In response to the questions raised by the City Council
regarding the status of the Silver View Park Fund. We
currently have $120,950. in the City account for Silver
View Park. A more detailed breakdown of the $120,950.
is as follows:

Forestry Department
We currently have $1,800.00 in the City budget for the purchase ':
and installation of three park signs. Staff has been meeting with
Steve Fianta from Woodcrafter Signs to help design a modular type
3ign.
Enclosed are four potential sign concepts along with a possible .
letter size. All of the designs that are shown are well within
the budgeted amount. . .
Staff will also have amore detailed drawing and cost estimate
of a fifth concept at the meeting on Thursday.
In addition to selecting a sign style that is.compatible.with the .,:

park environment, the Commission needs to discuss which 'three parks _,;

Dear Parks and Recreation Comnissioners:
By the time you receive this I should be basking in the sun at the 1981
National Parks and Recreation Congress in Phoenix. I will be ret rning
to work on Friday, October 24, 1980 should you have any questions relatingtotheparkreferendum.
Hopefully you should each have received a copy of the initial park bond
referendum piece by now and the second City Newsletter piece will be
delivered by Thursday, October 23, 1980. We have worked out a contract
agreement with the hbunds V7ew Swim Club to distribute each of our Public
Relations pieces and 1 envision one more being delivered on Saturday,
November 1. 1980 that should answer any tast minute questions.
The main intent of this letter is to request your presence at the two
scheduled park hearings. The first is set for Saturday, Ottober 25, 1980
at 10:00 a.m. and the second for Thursday, October 30 at 7:00 p.m. Both
meetings will be held in the City Hall Council Chambers.
The main ftem that needs to stili be addressed is the "people contact".
Nnything you can do to promote the issue i.e. coffee parties, picnics,
walk for parks or anything will be a big help.
i still remain most positive and optimistic but we must make sure to
define who our yes votes are and secondly make sure they get to the polls.
Remember tha' it appears we will only need 500 yes votes to pass this issue,
if each of us develops a list of fifty for sure votes, we will have a VICTORY
Hang in there and I look forward to picking up the torch on my return.

ommissioner Bowman will be updating the Commission on Thursday
regasding the current status of the Lakeside Park Commission and
the possible role the City might have in future ears Y .
The Lakeside Park Commission at their regularly scheduled meeting
on Tuesday, November 18, 1980 made two motions and I am paraphrasing:
L The Lakeside Park Commission will no longer. continue .
in its present status as a"working^Commission. They
are willing to remain intact as an advisory board, but
will not continue to do the daily leg work of:
a. Setting up special events
b. Managing personnel .
c. Parform routine maintenance
d. Complete daily bookkeeping responsibilities.
2. The Commission directed the respective City staff personnel'<'
to prepare a resolution for their City Councils requestingRamseyCountytotakeapositiononthefuturedisposition
of I.akeside Park no later than February 13, 1981.
Staff has been requested to take a low profile on this issue as it
is a policy-oriented issue rather than adminstrative.
Questions that need to be addressed by the Commissian:
1. Potential impact on City of Mounds View should the
Lakeside Park Commission dissipate.
2. Can Mounds View justify maintaining a beach operation
that serves an area beyond our jurisdiction7
3. What type of joint powers agre ment should be developed
with Spring Lake Park?

The following is a brief recap of our n eeting on March 28, 1980 involving
representatives from Lakeside Park Cortmissian, Mounds View City Councit and
Staff, Spring Lake Park City Council and Ramsey County staff representatives.
The major questions raised at the meeting centered around the justificatian or
background as to how and why Ramsey County should De the responstble agent for
the operation, development and maintenance costs for Lakeside Park located on
Spring Lake which in turn is half located in Ramsey Lounty and half in Anoka
Couaty.
The individuals representing Lakeside Parks position; Don Frank, Counciimember,
SprSng Lake Park and Lakeside Park Commissioner
Judith Rowley, Councilmember. Mounds Viaw and past Lakeside Park Commissioner.
Donna Bowman, Lakeside Park Chairperson
Bruce Anderson, Uirector, Mounds Yiew Parks and Recreation Uepartment
stated that there were Four major ,iustifications as to why Ramsey County should
be the responsible agent, The four justifications were as follows:

closest fac111ty to Mounds Wew being Lake Jobanna located in Arden H111s

That would leave, to the best of n y research, two beaches within the taunty;
Sflver Lake in North St. Paul and Spring Lake in Mounds View which are currently not -
being cantrotled by the County.
2. _SDrin Lake and Lakeside_Park is_a. region lly significant park site
Mounds View. Although our data 1s very sketchy regarm ng tm s issue, Lakesitle
Park Comnisston attendance figures are of such a magn9tude that it would not
seem plausible for the two smalt communir.ies of Mounds View and Spring Lake Park
to justify such nur bers. The only figures we have that specifically relate to
this issue are from swimming lessons in 1975 which break out as follows:
Mounds View 85 - 45%
Spring Lake Park 59 - 31.9%
Fridley 18 - 9.7%
Blaine 25 - 13.5%
New Brighton P - 1.1%

