THROUGH APRIL" SIGNS
Attached please find my memo dated April 30, 1986, regarding the
subject issue.
Staff submitted a letter to all the residents on Springview Lane
stating that we propose to install the subject signs. I received
two phone calls on the proposed signs. The first phone call was
from the resident at 2901 Springview Lane. He stated that he was
highly in favor of the proposal. The second phone call was from
the resident at 2909 springview Lane. He stated that if it was
possible, he would IikP to see some signs placed on someone elses
yard, but he understood that the sign,- had to be placed
somewhere. He also stated that we may want to, at some time in
the future, change the signs to say "No Parking Anytime".
RECOMMENDATION: I recommend installinq the subject siqns.

SUBJECT: iNSTAILATION OF "NO PARKING 6 AM to 6 PM" SIGNS
ON SPRINGVIF:W LANE.
Sprinqview Lane is located just north of County Road H and just
west of Knollwood Drive (Attachment Ill). Sprinqview Lane is a
deadend street approximately 500 feet lnnq and does not have a
cul-de-sac at the end. The street is also very narrow.
Several times this winter, the snowplows could not plow the
street because there were cars parked on both sides of the street
during the day.
We had a similar problem in the area of Noodlawn Drive, which is
loca')d just north of City Hall. We solved the problem on
..wdlawn Dri:c by ...stalling "Nn Parking E AM to 6 PM" nigns or,
one side of the street. Once these siqns were installed onone
side of the street, we did not have any snowplowinq problems in
the area. •
RECUMMENDATIUN: I recommend installing signs that say "No
Parkinq 6 AM to 6 PM" on the north and east side of Sprinqview
Lane.

The workshop will focus on a number of money saving
opportunities that Self Reliance Center enerqy auditors
regularly recommend to apartment building owners. A ,
Minnesota Housing Finance Agency grant program designed to
help finance energy improvements as well as the Minnesota
Rental Energy Standards will he presented.
The Self Reliance Center is a non-profit community based
organization in its loth year of providing energy
conservation services. SRC provides information services
only and is not affiliated with any products.
The program will be presented by Mark Leutqeb and Peggy
Tittle who have extensive experience in energy conservation
projects.

STATE OF MINNESOTA
RESOLUTION REGARDING MOUNDS VIEW PLANNING CASE, NO. 190-86,
CHESTER GLISAN MINOR SUBDIVISION
WHEREAS, Chester Glisan has requested City approval for a
minor subdivision for his property at 7800 Long Lake Road; and
WHEREAS, this minor subdivision, as requested, requires
approval by the Planning Commission and City Council; and
WHEREAS, the Planning Commissicn has reviewed the
Certificate of Survey prepared by James L. Kurth, Land Surveyor,
dated March 27, 1974; and
WHEREAS, the Planning Commission has reviewed this
pr,pnaed minor subdivision and it is in contormance wiCh

chapters of the Municipal Code, specifically Chapters 40, 42, 49,
49A and State Statutes; and
WHEREAS, the Planning Commission recommends approval of
this subdivision request;
NOW, THEREFORE, BE IT RESOLVFD that the Mounds View City
Council approves the request by Chester Clisan for a minor
subdivision at 7800 Long Lake Road cortingent on the following:

personnally after receipt of the development agreement.
Just across the street is located a restaurant which is
open during the hours which span the hours of bus operations.
Adjacent to the restaurant is a gas station which is open

20 hours a day slid which has a telPphone available for
public use at all times. I also contacted the telephone
company. Currently, a pay phone would coat about s5o.00
per month. Additimrslly, the MTC would have to pay the
installation fees.
We find the acce.:sibility to telephones in the area to
be quite good. We do not see an installation of a telephone
on the park -ride site as being critical to its successful
operation; therefore, we recoaaaend that this requirement
be deleted.
The plans and specifications are currently undergoing FHWA and Mn/DOT
review. We would appreciate your prompt response to our request for
reconsideration of the items described herein. If you require additional
clarificatiun on ally of these items, Ilease do not hesitate to contact lie.

