ATTEST: (SEAL) 4 mayor Clerk -Administrator RESOLUTION NO. 2129 CITY OF MOUNDS VIEW COUNTY OF RAMSEY STATE OF MINNESOTA A RESOLUTION AUTHORIZING VARIOUS BUDGET TRANSFERS WHEREAS, the 1986 General Fund Budget provided amounts for insurance protection and the purchase of a new Civil Defense warning siren; and WHEREAS, additional premiums for worker's compensa- tion insurance in the amount of $11,800 were charged as a consequence of policy audits for policy periods ending April 30, 1984, 1985; and WHEREAS, a new Civil Defense Siren was purchased at a cost of $20,839 and an interfund loan to finance it's purchase was not found to be necessary. Planning Commission Resolution No. 176-86 2. Proposed City Council Resolution No. 2125 3. Site and landscape plan dated 11/18/86 The Planning Commission passed Resolution No. 176-86 on November 19, 1986. The truck loading and unloading area will be located on the east side of the building north of the trash enclosure. _ The semi -trailer truck delivery route is indicated on the site and landscape plan, and deliveries can be accomplished without having the trucks drive on the exit to Mounds View Drive. If you want to clearly stipulate that semi -trailer trucks shall not use Mounds view Drive exit, then I recommend that you place such a condition in the conditional use permit section of the attached City Council resolution. SWT/bac MOUNDS VIEW PLANNING COMMISSION RESOLUTION NO. 176-86 CITY OF MOUNDS VIEW r COUNTY OF RAMSEY 1, STATE OF MINNESOTA RESOLUTION REGARDING MOUNDS VIEW PLANNING CASE NO. 172-85, SUPER AMERICA WHEREAS, Super America has requested City approval to construct a Super America gas station/convenience store in the City of Mounds View; and WHEREAS, construction of this building, as requested, requires approval of the development and conditional use permit; and WHEREAS, the Planning Commission has reviewed the staff report and reviewed information submitted by the applicant which includes the following: 1. Development Plan 2. Site Survey 3. Evidence of Site Control; and WHEREAS, the Planning Commission has also reviewed this _ proposal and it is in conformance with all chapters of the Municipal Code, specifically Chapters 40, 42, 49, and 49A and State Statutes; and WHEREAS, this development does not need to be reviewed by the Rice Creek Watershed District; and WHEREAS, the Storm Water Control has been approved by the City Engineer; NOW, THEREFORE, BE IT RESOLVED that the Mounds View Planning Commission recommends approval of the development per the request by Super America. BE IT FURTHER RESOLVED that a development agreement be entered into between the City and the Developer which includes the following: (1) Exhibits: (a) Site, Grading, Lighting, Signage, Landscaping/ Buffering and Utility Plan (b) Development Plan (c) Site Survey (d) Legal Description (e) Building Plans and Specifications RESOLUTION NO. 176-86 PAGE TWO OF THREE (2) Security for the development in the amount to be determined. (3) Exhibit 2A to require the following: (a) Paved parking area to use B618 curbing. (b) Applicant must satisfy the requirements of City Code Chapter 40.07, Subd. K. (c) Approval from Ramsey County for curb cut. (d) Payment of all City expenses above and beyond amounts previously submitted. (e) Other items as may be required by the City Council. (f) F. and I. pedestrian curb ramps for sidewalk at curb cuts. (g) Super America shall provide a ten foot wide easement on the north side of the site for a right turn lane for the intersection of Highway 10 and County Road I. (h) Developer shall install soil erosion control as directed by City Engineer. BE IT FURTHER RESOLVED that the Mounds View Planning Commission recommends approval of a conditional use permit to include the following: (1) The hours of operation shall be 24 hours. After one year of operation, the City shall hold a public hearing to solicit input on the hours of operation. If there are many negative comments, the hours of operation may be reduced. (2) Outside loud speakers shall be utilized only for clearing pumps. (3) Outside merchandising shall be confined to the concrete entrance slab. Outside merchandise stacking shall not exceed 4 feet in height. (4) The single pedestal sign shall be located as shown on the drawings. (5) If the business closes and is not reopened within one year, the conditional use permit is null and void and the underground tanks shall be removed. ATTEST_: (SEAL) Chairman Director of Public Works Community Development RESOLUTION NO. 2125 CITY OF MOUNDS VISW COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION REGARDING MOUNDS VIEW PLANNING CASE NO. 172-85, SUPER AMERICA WHEREAS, Super America has requested City approval to construct a Super America gas station/convenience store in the City of Mounds View; and WHEREAS, construction of this building, as requested, requires approval of the development and conditional use permit; and WHEREAS, a public hearing was held on this development on August 26, 1985; and WHE^SAS, Super America has changed the site plan since August 26, 1985; and WHEREAS, a public hearing was held on this development, rr including the changes, on November 10, 1986; and R. WHEREAS, the City Council has reviewed the staff report and reviewed information submitted by the applicant which includes the following: (1) Development Plan (2) Site Survey (3) Evidence of Site Control; and WHEREAS, the City Council has also reviewed this proposal and it is in conformance with all chapters of the Municipal Code, specifically Chapters 40, 42, 49, and 49A and State Statutes; and WHEREAS, this development does not need to be reviewed by the Rice Creek Watershed District; and WHEREAS, the Storm Water Control has been approved by the City Engineer; NOW, THEREFORE, DE IT RESOLVED that the Mounds View City Council approves the development per the request by Super America. (3) Exhibit 2A to require the following: (a) Paved parking area to use B618 curbing. (b) Applicant must satisfy the requirements of City Code Chapter 40.07, Subd. K. (c) Approval from Ramsey County for curb cut. (d) Payment of all City expenses above and beyond amounts previously submitted. (e) F. and I. pedestrian curb ramps for sidewalk at curb cuts. (f) Super America shall provide a ten foot wide easement on the north side of the site for a right turn lane for the intersection of Highway 10 and County Road I. (g) The west access to the site from County Road I shall meet the approval of the City Engineer. (h) Developer shall install soil erosion control as directed by City Engineer. ATTEST: Mayor (SEAL) Clerk -Administrator MEMO TO: Mayor and City Council FROM: Mary Saarion, Acting Director Parks, Recreation and Forestry DATE: November 20, 1986 RE: Employment of cable telecasting people The City of Mounds View currently has about $1,700 which can be used only for projects relating to community cable telecasting. Three people have been interviewed for the job and have agreed to handle the council meeting cable telecaetings at the fee of $8.00/hour. The three people are: Charles Skillings Mike Yungers Jerry Skelly, Jr. In March of 1987, the City expects to be granted approximately 020,000 for the sole purpose of cable TV programming at the municipal level. This money is granted from the Cable TV franchise to encourage municipal cable TV programming. RECOM:1ENDATION: To approve the hiring of three cable television production employees for the purpose of telecasting live City Council meetings and other projects that may be appropriate for community viewing, with the funds coming from the monies granted to the City from the cable franchise.
