Statement of Public Purpose It is found that there is a need for new development in the City of Mounds View, Minnesots, to encourage development both within and without areas which are already Wilt up to provide employment opportunities to improve the local tax base and to improve the general tax base of the state. Development Program The municipal development district is :>rr.io created for the purpose of suisting fu,ure developers with certin public costs associated with commercisi/office development. 74e City of Mounds View is authorized to use eminent do.nain, issue bonds and to acquire, construct, reconstruct, improve, alter, extend, operate, rnaintam and promote development programs in each municipal development district created. In this municipal development district, the City may participate in the cost of land acquisition, street upgrading, relocation, utilities, storm and sanitary sewers. Tax increments may be utilized to the extent they arc available to assist in the financing of land acquisition and other approved public costs, including those listed above. 1. Statement of Objectives 71te City Council of the City of Mounds View, Minnesota, determines that it is necessary, desirable and in the public interest to designate, establish, develop, and administer a development district in the City of Mounds View pursuant to the provisions of Minnesota Statutes, Chapter 472.A. Current Land Use The current land uses in the development district include vacant, single, two and multiple -family residential, and commercial. "he current comprehensive plan identifies the zoning for the dlstriet or retail business, general husiness, two family, general residence and multifamily. The proposed office complex will be zoned in eonforrnance with the City's zoning ordinances. b. Proposed Reuse of t.a•,d It :s proposed that a portion of the property identified in Section C of the Development Plan will be developed as a commercial/office complex. The city has increased the ,availability of commercial land areas in the City and has doubled its commercial land area since 1974. This increases opportunities for commercial development in the future. G. Administration and Maintenance of District . Each year the administrator of the municipal development district will submit to the City Council the maintenance and operation budget for the following year to be charged to the properly in the district. The City Council will certify the assessments to the CountV Auditor for collection. The City has paid H 6 S Asphalt for the entire project except for the $6,000.00 retainage. I recommend approval of the 1984 M.S.A. Street Project and payment of $6,000.00 to H e S Asphalt Company. The final construction price of this contract is $367,593.51. This project was completed under budget by approximately $50,000.00. RECOMMENDATION: 1 recommend approval of the 1984 M.S.A. The Council of the City of Mounds View does hereby ordain: 28.01 Definitions Subdivision 1. Fund Balance. The excess of the assets of a fund over its liabilities and reserves, except in the case of funds subject to budgetary accounting, where, prior to the end of a fiscal period it represents the excess of the fund's assets and estimated revenues for the period over its liabilities, reserves, and appropriations for the period. Subdivision 2. Designated for Committed Contracts. An account used to segregate a portion oT_Pund BaTancc for ex- penditures upon vendor performance of committments related to unperformed contracts for goods or services. Subdivision 3.
