Motion passe4. 9 ayee 0 nayee � 1 MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA S Regular Session March 27, 1980 Mounds View City Hall Council Chambers 6:30 p.m. Call to Order The Mounds View Parks and Recreation Commission was called to order at 6:30 p.m. by Chairman Wayne Burmeister. Roll Call Commissioners present - Chairman Burmeister, Commissioners Linke, Bowman, Kuluvar, Weflen, Scott, Dennehy and Silvis. _ Councilmember present - Councilmember Ziebarth Staff present - Director Anderson and Program Supervisor Kvalheim. Visitors present - Dr. Christiansen, Director of Community Education District #621; John Ostlund, Coordinator of Com- munity Education District #621; Mr. Leonard, Principal of Edgewood Jr. High School; Mr. Snowden, Assistant Principal and Mr. Long, Mounds View resident. Minutes Commissioner Weflen made a motion to approve the minutes and Commissioner Silvis seconded the motion. Motion passed. 9 ayes nayes So Visitor s Director Anderson reviewed the Joint Powers Agreement with the Presentation Mounds View School District #621 and the City of Mounds View as the issue stands to date. Dr. Christiansen also addressed the Joint Powers Agreement and highlighted the issue of cooperation between City and School District. John Ostlund also expressed great satisfaction with the Joint Powers Agreement. Commissioner Silvis made a motion to accept the conditions of the maintenance issue of the Joint Powers Agreement and moved that the Maintenance .Resolution be submitted to the City Council for acceptance. Commissioner Scott seconded the motion. Motion passed. 9 ayes 0 nayes Silver View Director Anderson reported that the preliminary approval of the Park Update concept plans of Silver View has been given by the Planning Commission and City Council. Commissioner Linke made a motion that, because we, as a Park ' Commission, have a deep desire to provide the citizens of 1 Mounds View with both varied and the best recreational facilities possible, we are now formally adopting the position that "Oak Lake" I be made a recreational lake in view of the non-recreational pond IIIor swamp as suggested by the developer. Commissioner Scott seconded the motion. Motion passed. Concern was expressed about the re-designing of parks which has been suggested by the planners. The park survey will be concluded by April 3. Spring The Spring Brochure of recreation activities was reviewed by Brochure Program Supervisor Kvalheim. Satellites Commissioner Linke made a motion to adopt the provision of for Summer satellites at eight ballfield sites including: Oakwood, City Baseball Hall, Lambert, Hillview, Edgewood, Groveland, Pinewood and Red Oak. Program Commissioner Dennehy seconded the motion. Motion passed unanimously. 9 ayes 0 nayes June - Parks Program Supervisor Kvalheim reviewed the activities that the and Recreation City of Mounds View will participate to celebrate the Month month of June;as Parks and Recreation month. The City of Mounds View is one of four cities acting as a model for other participating communities. Staff Report Director Anderson reviewed the staff report with special emphasi given to the date change of the "Festival In the Park" from July 13 to July 20.