14ETROPOLITAN TRANSIT COMMISSION (MTC)
THIS AGREEMENT made and entered into this _ day of
, 19_, by and between the CITY OF MOUNDS VIEW,
County of Ramsey, State of Minnesota, party of the first part,
hereinafter called the "City",
and
party of the second part, hereinafter called the "Developer",
W I T N E S S E T H:
WHEREAS, the Developer, in consideration of a park
and ride facility
and the issuance of permits thereof, hereby Agrees with the City to
pericrm all of the acts required herein and to conform to all of
the conditions set forth as follows:
1. Wherever the word "City" appears herein, it shall mean
and include the City of Mounds View and also said City's agents and
employees; and wherever the word "Developer" appears herein, it
shall mean the developer, and any of its agents and employees.
Wherever the words "development site" appear herein, it shall mean
the premises described in the following exhibits:
Exhibit 1 (legal description)
Exhibit 2 (site, grading and utility plan)
Exhibit 3 (Development Plan )
Exhibit 4 (Site Survey )
Exhibit 5 (ordinance o. - e er ormance
bond of $1,000)
Exhibit 6 (Landscaping Plan)

wherever the words "public_ improvement" appear herein, it shall
mean any improvement defined under Chapter 26.04, Sub. 1, of the
Municipal Code, and shall include and not be limited to streets,
curbs, and gutters, sanitary sewer and water installations, storm
water and drainage installations.
2. This document shail be referred to as the "Development
Contract", and said document cannot be transferred or assigned by
the Developer except and with the written permission of the City,
granted pursuant to a resolution of the City Council.
3. All improvements required 'herein to be performed by the
Developer shall be constructed and paid for by said Developer
pursuant to appropriate permits and approval from any governmental
agency, such approval and any environmental assessments or environ-
mental impact statements required to be obtained by and prepared at
the expense of said Developer.
4. All nphlir improvements, if any, required to be construc-
ted by the Developer pursuant to tnia
by the Developer with such materials and equipment as required by
the City under the direct supervision of the City and shall be in
conformance with any and all regulations in force at the time of
construction, and the City is hereby granted the right of access to
the development site to inspect said construction at such times as
the City may direct.
5. The Developer shall, and hereby does, agree to pay when
due and before they become delinquent, all valid taxes and
assessments, if any, there ever be levied against said development
site or portion thereof.

6. The City shall not be under any obligation or respon-
sibility to act as engineer -consultant to the Developer in any
matter related to this Agreement or to any public improvements
required on said site by the City, or to act as inspector and
report to said Developer any defect or failure, hazard or inade-
quacy or otherwise relative to said site development; any actual
or implied approval by the City in respect to any development shall
not serve either to alter or extinguish or to otherwise affect the
responsiblity, obligation o: liability of the Developer in this.
7. The Developer shall not unnecessarily damage or obstruct
or cause any interference with drainage ways or drainage works
located within or adjacent to said development site, or permit its
rontractor or other agents to do so.
8. The Developer shall not alter any of the public improve-
ments located on said site except if and as elsewhere herein
provided or as particularly in each instance authorized in writing
by the City.
9. Surface drainage to be constructed and approved, before
before an occupancy permit shall be issued for the expansion area.
10. All drainage easements required by the City shall be
granted by the Developer, without cost to the City, as required.
11. The Developer agrees to conform to all of the applicable
requirements of the Mounds View Muniripal roA. a

time to time, and particularly Chapters 26, 39, 40, 42, 48, 49, 49A
59, 60, 61, 62 and 63.
12. Developer herein agrees pursuant to provisions of the
Mounds View Municipal Code, Chapter 49.07, Subd. 6, to pay, prior
to the approval of the permits required, the expenses incurred by
the City in the processing, review and evaluation of the proposed
development and in the inspection of all work performed pursuant
to said contract. Such costs shall include but not be limited to
the administrative, legal, and engineering expenses incurred herein,
and such other expenses as authorized by said Chapter.
13. Developer agrees that the City can terminate development
of the development site or the construction of any building struc-
tures thereon if in the City Council's opinion, the terms of this
Development Contract have not been conformed to by the developer
and the said Developer herein agrees to cease construction and
waives its right of recourse, claim, suit or action against the
City. In addition, in the event the Developer fails to conform to
the conditions of this Agreement, the City shall be entitled to
enforce it pursuant to the terms of this contract and/or the provi-
sions of the Mounds View Home Rule Charter, Chapter 26 of the
Municipal Code, or applicable Minnesota Statutes. The Developer
herein agrees that in the event the City is compelled to enforce
any of the provisions of this contract by court action and judgment
.� .r,vaied in favor of the City, that all costs, disbursements
and reasonable attorney's fees will be paid by said Developer, its
heirs, successors and assigns.
14. The Developer shall furnish to the City at the time of
the execution of this Contract a cash bond, a corporate surety bond,
an irrevocable letter of credit or any other negotiable instrument
approved by the City Attorney, which the Developer agrees to keep in
full force and effect during the term of the obligation created
herein in the amount of N

