CONSENT AGENDA
JULY 14, 1986
The Consent Agendd is a technique designed to expedite
handling of routine and miscellaneous official business of
the City Council. The entire agenda may be adopted by the
Council in one motion. The motion for adoption is non -
debatable and must receive unanimous approval. By request
of any individual Councilmember, an item can be removed from
the Consent Agenda and placed upon the Regular Agenda for
debate.

STATE. OF MINNESOTA
RESOLUTION AUTHORIZING SIIRMISSfON OF A GRANT APPLICATION
FOR A JUVF.NII,F, DELINQUENCY PREVENTION MINI -GRANT
WIIE.REAS, the Mounds View Public Schools have
requested that the City of Mounds View sponsor an
application to the Minnesota Department of Energy and
Economic Develnpnent Justice Grant Program for a juvenile
delinquency prevention mini -grant to conduct a project
entitled, "Its A Family Affair"; and
WHEREAS, said program will he designed to give a
community presentation on the prevention of interpersonal
violence and a resource fair; and
WHEREAS, it is the desire of the City of Mounds View
to encourage such programs to deal with major social issues
of our times.
NOW, THEREFORE., BE IT RESOLVED by the City Council of
the City of Mounds View that the Clerk -Administrator is
authorized to apply to the Department of Energy and Economic
Development for funding of the project and execute such
agreements as are necessary to implement the project on
behalf of the City of Mounds View.

RESOLUTION NO, 2025
CITY OF MOUNDS VIEW
COUNTY OF RAMSEY
STATE OF MINNESOTA
RESOLUTION AMENDING RESOLUTION NO. 1917 ESTABLISHING
VARIOUS FEES AND CHARGES
WHEREAS, Resolution No. 1917 Establishing Various
Fees and Charges was adopted by the Mounds View City Council
on September 23, 1985; and
WHFRFAR: nna of the Fees cstabllshcd by this
resolution under Item 7 a. ii pursuant to Chapter 100,04,
Subdivision 3, (2) of Chapter 100 of the City Code
established a license fee of $220.00 per year for off -sale
liquor licenses; and
WHEREAS, the City of Mounds View has been advised by
Li,e riiur,a vte Liquor ,:oncroi Commission that third class
cities are statutorily restricted to charging a maximum of
$200.00 per year for such a license fee.
NOW, THEREFORE, BE IT RE30LVED that the Council of
the City of Mounds View hereby amends Resolution No. 1917,
Section a. ii. to provide a $200.00 per year fee for
off -sale intoxicating liquor sale. licenses.

SUBJECT: COST ESTIMATES FOR COIINCILMF,MHF.R 011ICK
Per Councilmember Quirk's request, I am providing a cost estimate
for the following items:
1. Bituminous path for the Gale/Yost walkway.
2. Chain link fence for the Gale/Yost walkway.
3. Fire hydrants and panel truck for flooding ice rinks.
1. Bituminous Path for the Gale/Yost Walkwayy - The cost of an 8'
wide bituminous wa kway in
,000 (1;
Iineaf ft. x $10/lineal
ft.). The cost could be lower if the work is done by the
contractor on the City street project.
2. Chain Link Fence for the Gale/Yost Walkway - The cost of a
rhain link fenco on this walkway is $4,800 (ROO lineal ft. x
$6/lineal ft.). This cost estimate does not include installing a
concrete weed control strip under the fence.
3. Hydrants and Panel Truck for Flooding Ice Rinks - In order to
reduce the cost of maintaining ice rinks, a fire hydrant needs to
be installed at Woodcrest Park, Lambert Park, Hillview Park and
Greenfield Park. The cost of installing hydrants, gate valves,
6' diameter ductile iron pipe, and appurtenances for the 4 parks
is $25,000. The cost estimate includes materials, installation
and labor costs.
(A heated panel truck to haul hoses for spraying water on the ice
rinks from Federal Surplus is estimated to cost $2,000 to
$6,000. The City's green van which is used only in the summer is
to old to repair for this use.
Possible Funding Sources
The estimated total cost for all of the items is $39,800.
The original 1986 Budget included $3,000 for the Gale/Yost
walkway. The money was removed from the 1986 Budget and not
replaced. However, the money could be returned to the 1986
Budget.
Developer deposits in the amount of. $8,000 could be utilized for
these projects. The 1986 contingency account could also be
utilized.
