CONSENT AGENUA
JANOARY 13, 1986
The Consent Agenda is a technique designed to expedite
handling of routine and miscellaneous official business of
the City Council. The- entire agenua may be adopted by the
Council in one motion. The motion for adoption is non -
debatable and must receive unanimous approval. By request
of any individual Councilmember, an item can be removed from
the Consent Agenda and placed upon the Regular Agenda for
debate.

RESOLUTION CLARIFYING POLICY ON ORGANIZATIONS AUTHORIZED
TO CONDUCT CHARITAHLF. GAMHLING IN LICENSED LIQUOR
ESTAHI.ISHMENrti IN 'rNL CITY OF MONNOS VIEW
WHEREAS, on December 9, 1485 the Mounds View City
Council read and passed Ordinance No. 400 amendiny the
Municipal Code Of MOUnds View by ame-i.lin,l Chapl.,r IUO
entitled, "Intoxicating Liquors" and Chapter Jul entitled,
"Non -Intoxicating Liquor"; and
WHEREAS, Ordinance NO. 400 in Summary provi.led that
gambling may be conducted in licensed intoxicating and non -
intoxicating liquor establishments Only"... when in
conjunction with an event licensed under Minnesota Statute
349 and sponsored by a fraternal, religious, veteran, or
other non-profit organization having its registered office
located in the City of Mounds View which has been in
existenre for at Nast three years ant has at least 30
active members."; and
WHEREAS, it is the desire of the Mounds View City
Council t,i clarity the intent and purpose of �.,ii1 nr li:laore
in order to eliminate any confusion and clearly state the
policy of the City with respect to charitable gambling in
licensed liquor establshments.
NOW, THERFFORE, 9E IT ReSOLVED by the City Council of
the City of Mounds View that the following policy on
organizations authorized to conduct charitable gambling in
license.' liquor establishments in the City of Mounds View
shall guide the consideration of charitable gambling license
applications filed pursuant to Ordinance Nc. 400 a•il
Mimnesota Statute 349.
1. It is the intention and desire of the City
to limit the issuance of charitable gambling
licenses to organizations mee-ing the require-
ments of Ordinance No. 400 and which orovile a
direct and identifiable benefit to the resilents
of Mounds View by means of contributions to the
City, its departments or activities that it
sponsors; youth athletic associations limiting
membership and participation to residents of
Mounds View or School District No. 621; other
non-prntit organizatirris comprise.l solely of
Mounds View residents or having Its head-
quarters in the City of Mounds View; or
individual Mounds View residents requiring
monetary or other forms (,t assistance.

these issues.