City shall be the obligee for the use of the City to guarantee
performance by the Developer of all of the terms and conditions of
this Contract, in conformance with its terms, and in addition,
upon the Developer conforming to the rules, regulations, statutes
and ordinances of the City and the Developer agrees that it shall
hold the City harmless from all costs and charges and damages that
may occur on account of doing of the work specified and for the
enforcing of tho terms of this Contract or band, if action is
brought hereon, including reasonable attorney's fees, in any case
where such action is successfully maintained and for the compliance
with the laws appertaining thereto, wherein the bond shall be void,
but otherwise shall remain in full force and effect.
15. It is understood and hereby agreed by and between the
parties hereto that any plans or data supplied by the City within
or adjacent to said development site are approximations only and
that the City explicitly does not pretend or guarantee or warrant
any such plans or data to be either complete or correct.
16. The Developer shall not unnecessarily create, cause or
suffer to exist or to continue to exist, any nuisance or hazard
to persons or property within or adjacent to said site by reason
of said public improvements, development of the site or other
operations in respect thereof or permit its agents, engineers or
contractors to do so,
17. wh-n applicable, three complete sets of plans and speci-
fications or directions :or any public improvement to be constructed
on said site, each bearing the certificate and seal of a professional
engineer duly registered in the State of Minnesota, shall be sub-
mitted to the City well in advance of the time proposed for commenc-
ing construction thereof. The City shall have a period of not less

than thirty (In) days in which to examine and review the plans and
specifications submitted by the Developer and to reply to the
Developer with respect to the adequacy or inadequacy of the plans
and specifications. Upon final approval of the plan and specifi-
cations and within a reasonable time following completion of the
installation, the Developer shall furnish and deliver three sets
Of "as built" plans thereof to the City. If any public improve-
ments are to be constructed on said site by the City, the necessary
easements and right of ways shall be granted to the City at the ex-
pense of the Developer including the costs of the preparation of
the right of way documents and filing. The Developer further
agrees to grant to the City any easements or right of ways required
over, under and across the development site, at no cost to the
City, for the maintenance and accessibility to any public improve-
ment constructed on the development site. The Developer shall
establish permanent reference mark-, tJ the approval of the City,
in convenient and readily accessible locations wherever paid
public improvements are constructed on the development site.
18. In the case of a multiple dwelling, commercial or indus-
trial development or any use combining any of the aforesaid uses,
the Developer agrees on behalf of itself, its heirs, successors or
assigns to permanently maintain the site described herein pursuant
to the terms of lids development contract and all agreements
subsequently entered into, and said Developer shall not permit the
premises to deteriorate or become blighted or to constitute a
public nuisance, and shall not permit its users or occupants to
create a public nuisance. Enforcement of this provision shall be
pursuant to the terms of this contract or the provisions of the

applicable Minnesota Statutes, the Mounds View Home Rule Charter,
and the Municipal Code. In the event of nonconformance by the
developer, the City shall seek mandatory relief, after written
notice of the alleged violations, pursuant to the terms of this
contract to enforce this provision and may proceed to abate public
nuisances and to assess the cost of said abatement, including all
costs, disbursements, legal fees against the development site, as
provided for in the Home Rule Charter, Chapter 26 of the Municipal
Code, and such other applicable ordinances and Minnesota Statutes.
19. The development site shall be developed as indicated
on the attached site plan, referred to as Exhibit 2. The site plan
and the development to be constructed thereon may be amended from
time to time by the mutual written consent of the parties hereto,
in conformance with the Municipal Code of the'City.
20. In addition to all of the provisions recited herein -
before, tt:e Developer agrees :o the following conditions as more
fully set out in Exhibit 2A attached hereto and made a part hereof.
21. The provisions of this contract are severable, and in
the event that any provision of this agreement is found invalid,
the remaining provisions shall remain in full force and effect.

The Police Department keeps seperate records on all licensed liquor
establishments within the City of Mounds View. When the Police receive
a tail to respond to a particular liquor establishment; the time,
nature of the call, time soent and arrests are all recorded.
In the period of June 1985 throuah May 1996, there were no reported
or detertrd linuor licence violations with the exception of Cbe Simons
Liquor Store incident in Marrh of 1986. As you are aware, no criminal
complaint was filed in that incident, but an administrative sanction
was imposed.
Puhlic nuisance/loud noise complaints were not sionificant at any of
the liquor establishments with the exception of Muldoons Off 10. in
the period of June 1985 throuqh May 1986, the Police Department received
forty-three calls, regarding loud noise complaints emanating from
MuldOOns. On eleven of those calls, the Police found that the reported
conditions apparently never existed. Most of the noise complaints received
were a result of patrons makino noise in the parkina lot. A few complaints
were because the door was open at Muldoons and residents cculd hear the
hand play!no.
As stated above, no liquor license holder was arrested for any liquor
violation durinq the licensing period.

