RESOLUTION OF COMMENDATION AND APPRECIATION TO THE
BLAINE, SPRING LAKE PARK, MOUNDS VIEW FIRE DEPARTMENT
WHEREAS, on the morning of July 8, 1986 in the City
of Mounds View, a Williams Pipeline Company pipeline
catastrophically ruptured spewing unleaded gasoline into the
streets of the City which then exploded engulfing a three
block area in flames; and
WHEREAS, to response to an emergency call, the Blaine
Sprinq Lake Park, Mounds View Fire Department responded with
all available manpower and equipment; and
WHEFEAS, during the ensuing hours the Department's
heroic efforts resulted in limited property loss and
persoral injury by controlling the flames, evacuating
residents, and overseeing the scene of the incident to
ensure the fire did not restart while the DiDe was beino
capped off; and
WHEREAS, the City of Mounds View wishes tn recognize
the outstanding service provided by the Fire Department led
by Fire Chief Ron Fagerstrom and the sacrifice of each of
its individual members.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Mounds View on behalf of the residents of the
City of Mounds View commends the members of the Blaine,
Spring Lake Park, Mounds View Fire Department for their out-
standing eftorts and offers our heartfelt appreciation.

streets of the City which then exploded engulfing a three

COON RAPIDS FIRE DEPARTMENT
WHEREAS, on the morning of July 8, 1986 in the City
of Mounds View, a Williams Pipeline Company pipeline
catastrophically ruptured spewing unleaded gasoline into the
streets of the City which then exploded engulfing a three
block area in flames; and
WHEREAS, in response to a mutual aid request from the
Blaine, Spring Lake Park, Mounds View Fire Department the
Coon Rapids Fire Department assisted by standing by at
Station 5 to ensure coverage of the Fire Service District;
and
WHEREAS, actions of the Coon Rapids Fire Department
assured residents of the Fire Service District that adequate
fire protection services were available during this time of
extreme need; and
WHEREAS, the City of Mounds View wishes to recognize
the outstanding service provided by the Department and the
sacrifice of each of its individual members.
NOW, THEREFORE, BE IT RESOLVED that the City Council

WHEREAS, in response to this extreme emergency the

RESOLUTION OF COMMENDATION AND APPRECIATION TO THE.
MINNESOTA STATE PATROL
WHEREAS, on the morning of July 8, 1986 in the City
of Mounds View, a Williams Pipeline Company pipeline
catastrophically ruptured spewling unleaded gasoline into
the streets of the City which then exploded engulfing a
three block area in flames; and
WHEREAS, in response to this extreme emergency the
Minnesota State Patrol responded to this emergency and
provided manpower needed to evacuate residents, secure the
area, direct traffic from the site of the incident, and
provide security after the fire had been extinguished; and
WHEREAS, the City of Mounds View wishes to recognize
the outstanding service provided by the State Patrol and the
sacrifice of each of its individual members.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Mounds View on behalf of the residents of the
City of Mounds View commends the Minnesota State Patrol for
their outstanding efforts and offers our heartfelt
appreciation.

Scouts throughout the United States; and

the outstanding service provided by Explorer Post No. 761

WHEREAS, many residents in the area, displaced as
a result of the fire sought refuge at the Mounds View
Perkins; and
WHEREAS, in response to this disaster, Manager
Pat Feqes and the employees of Mounds View Perkins provided
shelter and food to displaced residents at no cost to those
residents; and
WHEREAS, such unselfish actions are an outstandinq
example of the quality of the employees of Mounds View
Perkins; and
WHEREAS, the City of Mounds View wishes to recognize
the outstanding service provided by Mounds View Perkins.
NOW, THEREFORE, BE IT RESOLVED by the City Council of

NEW BRIGHTON POLICE OFFICER GARY JONES
WHEREAS, on the morning of July 6, 1986 in the City
of Mounds View, a Williams Pipeline Company pipeline
catastrophically ruptured spewing unleaded gasoline into the
streets of the City which then exploded engulfing a three
block area in flames; and
WHEREAS, in response to a call for emergency
assistance, New Brighton Police Officer Gary Jones
approached the scene and at great personal risk determined
the location of injured residents, requested ambulances to
the specific site greatly improving response time, crossed
Woodcrest Drive, even though gasoline in the street was
still on fire, dodged a downed power line and provided
medical assistance to the injured; and
WHEREAS, Officer Jones, in the midst of the fire and
explosion, continued to provide assistance by evacuating
residents and checking homes to ensure all residents had
evacuated; and
WHEREAS, the City of Mounds View wishes to recognize
the courageous actions of Officer Gary Jones.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Mounds View on behalf of the residents of the
City of Mounds View commends Officer Gary Jones for his
courageous and unselfish actions and offers our heartfelt
appreciation.