Once again ur data on this issue is not truly supportive of our premise, but it
is the lakesSde Park Comnission's intent to do a complete attendance breakdown
this sumner to better provide support to our premf5e.
It should be noted that there is some regional significance with this beach
operation just in the fact that there are presently three operating agenctes
i volved with Lakeside Park;
a. Lakeside Park Coinnission ..
b. Mounds View Parks and Recreation Department
c. Spring Lake Parks and Recreation Department
The obvious benefits of one implementing agency, i.e. County, would be advantageous
from a number af perspectives;
a. Accountability
b. Funding, Federal, State and County
c. Maintenance
d. EfficSency in operation
e. Coordinatio and cooperation
d. Economically
3. There is an existina tie in with th ro ert alread owned and malntal:neA
bv the Countv on the East end of the lake. The County currently owns and ma nta ns
over 800 feet of lakeshore on Spring Lake approximately 2000 feet from the prOposed
beach site. The potential tie in from a maintenance and operations perspective
are once again obvious;
a. Efficiency in inaintenance procedures
b. Econondcs
c. Reduced travel time, etc.
4. Ramsev_Coun curren¢ly_.does not provide manv services for the hbunds Vtew
tax doliars current aid out in 1979. !IG stateQ earlier it appears
that Fbunds View is the only comnuM ty in the County currently without a beach
program and or other large regtonal park. It is true tbat one segment of R1ce
Creek Park dces cross our comnunity but in proportion to surrounding muniNpaH ttes
we are not getting our fair share. It shouid ai>c be noted although it Ss a

seperate issue we are atso one of the few coimmnities without a County branch
library. The current annual budget for Lakeside Park is E20,000. which is
placing an ever increasing burden on each of the two communities Mounds View
and Spring Lake Park. Although E10,000. per comnunity sounds negllgible in
round figures it represents a sizeable percentage of our annual budgets, For
Mounds View it would reflect 16.8% of the annual park operating budget of
59,561. and would represent 12% of the $83,631 recreat5on budget in Spring
Lake Park.
In conctusion it would be the position of the Lakeside Park Cortmission that the
proposed deeding of the property to Ramsey County for future operation, develop-
ment and maintenance of the site would be beneficial to both parties for the
following reasons:
a. Economically
b. Greater efficiency in operation and maintenance costs
c. Increased cooperation and caordination
d. Direct accoutability
e. Greater equity in the tounty `ax dollar for Mounds View residents
f. Confroms with past precedents already established by County
g. Provides services currentty non-existant to Mounds View restdents
h. Improred beach program
i. Conforms with County policy of operating beach faciliti es.

After reviewin9 the current status and past liistory of the Lakeside Park
Commission, the following has come to light:
1. Lakeside Park is an extremety valuable comnunity resource as it
presently is the only take frontage available for aquatic actSvities
serving the City of hbunds View and Spring Lake Park. In addition
it is the only park that provides tennis courts, tot lot, ballfields
and picnic area for family programning.
2. The existing Lakeside Park Co mnission is not operating as effective
as it possibly could be due to:
a. Paor attendance at Commission meetings
b. Lack of professional ezpertise
c. ApparenL dissension amongst existing nemAers
3. There is no lony range yoals or maste:- plan developed for Lakeside Park.
4. Attendance at Cortmiission sponsored programs has dropped in recent yean.
5. Operatiny costs are increasing yearly.
With the aforementioned criteria in mind, staff would recomnend the fallowSng
plan of attion for the development and upkeep of Lakeside Park.
1. Chapter 50 of the hbunds View municipal code should be reviewed and
updated by the City Council.
2. The l.akeside Park Conimission should rema in the "governing authority"
over Lakeside Park with the following board makeup:
a. Park and Recreation Directars from Spring Lake Park and Mounds Yiew
b. City Councilperson from each city
c. A representative from each City Park and Recreation Commission
d. One member at large frnm each community
Each of the Comnissioners would be officiai appoi tees from their respective
City Councils.
The Commissions role would be official appointees from their respective
City Councils.
The Cammissions role would be policy and advisory oriented wtth tegal authority
remaining with each respective City Council.
3. One municSpality or county should be appointed as the responsible agent
for overseeing the day to day operations of Lakeside Park io inctude,
n aintenance, program and long range planning.