We are writing in regards to the conduct of the patrons of Muldoons bar,
located an County Road H2 between fdgewood Drive and Greenfield Ave. We
have been a resident on Greenfield Ave. for 13 years. in all that time we
haven't had much vandalism or noise late at night. Since Muldoona was granted
their license at the above location, there has been an Increase in vandalism.
erratic automobile traffic, speeding, late night noise, fighting, littering,
damage to mall boxes and obscene language by pedestrian traffic, obvious from
Muldoons.
These public annoyances are taking place n a regular basis ( as Muldoons
hours come to a close, from approximately 11t30 P.M. to h 00 A.M.) two or
three nights a week. The residents in this neighborhood feels when this
happens they can't even go out on the street at night and are concerned for
anyone coming home late at night.
There is one night that particularly stands out in our mind. The night of
Augur'. 5, 1985. Muldoons booked some type of cincert which attracted volumes
of Traffic - I would guess far more traffic than their permit allows. Cars
were parked @long the entire lenght of Greenfield Avenue from County Road H1
to Woodale Avenue, until 3t00 A.M. in the morning. That night these were
bottles and cam thrown in various plsces, fighting and verbal abusive behavior
and loud noise by cars starting up. This hoe occured three or four times
since Muldcons has opened. The streets of this neighborhood are not intended
for that purpose.
In closing, we suggest that the city administrators and council consider not
renewing Muldoons license or to take such action as necessary to guarantee
the residents of this neighborhood the peace and quiet we once had. Please
inform us when relfcensure hearings for Muldoons will be held.

The roof has been patched several times. I have determined that
a new roof is needed.
The existing roof consists of an asphalt vapor barrier, 2 inches
of fiber board, and four -ply built up roof system.
The proposed repair consists of removing any wet fiber board and
replacing with a similar material, 'installing 2-1/2" of mopable
polyurethane insulation over the entire roof area and installing
a four -ply built tip roof with 015 lb. fiberglass felt over the
entire area. More specific details are presented in the attached
proposals.

one of the final items required to be purchased for the
installation of the computer system, and an item which is
currently included in the City's budget for installation of
the computer system, is an electric power line protector
that would protect the computer from any power surges which
wonid cause failures in the operation of the computer
system.
Staff and our consultant have obtained proposals from two
firms for the provision of this equipment. The first
proposal is from James A. Ainslie of Edina for a Staco Power
Line Protector at a base cost of $2,468.80. This proposal
did n.,L include for the provision of a power cord which
would attach the protector to our electrical outlet and
until this final quote is received it is anticipated that
this piece of equipment would cost an additional 5100 to
$200. The second quote, cony attached, is from HeimerAgency
Inc. of Blaine on behalf of Herb Bacon Electric fur an
RET-Deltec System at a totel cost of $3,140. AlLhuugh the
proposal from Heimer Agency is $500 to $600 greater than
that from Ainslie, Staff and out consultant would recommend
the purchase of the RET-Deltec equipment for two reasons.
The first beinq that Staff and the consultant are not
assured that the Scaco equipment proposed by Ainslie
is not of proper configuration to serve the City's purposes

Bacon Electric per a proposal from Heimer Agency, Inc. dated
May 30, 1986 in the amount of $3,140.

Attached please find a bill from Superior Data Corporation
for the installation of computer cable system in Mounds View
City Hall, Public Works Garage and Police Station in the
amount of $5,554.20. This hill is the amount they bid for
this work and the work has been completed in a satisfactory
manner.
RECOMMENDATION:
Staff would recommend Council approve payment in the amount
of $5,554.20 to Superior Data Corporation for the

The Mounds View City Council was called to order by 1. Call to Order
Mayor Linke at 7:02 PM on Monday, June 9, 1986.
The Pledge of Allegiance was said. 2. Pledge of

MEMBERS PRESENT: Councilmembers Quick, Haake, 3. Roll Call

It was noted that Councilmember Hankner was absent.

Mayor Linke ciused the ranular meeting and opened 7. Public Hearings -

:leik/Administrator Pauley explained a written
report had been given to the Council from the
Police Chief and himself, outlining the liquor
license renewal process and any problems experienced
with any of the establishments in the past year.