residents and severe iniuries to a third; and

Spann families; and
WHEREAS, the members of the Mounds View Community
Theater contributed the profits of two showings of their
current production of "Music Man" -o the Balk/Spanc Benefit
Fund; and
WHEREAS, the City of Mounds View wishes to recognize
the outstanding community service provided by the members of
the Mounds View Community Theater.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Mounds View on behalf of the residents of the
City of Mounds View commends the members of the Mounds View
Community Theater for their generosity and offers our
heartfelt appreciation.

determine the cause of the pipeline rupture in which two people were fatally
injured. The charges for our investigation will be based on the following individ-

2. Laboratory engineer 60.00 per hr
3. Laboratory technicians 40.00 per hr

TEST PROCEDURE FOR ANALYSIS OF PIPELINE RUPTUkE
1. Preserve the surfaces of the crack (rupture) by cleaning with a
WD40 solution or the equivalent. Then, spray these surfaces with
blueprint dye.
2. Transpnrt the pipeline section to Twin City Testing Corporation
for storage and testing.
3. Radiograph the intact longitudinal weld in its entirety either
before or after field cold cutting the sectio,; 12" from the north
end of the crack.
4. Dimensional measurements
a. Take diameter measurements at 4' intervals along the failed
section of the pipeline at 3:00 - 9:00 and 6:00 - 12:00
positions. Identify all the locations reading from south
to north as the pipe was positioned in the ground.
b. Take ultrasonic thickness measurements at 3:00, 6.00, 9:00,
and 12:00 positions for each diameter measurement location
(item 4A).
c. Measure the gap (crack) width at 1" intervals along the
entire length of the crack.
d. Visually examine the inside surface using photoflood illumina-
tion.
5. Take color photographs
a. In the as - received condition.
b. With the specimen removal locations identified.
6. Sample cutting
a. Cut 1 - cold cut at Twin City Testing Corporation for necessary
storage.
b. Cut 2 - longitudinally cut the cracked section at the 6:00
and 12:00 positions with the crack located at the 3:00 position.
c. Cut 3 - saw cut 3" - 6" length from cold cut end.
d. Take color photographs of the exposed inside surface of
the pipe section where the crack is located.
e. Cut 4 - saw cut through the crack at the north end 2" from
the crack tip and lengthwise at the opposite end towards the
location of the cold cut. Prepare this specimen for separation
of the cracked surfaces.

f. Cut 5 - Saw cut through crack 1" from the tip at the South
end. This will separate the cracked Surfaces.
7. Examine the exposed cracked surfaces to determine the possible
initiation points.
8. Prepare acetate or rubber replicas of the cracked surface concentra-
ting on possible crack initiation points.
9. Cut mating pie - shaped sections at the suspect crack origin or
initiation point.
a. Evaluate the cracked surfaces using a scanning electron
microscope (tentatively scheduled for July 15, 1986, at
12:30 pm).
b. Epoxy the mating surfaces together for metallographic evaluation.
i0. Remove the following additional test specimens:
a. Cut 6 - saw cut 13" from cold cut end on the side opposite
the crack.
b. Remove two tensiles from this section 90° from the weld
seam.
c. Cuts 7 and 8 - saw cut two additional 6" lengths from the
non -fractured portion of the pipeline and subject these
sections to flattening and reverse flattening tests.
d. Conduct macroetch and micro examination on the weld seam
of the removed section identified as 6C.
e. Remove Charpies (tentative) with the weld seam located in
the notch.
The testing will be conducted under the direction of Jim Wildey, metallur-
gist representing NTSB. He will be arriving at approximately 10:45
am on Monday, July 14, 1986. We have made arrangements to pick up Mr
Wildey at the airport and transport him to our laboratory.