After speaking with each of the respective agencies the folloHing was found:
a. Sprin9 Lake Parks, staff and Park Cmnmission fe lt that they were
not in a position to assume the additional v ork load at this time
untess additional staffing and nronies were allucated.
b. Anoka and Ramsey County staff stated that they did not feet
Lakeside Park would conform with their existing criteria for
County Park land, i.c. sizc, regional significance and type uf
facilities.
c. Mnunds View staff feels ihat they could manage Lakeside Park with
existing staff personel if a mutually agreeable financial arrangement
was adopted, by the respective City Councils.
At this time the issue of which agency is best equiped to mana9e Lakeside Park
is debatable, but the need to designate one responsible agent would appear
eminent.
4. A listing of long and short range 9oals should be developed based on
a comprehensive Master Plan that should be developed and adopted by
the respective City Councils and Lakeside Park Commission.

6. Budgetary matters should be the responsibility of one agency in
conjunction a ith the Lakeside Park Comnission and City Councils. By
having one agency responsible for fiscal matters, many of the existing
budgetary problems could be reduced i.e. insurance, advertising, .
workmans compensation and park maintenance. r°
7. A comrnunity task force should be created to examine the existing fees .
and charges structure. Possible areas to be re-examined are:
a. Examine existing concession profit and loss structure .
b. Increase present swimming instruction cost
c. Possible yearly permit fee for families, car parking, etc. ',
The next Lakeside Park Commission meeting will be Thursday, February 9 at
7:00 p.m. at Spring Lake Park Community Center.
The Lakeside Park Commission will be looking for Gity Councit and Staff input
at that time.

RE: Silver Yiew Park Update .
Thc enclosed map is a culr::_+tion of three years of effort,
compromise and planning on the part of the developer, City Council,..,.
Planning Conmission and Park Commission, but the plan has finally
become a reality. The City now owns fee simp2e title to tracts
C, 1/, and E which make for a total 50.98 acres..
The next and final step of this process is to receive the final .
grant monies to pay of£ the 90 day no te we received from Kraus/
Anderson. .
My heartiest congratulations *o each of you for your patience and
perserverance over the past three years.
Our next stop is tu begin selecting a planning firm for the develop-
ment and design of phase one construction_ We have received f6,5:00.
i our initial grant for engineering costs. Staff would recommend
that we begin interviewing potential planning firms on an informal
basis at a special Park Commission meeting on January 6,1981.
Prior to the 8th, staff would develop a prel iminary R.F.P. (request
for proposal) as we did before so the Commission would have so ne
written material from which to react.
There are five firms that could complete the job in a thorougk and:
professional manncr:
1. Inter-lle.sign
2. Saunders-Ttialden
3. Earth Plus Inc.
4. Derek Young Inc.
5. Brauer and Associates
Sfaff would recommend that these five firms Be requesLed-'to subtai.t:
Nroposals by December 19, 1980 and then the Commission could paie '
it Juwn to thrce finzs tirms for interview and possible selection
on January 8,. 1981. .

By now eadi of the Park Commissioners should have received a copyofthefinaldraftofCityWideParkSystemMasterPlan. This
document completes the planning contract the City entered into
in November, 1979.
Our next step is to have the plan formally adopted by the Parks
and Recreation Commission, Planning Commission and finally the
City Council as a chapter of the City Comprehensive Plan. Staff
is generally pleased w:th the documenL.and would aecommend the

be to review the City of Mounds View's existing youth athletie
programs as well as in the school district to determine how
well the current needs of our youYh are being met.

park referendum which showed a final total of:

Staff has little comment regarding the outcome other than the
School Referendum didn't help nor did tae high turn out.
I really think thot 25-05 yes votes i a a very reassuring
by the community. It certainly was not what I would label a
mandate" by thc cammunity.

I. Rack to Normal - Tt is ple:sure for staff to be
able to deliver a"regular" Commission packet with
minutes, updates, etc. for the first time in four
months. During the past 8 months we have held 29
park board meetings which roust be some kind of record.

Jack Shiclds - City Forester - As I stated in an earlier
note our City Forester has been diagnosed as having
inopernble cancer. Chairman 6u meister and ! agreed
to send a flowering plant on behalf of the Commission
to wish him a speedy recovery. Jack is still not
feeling well but has been making it in to work once
or twice a week for 2 hour stretches. He has been
undergoing extensive radiation and chemotheaapy treat-
ments bnt no positive diagnosis has developed.
3. C.E.T.A. - We currently have two C.E.T.A. maintenance
men working 15 hours/week during che school year. They
have been assuming the majority o£ the forestry respon-
sibilities during .Iacks ubsmicc.

1. Trees planted - t9e have planted 18 new trees at Groveland
and ]2 at Oakwood Park. They really are a welcome addition.
Unfortunately we lost 4 more trees due to vandalism durirtg
ihe past week at Lambert P1rk. They uere sawed off, explain