Ron Michna, 5287 Edgewood, stated he did not like the
open air concerts, as they are very disruptive for the
neighborhood.
Mayor Linke closed the public hearing and opened the 7B. Muldoon's Inc.
next public hearing at 7:08 PM.
Jeff Moen, 5284 Greenfield, stated he is the property
manager for the apartment building, and they feel it
is unnecessarily noisy at closing time.
David Carlstrom, 5297 Edgewood Drive, read sections
of City Code Chapter 100, specifically 100.09, subd.
4, 5 and 6, stating it is the owners responsibility
to clear his premises at the end of the evening. Ile
stated the noise problems continue past the allowable
time, and he feels it is sufficient cause to revoke
the license of Muldoon's. He added the lights in the
parking lot do not work, which encourages the problem
outside, and he feels it is the owners responsibility
to take care of these problems.
Clerk/Administrator Pauley explained a violation of
this type would be handled by a citation rather than
an arrest, and the Police Department feels they are
more successful in handling the problem by clearing ,
the parking lot versus issuing citations. He added
the Police Department goes through the parking lots
of all the licuor establishments between midnight
and 2 AM, as time allows, but they are often called
out for an emergency.
Attorney Karney clarified that the purpose of these
public hearings was to allow the citizens to come
forth and air their complaints. The City Council
will listen to them, then meet with the Police
Department and then the owners of the various
establishments where problems have been noted, and
address these problems. He added the public
hearings will put pressure on the Council to put
pressure on the owners to take corrective action.
Mr. Carlstrom asked what time the food service is
in operation at Muldoon's, particularly on Sundays.
Mr. Conroy replied until I AM, except on Sundays,
when it is 12.
Mr. Michna stated he has been told by the workers
at Muldoon's that food is not served, that something
is always broken in the kitchen. He added the same
complaints were aired last year, and he would like
action taken. lie stated he has asked to speak to
the owner of the operation while in Muldoon's and
has been told he is never in the building past
afternoon.

wane Duke, no address given, stated he agrees with every-
_hing Mr. Michna has said. Other concerns noted in addition
to the noise was that patrons sometimes urinate outside, the
fence has been broken many times, and disrespect for property.
Janice Johnson, 5259 Greenfield Avenue, stated she
wrote a letter to the City last year and voiced her
complaints at that time, of which noise was one of the
major ones.
Councilmember Ilaake stated she heard many of these same
complaints last year, and she agreed they are a bother
to the citizens and something must be done about them now.
Attorney Karney explained the standards to use in deciding
to renew or not renew a liquor license are substantial,
and he reviewed the requirements which must he met in
order to not renew. He stated the Council would have
to make sure they have sufficient evidence and grounds
to not renew the license, and there is a substantial
burden of proof, and it would have to be from more
than a few citizens. He stated they would ryuile
hard evidence and documentation.
Mr. Duke stated he felt if off -duty officers or bouncers
were station outside, it would alleviate most of the
?roblems.
Mayor Linke stated the citizens should call the Police
Department and file a complaint when there in a
problem, which will help to document the situation.
Attorney Karney advised that the times when an officer
cannot get there in time, the citizens should file a
complaint against the establishment. Ile also stated
that pictures or a video tape would be very helpful
as evidence.
Mr. Michna stated he was angry that the license went
from a restaurant to a bar.
Councilmember Haake advised the residents to file
complaints. She also advised Mr. Conroy that he
should fix the outside lights, hire an attendent for
outside, and advise the patrons as they leave that
they are to clear out of the parking lot also.
Mr. Conroy replied that the Council should tell him
what to do, and he will do it. He added he has no
objection to having an off -duty security officer,
and he will fix the outdoor lights.
Mr. Michna stated he did want it known chat since last
year's hearing, Mr. Conroy has kept the yard neat, and
the fence in good repair most of the time.

Mayor Linke stated the siturtion should not have to get
this far, and Mr. Conroy should be able to think ahead
and tackle the problems at the very beginning. lie
stated he would also like the Council to receive more
advance notice of special events that are going to be
held there, to allow time for discussion and to work
out potential problems.
Mr. Conroy replied that he would like to cooperate, and
he will do his best.
Attorney Varney advised that the purpose of the public
hearing is for license renewal, and revokation or
suspension can take place at any time, and the Council
does not have to wait until renewal time to do something.
Councilmember Blanchard recommended Mr. Conroy repair
the outdoor lights in the parking lot.
Mayor Linke agreed, stating he should meet the standards
for parking lot lighting. Mayor Linke closed the
public hearing and opened the next public hearing
at 7:45 PM.
Mr. Michna stated he does not feel Donatelle's
has been much of a problem, and problems that have
been brought up before have been cleared up. He
stated however, that a buffer zone is required
around parking lots but it has not been enforced
at Donatelle's, and there were two accidents that

