STATE. OF MINNESOTA
RESOLUTION OF COMMENDATION AND APPRECIATION TO
STATE. TROOPER GUS WEHMEYER
WHEREAS, on the morning of July 8, 1986 in the City
of Mounds View, a Williams Pipeline Compan,, pipeline
catastrophically ruptured spewing unleaded gasoline into the
streets of the City which then exploded engulfing a three
block area in flames; and
WHEREAS, upon hearing of the emergency condition
while monitoring radio calls, State Trooper Gus Wehmeyer
approached the scene, assessed the situation and
disregarding his own personal safety braved huge flames,
dense smoke and downed power lines to evacuate the homes on
Long Lake Rnad in the greatest Immediate danger; and
WHEREAS, thanks to the actions of Trooper Wehmeyer to
give warning and directions to the residents additional
injuries were doubtlessl} avoided; and
WHEREAS, the City of Mounds View wishes to recognize
the courageous actions of Trooper Gus Wehmeyer.
NOW, THEREFORE, RE IT RESOLVED that the City Council
of the City of Mounds View on behalf of the residents of the
City of Mounds View commends Trooper Gus Wehmeyer for his
courageous and unselfish actions and offers our heartfelt
appreciation.

spaces. Ninety (90) parking spaces are required by City Code.

CONDITIONAL USE. PERMIT
(�}) City Code requires the City Courcil to conduct_�_pu¢!ic_ he_�inq
l/ on the cnnAitlnnal use ermit. In order for a manufacturing
plant to he insta le in an 17 zoning district, the site must
receive a conditional use permit from the City. The requirements
are listed in City Code Chapter 40.20, Subd. F. i will summarize
the requirements of this section of the City Code as follows:
1. Additional screening is required when development is next to
a residential district.
2. All lighting shall be hooded and not visible from public
right-of-way.
3. ,All signs will comply with the Mounds View Sign Code.

Dear Mr. Evans:
Metro Region Waters has reviewed the proposed site plan for a
r commercial building near DNR
protected
pond with skimnor very adequately addresses lour at r water management
concerns. If the outlet from the holding pond is to be constructed
above the ordinary high water level of the protected wetland, no DNR
permits would be required. However, the outlet should be properly
rlprapped to prevent erosion. The vetland should also be protected by
silt fence during construction to prevent the degrading effects of
sedimentation from runoff.

SUBJECT: "WELCOME TO THE CITY OF MOUNDS VIEW" SIGNS
Per your request, staff is purchasing 15 "Welcome to the City
of Mounds View" signs. Each sign will be 18" high by 48" wide.
Each sign will include the City logo in two colors. Each sign
will be constructed of aluminum and be reflecterized with
Scotch -light. The lettering and background trees on the logo
are pruposed to be black. The color of the leaves on the fore-
ground are proposed to be green. There will be a black border
around the whole siqn.
Twelve signs are proposed to be installed at the locations
indicated on Attachment No. 1. If 15 signs are purchased, 3
signs will be saved to replace the installed signs, if and
when the become damaged.
The signs cost approximately $45.00 each. The art work for
these signs costs approximately $130.00 and a set-up cost of
approximately $56.00 is also charged. Therefore, the cost of
purchasing 15 signs is $851.00 ($675.00 + $130.00 + $56.00).
If only 12 signs were purchased, the cost is $726,00 ($540,00 +
$130.00 + $56.00).

Attached for your consideration is a billing from Corrigan
Electric Company for the installati-n of the City's new
civil defense siren located at Well House 13. This siren
functioned in an acceptable manner during the state-wide
siren testings on the afternoon of August 6th, therefore,
Staff would recommend Council approval of the payment of
this billing statement.
RECOMMENDATION:
ktaff would recommend Council authorize the payment of
$8,600 to Corrigan Electric for the installation of a civil
defense siren at Well House 13 with funds coming from 100-
230-4703, Civil Defense Equipment Account.

SUBJECT: CLERICAL STAFF ASSISTANCE
As has been previously mentinned to you by City Attorney
Meyers and myself, additional clerical assistance might he
necessary to deal with the additional workloads resulting
from the Williams Pipeline incident. At this time staff has
become bogged down with the process of attempting to
completely inventory the various documents we have received
as a result of this incident and prepare a listing of those
documents available for public review as well as a
confidential listing of all non-public documents. Also,
staff would like to place these documents in some
semblence of reasonable order so that they may be readily
accessed by all staff members needing to review them.
In consideration of this fact, I would request Council
authorization to secure the services of Ms. Deanna Mortenson
.o provide clerical assistance in placing our records in
order and preparing the appropriate inventories for a total
of 80 hours at a rate of $5.00 per hour. Her employment,
should it be approved by the City Council, will commence on
the morning of August 12th.
RECOMMENDATION:
Staff would recommend Council authorize the hiring of
Ms. Deanna Mortenson for a maximum of 80 hours at the rate
of $5.00 per hour to provide supplementary clerical
assistance to the Administration Staff.

determined by the City Council.

Watershed District.
