Regular Session May 1, 1980 Mounds View City Hall Council Chambers 6:30 p.m. The Mounds View Parks and Recreation Commission was called to order at 6:35 p.m. by Chairperson Wayne Burmeister. � Roll Call Comnissioners present - Chairperson Burmeister, Commissioners l.inke, Bowman, Kutuvar, Weflen, Scott, Dennehy, and Silvis. Commissioners absent - Commissioner Fedor Councilmembers present- Councilmember Ziebarth Staff present - Parks and Recreation Director Anderson Visitors present - Resident Jerry Fahrmann Minutes Commissioner Kuluvar made a motion to approve April 24, 1980 minutes as submitted, Commissioner Linke seconded the motion. Motion passed. 8 ayes 0 nayes Visitor Jerry Fahrmann, 7448 Spring Lake Road N.E. requested to Pres4ntation speak before the Comnission regarding the proposed plans for Silver View Park. Specific concerns raised by Mr. Fahrmann were as follows: 1. Requested a buffer zone of either earthen mounds or landscaping between the residential and park areas. 2. Designing islands or nesting areas for existing and future waterfowl. 3. Develop Cross Country ski trails. 4. Retain as many natural amenities on the site as possible in the design and planning phase. 5. Mr. Fahrmann also questioned the Comnission rationale for the proposed park land swap. The Comnission responded that they were in general agreement with Mr. Fahrmanns concerns and they also explained the history relating to the Park swap. Information that �ias disseminated: a. Park/School inaster plan b. Original joint powers agreeir�ent c. Proposed joint powers a9reement d. June 12, 1978 Council Meetinq minutes e. June 26, 1978 New Brighton Bulletin news article f. Original memo from staff to Barry [iauer outlining initial proposal g. Compilation of the original proposal from each of the affected municipalities; Shoreview, New Brighton, Arden Hills, and Mounds View Following staffs review of the enclosed rnaterials, the Conmission had an exhaustive question and answer session on possible ramifications. Following the discussion the following motion was made by Conmissioner Linke, seconded by Commissioner Weflen: That the Mounds View Parks and Recreation Cornmission recomme( that the Mounds View City Council enter into a joint powers agreeirent with School District N621 for the develnpment and maintenance of the outdoor facilities at Edgewood Jr. High with the followiny stipulations: a. That the City forward the $25,000 to School District N621 that was earmarked for construction of four lit tennis courts at Edgewood Jr. High in the 1979 federal revenue sharing account. b. That the tennis courts be constructed in 1980. c. That School �istrict M621 would assume any and all additional costs for the tennis courts construction beyond the City's share ef $25,000. d. That School District d621 design and construct the multipurpose building as proposed in 1981 at the School District expense. e. That School District fl621 wculd design and construct the four lane running track as proposed in 1981. New program offerinys include: 1. Sunimer neighborhood play centers 2. Summer I.f3.Ft. Basketball Clinic 3. Sunnner Soccer Clinic 4. Sr. Boys and Girls Softball f.eagues 5. liltimate - Frisbee Football Leagues Comprehensive Staff briefly reviewed the planning process to date and Plan Update distributed copies of the n�eetings and or pubiic hearings held to date. Staff Report Director Anderson reviewed the staff r�port with special emphasis on our progress to date regarding Lakeside Park. Adjournment Comnissioner Weflen inade a motion to adjourn the meeting at 9:45 p.m. Motion was seconded by Commissioner Scott. Motion passed. 8 ayes 0 nayes