AMENDING THE MUNICIPAL CODE OF MOUNDS VIEW BY AMENDING
CHAPTER 59.03, ENTITLED, "BUILDING PERMITS AND FEES"
The Council of the City of Mounds View does hereby
ordain:
SECTION 1. Chapter 59.03, "euilding Permits and Fees',
Subdivision 2 of the Municipal Code is hereby amended by
addinq the following,
(13) Construction, reconstruction, or repair of
a permanent or temporary nature of any
pipeline transporting any volatile
ter ial including but not limited to
ma ,
crude or refined oil, diesel oil, fuel oil,
gasoline, or natural gas. A permit for
the above defined work may be issued by
the City Council only after a public
hearing has been held after published
notice has been placed in the official
newspaper of the City two weeks prior to
said hearing.
SECTION ii. This ordinance shall take effect thirty
(30) days after the date of its publication.

Bill Frits, treasurer of the Mounds View Lions Club,
presented the City with a $500 check, to be donated
to the Spano/Balk Benefit Fund.
Attorney Meyers reviewed the latest developments that
have occured relative to the explosion of the Williams
Pipeline in Mounds VjPW on July 8. lie stated they
have received a report from the U.S. Department of
Transportation, relative to 1984 pipeline breaks, and
he reviewed the types of breaks that were involved.
He stated they have been told that hydrostatic testing
could further weaken the existing line, and that is the
only testing the U.S. DOT is requesting of Williams
Pipeline Co. Attorney Meyers stated he had sent a copy
of the resulution the Council passed on July 14, 1986
to the U.S. DOT, and they have not responded in any
form. lie further stated that, along with a determina-
tion that the pipeline is installed in the county
right-of-way, under a 1957, the County Board is
investigating the provisions of the agreement and will
�e makina a complete investigation into the pipeline.

Attorney Meyers explained that in the resolution of
July 14, visual inspection was required of the pipe-
line before any hydrostatic testing was done, and
based on conditions, the City is now changing their
plan, and he asked the Council to rescind the resolu-
tion of July 14th, as it no longer reflects the City's
position, and has not been responded to by the U. S.
DOT. He stated the City is now ready to demand that
the pipeline in Mounds View be completely removed
from the City. He added he feels the City has a good
case, and the City is asking the Ramsey County
Commissioners for their assistance to do whatever is
necessary.
Motion/Second: Linke/Quick to rescind Resolution
No. 2028 by repeal, and direct Staff to prepare a new
resolution for consideration at the next Council
meeting, stating the City's new position, and requiring
removal of the pipeline.

Director Thatcher reviewed the activities of the
sewer and water department for the pest quarter.
He also reported that building permit applications
have increased year to date over 1985, and presented
an overhead projection, showing the breakdown by
month. He also reported that the department secretary
was out ill, so he was not able present the data on
the fire inspections. He stated he will have a
report for the Council at their next meeting.
Police Chief Ramacher reported all is well in the
Police Department, and the new white squad car is
in operation.

Finance Director Braqer nrroscnted the council with the
second quarter financial print-outs and reviewed them
briefly. lie reported they are in the process of gettinq
the computer in and running, and training will begin
soon. lie also reported they are in the process of
working on the budget, and are in the second round now.
Park Director Anderson reviewed the activities of the
Park and Rec department for the past quarter, which he
stated was their busiest. He reported the Forester
is working on the problems resulting from the Williams
Pipeline explosion for the first hour of each day.
He also reported a survey was done through the last
newsletter on the park department, and he will be
ccmpiling the results to present to the Council.
Park Director Anderson reviewed the activities of
the Park Board and discussed the encroachments at
Silver View Park by the neighborhood residents. Ile
explained the Park Board has adopted a resolution
which they feel should handle the matter. He reported
they have also discussed a memorial to be placed at
Random Park, and will be discussing it further.
r'^ark Director Anderson stated that staff would recommend
pproval of the Park and Rec Commission's recommendation
on the purchase of playground equipment for Greenfield
Park, and he reviewed their recommendation and the type
of equipment that would be purchased.

equipment from Game Time, from Minnesota Playnround,
at a cost of $14,992, to be funded from the contingency
fund.

installed during the evening, to give the residents an
opportunity to help with it.
Councilmember Haake questioned whether the insurance
would cover any future problems, if it was not installed
by authorized staff.
Attorney Meyers replied the insurance wuuld be in full
effect. Park Director Anderson stated that Staff would
go back and double check al', work done, to make sure
everything was correct, lie also pointed out that by
-doing it in the evening would necessitate paying overtime
o the Maintenance Department, and questioned whether the
_ cost factor would be a problem.

