perform the Property, Casualty and Group insurance functions
for the City of Mounds Vier and suusidiaries for
one (1) year effective November I, 1985.
Outline of Functlou,:
1. Continuous revi,w of exposures to loss includiny, leases
and contractual agreements.
2. Write insur,anc- ,pe(ilications, negotiate
placement and t.newdl of coveldgca. Approval tii
the City of Mounds Vier would be obtained
,rior to cover.it:e placement.
3. Review progi•i-n- to reduce custs--improve cash II,-W to
include:
(a) Analysis Workers' Compensation program, losses and
premiums.
(b) U nsolidatlOP of coverages, :eduction in numLer of
pol.cies-
(c) Recommend deductibles, self insurance or Iidnster
Of -fsks.
(d) Work wltn safety personnel to reduce losses.
4. Assist rn claims handling to include:
(a) Filing claims under dedu(tibles.
(b) Establish and file property claims and handle

RE: PLEDGED COLLATERAL OF FIRST STATE BANK OF NEW BRIGHTON
The First State Bank of New Brighton is the official
depository of City funds. Pursuant to Minnesota .Statutes the
bank must pledge securities as collateral for our deposit. At
the present time $2,700,000 is pledged. At this time the bank
requests approval of the deletion and addition of securities
designated in the attached resolution. This action will not
change the totai amount pledgea as collateral. A resolution
approving is necessary and would be in order.
RECOMMENDATION:
Approve Resolution No. 1977 approving securities
furnished by the First State Bank of New Brighton.

RESOLUTION OPPOSING THE CONSOLIDATION OF THE RAMSEY
COUNTY MUNICIFAI, COURT SYSTEM WIThOUT FURTHRR S'19IDY AND
ANALYSIS
WHEREAS, the Legislative Committee of the Ramsey
County Board of Commissioners has recommended that tho
County Board seek legislation amending Minnesota Statutes
Section 488A.18, Subdivision 10 in a manner which would
Allow for the consolidation of the existing five suburban
Municipal Courts into a single location outside of the City
of Saint Paul; and
WHEREAS, tho Legislative Committee offered no
recommendations wlfh respect to the location of a Municipal
Court in the Ramsey County suburb; which would be aa.essible
to all residents n-jr did they suggest an analysis of this
issue be made prior to the introduction of the proposed
legislation; and
WHEREAS, th.• County Board on several occassrons since
the establishment ,4 the Ramsey County Municipal Court
System in 1975 has suggested the need for the consolidation
of the Municipal C,,urt system; and
WHEREAS, strong opposition has been voiced by the
suburban municipalities for a variety of reasons Each time
Ws proposal is d,scussed; and
WHEREAS, many of the concerns voiced by the Puburban
municipalities have yet to be addressed by Ramsev County in
their evaluations of the feasibility of the consolidation of
a Municipal Court System; and
''WHEP.EAS, the Mounds View City Council feels that
these issues must be addressed before any meaningful
discussions can occur between the suburban municipalities
and Ramsey County concerning this issue.
NOW, THEREFORE, OF, IT RESOLVED that the City Council
of the City of Mounds View opposes any proposals on the part
of the Ramsey County Board of Commissioners to consolidate
the Ramsey County municipal Court System until such time as
the following issues are addressed, meaningful discussions
have occurred and mutual conclusion reached.

1. The location of traftic violation bureaus in
the Municipal offices of suburban municipali-
ties and the current formula for the distri-
bution of traffic violation receipts between the
County and th.• municipalities.
2. The impacts that a consolidation of the Muntripai
Court Systen, would have on operating costs of the
County and thv municipal governments such as
personnel, facility rental, and police and
prosecution costs.
3. Consideration for the investment by the
municipalities in the facilities used by the
current system.
4. Consideration for the construction of a suburban
multi -service center containing municipal court
facilities, other services currently available
to suburban residents, and those County services
not currently available to suburban residents due
to their location in Saint Paul.

amendment to the Home Rule Charter to comply with
the provisions of Minnesota Law relatinq to the

SECTION 11. Chapter 4, Section 4.02 is amended to read
as follows:

The applicant received approval ro rezone his property from
R-1 to R-2 and subdivide the property in June, 1981. The
applicant had never bull' a dupiex on the subdivided iot.
In 1985 the applicant derided to buila a single-family house
on the subdivided lot. Building permits were issued,
construction commenced and has now been completed. The
problem is that M:. Enberg never filed the subdivision with
the County. City Code states that the applicant must record
the subdivisicn with the County within f0 days of approval
of the subdivision. I assume he did not file this with the
County because he did not want to pay the increase in
property taxes that would result from a subdivided
property. Therefore, he needs approval for the minor sub-
division. The rezoning from R-1 tc R-2 is a moot point
because he has already c,�nstructed a single-family house on
the lot.
The property is nor in a wetland or a floodplain zone. The
subdivision satistios all City Code requirements.
RECOMMENDATION: I recumwend approval of this min>r
subdivision.