Donatelle's and pulling onto County Road H2.
Ed Donatelle replied that he cannot obtain any
additional land for parking. He has spoken with
the owner of the adjacent property in the past
and has informed him he would like to purchase
some, but has been told it is tied up in probate.
Clerk/Administrator Pauley explained the City has
tried to assist Donatelle's by talking to the O'Neils,
but they are not willing to sell off a portion of it.
Mayor Linke explained this establishment is grand -
fathered in with their rights, so the City cannot
require the 10' buffer strip.
Clerk/Administrator Pauley also explained that
County Road lit is a County road and the City cannot
force them to do anything special with it.
Mayor Linke closed the public hearing and opened the

had spoken with Mr. Richardson's banker, who told
him an expiration date was required. He added that
Mr. Richardson could request an extention to cover
any additional time that is necessary, or the City
could draw on the letter. He agreed that the date
could be advanced, to allow ample time for

construction to be completed.
Attorney I(arney questioned the amount of the ietter
of credit, wondering whether $10,000 would be
sufficient to protect the City.
Director Thatcher stated that $10,000 would be
sufficient.

1. Bituminous Path for the Gale/Yost Walkway - The cost of an 8'

Greenfield Park. The cost of installing hydrants, gate valves,
6' diameter ductile iron pipe, and appurtenances for the 1 parks
is $25,000. The cost estimate includes materials, installation
and labor costs.

walkway, The monpy was removed frnm the 1986 Budget and not
replaced. However, the money could be returned to the 1986
Budget.
Developer deposits in the amount of $8,000 could be utilized for
these projects. The 1986 contingency account could also be
utilized.

not presently carpeted. This area includes the bark
hallway, the patrol office and one of the holding cells

I feel that carpeting the optional areas at this time is
appropriate - not only would the carpeting in that area look
more attractive but the area would be easier to maintain.
Roth Jerry's Floor Store and Hiline, Inc. showed samples of
the carpet they proposed to install. It is my opinion and
the opinion of others in the Police Department that the
quality and the color selection of the carpet proposed by
Jerry's Floor Store was superior to that of Hiline, Inc.
RECOMMENDATION: City Council authorize Police Chief Ramacher
to have Jerry's Floor Store install the carpeting, including
the optional area, in the Police Station for the amount of
$2475. Although this amount is $275 over the budgeted
amount for this project, the Police Department will he under
budget in other account areas to cover the overbudget
amount.

SUBJECT: WELL NO. 3 MANGANESE REMOVAL
As you may recall, the City has conducted 3 pilot studies on the
water from Well No. 3. The pilot studies used current and innova-
tive technologies to try to remove manganese from the drinkinq
water. The completed pilot studies are as follows:
Potassium permanganate chemical feed utilizing existing
silica sand filter media.
2. Potassium permanganate chemical feed utilizing green sand
filter media.
3. Ozone feed utilizing existinq filter media.
Manganese ,.,...,.,1 to lrsn than the Minnesota Department of health
(MHD) recommended standard of 0.05 parts per million (PPM) could
' not be maintained for any pilot study. On the average, Pilot
Study No. I produced the lowest manganese concentration in treated
water. The manganese concentration averaged approximately 0.09
PPM.
Well No. 3 raw water has a manganese concentration of approxi-
mately 1.0 PPM. With treated water averaging 0.09 PPM, the
removal efficiency is approximately 90 percent. We cannot hope to
obtain better removal efficiencies utilizing the potassium perman-
ganate chemical feed system. However, the average manganese
effluent of 0.09 PPM is approximately 2 times the MHD recommended
standard of 0.05 PPM.
Installing a potassium permanganate chemical feed system for Well
No. 3 is not a permanent solution. At the present time, there is
no treatment system capable of lowering the manganese concentra-
tion in Well 13 water to below MHD recommendations. Therefore, I
recommend that we consider installing a potassium permanganate
chemical feed system on a temporary hasis until the industry finds
A way to remove more manganese from drinking water. Ozone techno-
logy in the united States is still in an infancy stage. In the
near future, I hope that this technology can be utilized to remove
manganese in Well No. 3 drinkinq water to within the limits recom-
mended by the Mill).
The presence of iron and manganese in drinking water is not hazar-
dous to health. rnnsequently, iron and manganese are limited,
not becerjge of physio1 ngical hazardi, but rather f^r aesthetic

anti economic roaanns. Attached please find pages 183 and 194 of a
paper entitled, "Ozunatinn of a Municipal groundwater Supply to
Reduce iron, Manganese and Trihalom,•thane Formation", by Dwayne
A. Rnllaq, Civil Fnqineerinq Department Head, South Dakota State
University. Th.+ attached two pages discuss why the presence of
iron and manganese is nhjeclionahie. When Well No. 3 is cperatina
and this temporary system is installed, there still will be some
manganese related problemn. However, they will not he as severe
as the manganese prohlems in the past. I also want to point out
that the iron is, and will he, removed to below the MHD recom-
mended standards.
The cost of installinq a potassium permanganate chemical feed
system is as follows:

