated he invited these families to participate in the grand opening for
the Tribute Park.
10. Joint Council/Charter Workshop: Tuesday, March 18, 2025 at 6:30 p.m.
Next Council Work Session: Monday, April 7, 2025, at 6:00 p.m.
Next Council Meeting: Monday, March 24, 2025, at 6:00 p.m.
11. ADJOURNMENT