Councilmember Quick asked that Mayor Linke report at the 1
next aoenda session how much interest there is on the
part of the residents to participate.
Director Thatcher asked if a representative of the
company could be present during installation, to

Park Director Anderson replied that the salesman could
be available, but would be of limited assistance, as
they only sell the product. He added the maintenance
crew has put together one of these before, and it should
go easier the second time.

Clerk/Administrator Pauley reported the Council has
been invited to a public hearing on pipeline safety, to
be held in Faribault on August 13, at 7 PM. He asked
the Council to notify him if they plan to attend, as
he must confirm the number who will be going.
Clerk/Administrator Pauley reported the Clerks for
Blaine, Spring Lake Park and Mounds View have been
negotiating a ten year capita: improvement budget
for the Fire Department. They have requested the
Fire Department arrange a tour, which has been set
for Wednesday, August 6 at 5:30 PM. He asked the
Council to let him know who would be attending.
Clerk/Administrator Pauley reminded the Council the
second meeting on the Ardan drainLge district would
be held on July 30 at 7 PM at Abiding Saviour Church.
Clerk/Administrator Pauley requested authorization
to extend the hiring time of Rita Docken through

filling in at City Hall.

from the second judicial district court, regarding
the City of Mounds View versus the Metropolitan
Council and the Metropolitan Airports Commission.
He stated he understands MAC has approved the
settlement, and the Met Council has no objections
to it, and the matter is now being submitted to
the City Council.
Attorney Meyers clarified that the stipulation and
order relates only to Phases lA and 1B, ano if the
stipulation is agreed to by the City, it would be
submitted to the District Court for approval.
Attorney Meyers read the stipulation. He asked that
if the Council approves it, they authorize him to
execute it on behalf of the City of Mounds View.
Councilmember Hankner elated that in past discussions
it had not been clear whether the removal and installa-
tion of the new runway would take place together.
Attorney Meyers clarified the 2,580 feet would be
removed first, then the additional 2,580 feet on the
north would be added.

on behalf of the City of Mounds View.

Councilmember Hankner stated she feels MAC seems
sincere in following through with what has been
laid out in the stipulation, and while it has been
a real problem for residents on the north side of the
City, the moving of the runway should help considerably.
Mr. Frits stated he does not feel MAC will follow through,
as they have made promises before, but not kept them.
Mayor Linke explained that if they violate the stipulation,
they will be in default and the duct will deal with them.
Ccuncilmember Hankner stated she shares many of Mr. Frits's
concerns, but she feels confident the movement of the
runway to the north will help considerably.

Councilmember Quick stated he had been contacted by the
residents of the area, who have had numerous problems
with youths in the area and dirt bikes and motorized
hicles. lie stated retaliated againstthe if they ents call they

they were going to do, and take care of the problem.
Councilmember Hankner stated that if the City provides
an asphalt walkway with a fence and light, it will
help to protect the residents. She added that
presently there is no way of patroling the area.
Councilmember Blanchard stated her main concern was
where the funds would come from.
Clerk/Administrator Pauley explained that last year,
as a result of the budget crunch, the Council put a
freeze on many items, of which this was one. At
that time, $15,000 was placed into the contingency
account that had been budgeted for this work.
Mayor l.inke stated he is a firm believer in the Mounds
View park trail system.
Councilmember Haake stated she feels the kids will
continue to do what they have always done, and this is
not going to solve the problem. She added there are
many areas in which the money could be better spent. •

Clerk/Administrator Pauley reminded everyone the
American Red Cross will be conducting a session on
dealing with stress at the Edgewood Community
Center on July 16, from 7 to 8:30 PM.
Clerk/Administrator Pauley asked authorization to
temporarily hire back Rita Docken to assist at
City Hall, while some personnel is on vacation, and
to get caught up.
Motion/Second: Quick/Blanchard to authorize the hiring
o Riga Docken for up to 40 hours, at $8.34 an hour, to
be charged to the Community Development department.

Clerk/Administrator Pauley asked that the Council
give Staff direction on press releases, to coordinate
the efforts of everyone involved.
It was the consensus of the Council that press
releases should go through the Clerk/Administrator's
office, and they should be run past Attorney Meyers
before they are released.
Clerk/Administrator Pauley reported the neighborhood
update will not continue as frequently as it has been,
as things have settled down, but will be done as new
information is available.
Clerk/Administrator Pauley reported the City is in
the running for the community block grant which it had
applied for earlier. He added the report is going to
the County Board.