Since the cost of the project exceeds $15,000.00, outside contrac-
tors will hid the project. Plans will he prepared in-house by
hiring a full-time, temporary civil engineering technician
student. I recommend hiring Joe Klein for this position which
would last approximately 3 weeks. His rate of pay would be 55.G0
per hour. Staff would like to do the typing in-house, but if the
following time schedule cannot be met, I recommend hiring a secre-
tary on a contract basis to complete the typing. The combined
cost of drafting a typing will not exceed 53,000.00.
The schedule for this project is as follows:
1. Complete Plans and Specifications July 25, 1986
2. Minnesota Health Dept. Approval August 22, 1986
3. Open Bids September 16, 1986
4. Award Bids September 22, 1986
5. Complete Construction November 7, 1986
An option to installinq the potassium permanganate chemical feed
equipment on a temporary basis and continuina to find a better
method to remove manganese from the drinking water at Well No. 3
is to construct a new well. The estimated cost for constructing a
new well is approximately $300,000.00. If the construction of a
new well alternative is selected, we cannot he sure of the quality

of water until a test well is drilled. A 6" diameter test well
could cost $30,000.00 to $40,000.00. Installatinn of the
pntassium permanganate chemical feed system on a temporary basis
is better than tryinq to install a new well.
RECOMMENDATION: I recommend installing a Potassium permanganate
chemical feed system per this memo. I also recommend continuing
Pilot study work with the ozone equipment once the potassium
permanganate chemical feed system is installed. Funding for
installing the Potassium permanganate chemical feed system shall
come from hater System Capital Improvement and Maintenance Account
No. 700-122-4123. There is sufficient money in the 1986 Budget
for this project. Funding for the ozone pilot study was approved
on June 24, 1985, in the amount of $5,800.00. we are under budget
by approximately $2,000.00 on this project. I propose utilizinq
the remaining portion of the budget to continue the ozone pilot
study once the potassium permanganate chemical feed equipment is
installed.

City Forester Rick Wriskey made a presentation of 5. presentation of
the Tree City USA flag to the Mayor and Council, Tree City USA
stating that Mounds View has again received national Award
recognition with this award, and they were one of
35 cities in Minnesota to receive it.
There were no residents requests or comments from
the floor.
Mayor Linke closed the regular meeting and opened
the public hearing at 7:05 PM.
Rita Docken, Energy Coordinator, explained the City
is considering changing their open system of garbage
hauling to contractual hauling. She reviewed the
dvantages of organized collection, and explained
the solid waste abatement levels the City will be
requited to reach by 1990, versus where they are
at today.

Terry Guggenbuehl, of the Metropolitan Council, reviewed •
the abatement guidelines the Met Council has established
and their program.
Bill Frits expressed concern with having to pay higher
rates, due to recyclables and compostables, and stated
he did not feel the average resident of Mounds view was
going to be willing to do all that sortinq.
Ms. Docken explained the City must meet abatement target
levels, and they need the cooperation of the residents.
She added they hope to instill an environmental
consciousness in the citizens now, which would be the
first step.
Attorney Meyers arrived at 7:22 PM,
Larry Saba, of T,arry's Sanitation, stated he was concerned
with how much the charges to haulers would increase once
the garbage burning plants are open. fie added that he
believes consolidation is a good idea if it is done
fairly, as he is concerned with the large haulers taking
over.
Mayor Linke suggested the smaller haulers could get
together and form a consortium, to provide a group •
bid.
Dean Warden, of AcP Solid Waste, stated their rates
have been increasing continuously for both dumping and
insurance coverage.
Rick Lavka, of the Ramsey County Environmental Health
Agency, reviewed their program goals, and he answered
many questions about the financing and benefits to be
derived from the garbage burning plants.
There was considerable discussion about how to get the
residents to use the compost site, as it is very expensive
to take that material to the landfill and dump it.
Councilmember Hankner stated she would like more detailed
information, such as a cost breakdown from the haulers,
and she would like to further discuss how everyone can
work together better.
Clerk/Administrator Pauley pointed out the real issue
is a State law that is placing requirements on the
City to regulate solid waste and abate it from the
landfills.
An unidentified resident stated she was willing to pay •
extra to her hauler to have her garbage picked up at
her garage, rather than taking it to the end of her
driveway, and she expressed concern as to whether all
haulers would be willing to do things like that.

There was further discussion on problems the City is
cpericnciny presently with people dumping on other
eople's property, or leaving it in their yards, and
how this plan would alleviate that problem as all
residents would be required to have the pick-up service
and pay for it.
It was agreed the issue would be discussed again in the
near future, and they would try to get further comments
from the residents and other haulers in the City. It
was agreed that the public hearing had been well
advertised, and letters had been sent to all haulers in
the City, but response had been very light.
Mayor 1,inke closed the public hearing and reopened the
regular meeting at 8:18 PM.

agenda, and waive the reading of the
resolutions.

ecommended approval of the rezoning of the property
jwned by Pettibone and the Herbsts from B-3 to I-1.

rea ing and adoption of Ordinance No. 408, amending
the Municipal Code of Mounds View by amending
Chapter 41 entitled, "Specific Rezonings", and waive
the reading.

21 to the City Council regarding the application for
a qrant from Ramsey County for the community develop-

Community Development Block Grant Program funds on
behalf of the Energy Resource Center pursuant to the
iroposal they have submitted to the City of Mounds
'iew for low interest installment loans and deferred
loans for energy conservation improvements to single
family, owner occupied properties located in the
City of Mounds View.

Cnuncilmember Ilankner stated she felt An interest for warming
rate and payment plan should be specified for finuses
this, as has been done for all other projects that
have been interfunded in the City.
Cnuncilmember Blanchard explained the process that
was used when the Council originally began the
interfund loan program, and how the availability
of the warming houses occurred.
Mayor Linke stated he would like to see the fund
kept, with a $10,000 balance.
Finance Director stated it would have to be
clarified which fund the money should be kept in.
There was considerable discussion among the Council
of the current policies and intentions on granting
the loans and the planned repayment.
Finance Director Rrage.r asked if the Council wanted '
to forgive the loan, And if so, asked what would he
done with the funds that are available to be used to
repay part of the loan. Re addeded that if it is
going to be repaid, the Council should establish
the terms at this time.

to the Council from Finance Director BrAger, pointing

the City, and she stated she felt very strongly that
the loan should be repaid.

charged and a payment schedule set up. She Added,

Director Thatcher reported the property owners on Pine- 12. Consideration

for the reconstruction of Pinewood Court, and he asked Street Froject
for Council authorization to award the 1996 MSA street Bids
project.

of $22,000 from the Silver take Woods fund to general
fund account no. 100-270-4705, and award the contract
:o Midwest Asphalt in the amount of $334,162.4CI excluding
the repaving of Pinewood Court, contingent upon approval
from MnDOT.

Councilmember Blanchard reported she had reviewed 16. Reports of
the May 1, 1986 Fire Department activity report Councilmemb�
and questioned the follow-up violation ticket
that was issued and questioned who was responsible Councilmember
for the inspections. Blanchard
Clerk/Administrator Pauley explained the City is
aware of this particular problem, that the owner
is in the process of changing alarm systems,
which necessitates having the old alarm out of
commission for a short time before the new one is
operational. lie added that they are meeting with
Chief Fagerstrom to resolve the problems.
Councilmember Blanchard questioned how the fire
inspection and housing inspection proqram is

Director Thatcher replied the housing inspections
were stopped because the typing could not be done.
He stated he has asked Inspector Rosc for the report
on fire inspections and will ask him for it again,
and he assured Councilmember Blanchard she would
have the report by the next week's meeting if he
had to personnally do it himself.
Councilmember Quick reported he had attended the
Park and Rec Commission
Councilmembo
meeting on May 22, which

was attended by a group of residents from the Silver
View Park area and they discussed encroachments on
the park property. He added it was a very lively
meeting, and the Park and Rec Commission is putting
together a policy regarding encroachments.
Councilmember Blanchard stated she would like earlier
notification of such meetings, as she would have been
interested in attending, but did not stop by to pick
up from her box until the weekend, after the meeting
had already been held.
Councilmember Quick requested that the expenses on
the Gale/Yost walkway, and the issue of fire hydrants
and panel truck for `loading the ice rinks, be placed
on the next agenda for discussion.
Councilmember Haake reported the Festivities Commission Councilmember
has projected expenses of approximately $4,300 for Haake
this yearb Festival, with anticipated revenueR of
M O , not including concessions and rides. She added
it is anticipated the City will once again help with
the funding.
Councilmember Haake reported the Festivities Commission
would like each Councilmember to sign up for a two hour
time slot to help as needed, during the Festival in
the Park.

gathering for three school officials, which was
